Licensing of Electrical Engineers IEEE, Singapore Section Power Engineering Chapter “Power Up Your Career” Seminars and Dialogue Session 4 May 2007 Agenda • What is the licensing of electrical engineers about ? • How To Apply For An Electrical Engineer’s Licence ? • Assessment Criteria What is the licensing of electrical engineers about ? • Under the Electricity Act, only Licensed Electrical Workers (LEWs) are allowed to carry out electrical works, viz. design, install, repair, maintain, operate, inspect and test an electrical installation. • The objective of licensing electrical workers is to ensure that licensed electrical workers are competent to offer electrical services for consumers in the domestic and non-domestic sectors. • The licensing scheme authorises the Electrical Workers to offer their services to members of the public. • Licensed Electrical Workers are responsible for the design, supervision, installation, testing and commissioning of consumers’ electrical installations. What is the licensing of electrical engineers about ? There are 3 classes of Licensed Electrical Workers (LEWs): Class of LEW Design & Installation a. Electrician ≤ 45 kVA (1000V) b. Electrical Technician ≤ 150 kVA (1000V) c. Electrical Engineer No limit Operation of Installation ≤ 45 KVA (1000 V) ≤ 500 kVA (1000 V) subject to licence conditions (i.e. up to 1,000 volts; up to 22,000 volts; up to 66,000 volts; or up to 230,000 volts) How to apply for an electrical engineer’s licence ? • The applicant should : (a) be a registered professional engineer in electrical engineering under the Professional Engineers Act (Cap. 253); and (b) has not less than 2 years'post-graduate experience in electrical power engineering relevant to the electrical work which an electrical engineer is authorised to perform. • The applicant is expected to submit a report showing his operation and practical experience in electrical works. Application shall be made on line via EMA web site at http://elise.ema.gov.sg/elise/public_applyforlicence.jsp EMA web site at URL address: http://elise.ema.gov.sg/elise/public_applyforlicence.jsp Assessment Criteria The applicant will be assessed by a panel of Interviewing Committee based on the report submitted and he / she is expected to have sufficient knowledge in, but not restricted to, the following: • EMA regulations governing electrical safety • General requirements of code of practice CP 5 and industry practices on consumers’ electrical installations • Requirements of CP 88 Part 1 on temporary electrical installations for construction and building sites and CP 88 Part 2 on temporary electrical installations for mini-fairs, trade-fairs, decorative lighting and exhibition sites. • Typical high voltage and low voltage network configuration, operation criteria and constraints • Construction and operation of switchgears and transformers including high voltage cables jointing and termination Assessment Criteria • Protective systems: feeder, busbar and transformer protections, etc • Procedures and industry practice in the maintenance of low voltage and high voltage equipment and responsibility of LEW • Pre-commissioning and commissioning tests on low voltage and high voltage equipment, common types of commissioning difficulties • Switching procedures and practices; safety rules on high voltage operation; Permit-To-Work system, etc. It is essential that the applicant shall acquire sufficient practical and operation experience in electrical installation, testing, commissioning and maintenance works before applying for a licence. Electrical Engineer’s Licence • The successful applicant will be notified via email and issued with a set of userid and password for access to ELISE where information pertaining to the LEE will be posted. • Upon issuing with a card licence, the LEE is authorised to carry out electrical works for consumers according to the conditions specified in the licence.
