This tender is to establish a source of supply for the following traffic materials required for the period June 1,
2011 to May 31, 2013 by the City of Saint John. The quantities listed are estimated yearly usage.
The City does not guarantee to purchase any specific quantities but reserves the right to order more of less
than the quantities stated.
Prices bid will be for a Supply Agreement to be drawn from until May 31, 2013 with prices remaining firm
for year 1(June 1, 2011 – May 31, 2012) and year 2 (June 1, 2012 – May 31, 2013) of the contract.

Responses to inquiries will be in writing and distributed by facsimile to all bidders registered as having
received the bid documents as of the date the response is prepared. The source of the question will not be
identified in the response. Verbal information shall not be binding upon the City. Inquiries after the above
deadline will not receive a response.

Payment shall be based on Net 45 Days from date of invoice or receipt of goods, whichever is later.
3.
TAXES:
The BID price shall be all taxes extra.
4.
TIME LIMIT:
Bids received after the date and time as shown on the request for quotation shall not be considered, and will
be returned unopened to the bidder.
5.
ACCEPTANCE:
The City does not bind itself to accepting the lowest or any quotation submitted, but reserves the right to
accept any bid deemed to be in its best interest.

Please quote your net price on each of the listed commodities or services. Shipping will be extra. A rate
table for shipping costs must be provided with the bid.

EXPLANATION TO BIDDERS:
No verbal agreement or conversation with any officer, agent or employee of the owner either before or after
execution of the contract shall effect or modify any of the terms or obligations contained in any of the
documents comprising the said contract.

SUBSTITUTES:
Substitute products will be considered unless otherwise noted. However, the decision as to the equivalency
of a substitute product will be left solely with the user department of the City of Saint John. Descriptive
literature must accompany the bid for substitute products. Failure to supply this literature may be grounds
for rejection of the bid.
9.
AWARD:
The City does not bind itself to accepting the lowest or any tender received and reserves the right to split
the tender among various suppliers to the best advantage of the City of Saint John.

The EMP 2 SA mid-block controller shall operate two (2) distinct phases, one (1)
attributed to vehicular traffic controlled by green, amber and red adjustable intervals.
The other phase shall be attributed to pedestrian traffic and consisting of adjustable
walk and ped clear intervals. The pedestrian movement shall be actuated by a push
button system or a microwave presence detector.
A hold circuit shall be integrated to enable synchronization.
Conflict monitoring shall comprise the surveillance of each phase via the green and/or
walk display.

Description
Prefabricated Detector Loops
The detector loops shall be manufactured of 12mm (1/2”) diameter rigid PVC
conduit, of 6 metres (20 feet) minimum length, to minimize the use of
couplers. When used, couplers will be cemented to the conduit. The loops
will be 6’ x 10’.
The corners of the loop conduit, rounded to 102 mm (4”) will be frame
molded without the use of couplers. A “T” type shaped access fitting or
octagonal box will complete the loop’s geometric form and will allow the
junction of lead-in in conduit between the loop and the junction box or
control accessories.

The number of turns of the wires should be as per the manufacturer’s
recommendations. The wire used should be a single conductor number AWG
14, made of seven (7) strands, be of the type RW-90 XLINK 40° , copper
with polyethylene jacket insulated for a 600 volts tension.
The wires in the conduit shall come out of the “T” junction and be of a length
of at least 30 metres to reach either the junction box or the control unit
without any joints whatsoever. The wires (lead-in) shall be twisted at the rate
of ten (10) turns per metre.
The polarity of each wire of the lead-in shall be indicated as a “plus” and
“minus” at the end of the conductors with plastic markers.
After wiring, the PVC conduit shall be fully injected with malleable urethane
without air pockets. This insulating product shall be a high flexibility
polyurethane type 17-9002. The polyurethane shall remain flexible in
temperatures between -40 and +70C, while keeping its solid properties so to
prevent any vibrations of the wires.

General Description
This specification covers red, green, and yellow LED modules to be used in place of the incandescent lamp,
reflector, socket, gasket, and lens assembly of the vehicle signal sections. This technical performance specification is
applicable to new construction projects and also to retrofit of existing signalized intersections.
Referenced vehicle type LED modules shall fit in all standard, incandescent vehicle traffic signal housings. Each
module shall incorporate a printed circuit board inclusive of all of the LEDs and required circuit components, 39
inch 16 AWG wire leads with strain relief and spade terminals, a rigid housing for protection in shipping, handling
and installation, and a one piece neoprene gasket. Screw-in type products are not allowed for vehicle signals. The
individual LEDs utilized in red, green, and yellow ball type lamps shall utilize the latest technology in thermal
management including an integral copper slug that is imbedded into the LEDs. Each individual LED shall be rated
to withstand in excess of 1 watt of power at 25° C, during continuous operation
Outer lenses for ball type modules shall be made of ultraviolet stabilized polycarbonate, and shall serve to enhance
the optical efficiency of the LED traffic signal module. Individual lens-lets are specifically not allowed. Red, green,
and yellow ball type signals shall incorporate an inner fresnel lens that is sealed to the lamp housing, and serves to
collimate the light emitted by the LED light engine. The outer lens shall serve to focus the collimated light, so as to
meet ITE intensity and distribution standards. Additionally, red, green, and yellow ball lamps shall almost perfectly,
approximate to the motorist, the appearance of an incandescent traffic signal. This means that the surface of red,
green, and yellow ball LED lamps shall appear to the motorist as nearly totally uniform in illumination, and have a
wide viewing angle that makes it suitable for installation on wide boulevards or single-tethered span wire. This also
means that it shall not be apparent that LEDs are used as the light source for red, green, and yellow traffic signal ball
type lamps. The external lens surface for all vehicle signals shall be smooth, with no raised features, so as to
minimize the collection of dirt, diesel smoke, and other particulate contaminates, and to facilitate periodic cleaning.
External lens facets are not allowed. The lens shall be keyed to the housing of the LED signal module to insure the
proper orientation and to avoid possible rotation during any handling. External lenses shall be hard-coated in
compliance with Caltrans specifications.
The LEDs shall be mounted and soldered to a printed circuit board. The LED signal module shall be watertight
when properly installed in a traffic signal housing. The LED signal module shall utilize the same mounting hardware
used to secure the incandescent lens and gasket assembly, and shall only require a screwdriver or standard
installation tool to complete the mounting. The LED signal module assembly shall weigh less than 5 pounds. For
vehicle signals, the incandescent lamp sockets and reflectors shall be removed from the signal head housings, to
ensure customer long-term compliance with utility company rebate programs. So as to minimize possible
maintenance problems, the LED lamp module may not protrude into the signal visor area more than one-half an inch
in depth.
The housing of the LED signal module shall be marked ‘TOP’ to designate the proper orientation of the LED signal
module in the traffic signal housing. The housing of red, green, and yellow LED ball type traffic signal modules
shall utilize a partial, embedded and integral metal layer, in its design and construction. Manufacturers part
number, date code, and electrical characteristics of the LED signal module shall be visible on the rear of the
assembly. A label shall be affixed to back of the red and green ball type modules, that certifies their complete
compliance with the July 1998 ITE VTCSH, Part II specification for LED traffic signal modules.
Optical
The light intensity, chromaticity, and distribution for red, green, and yellow ball and red, green, and yellow arrow
LED signal modules, and LED pedestrian signals, shall have been tested by Caltrans, and found by same, to be in
compliance with Caltrans specifications. Additionally, red and green ball LED lamps shall meet the July 1998 ITE
VTCSH Part II, standards and measurement criteria for LED traffic signal modules.
The control circuitry shall prevent the current flow through the LEDs in the off state to avoid any false indication as
may be perceived by the human eye, during daylight and evening hours. The LED traffic signal module shall be
operationally compatible with NEMA TS - 1 and NEMA TS - 2 conflict monitoring parameters. The intensity of
the LED signal module shall not vary by more than 10% over the allowable voltage range as specified in the
electrical section below.

Electrical
Power factor shall be 0.90 or greater, at nominal rated voltage, at 25°C, after 60 minutes of operation. Total
harmonic distortion (THD) shall be less than 20% at rated voltage, at 25°C.
All LED traffic signal modules shall be in compliance with FCC noise regulations and must meet the FCC Title 47,
Subpart B Section 15 regulation. The LED signal modules shall not dim or burn out when subjected to normal
ambient levels of radio frequency radiation. “Normal” is defined as the typically expected ambient radiation levels
that result when vehicles broadcast radio frequencies in the immediate vicinity of a signalized intersection.
The red, yellow, and Portland Orange LEDs shall utilize exclusively AlInGaP technology, either AS (Absorbing
Substrate) or TS (Transparent Substrate), and shall not exhibit degradation of more than 30% of their initial light
intensity following accelerated life testing (operating at 85 degrees C and 85% humidity, for 1000 hours). AlGaAs
technology is not acceptable.
The green LEDs shall utilize Indium gallium nitride technology.
The LED signal modules shall be connected directly to line voltage, 120 Volts AC nominal, and shall be able to
operate over the voltage range of 80 VAC to 135 VAC. LED traffic signal modules shall not be illuminated when
the applied voltage is less than 30 VAC. They may or may not be illuminated when the applied voltage is between
30 volts and 50 volts AC. They shall be illuminated (unregulated) when the applied voltage is 50 VAC to 80 VAC.
With the exception of yellow balls, their luminous intensity shall be in compliance with the July 1998 ITE VTCSH,
Part II, when the applied voltage is between 80 VAC and 135 VAC. Yellow ball luminous intensity shall be
compliant with Caltrans specifications when the applied voltage is between 80 VAC and 135 VAC.
The 8” and 12” red ball units shall consume no more than a nominal 7 and 10.5 watts respectively, at 120 VAC, at
25 degrees centigrade. They shall also have been tested by Caltrans, as a model and type, and found by Caltrans, to
be Caltrans compliant.
Green ball LED traffic signal modules shall consume no more than a nominal 11 and 15 watts for the 8” and 12”
lamps respectively, at 120 VAC, at 25 degrees centigrade. They shall also have been tested by Caltrans, as a model
and type, and found by Caltrans, to be Caltrans compliant
Yellow ball LED traffic signal modules shall consume no more than a nominal 13 and 22 watts for the 8” and 12”
lamps respectively, at 120 VAC, at 25 degrees centigrade. They shall also have been tested by Caltrans, as a model
and type, and found by Caltrans, to be Caltrans compliant.
Red arrow type LED traffic signal modules shall be temperature-compensated so as to maintain intensity at elevated
temperatures. Red, green, and yellow arrow type LED traffic signals shall be tested and documented by CAL
TRANS as being in compliance with CAL TRANS intensity standards for red arrows at elevated temperatures.
Transient voltage suppression rated at 1500 watts for 1 millisecond and fusing with a maximum rating of 2 amps
shall be provided to minimize the effect and repair cost of an extreme over voltage situation or other failure mode.
As part of the lamp prequalification process, the LED traffic signal lamp manufacturer is required to provide data
such as, but not necessarily limited to, the brand and model number of LEDs used in each type of lamp, the LED
manufacturer’s recommended drive current vs. degradation curve, and independent lab data supporting the lamp
manufacturer’s claimed individual LED drive current for the lamp(s) in question. This data shall be provided not
later than ten working days after the bid opening date. Failure to provide this data on time may be cause to reject the
lamp manufacturer’s bid.
A lamp’s initial compliance to this specification can be shown via test reports; however, a lamp’s compliance
throughout the warranty period also needs to be considered. It is required therefore, that the lamp manufacturer
provides their design plan to ensure that the lamp stays in compliance with this specification, throughout the
warranty period. This plan shall be provided not later than ten working days before the bid opening date. Failure to
provide this plan on time may be cause to reject the lamp manufacturer’s bid.

All LED traffic signal modules supplied shall be warranted for 5 years against manufacturing defects.
Red, green, and yellow ball LED traffic signal modules, and red, green, and yellow arrow traffic signal modules, and
LED pedestrian modules, shall be performance warranted to be in compliance with CAL TRANS minimum
intensity standards for LED traffic signal modules, at 74 degrees centigrade, for a period of four (4) years.
Additionally, red and green LED ball type traffic signals shall be warranted to be in compliance with July, 1998 ITE
VTCSH, Part II specifications for four (4) years.

Fastening
The poles shall be supplied with a base plate as per attached drawing 08200516. Note the handwritten revisions to
drawing 08200516: the base plate shall accept a bolt circle from 304.8 mm Ø (12 inches) to 355.6 mm Ø (14 inches) and
the four (4) openings in the plate to accept the bolts shall be of size 76.2 mm Ø (3 inches) X 31.75 mm Ø (1-1/4 inches) to
accommodate the variable bolt circles and a bolt size of 25.4mm Ø.
