REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) REPUBLIC OF ANGOLA MINISTRY OF ENERGY AND WATER NATIONAL WATER DIRECTORATE INSTITUTIONAL AND SUSTAINABILITY SUPPORT TO URBAN WATER SUPPLY AND SANITATION SERVICE DELIVERY DEVELOPMENT OF PROJECT ADMINISTRATIVE, ORGANIZATIONAL, PROCUREMENT AND FINANCIAL PROCEDURES MANUAL Water and Sanitation Sector Financing Agreement reference: 2000130013430 Project ID No.: P-AO-E00-005 1. The Government of Angola (GoA) has received financing from the African Development Bank toward the cost of the Institutional and Sustainability Support to Urban Water Supply and Sanitation Service Delivery, and intends to apply part of the proceeds of the loan to payments under the contract for the development of the Administrative, Organizational, Procurement and Financial Procedures Manual for the Institutional and Sustainability Support to Urban Water Supply and Sanitation Service Delivery Project. 2. The services to be provided under the assignment include but are not limited to the following: Development of the Administrative, Organizational, Procurement and Financial Procedures Manual for the Institutional and Sustainability Support to Urban Water Supply and Sanitation Service Delivery Project. The Administrative, Organizational, Procurement and Financial Procedures Manual for the Institutional and Sustainability Support to Urban Water Supply and Sanitation Service Delivery Project will be prepared by the selected consultant with support from the Project Implementation Team Members who will provide basic inputs on procurement, financial management, environmental and social management. The consultant will be responsible for the overall quality of the document, consistency and presentation. His/her assignment shall be for a period of two (2) months. The Ministry of Energy and Water (MINEA), through the National Water Directorate (DNA), now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must send their CV that provide information on their qualifications and experience demonstrating their ability to undertake this assignment (reference to similar services, experience in similar assignments, experience in similar conditions, availability, etc.). Required qualifications include: (a) A Bachelor Degree from an internationally recognized tertiary institution; (b) General post-graduation experience of at least fifteen (15) years, from which six (6) years’ experience in projects financed by the African Development Bank, the World Bank or other International Financing Agencies; (c) The consultant must have documented specific experience in the development of administrative, organizational, procurement and financial procedures Manual for projects financed by the African Development Bank, the World Bank or other National and International Financing Agencies; experience in the development of such manuals for projects involving the water sector will be a plus; (d) Familiarity and current experience in African Development Bank or other International Financing Agencies’ procurement and disbursement practices and procedures and documented previous experience in similar assignments is highly desirable; (e) Excellent computer skills in Office tools; (f) Working experience in Portuguese speaking countries, working experience in Angola is an advantage; (g) Fluent in Portuguese and in English. 3. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 edition, revised July 2012, which is available on the Bank’s website at http://www.afdb.org. 4.
