I would like to congratulate you for choosing Tallinn University for your study period in Estonia. Tallinn University, which
is the third largest university in Estonia,
was established in 2005 as a result of the
merger of several universities and research
institutes. Despite it being the youngest
public Estonian university, our history
dates back to the 16th century when the
predecessor of the Academic Library of
Tallinn University was created. In the
years since it was founded, our university
has seen dynamic growth with a steady
increase in the number of students, both
Estonian and international. We would like
you to become a part of our growth and
development. For that, we offer you a truly

UNIVERSITY CAMPUS
Most of Tallinn University (TU) buildings are located in the city centre. The
central campus on Narva Road and UusSadama Street includes the Terra building,
the Silva building, the Mare building, the
Ursa building, the Nova building, the Astra building and the Student Residence (5
minutes walk from the Terra building) on
Karu Street. In addition, there are buildings in Tondi (Institute of Health Sciences
and Sports, Department of Crafts), Kristiine (Department of Creative Arts Therapies, Pedagogical College) and in the Old
Town (Institute of History). The Academic
Library is situated on Rävala Avenue between Estonian National Opera and the
Ministry of Foreign Affairs.

Arrival to Tallinn University Terra Building (Narva Road 25)
Tallinn University Terra building is within
a walking distance from the city centre.
You can take tram no 1 or 3 from Hobujaama stop to Tallinna Ülikool stop. It
is the first stop after Hobujaama and the
tram stops right in front of Tallinn University.

Please follow the registration deadlines - September 8, 2014 and February 2, 2015.
4. Meet your tutor - a local student who
is helping you with practical matters in the beginning of your studies
(www.tlu.ee/tutors).
5. Sign a tenancy agreement in your
dormitory or private apartment.
6. If you are a non-EU student who is
staying in Estonia for longer than six
months, then you have to apply for
the temporary residence permit for
study. After receiving the residence
card, you have to go to the Population
Register (Pärnu Road 9, Niine Street

Estonia is situated in the north-eastern
Europe on the coast of the Baltic Sea. It is
bordered by Russia in the east and by Latvia in the south. The capital city, Tallinn,
is only about 85 km south of Helsinki, the
capital of Finland, across the Gulf of Finland. Sweden is Estonia’s nearest western
neighbour across the Baltic Sea. Estonia is
often referred to as a very small country,
but with an area of 45 000 sq. km, Estonia
is in fact bigger than Belgium, the Netherlands, Denmark or Switzerland, but still
for example five times smaller than Great
Britain. Estonia stretches 350 km from east
to west and 240 km from north to south.
Sea islands cover 1/10 and lakes about
1/20 of Estonia’s territory. Almost half of
the Estonian territory is covered by forest
and woodland.
The People
Part of the reward of studying in a foreign
country is the process of learning new
things in addition to the university programme, such as the habits and characteristics of the local people. Even though we
would not wish to spoil that experience
for you, we would like to mention, for
your consideration, some generalisations
made about Estonians, so that the culture
shock could be minimised. Of course

are not prone to emotional extremes;
make a clear distinction between
working life and private life;
are individualists, “put four Estonians
together, and you will get five parties”;
are friendly and helpful, but need the
initiative for communication from
outside;
rely more on facts than feelings;
are quiet and do not ask many questions;
shake hands at official meetings, but
privately, they avoid both handshakes
and hugging; a friendly ‘hello!’ is a
good enough substitute.
Climate
Average temperatures range from 20.9°C
in summer, with July usually being the
hottest month, to -8°C in winter. However, the temperature may rise to 30°C and
above in summer or fall below -25°C in
winter. Those staying in Estonia during the
winter months, i.e. between October and
April, will need a good pair of warm, insulated shoes or boots, warm winter coat,
woollen sweaters and thermal underwear,
also some clothing for the rainy days. Otherwise, normal northern European clothing is enough.
Language
The official language is Estonian, which
belongs to the Finnish branch of FinnoUgric group of languages. It is therefore
not related to the neighbouring IndoEuropean languages, such as Russian, Latvian and Swedish. Finnish, Hungarian and
Estonian are the best known of the FinnoUgric languages.
Getting Around Estonia
Public buses are the easiest, cheapest and
most convenient solution for visiting
Tartu, Pärnu, Narva, Viljandi or any other
larger town. Buses from Tallinn to Tartu
depart every 30 minutes, to Pärnu every
hour. On weekdays, seats to these destinations are almost always available directly
before departure (watch out for special
events). During weekends it is recommendable to buy a ticket in advance. Timetables and ticket information is available at
www.tpilet.ee. The Tallinn Bus Terminal is
located at Lastekodu Street 46 (reachable
by tram no 2 and 4).
If you plan to travel by train, information
about timetables and tickets can be found
at www.elron.ee. The Central Train Station Balti Jaam is located at Toompuiestee
Street 37 (reachable by tram no 1 and 2).

City districts
Haabersti District (Haabersti linnaosa,
area 18.6 km², population 43 678): The
heart of the district is the residential area
consisting of the big panel houses of VäikeÕismäe, which were mostly established in
1970s. Lake Harku and an extensive beach
area at Kakumäe and the Kopli Gulf lie in
the boundaries of the district.
City Centre (Kesklinn, 28.0 km², 56 495):
Consists of the historical Old City and the
surrounding suburbs with wooden buildings erected in the end of 19th and the
beginning of 20th century. Most of the
governmental and cultural institutions of
Tallinn (and the republic) are located here.
Kristiine District (Kristiine linnaosa, 9.4
km², 31 415): One of the most verdant city
districts of Tallinn. Blocks of one-family
dwellings take up much of the district.
Also worth mentioning are the four objects located in the district that are protected by nature conservation regulations
– these include three home gardens and
the historical Löwenruh Park.
Lasnamäe District (Lasnamäe linnaosa,
30.0 km², 118 203): The biggest district
both by its area and its population. This is
the last region formed by big panel houses
on the principle of free planning (buildings
were constructed mostly in the 1980s). Big
part of the population is migrants.
Mustamäe District (Mustamäe linnaosa,
8.0 km², 65 923): residential area, where

also the Tallinn University of Technology,
numerous scientific institution and part of
the Kadaka industrial region are located.

Nõmme District (Nõmme linnaosa, 28.0
km², 39 471): Most of the buildings in the
district are single-family houses, which
are located on sandy areas covered with
pine groves. Because of the low density of
buildings it is also known as the Nõmme
forest city. It is one of the most prestigious
districts in Tallinn.
Pirita District (Pirita linnaosa, 18.7 km²,
17 428): About 7 km from the centre of
town. One of the most prestigious districts
of Tallinn due to its beautiful nature (seaside beach, river, extensive wooded areas)
and other advantages (yachting port and
possibilities for doing sports).
Northern Tallinn (Põhja-Tallinn, 17.3
km², 58 571): Like the city centre, this is
one of the most diverse districts architecturally, historically and socially. One of the
oldest settlements of Tallinn, Kalamaja, is

HISTORY
Tallinn University (TU) is a public institution of higher education. It was established
in 2005 as a merger of:
Academic Library of Estonia (1552/1946)
Baltic Film and Media School (1992/97)
Estonian Institute of Humanities (1988)
Institute of History (1947)
Tallinn Pedagogical University (1919/52/
92)
The university has also accommodated
former research institutes of the Academy
of Sciences:

Institute of International and Social Studies
Tallinn University is the third largest university in Estonia. Its main strengths lie in
the fields of humanities and social sciences
as well as a notable tradition of teacher
training and educational research, but it
also has a strong and constantly growing
component of natural and exact sciences.
PEOPLE AND
INTERNATIONAL
ACTIVITIES
At present, Tallinn University has around
10 000 students, as well as more than 500
faculty members and research fellows.
Internationalisation is of one of the key issues in the university’s development plan
for the coming years. There were 613
international students (289 exchange
students and 324 degree students) from
more than 50 countries in the academic
year 2013/2014. This makes about 6% of
the entire student body. Exchange students come mostly from Germany, Turkey,
Czech Republic, Italy and degree students
from Finland, Latvia and Russia.

Tallinn University maintains over 50 interuniversity agreements with universities
from around 25 countries, Russian, Japanese and Chinese universities being the
most represented cooperation partners,
as well as close to 500 Erasmus+ bilateral
agreements with universities from all over
Europe. There were 258 incoming and 140
outgoing Erasmus students in 2013/2014.
Tallinn University is an active member of
several international networks in promoting academic excellence, cooperation and

Service Points
To register as a patron, an Estonian IDcard or other identification document together with a standard document photo is
needed. The library card is free of charge
for employees and students of Tallinn University, but if lost, the card will be re-issued
for 3.20 €.
The Academic Library of Tallinn University is a research, archival and study library,
which combines the research library and
its branches. The library’s oldest publication dates back to the 15th century. Historical collections originate from the library
of the Estonian Literary Society active in
the 19th century, its oldest part being the
St. Olaf ’s Church’s library, founded in the
16th century.
The research library assembles literature
in all fields of research, except for the narrowly defined fields of construction and
agriculture. The library holds around 2.6
million books and periodicals. The collections of the library are catalogued in the
e-catalogue ESTER, containing information about availability of items. In addition there are over 45 electronic research
databases.
The library’s reserves have been divided
into four sections:
a) primary collection in the library’s depository;
b) open collection on the shelves of the
reading rooms comprising study and
research literature as well as specialised journals;
c) Baltic and rare literature collection;
d) collection of expatriate Estonian literature.

STUDENT UNION
The main function of the Student Union
is to represent and protect the interests
of Tallinn University students within the
University and at the local and national
level. Besides the general Tallinn University Representative Council and Executive
Board, every Institute and College has
their own Student Council, comprised of
students from that academic unit, who
defend the interests of their students in
academic matters and organise various
events. You can contact the Student Union
if you want to print or make copies, do a
student project, have a free homepage or
need information about student cards,
study related matters, scholarships, student dormitories and social affairs.
The Student Union has initiated a nursery room, where students and academic
staff of Tallinn University can leave their

The International Club is an organisation
for all the international students of Tallinn
University. It was created in 2006 in order
to organise social events and provide support to the international students during
their studies at Tallinn University.
The IC consists of voluntary tutors - local
students who help international students
settle in to the academic environment at
the university and life in Tallinn in general.
All international students can apply for a

based on the idea of students helping students. ESN Tallinn unites and organises
events for Erasmus and exchange students

Rooms: Double rooms (two people in
one room) are arranged in groups of two
rooms, which are sharing a WC and bathroom. There is a kitchen in each block
- a communal kitchen is shared by four
rooms (kitchen utensils are not included).
All rooms are furnished; size of the room
is 17 m² and kitchen 22 m².
Rent: Monthly rent per person in a
double room is 117,50 €. Rent includes
communal costs (water, electricity and
heating), wireless Internet, bed linen,
blanket, pillow and laundry service. You
can pay the rent via bank transfer or in
cash. The rent must be paid by the end of
every month.
Additional services: Internet with wire is
5 € per month; indoor parking lot for bicycles.
General information: Cleaning the kitchen is students’ responsibility. Each student
is responsible for cleaning his/her own
room and for keeping the bathroom tidy.
Moving in: Your name will be on the
residents’ list and you will be required to
show your passport/ID card at the dormitory reception, where you can obtain your
room key.
Contract: For signing the accommodation
contract, go to the dormitory office on the
second floor (Karu Street 17). You need to
bring two passport photos and your passport/ID. The contract will be signed for a
fixed period. If you want to end the con-
tract earlier, you have to inform the dormitory 30 days before.
Moving out: Upon departure the last
month’s rent, additional internet service
fee and a 30 € clean-up fee will be deducted
from your deposit. If there are unpaid fees,
damaged or missing items of furniture or
other property these will be deducted from
the deposit or charged to you directly if the
deposit does not cover.

key from the dormitory reception (recommended arrival time is 07.00-15.30) and
you will sign the contract after arrival to

Rent for an apartment may vary from 200
to 400 €/month. Prices can vary widely
depending on the number of rooms and
facilities offered. On closing a rental deal,
be prepared to pay a deposit. Generally
the first payment is the equivalent of three
months’ rent (brokers fee, deposit, first
month’s rent). The deposit will be returned
to you upon your departure, provided that
the accommodation is left in acceptable
condition.

STUDIES AT
TALLINN
UNIVERSITY
Tallinn University, like other public universities in Estonia, uses the 3+2 system
of the Bologna process (i.e. three years of
Bachelor studies + two years of Master
studies + four years of Doctoral studies).
There are 58 specialist areas at the Bachelor level, 65 at the Master level and 14
at the Doctoral level. The university and
its curricula have been accredited by the
Estonian Higher Education Quality Assessment Council. The university’s programmes are unique in Estonia for the
high degree of academic freedom they
allow. Up to one fourth of the subjects at
every level are open electives and a significant number of specialist subjects are also
included as electives. Thus, the students
are able to design their own study plan
quite independently, and to assist them in
this, advice is also available from study coordinators and counsellors.

Tallinn Winter School

The very first Tallinn Winter School took
place in January 2010 with 4 courses and
19 participants. In January 2014, the programme included 3 courses – intensive
language courses in Estonian and Russian, and Experimental Interaction Design
workshop. The language of instruction
was English, language courses lasted for
three weeks and workshop for two week.
The number of participants was 50 and 22
countries were represented. The next winter school takes place in January 2015.
Tallinn Summer School

Tallinn University is extremely proud of
the opportunities available through its
Summer School. Firstly, the high number
of simultaneous visits of so many prominent scholars from all over the world

REGISTRATION FOR
COURSES
Registration for courses can be done via
the Studies Information System (ÕIS): ois.
tlu.ee. The deadlines for registration via
ÕIS are 8th of September 2014 in the Autumn Semester and for the courses in the
Spring Semester the registration has to be
done by 2nd of February 2015 at the latest. You can register for classes that start in
the middle of the semester by handing in
a written application; this can be done in
the Institute/College. If you register for a
course, you take the responsibility to take
an exam or pass-fail test in this subject.
If you have registered for a course in the
beginning of the semester but decide to
drop the subject, you can remove your
name from the list via ÕIS until the registration is open. If the course starts later,
then you can turn to the coordinator and
ask to be removed from the list during one
week after the course has started. Be aware
of the deadlines and that you cannot be
removed from the list after the deadlines
have passed.
EXAMS
«
You can take the exam or pass/fail test
up to two times. Usually you can choose
between two main exam dates. One additional time will be offered to you outside
the exam session in case you did not pass
the main exam. You have the right to take
an exam or pass/fail assessment till the end
of next semester’s intermediate week, except when your name is deleted from the
matriculation register.
A member of the teaching staff has the
right to establish requirements and conditions for being admitted to an exam or
pass/fail assessment. These requirements
are described in the course programme.
If you have not fulfilled the requirements,
the teaching staff has the right not to let
you take the exam or pass/fail test.
When taking an exam or pass-fail test, you
must register yourself through the Studies
Information System (ÕIS). You can register for exams and pass/fail assessments
only if you do not have any unpaid tuition
fees.
If you have registered yourself for the exam
or pass-fail test, but for some reason cannot attend it then you must unregister
(take yourself away from the list of people
who are taking the exam or pass/fail test).
You must do that at least 24 hours before
the exam or test takes place. In case you do
not unregister yourself and it is the second
time that you take the exam, you will get
„F” or „MA” (fail) as a result.
If you do not get a positive result then you
must take the course again. If you do not
pass an obligatory course also for the second time then the university has the right
to exmatriculate you.

ASSESSMENT AND GRADES
Assessment of knowledge is carried out in
the form of tests, seminars and practical
classes. Both differentiated and non-differentiated assessments of learning outcomes
are used in Tallinn University. Assessment
is based on the level of the achieved learning outcomes. Learning outcomes are the
knowledge, skills and attitudes or combinations thereof (competences) obtained as
a result of studying.
In case of differentiated assessment a sixpoint grading scale is used:
‘A’ (excellent) – an outstanding and excellent level of achievement of learning outcomes characterised by free and creative
use of knowledge and skills beyond a very
good level;
‘B’ (very good) – a very good level of
achievement of learning outcomes characterised by purposeful and creative use of
knowledge and skills. Un-substantive and
non-conceptual errors may occur with
regard to specific and detailed knowledge
and skills;
‘C’ (good) – a good level of achievement of
learning outcomes characterised by purposeful use of knowledge and skills. Uncertainty and inaccuracies may occur with
regard to specific and detailed knowledge
and skills;
‘D’ (satisfactory) – a sufficient level of
achievement of learning outcomes characterised by the use of knowledge and skills
in typical situations. Deficiencies and uncertainties may occur with regard to nonstandard situations;
‘E’ (sufficient) – a minimally acceptable
level of achievement of learning outcomes
characterised by limited use of knowledge
and skills in typical situations. Significant
deficiencies and uncertainty may occur
with regard to non-standard situations;
‘F’ (fail) – the level of knowledge and skills
acquired by a student remain below the

required minimum. ‘F’ is a negative outcome and the examination/test shall be
retaken.
In case of non-differentiated assessment:
‘P’ (pass) – the student has acquired the
knowledge and skills required; a positive
outcome;
‘MA’ (fail) – the student has failed to acquire the knowledge and skills at the required level; a negative outcome.
NB! Credits are only given if the courses
are fully completed and you have passed all
the assignments of the given course.
CREDIT SYSTEM
Tallinn University is using the European
Credit System. One European academic
credit (EAP) in Estonia equals to one
ECTS. 1 EAP = 1 ECTS. 60 credits represent the workload of a full academic year
of studies. Credit points may be awarded
for attending and passing courses, independent research or other combinations.

INFORMATION FOR
EXCHANGE STUDENTS
Exchange students study at Tallinn University for one semester or one academic
year.
During your exchange studies, you have
to follow your Learning Agreement. If you
need to make changes to your Learning
Agreement then the Changes to the Original Learning Agreement have to be signed
by your Departmental Erasmus Coordinator at Tallinn University. The deadline for
making changes to your Learning Agreement is the end of the first month of your
studies. You can find the Learning Agreement from www.tlu.ee/exchange.
Every semester you have to earn the number of credit points required by your home
university. Tallinn University is offering
a variety of courses in English (www.tlu.
ee/courses). If no instruction in English
is available, then it is possible to complete
courses through independent study. Please
contact your Departmental Erasmus Coordinator (www.tlu.ee/coordinators) for
further information.
Your study results will be entered into the
Studies Information System (ois.tlu.ee) by
the Institute or College. By logging into
the system, you can see your results. Some
courses do not end with a graded exam
(grades from A to F), but with a pass/fail
test, which means a grade is not given. If
you need a grade, you have to ask the lecturer at the beginning of the course whether
s/he agrees to giving you a grade. Please
ask the lecturer to forward your grade for
a pass/fail course to the International Student Adviser by e-mail (exchange@tlu.ee).
The result P (pass) cannot be changed in
the Studies Information System, but the
International Student Adviser will issue an
additional document for you.

CURRICULUM
Each curriculum has a nominal duration
during which students should complete
their studies. The nominal duration is
three years for Bachelor’s programmes
(180 ECTS) and two years for Master’s
programmes (120 ECTS). To graduate
within the nominal term, you should take
approximately 30 ECTS worth of exams/
pass-fail tests every semester, i.e. 60 ECTS
each year.
A curriculum is comprised of a set of modules. The module of introductory courses
(or general subjects) provides students
with a general overview of the subject area.
Speciality modules focus on providing students with speciality knowledge. Students
can also choose a minor, which will give
them an overview of interesting specialisations other than their major. Modules consist of subjects.
Subjects are divided into compulsory (covering essential elements of a curriculum),
elective (chosen by the student from the
list given in the study programme) and
open elective subjects (chosen by the students from any study programme).

ACADEMIC LEAVE
Students may apply for academic leave
for health reasons, starting service in the
Defence Forces, parental leave and other
reasons.

cian’s recommendation for the necessity and length of academic leave.
When starting service in the Defence Forces, the student is enabled
academic leave for up to one year. The
student must attach the call-up notice
to join the Defence Forces to the academic leave application.
In the event of parental leave, the student is enabled academic leave until
the child attains three years of age.
The student must attach a copy of the
child’s birth certificate to the application.
For other reasons (e.g., financial difficulties, family problems, working
abroad and so on) a student has the
right to apply for academic leave for
up to one year during the standard
period of study in every study level.
The application must be submitted via
ÕIS. Academic leave for other reasons
may be applied only during the pre-week
of the semester. In case of health reasons,
starting service in the Defence Forces or
parental leave, the academic leave may be
applied for when it is necessary, but not
after the end of semester’s second study
period. Students in their first semester of
studies are eligible for academic leave only
on health grounds, starting service in the
Estonian Defence Forces or caring for a
child less than three years of age.

ABROAD
Tallinn University Academic Affairs Office provides students with information on
exchange programmes and scholarships
(e.g., Erasmus+ programme).
ERASMUS+ PROGRAMME
Who? All Tallinn University students can
participate in the Erasmus+ student mobility for studies and for placement.
Where? EU member states, EEA states
(Iceland, Liechtenstein, Norway), Turkey,
F.Y.R.O Macedonia.
How long? The length of studies is from
3 to 12 months, the length of placement
is from 2 to 12 months. Each student can
participate in the Erasmus+ programme
up to 12 months on each study level.
How to apply? Erasmus application deadline for studies is March 1, 2015. Applications for placement are accepted year

SCHOLARSHIPS AND STUDY
ALLOWANCES
Need-based study allowance can be applied by a degree student who is studying with a full study load (30 ECTS per
semester). The allowance is a national
allowance, which is designed to support
students from financially disadvantaged
backgrounds in terms of their access to
higher education, success in their studies and completion of a study programme
with a nominal duration. The allowance is
given out by the Ministry of Education and
Research.
Scholarship for students with high study
results is given to support students with
remarkable study results. A student has
the right to apply for the scholarship after

the second semester. There are two types
of scholarships. One for students who pay
tuition fee and the scholarship is reduction
from the fee, it is given out by your Institute/College. The other scholarship is paid
centrally and is 100 euros per month for
five months.

In order to obtain the right of temporary
residence EU/EEA citizens (who stay in
Estonia longer than three month) must
register themselves as citizens of Tallinn
within three months from the date of entering Estonia and apply for the Estonian
identity card (ID-card).

Non-EU/EEA citizens have to apply for
the temporary residence permit for study
in Estonia, apply for the residence card and

for the residence permit may take up to
two months. Please submit your application and start the process during your first
week in Estonia. A residence permit for
study is required if an international student is going to stay in Estonia for longer
than three months.

WORKING IN ESTONIA
EU/EEA citizens can work in Estonia
without a work permit.
Non-EU citizens who have been issued a
temporary residence permit for study are
also allowed to work without a work permit. It is the responsibility of the student to
make sure that working does not interfere
with the studies, as only full-time students
can have the temporary residence permit
for study.
Non-EU citizens who have graduated from
an Estonian university can stay in Estonia
for an additional six months after their
graduation to look for a job in Estonia and
to apply for the temporary residence permit for work.

EU/EEA citizens are entitled to the same
social welfare benefits in Estonia as Estonian residents. For this, students coming
from the EU/EEA countries should obtain
a European Health Insurance Card from
the social service authorities in their home
country before arriving in Estonia. More

Medical Care Structure in Estonia:
Family physician (perearst) is the first
person to consult with in case of illness.
The family physician sends the person to a
medical specialist, gives advice concerning
the prevention of diseases, takes preventive measures, issues health certificates and
prescriptions. In case of acute illness the
family physician must see the patient the
same day, otherwise within three working
days. Every family physician has a list of
patients they take care of. It is possible to
be added to the patient’s list by submitting
an application to the selected physician.
Specialist - all specialists’ visits are organised through the family physician.
Exceptionally, no referral is needed to
visit a psychiatrist, gynaecologist, dermatovenerologist, ophthalmologist, dentist,
pulmonologist (for tuberculosis treatment), infection specialist (for HIV/AIDS
treatment), surgeon or orthopaedist (for

traumatology). For international students,
it is advisable to choose all the specialists
through the family physician or medical
advisor. Usually specialists have consultations in the polyclinics and there is a fewweek waiting line, in the private clinics the
waiting lines are shorter.
Ambulance service (kiirabi) - ambulance
service is free of charge in case of emergency or unavoidable medical aid. You can
call the ambulance on 112 (free of charge)
from all over Estonia.
Pharmacies (apteek) - pharmacists can
assist with simple medical problems.
Even though most of the drugs are issued
upon a medical prescription written by a
doctor, some of the painkillers, antacids,
ointments, and other simple drugs could
be obtained without one. There are several pharmacies around town, but you will
most likely find one in any of the big shopping centres. There is a 24-hour pharmacy
in the city centre at Tõnismägi Street 5.

care is not free. Usual visit may cost from
30 € upwards, depending on the given
problem.

LIVING EXPENSES
On average, the cost of living in Tallinn
is 300-400 € per month, not including
housing costs. The accommodation prices
range from 117 € (in the dormitory) to
200-400 € in private flats.
Meals in student cafeterias cost from 3-7
€. Dinner at a pub or restaurant costs from
5-25 €.
Public transport ticket prices range from
0.55 € to 1.6 €, monthly cards from 8.50
€ (for students) to 23 €. Public transport is
free for the citizens of Tallinn.

Most of the banks are open from 9.00 17.00 on weekdays. The largest banks are
Swedbank, SEB and Nordea bank. All
banks offer currency exchange and cash
advances on major credit cards. You can
use most of the common international
credit cards (Visa, MasterCard, Eurocard,
American Express, etc.) in the banks and
stores. There are plenty of cash machines
that accept international credit and debit
cards 24 hours a day.
You can easily apply for a debit card from
one of the Estonian banks. Debit cards are
widely used for making payments, thus
avoiding carrying excess cash with you.

you to make Internet calls. The most known

MOBILE OPERATORS IN
ESTONIA
If you do not want to sign a contract with
the local operator, you can get a starter kit
and a prepaid mobile phone card from any
of the Estonian mobile companies. You
just have to pay for your talking time by
purchasing a prepaid card. In addition to
the offices of the mobile operators, different starter kits and prepaid cards are also
available at most of the newsstands and
shops around Tallinn.

You can use the computers with internet
access in the computer classes (arvutiklass)
on the main campus of Tallinn University.
Free internet access is also available at libraries all around Tallinn, you just have to
apply for a reader’s card.
If you have a laptop then wireless Internet
(WiFi) is the easiest solution for your everyday needs. Free WiFi is available in the
university buildings. In addition, several
cafes and public areas in Tallinn city centre are covered by a free WiFi network. To
find suitable wireless networks and further
information, see www.wifi.ee.

Stamps can be purchased at post offices
and newsstands. There is a post office located at Narva Road 1, opposite to the Viru
Shopping Centre.

TRANSPORTATION IN
TALLINN
You can find the public transportation
timetables at soiduplaan.tallinn.ee.
Public transportation (buses, trolleybuses
and trams) operates regularly from 05.00
to 24.00. The public transport is free of
charge for the citizens of Tallinn. Everybody else needs to pay for their travels, but
there are discounts for students.

Single ride tickets on paper can only be
bought from the driver. The full price ticket costs 1,6 € and the discount ticket 0,8
€ (with an ISIC card from Estonia or your
home country). If you need to buy a ticket
from the driver, enter at the front door;
tickets are only sold at stops, not while the
vehicle is moving.
Newsstands do not sell tickets on paper,
instead Public Transport Cards are available. It is necessary to load money on your
Public Transport Card in the newsstand,
with your mobile or on internet (www.pilet.ee). With the Public Transport Card a
1-hour ticket costs 1,1 € and the discount
1-hour ticket 0,55 €. For using the discount
tickets, you need to personalise your Public Transport Card to recognise your student status. You need to have an Estonian
ID card to personalise your Public Transport Card and this can be done for 1 € at
the newsstand or for free at www.pilet.ee.
In the newsstand you have to show your
Estonian Student Card or ISIC card (from
Estonia or your home country), at www.
pilet.ee you need to tick the field “I am a
passenger travelling on a discounted ticket
and I can prove my right to the discount
with a document evidencing this right”.
There are 1-day, 3-day, 5-day and 30-day
tickets available, for 3 €, 5 €, 6 € and 23 €
respectively, which can be used with the
Public Transport Card. There is also a discount 30-day card for students for 8.50 €.
For using the discount 30-day card, you
need to personalise your Public Transport
Card for 1 € at the newsstand or for free at
www.pilet.ee.
You can use the public transport for free,
once you register your place of residence
in Tallinn at the Population Register and
receive your Estonian ID card. You need
to personalise your Public Transport Card

pilet.ee (if you have personalised your
card before and then become a citizen of
Tallinn, then you need to personalise your
card again).
If you are travelling with the Public Transport Card, you need to validate your card
each time you enter the vehicle. The orange validators are located at each door
and you need to place your card in front of
the validator, which will either state your
right to travel for free or charge the ticket
money from your card. Passengers travelling without validating their Public Transport Card will be fined.

Taxis can be hailed on the streets or ordered by phone. The price depends on the
taxi operator and needs to be displayed on
the door of the taxi. The price is composed
of a base fare (2-3 €) and a kilometre fare
(0,4-0,9 €/km). Please ask about the fare
before starting the journey. Also note that
hailing a taxi or taking one that is parked
at a taxi rank in front of a hotel or a tourist
attraction can be more expensive. In order
to save money we recommend you to call
for a taxi by phone.

Although the Academic Library of Tallinn University should cover all your study
needs, you still might want to get some
foreign language literature to read. In that
case, the library with the biggest selection
of foreign language books available for
borrowing is Tallinn Central Library with
its Department of Literature in Foreign
Languages.
For research work you could also visit the
National Library of Estonia. Although they
do not lend books, you can order a wide
range of materials from their collection
and use them in the library.
In order to get a reader’s card at a library
you have to have your passport or ID card
with you, the library card itself can be obtained at the library.
