Estonia’s economy needs a new breath after
euro zone entry, changes in the direction of
knowledge-intensive production and innovation.
Brighter scientists and better engineers are
expected from Tallinn University of Technology as the economic growth can be achieved
most of all by technical scientists and their
new invented technologies. TUT is ready to
provide comprehensive excellence including
in economics and social sciences, on state-,
local government and business level. The
development dynamics of TUT has been one
of the best among Estonian universities during
the last decade, we also hope to develop into
a most successful university of technology in
the Baltic Sea region. A closer and more coordinated cooperation between the universities
of Estonia, development of common curricula,
doctoral studies and research centres of excellence is in the interest of our state. In long term

Tallinn University of Technology (TUT) founded in
1918 is the oldest and the biggest public university
in Tallinn and the second largest in enrolment in
Estonia. The University provides interdisciplinary
higher education, innovation and technological
development. With strong emphasis on Research
and Development, TUT has an excellent reputation amongst science universities in Europe.

The latest inventions coming from TUT are
methods and devices for measurement of electrical bioimpedance (invention helps to check

The three-year bachelor program is designed to provide
students with a well balanced interdisciplinary academic
education focusing on European politics and international
relations. The potential for indepth policy analysis that
comes from studying the political, judicial, economic, cultural and historical influences that shape the presentday

PhD, Professor of Political Science
Dr Sc Toomas Varrak has graduated from Tartu
University in history with the diploma equivalent
to current MA, took PhD in history at the same
university and the academic degree of Dr of political science at the Institute of International Relations and World Economy (Moscow / Russia).
He has worked as a researcher and director for
research in the Institute of History of the Estonian Academy of Sciences,
editor in chief at the Estonian Encyclopedia Publishers, Professor at the
Estonian Defence Academy and the Academy Nord. He has experience
as an adviser of the Riigikogu/Estonian parliament. His publications
include articles on political history, -sociology, -theory and current affairs.

The three-year bachelor program gives the students a possibility to employ modern techniques of legal interpretation
and implementation, and understand the interrelations
between different legal systems. The programme enables
you to get basic knowledge about private and public law
and study and research in detail newer areas of law, such
as European Union law, intellectual property law, information and communication law, environmental and planning
law, municipal law, e-voting regulation, data protection law,
human rights law and other areas. The faculty members,
who come from the United States, the European Union and

“TUT’s international degree programs are truly
international. How “international”, you may ask?
Typically, in one of my average classes, I will have
students from as many as 12 different countries in
addition to Estonia. Sometimes, I have to admit
that it is truly a challenge for me, as a lecturer, to
find common ground to reach students with so many
cultural backgrounds. But, somehow, it all comes together, and the multicultural
aspects really make it more interesting for both myself and the students. I love
multicultural experiences myself. Perhaps, this is because I am from New York.”
Gary Tanner has graduated with the highest honours with a MBA from New
York University’s Stern School. Professionally, Gary has a 20+ year career that
spanned most major areas of finance: corporate treasury in a multinational
company; capital markets working on Wall Street; and commercial banking
working for a European bank. “As a result, since my main experience with
finance is as a professional and not as an academic, my lectures are constantly
full of real life examples supplementing the usual theoretical “textbook” material.”

This is a demanding 2-year Master’s level specialist
business programme which includes 3 majors: Finance,
Business Analysis and Macro Analysis of Business Environment. The programme enables to acquire necessary
knowledge and analytical skills for becoming a professional
in the chosen area and forms a basis for your long term
career. Future career paths depend on the chosen major
including different positions in financial sector or in finance
functions of big companies. It may also give positions for

The two-year Master’s program in International Relations
and European-Asian Studies builds upon Bachelor studies
and is designed to prepare specialists with the potential to
work in various areas of International Relations such as
diplomacy and the conduct of foreign relations as well as

Tanel Kerikmäe, LL.M., LL.Lic., Ph.D., is a
well-known international lawyer and scholar
in the region. He completed his Master and
Licensiate studies in Helsinki University. He
has studied also in Cambridge, Oxford, Turku,
Edinburgh, Florence and elsewhere. He is a
Jean Monnet professor, a boardmember of Baltic
Yearbook of International Law and an author of more than 50 articles
and publications. He has been active as an expert on European Law for
Estonian Government, for international organizations and private corporations. Tanel Kerikmäe also serves as a President of Estonian branch of
European Community Studies Association with headquarters in Brussels.

The Master in Law and Technology provides an innovative
approach to teaching law, with a curriculum that includes
the main areas of law that are especially relevant for
technology, such as intellectual property law, IT law and
communications law. Students will specialise on one of
these areas but at the same time get an overview of all
these fields and how they relate to one-another. There will
be a combination of class-room, interactive teaching and
e-courses. The programme gives good basic knowledge
on general legal topics related to law and technology such
as public and private international law, EU internal market
law and competition law, as well as providing in-depth
knowledge and skills related to a broad understanding of
law and technology. The programme is taught by the international faculty of Tallinn Law School as well as by visiting
professors from other international universities as well as
practitioners from many different countries. The Master of
Law and Technology gives its graduates a unique basis
for work in law firms, international organisations, ministries
and regulators, patent offices or as corporate lawyers in

New Master programme in Design and Engineering has
been established by two Estonian leading Educational
Centers of Excellence: Tallinn University of Technology
and Estonian Academy of Arts, in order to meet current
demands in cross-disciplinary professionals.

Industrial production has an enormous impact on environment and societies awareness of such effects is

MASTER OF CYBER SECURITY
JOINT PROGRAMME WITH
Public focus on the cyber security field is growing all
over the world. Estonia is well-known for its eagerness
to put novel IT solutions into everyday use. It is a pioneer
in electronic identity, electronic voting, and vigorous in
adopting mobile technology, online banking and electronic
government services.
The international Master´s program in Cyber Security
aims at providing students with the skills in all aspects of
the security of information systems, offering the possibility
to specialize in either the technological or organisational
aspects, or a combination of both. There will be Guest
lecturers from CERT, industry and the NATO Cooperative
Cyber Defence Centre of Excellence and the opportunity
to conduct research within the Estonian Center of Excellence in Computer Science. The program will provide the
specialized knowledge and professional skills needed
in a career path leading to high-end technical roles or
managerial roles.

The increasing competitiveness in global market highlights
the importance of rapid product development, design quality, multi-company collaboration, optimal price levels and
predictability. This program aims to prepare engineers who
will be experts not only in a particular field on engineering,
but also have required skills for company management.
Such concepts as design, development and managements
on integration with people, knowledge, equipment and
material are included in the curriculum of the program.
The program has been developed in cooperation with University- Consortium in Science and Technology BALTECH,
initiated in 1997 by the Rectors of the seven universities.
It is running simultaneously in 4 universities in Sweden,
Latvia, Lithuania and Estonia.

ENERGETICS
JOINT PROGRAMME WITH
Energy costs have become a critical issue since the
worldwide consumption is increasing and the production
of greenhouse gases is limited. This drives us to the
situation where people who are educated to deal with
minimizing energy usage are in demand. The joint master
programme of Materials and Processes of Sustainable
Energetics offers a new and unique approach to energy
issues. Programme does not teach how to produce more
energy but how to use energy more efficiently. There are
two specializations to choose between. Specialization
on materials will concentrate on solar panels and fuel
cells. Specialization on processes will teach all about the
different ways to produce energy: oil shale, wind energy,
water etc.

TECHNOLOGY
The programme offered by the Institute of Clinical Medicine
of TUT is a unique curriculum with the objective to prepare
health care technology specialists who have acquired the
know-how for working in different health care sector enterprises and have the knowledge about the client and patient
centred approach and manner of behaviour characteristic
of the modern health care system and innovative thinking.
Students will take part in Health Care Technology related
subject Seminars and Workshops, presenting their own
work and anylizing in group. Great numer of lecturers
present also the industry side, making it a programme that
has a good mix of theory, practice and workshops.
The Institute of Clinical Medicine was established as part
of the Technomedicum of Tallinn University of Technology in 2007. Clinical medicine is an area which builds a
competence bridge between biomedicine and the clinical
manifestation of diseases. Institute adds the missing
expertise to the development of the preferential areas in
TUT (such as chemistry- and biotechnology, biomedicine).

MASTER OF Computer and
Systems Engineering
The Computer and Systems Engineering Master’s programme
focuses on the education of designing and using modern complex computer systems. Nowadays computer systems are used
more or less everywhere, they are extremely diverse and most
of them are “invisible” to users. Such systems include not only
traditional PC-s and sophisticated supercomputers, but also
computer systems “embedded” into cars and mobile phones,
for instance. Most of these computers are interconnected via
various wired and wireless networks and do not work in isolation.
These embedded systems can be either stand-alone items or an
integral part of a larger system and represent the combination of
software and hardware designed to perform specific functions.
When studying the Computer and Engineering Systems programme, students are exposed to systems design and modelling, computer architectures and programming, to name few of
the topics. Exposure to those topics will position students well
for jobs at small, medium and large companies. Their jobs will
involve defining, designing and using embedded computer
system in areas such as automotive electronics, consumer
devices, telecommunications, etc.
The Computer and Systems Engineering programme is supervised by two departments of TUT – Department of Computer
Engineering (DCE) and Department of Computer Control (DCC).
Students can choose between two of the following specialisations:
• Computer Systems Design (supervised by DCE) focuses on the modelling, analysing, designing and testing
of complex systems consisting of both hardware and
software components.
• Automation and Systems Engineering (supervised by
DCC) focuses on the modelling, analysing and designing of automation and computer control systems.

Bosch, Broadcast Television Systems, Audi, Diehl Avionics, Merck,
Heidelberger Druckmaschinen and PolyIC. Since September 2010
Thomas Hollstein is a full professor at TTU leading the research team
“Dependable Embedded Systems”.

ADMISSIONS
Bachelor level applicants are required to have completed their secondary education and
possess university eligibility.
Master level applicants are required to have achieved a Bachelor’s degree.
Different national education systems have different standards. Therefore it is always recommended to check with the International Study Center regarding the requirement for your
country.
STEP 1 – APPLICATION
To apply the applicant has to fill the application form in our online application system (http://
estonia.dreamapply.com/) and send signed application form to us together with the following documents:
• Notarized/attested copy of a secondary education certificate and diploma of Bachelor’s
degree if applying for a Master programme. Please provide a notarized translation if
these documents are not in English
• Notarized/attested transcript of records/mark list of the secondary school and if applying for a Master programme also Bachelor studies academic transcripts. If these
documents are not in English, please provide notarized translation.
• Copies of passport’s identification pages
• Passport size photo
• Receipt of non-refundable application fee for 40 EUR
• Non-native English speakers are required to present a copy of their TOEFL/IELTS
score report. The score of TOEFL test should be at least 500 (173 computer based, 61
iBT). Required IELTS score: 5.0 and above. Tallinn University of Technology TOEFL
code: 8665. Students have also a possibilty to take TUT’s English language test.
• CV/personal statement/ motivation letter/essay/test depending on programme prerequisities.
STEP 2 – ACCEPTANCE
A successful candidate is informed of a positive decision by letter of acceptance, followed
by an invoice for the tuition fees/registration fees.
STEP 3 – TEMPORARY RESIDENCE PERMIT FOR STUDY IN ESTONIA
Non-EU students need to apply for temporary residence permit for studies at the closest
Estonian Embassy (more info www.vm.ee). Temporary residence permit is valid for one
year and should be renewed every year.

ESN TUT International Club
The mission of International Club is to integrate international Students into Estonian
life and help to create a social network here
in Tallinn.
ESN TUT International Club (IC) is a organization of about 50 active students of TUT,
mostly second or third year local student
volunteers, who are helpful, openminded,
friendly young people prepared to assist
foreign students. There are plenty of activities
such as excursions, company visits, trips and
parties organized for international students.
Traditional events include international dinner, pub crawl, building sledge for the shrove
tuesday, visiting Estonian Parliament, celebrating Estonian independence day, sauna
evenings, trip to South-Estonia and nature
„survival“ trip to small island called Naissaar.

Student Activities
An active student life of TUT can be a model to other universities. There are 40 active student
organizations. Those organizations and interest groups allow all TUT students to foster their
unique identities. One of the most active and known of them is the culture club “Ollalaa”,
which draws together students interested in organizing student spirit activities. There are
also outstanding amateur art collectives within the University like the Chamber Chorus, the
folk dance group “Kuljus”, the brass band and the student theatre and cinema, Photography
Club and the student paper “Studioosus”. Students looking to preserve the environment
converge in the “Conserving Development Club”.
The students’ welfare, rights and development opportunities are taken care by the Student
Representation of TUT and the student councils of faculties, engaging hundreds of students
on daily basis. A new student house is being developed designed specifically for improving
opportunities for leisure.

International Study Center (ISC) will always
help you with any questions or problems
which may arise during your studies at
TUT. ISC is your home away from home.
The services that are provided to the
international degree students of our University include:
Student tutor
A second or third year student volunteers,
who are helpful and friendly young people
prepared to assist foreign students with all
kinds of arrangements, introduce them the
university campus and give their advice in all
practical issues one might have in the arrival
to the new environment.
“Meet and Greet” Service
We will meet and pick you up at the Tallinn
airport, harbor, railway station or bus station.
Orientation days
In the beginning of each semester we organize Orientation Days for all new international
students. To give you practical information
about studying at TUT and living in Estonia
and Tallinn. You will get to know your fellow
students, tutors, faculty, staff, University’s
buildings and the city of Tallinn. Traditionally
Orientation Days end with a student party. We
will also provide you with a „Student guide“.
“Dish market”
University’s staff and faculty collect some
dishes, cutlery and other domestic goods for
international students interested to help them
to settle in. This initiative makes the life of the
international students a bit easier at the time
of their arrival – and since all the things at the
market are free of charge, the student’s save
some money too.
Accommodation
There are two main options for arranging
accommodation:
• On campus accommodation – there are two
new student dormitories in the campus, offering double rooms, all fully furnished with a
private bathroom and free Internet. Monthly
rent in a double room is aproximatley 100 EUR
per person. University can not guarantee a
place in the dormitory.
• Private rooms and apartments for rent
– Apartments are usually found through
newspaper advertisements, the Internet or
rental agencies operating in Tallinn. Prices
depend on the apartment, the location and
number of rooms.

Counceling service
Adjusting to a new environment and culture is
never easy. But there are ways how this pro-
cess can be smoothed out. Talking to someone
about the experience is one of such ways. TUT
offers a Counceling Service free of charge to
all interested. Our councelor Ms. Lucia Riet de
Mahhov has more than 20-year experience in
clinical and organizational psychologies and
she speaks almost 6 languages, including
English, Estonian, Spanish, Italian, French.

Career Center offers different services: individual consulting, information on the job market, counseling and practical help regarding
CV, job interviews, job hunting strategies etc.

Library
TUT Library has got a new modern building
in 2009. It hosts the biggest and the best
technical and business related books and
electronic information collection in Estonia. Library holds over 720 000 volumes,
including about 110 000 coursebooks and
about 460 current journals in print form. At
the same time library provides access to
approximately 65 000 e-journals, 60 000
e-books and other databases.
Contemporary working environment for
individual learning, groupwork and interactive learning are created and various
self-service facilities like chek-in and
chek-out machines, printing, coping and
scanning machines are provided.
Sport facilities
TUT has a new and modern Sports
Center right on the campus area. Sports
hall offers possibilities to use two badminton fields, two gyms for aerobics,
fitness centre, race course, eight pingpong tables, three training fields or one
contest field for ball games. The large
and modern fitness centre offers equipment suitable for beginners as well for
advanced athletes. One can practice
basketball, volleyball and indoor hockey
in the large sports hall. You can also go
roller skating in TUT’s Sports Hall. In the
woods next to the TUT’s building VI you
will find basketball and volleyball fields
for use free of charge. There is also a
tennis court, please contact the TUT
Sports Club for access.
International Club of TUT organizes various sport tournaments on regular basis
for international and local students. Besides indoor activities everyone is free to
go jogging or skiing in the open air – the
TUT campus is located in a very nice,
green area of Tallinn.
Computers on campus
for students’ use
Most departments at TUT have computer
rooms for students to use. In addition to
these there are computers for public use
at the University library. The Wireless
Internet (WIFI) is available everywhere in
the campus and is free of charge.
Catering
TUT offers nine different cafeterias and
cafés in the premises with reasonable
prices and daily new menu.

accounts in Finland, mainly working with my clients management trying to help them to grow their business in ICT

What I aprreciate the most in TUT: Before TUT I didn’t have any experiences in working or studying in an international environments, but TUT, as an international university with wide scope of different business courses, opened the
doors for me to work in international company and strategic management issues. The course selection is versitale and
the courses and professors of strategic/financial management one of the best in the field.
At the same time, I find Estonia, and especially Tallinn, very interesting place to study. The old town is very beautiful
and I can call it my second home after the years in TUT. And of course the social side of it all, all the crazy parties and

Is Estonia the world’s smallest
country?
Definitely not. With an area of 45 000 sq km,
Estonia is larger, for example, than many
European countries, like the Netherlands,
Denmark, or Switzerland. Estonia stretches
350 km from East to West and 240 km from
North to South.

How can I get to Tallinn?
Tallinn, Estonia´s capital city is only 80 km
south of Helsinki, across the Gulf of Finland.
You can get here by plane, train and bus. You
can depart from Tallinn´s international airport
and in 20 minutes be in Helsinki, or in less than
two hours arrive at Stockholm, Copenhagen,
Riga, Moscow, Berlin, or Vilnius.

Do Polar bears live in Estonia?
Although Estonia is situated in Northern Europe, the nearest polar bears live more than
2000 km further north. Despite the fact that
there are no polar bears living in Estonia,
our wildlife is quite abundant: wolves, bears,
lynx, wild boars, elks and others are all quite
common.

Does the sun ever shine in Estonia?
Much more than you could have imagined. Due
to the White Nights phenomenon the sun sets
around 11p.m. and rises at 4 a.m. in summer
in Estonia. The summers in Estonia are warm,
the temperature sometimes can reaching up to
32°C. The winters are moderately mild. February is usually the coldest, the temperature can
go below minus 20°C.

Many information technology inventions have
gotten their start from Tallinn. Skype is one of

Compared to for example Finland you would
save approximately 400EUR every month,

Estonians are third-generation city people at
most, so all families have relatives living in
the country. The somewhat reserved Estonian of the winter months undergoes a significant change in the summer: people start
spending more time outside with their friends
and relatives enjoying different activities,
