Minimum Specifications for Cleaning/Janitorial Services
Daily/routine janitorial services for the City Hall, Police Station, Public Works Facility,
Albright Studio (Museum), and Cerny Park Restrooms. The general areas to be serviced include the
following:

A. General Cleaning Three Times a Week ("Daily")
1. Empty wastebaskets/shredder, replace liner, and recycle material in proper
receptacles.
2. Dust furniture, including desktops, computers equipment, tables, and chairs
with treated cloth.
3. Remove coffee and soda rings/smudges from accessible desk, table and counter
tops.
4. Vacuum carpeting and runners.
5. Dust mop tile floors with treated mop, spot damp mop as necessary.
6. Clean and sanitize plumbing fixtures, refill dispensers, remove splash marks
from areas around sinks, counters, and towel cabinets.
7. Clean and sanitize drinking fountains.
8. Damp mop hard surface floors with germicidal disinfectant in restroom/locker
room areas.
9.Clean and remove fingerprints from door glass.
10. Remove trash to outside dumpster.
B. Monthly
1. Wash elevators' interior and exterior surfaces.
2. Spot clean and dust all walls.
3. Damp wipe fire extinguisher cabinets and clean glass doors.
4. Scrub and recoat floors with approved floor finish.
5. Damp wipe waste containers.
6. Vacuum upholstered furniture.
7. Damp wipe air distribution units and radiators.
8. Dust Venetian blinds.
9. Damp wipe frames and trim of doors.
10.Polish wood furniture and wood wall surfaces.

1. Wash exterior office windows in and out.
2. Vacuum window sills between interior and exterior windows.

SPECIFICATION FOR CITY HALL CLEANING (Square Footage: 22,000)
A. Office Area and Private Offices
1. All cleaning as specified under general cleaning A, B, C, D and E.
2. Clean and polish telephones monthly
3. Inspect area; secure doors and lights (doors found locked shall be re-locked).
4. Spot clean walls, partitions, drawers and file cabinets weekly.
B. Restrooms/Locker Rooms
1. Clean daily with sanitary spray and polish to a shine all dispensers, mirrors,
sinks and faucets. Wipe clean and polish all splash areas.
2. Hand scrub toilet and urinal interiors with a liquid abrasive and flush afterwards
on a daily basis.
3. Clean and sanitize shower facilities daily.
4. Fill paper towel dispensers and add toilet paper to holders. Leave one extra roll
of toilet paper in each stall. Fill all soap and feminine hygiene product
dispensers. All on daily basis.
5. Sweep floor, apply solution, clean around wall, under toilets and urinals. Wet
mop entire floor surface on a daily basis. Use "wet floor" signs.
6. Spray drain gooseneck, and wipe clean; polish to a shine all under-counter
chrome on a weekly basis.
7. Weekly spot clean, wash and sanitize partitions and lockers.
8. Ceramic tile will be cleaned with grout cleaner and resealed four times a year
(every three months). Contractor must inform the City when this is performed.
C. Kitchen Area

can be changed to suit your budgetary considerations. Our proposal is a starting
point for customizing our service to meet your needs.

Exhibit C
SERVICEMASTER CONTRACT CLEANING SERVICES AGREEMENT
THIS AGREEMENT made this ____ day of _________ 2013, by and between ServiceMaster and
City of Warrenville & Warrenville Public Library.
Whereas, ServiceMaster conducts a janitorial service rendered on an individual contract basis in
commercial facilities, office buildings, schools, stores and other locations, as an independent business
licensed by ServiceMaster Residential/Commercial Services L.P. (“Franchisor”) and not as an agent or
partner of its Franchisor.
Whereas, Client desires ServiceMaster to supply contract-cleaning services to the property commonly
known as City of Warrenville located at 28 W 701, Stafford Place, Warrenville, IL 60555.
NOW THEREFORE, the Parties agree as follows:
1.
Task Schedule. Beginning on October 1, 2013 ServiceMaster will provide contract cleaning
services for the area to be serviced described in the ”Task Schedules,” a true and accurate copy
of which is attached as Exhibit A to this Agreement. ServiceMaster agrees that the janitorial
services to be provided shall be conducted according to the guidelines agreed upon between the
Client and ServiceMaster.
2.
Personnel. All personnel furnished by ServiceMaster are employees of ServiceMaster, and
ServiceMaster will pay all salaries and expenses of, and all applicable federal and state taxes
relating to such personnel. For all purposes of this contract, ServiceMaster will be considered and
independent contractor of the Client, and will not act as an agent, servant, or employee of the
Client, or make any commitments or incur any obligations on behalf of the Client without its
express written consent. Client may request the removal of any ServiceMaster employee whose
conduct is unsatisfactory to Client.
3.
Covenants. During the term of this Agreement and for one (1) year thereafter, the Client shall not
directly or indirectly hire any person employed by ServiceMaster. Client shall not, at any time,
disclose to a competitor any pricing or bid information designated as confidential by
ServiceMaster.
4.
Terms. The terms of the Task Schedule or of the price stated in paragraph 5, may be modified at
any time by the mutual execution of written change orders by the parties. All executed change
orders shall become part of this Agreement. ServiceMaster will give the Client thirty (30) days
prior notice of any price change for services rendered pursuant to the Task Schedule. Client will
notify ServiceMaster of any changes in service times, any alterations to the furnishings, floor, wall
or ceiling surfaces at the Client’s premises, or any other change which affects the Task Schedule
and consequently the contract price. This Agreement shall continue in effect from the date
services are to begin, for a period of three (3) years, and shall automatically renew for one (1) year
periods unless terminated.
Year (1) $56,976.00 at $4,748.00 per month.
Year (2) $58,115.12. at $4,842.96 per month.

5.
Payment. The Client shall make payment to ServiceMaster for services rendered at the rate of
$4,748.00.00 per month. The first billing will be made on the first day services are rendered and
shall be payable in fourteen (14) days. Subsequent billings and due dates will be monthly.
Client’s failure to pay the full amount due within thirty (30) days of any invoice shall, at the election
of ServiceMaster, be deemed to be a default and termination without notice by Client. A late
charge calculated at 1 ½% per month will be charged to Client on any overdue unpaid balance.
Client shall pay ServiceMaster its costs and expenses, including reasonable attorneys fees paid or
incurred in enforcing the terms of this Agreement.
6.
ServiceMaster will perform all services required under this Agreement, except when prevented by
strike, lockout, act of God, accident or other circumstances beyond its control.
7.
Insurance. ServiceMaster shall provide the insurance coverage set forth below, and deliver to
Client certificates of insurance upon request.
a.
Comprehensive Liability:
Bodily Injury Liability: $500,000.00 per person and $1,000,000.00 per occurrence.
Property Damage Liability: $500,000.00 per occurrence and $1,000,000.00 aggregates.
b.
Worker’s Compensation Coverage. $100,000.00, or as required by law.
8.
Termination. This Agreement may be terminated by either party by giving ninety (90) days written
notice by certified mail, return receipt requested, addressed to the other party at the address
indicated below. In the event ninety (90) day notice is not given, or if Client is deemed to have
terminated by default by failing to tender payment when due, or by Client’s conduct, which makes
ServiceMaster’s performance impossible (including a demand for the return of all Client’s keys)
then ServiceMaster shall have no obligation to continue its performance, and Client shall pay
ServiceMaster an amount equal to an additional thirty (30) days of billing as liquidated damages.
This additional thirty (30) days of billing shall be calculated from a) the date upon which Contract
Service are last performed; or b) the last date of the billing period during which any default or
unproper termination occurs, whichever is later.
9.
This Agreement contains all of the covenants and agreements between the parties, and may not
be modified except in writing, signed by both parties.
