The Chair welcomed everyone to the meeting and apologises were given. He
asked everyone present to introduce themselves.

MINUTES OF MEETING HELD ON 1 OCTOBER 2012
The Minutes of the Meeting held on Monday 1 October 2012 were agreed as an
accurate record of proceedings.

MATTERS ARISING/ACTIONS
There following matters were raised:CSP452 – The minute should read “Either 11 or 15”. It was updated that they
had decided on 15.
CSP458 (2) – Licensing Board Members – A Members Briefing would be taking
place, which would incorporate this information.
CSP458 (5 & 6) – Friar Street - An update would be prepared after the meeting
on Friday 9 November.
Action (1) - An update to be provided for the next meeting of the Group.
CSP458 (4) – OASIS - Keep on the Task Summary.
Action (2) - Keep on the Task Summary.

UPDATE FROM CHILD PROTECTION COMMITTEE
Anne Salter outlined the details of her report and noted that the seminar on
Human Trafficking would take place on 7 November. There were still place
available for the Multi-agency Child Protection Practitioner Forum meeting next
week. The CPC newsletter was on the website and would be circulated.

ALCOHOL AND DRUG PARTNERSHIP - DELIVERY PLAN AND ANNUAL
REPORT
Elaine Brown outlined both the reports tabled at the meeting. She gave an
overview of the Annual Report outlining the key achievements in particular to the
ones relating to Community Safety Partnership which were:•

HEAT targets;
Waiting times for Treatment, working towards 90%;
Removal of Early Intervention;
A & E pilot for Young People;
ADP and ACP improving links.
Elaine advised that the Delivery Plan was for 2012-2015. The annual review had
been submitted to Scottish Government and was awaiting a response.
The priories for 2012/2013 were:•

Earlier Intervention and Prevention;
Family Support;
Ensure treatment system remain open and accessible;
Promotion of recovery and access to mainstream services;
Children affected by parental substance misuse.
The following questions were raised:Q Would the contents be shared for drafting the Over Provision Statement?
A Yes.
Q Barnardos were not updated?
A Elaine to follow it up.
Q Drug testing – It was thought Stirling would be higher than Clackmannan
area?
A Clackmannan’s results had increased recently.

FUBAR UPDATE
Peter Walker and Heather MacPherson outlined the current situation and
specifically in relation to the last event held on 26 October. 120 youngster
attended that last event, this was a drop in numbers. All were breathed tested.
There were no Streetworx staffs at the event so the Fubar staff helped out with
the event. Tickets were being presented at the door as the ticket office was not
staffed. The next event was scheduled for 30 November.
The following questions were raised:Q What other cover was available?
A Peter Walker and other staff were available on the night. CCTV had given
priority to the youngster.
Q Community Safety – StreetworX were out and about but were not specifically
at or supporting the event?
A The Fubar did not want to pay for the StreetworX services for this event. The
StreetworX staff had been in other areas within the town but not specifically at
the event. The staff were in the area if needed.
Police would not provide staff for a private function without financial support
given to patrol the area but resources were needed in other areas eg Kings
Park which could have around 200 youngster. Usually the Police get short
notice of these events, so were not able to put on additional resources in the
area.
Heather MacPherson advised that the staff have to cover other areas like
Kings Park, Balfron with only 4 staff but help from other partners was
available in these areas.
Peter Walker advised the tickets were £6 each which might not be profitable
or viable but the protection of the youngsters was a priority. These issues
need to be discussed further to cover the issue of protections of young
people.
Elaine Brown advised that funding from ADP could be used for StreetworX,
parent support and advice provided.
The Chair advised he could not commit 2 police officers on a Friday
specifically for this event.
Q What were the numbers in and around the Kings Park area?
A Young people from all over use the King Park area. StreetworX did not have
the resources to support this area and the Police were subject to demand.

COMMUNITY SAFETY PARTNERSHIP – UPDATE – PLATFORMS LEADS
The Chair asked for the Platform Leads to update the Group:(a) Safer Communities – (c) Safety and Resilience – The Chair dated on both
Platform updates:•

There were 32 reported ASBO’s, 2 additional since last update and 1 that
was going to the legal team.
Taxi Marshall starts 16 November through to Hogmanay covering the City
Centre on weekends Midnight to 4/5am.
Safe Base goes live on 30 November from 10pm – 2am links with Street
Pastors.
Extra Police resources for Night Economy especially for party events in
the area from 6 December.
The Police incident caravan would be situated around from supermarkets
in the area and in the Eastern Villages on Friday afternoons. This would
include the Fire Services and might include ADP, Child Protection.
Discussions to take place to see what was required.
Friar Street the gates have been secured with on going discussions with
Partners. Drug dealing still taking place.
Unauthorised CCTV cameras in the Raploch area. Police and Housing
Services were jointly involved in this issue.
(b) Substance Misuse – Elaine Brown updated on the following:•

Michael Grassom was still the Interim Chair.
For October the following cases were drug related deaths over a short
period of time; 3 Falkirk, 2 Clackmannanshire and 1 Stirling. There was
no strong link between any of the death. Contingencies were put in place
to make people aware of the risks.
Polly drugs and stimulants were apart of the drugs being used in the area,
which was increasing on a very slight basis. Concerns were raised
regarding Illegal Highs in the Raploch area. Training would be put in
place to deal with this and they were looking into producing Apps.
Work Force Development – A report would be issued and developed
across the Forth Valley area.
Social Influencing Model for 12-14 years olds. There were a number of
risks alcohol, drugs, sexual abuse etc. It was hoped they would start by
targeting schools first before the rest of the population.
This would be a Forth Valley project with help from all Partners.
The ADP would support services to deal with these issues.
(d) Care and Protection –Lesley Gallagher updated on the following issues:•

Human Trafficking Seminar – Wednesday 7 November held at the
Tolbooth.
16 Days of Action – Newsletter to be distributed.
New Forth Valley College – Monday 26 November 1.30-4.30 pm –
Forced Marriage.
AFC – 30 November held at Albert Hall, Stirling at 1.30 pm – Purchasing
of Sex.
Training – The waiting list for training for the Level 1 Abuse was very
high, hopefully have additional day in February and March.
A Forth Valley college student’s event was to take place.
EMERGING ISSUES
There following issues were raised:1. Fire Services – Gordon Pryde provided the following update:•

•
The selection process had taken place and Senior Management had
been announced. Peter Murray was responsible for the East Hub area.
More detailed updates would be provided at future meetings.
Operation Alamo – there were no bonfires on Friday, 4 on Saturday and
4 on Sunday had been dealt with throughout Stirling, Falkirk and
Clackmannan.
No incidents relating to fireworks from the Police.
There were good response received from the 2 youth workers covering
Stirling, Clackmannan and Falkirk.
2. Police Plan – A report on the Scrutiny Board for the Police Plan was
underway and should go to the Council meeting for a decision by 31 January
2013.
3. Stirling CCTV – The Chair Davie Flynn was drafting a policy for consultation
which would be submitted to Executive for a decision. A formal structure was
being reviewed.
4. Stirling & District Women’s Aid Annual Report – The Annual Report was
tabled and Jessica Landohf gave the following update:•

Coffee morning 2 December.
Counsellor working with them after Christmas.
New training programme for nursing staff.
Would like to continue looking for fund for P7.
Round 300 incidents per year majority not reported.
Increase of children reported.
Closed Christmas Day, Boxing Day, 1 and 2 January.
Working with Observer with fictional family diary entries – more
awareness of Saturday Groups.

The following issues were raised:-

Hidden Treasures 2 – Heather MacPherson advised that this was at the
Smith Art Gallery & Museum last week was fairly impressive.
(b)
National Youth Work Week – the launch of the event held at the Rugby
Club was very successful.
(c)
Over Provision Statement was being continued to be prepared and should
be completed soon.
(d)
Licensing Standards Officer post had been advertised closing date 9
November.
(e)
The Police were checking ID of young people in nightclubs. The nightclubs
were doing there best in these circumstances. There were 6 young people
whom had been charged with fake Ids. The Police would continue to
resource it. It was noted that more young woman were the main culprits.
