EXPRESS PERMIT
INFORMATION
ASPHALT DRIVEWAY CONSTRUCTION REQUIREMENTS:

Asphalt driveways shall be paved with at least 1-1/2 inches of plant mixed asphalt.
Asphalt driveway aprons in the Village right of way (parkway) shall be paved with at least 1-1/2 inches of plant
mixed asphalt.
All asphalt shall be placed over at least 4 inches of graded and compacted gravel base material. No pea
gravel allowed as a base material for driveways.
Surface water drainage may not be directed onto adjacent properties.
The radius of the driveway at the intersection with the curb shall not exceed 7 feet.
Any municipal property (parkway, street, curbs, sidewalk, etc.) damaged during construction shall be repaired
and is subject to a one year maintenance period.
CONCRETE DRIVEWAY CONSTRUCTION REQUIREMENTS:

Concrete driveways shall be constructed with at least 5 inches of air entrained concrete fc=3500 psi, with a
cement content per ACI318.
Concrete driveway aprons in the Village right of way (parkway) shall be constructed with at least 5 inches of air
entrained fc=3500 psi, with a cement content per ACI318.
All concrete shall be placed over at least 4 inches of graded and compacted gravel base material. No pea
gravel allowed as a base material for driveways.
Surface water drainage may not be directed onto adjacent properties.
The radius of the driveway at the intersection with the curb shall not exceed 7 feet.
Any municipal property (parkway, street, curbs, sidewalk, etc.) damaged during construction shall be repaired

Wire mesh is not allowed in the parkway (apron) or public walk area.
GARAGE FLOOR CONSTRUCTION REQUIREMENTS:

Install thickened concrete edge at overhead door 14 inches down and 20 inches wide. This 14 inch
measurement includes the 3 1/2” for the concrete floor replacement.
At lease 4 inches of graded compacted gravel base material.
Install (2) #5 5/8 inch diameter rebar approximately in bottom of thickened edge at overhead door,
approximately 3 inches from bottom along full length.
Install vapor barrier under attached garage slabs.
Dowel beam into existing foundation @ sides.
PAVER DRIVEWAY CONSTRUCTION REQUIREMENTS:

Construct brick pavers with a min. 4 inches compacted Grade C.A. 6 stone base and 1-1½ inches sand or as
specified by the manufacturer.
Edge restraints are to be spiked securely through the compacted base material and the bricks seated into the
bedding sand by compaction.
Surface water drainage may not be directed onto adjacent properties.
The radius of the driveway at the intersection with the curb shall not exceed 7 feet.
Any municipal property (parkway, street, curbs, sidewalk, etc.) damaged during construction shall be repaired
and is subject to a one year maintenance period.
Brick pavers are not allowed within the public sidewalk area.
DRIVEWAY ZONING REQUIREMENTS:
Measurements shall be noted on the submitted Site Plan (see diagrams at right and refer to notes below for
example)
A Width at lot line, for a minimum distance of 5 feet.
•
Maximum of 25 ft is permitted.
B Width at widest point.
•
Maximum 30 ft for a two-car garage or less
•
Maximum 35 ft for a three-car garage or greater
•
Minimum width: 9 ft
C Side/Rear yard setback.
•
2 ft from interior side or interior rear lot line, except when a driveway is shared between 2 adjacent properties.
D Length of drive shall be noted on the site plan
DECK CONSTRUCTION REQUIREMENTS:

•
•
•
•
Decks may not cover basement windows, electric or gas meters, or vents. Identify their location on the
drawing if in the general vicinity of the deck.
All decks that are 30” or higher, require a continuous railing, 36" high. Baluster spacing shall be such that a 4"
sphere cannot pass through any opening.
All vegetation shall be removed from beneath the deck, and the ground covered with a minimum of four mil
polyethylene covered with gravel.
Joist hangers or ledger boards are required and where the deck is supported by attachment to an exterior wall,
they shall be positively anchored to the primary structure and designed for both vertical and lateral loads.
A special use permit is necessary if a proposed deck is in a floodplain and no portion of a deck may be in an
easement.
Decks shall be installed on a frost protected foundation meeting the approval of the Director of Community
Services.

DECK ZONING REQUIREMENTS:

•
A deck less than sixteen (16) inches above grade shall be situated a minimum distance of two (2) feet from all
side and rear lot lines. Decks in a front or corner side yard shall be situated a minimum distance of five (5) feet
from the front and corner side lot lines.
A deck sixteen inches or more above grade located adjacent to the residence is considered part of the
principal structure and must meet the house setback and lot coverage requirements for the zoning district in
which it is located.
Decks shall not be located in easements.
FENCE CONSTRUCTION REQUIREMENTS:

•
•
"Finished” side of fence shall face out.
Fences shall be constructed in a manner providing sufficient support and stability to resist wind loads and to
maintain its form.
Chain link fences shall be constructed of at least eleven and a half (11.5) gauge woven wire - open ends of a
wire fence shall be along the ground.
FENCE ZONING REQUIREMENTS:
•
General Fencing
o Height: Fencing shall not exceed six (6) feet in height.
o Type: No barbed wire or electrically charged fences are permitted.
o Location and Setbacks
ƒ
Interior side and rear yards – Fences are permitted in the rear and interior side yards.
ƒ
Front yards – Fences must meet the front yard setback requirements in the zoning
district.
ƒ
Side yard abutting a street – Fences located in a side yard abutting a public street shall
be setback a minimum of 5 feet from the lot line and shall not abut a front yard of an
adjacent property.
ƒ
Rear yard abutting a street – Fences located in a rear yard abutting a public street shall
be setback a minimum of 5 feet from the lot line. Fences located in a rear yard abutting
a public street shall include a gate to allow access to the rear street frontage.
o Landscape material: shall be installed within the area between a fence and any lot line abutting
a street. The landscape material shall include a combination of trees and shrubs with a minimum
installed height of 36 inches.
•
Decorative Fencing: (front yard, only)
o Height: Fencing shall not exceed three (3) feet in height.
o Length: Up to twenty (20) linear feet.
o Type: No barbed wire or electrically charged fences are permitted.
o Location and Setbacks: Permitted in front yards and corner side yards.

Replacement of Existing Fence
o Any existing fence, as of April 18, 2005, may be replaced in its current location without
having to comply with the applicable setback requirements. Prior to obtaining a
building permit the property owner shall provide proof that the fence existed in its
current location prior to April 18, 2005.
ELECTRIC SERVICE REVISION CONSTRUCTION REQUIREMENTS:
Grounding:
•
Only copper wire shall be used for grounding of electric systems.
•
When grounding for any system or combination of systems and equipment, the copper ground wire shall be
run directly from the neutral in the service disconnect or distribution cabinet to the street side of the water
service shut-off valve and shall have an approved jumper wire around the water meter with an approved metal
I.D. tag denoting electrical ground. In addition, two1/2 inch diameter 8 foot long copper ground rod embedded
7 foot into the ground shall be provided with a copper ground wire run directly to the service disconnect.
Service Entrance:
•
The name and telephone number of the electrical contractor performing the work shall be displayed on the
service panel.
•
Service entrance conductor's shall be installed in rigid heavy-wall metal conduit with a cabinet containing not
less than twenty (20) circuits.
•
In all occupancies, those conductor's which supply all the current consumed by an individual occupancy,
apartment, or dwelling unit shall be as follows:
o Copper shall be used on the load side of the service.
o All occupancies or dwelling units and apartments of any size shall have a one hundred (100) amp.
minimum electric service rating. Service panels shall have a minimum of twenty (20) circuits.
o The main disconnect switch shall be located in the approximate area where the service enters the
building.
o A disconnect shall be provided for all occupancies, apartments and dwelling units.
o No more than 5 feet from service disconnect to dwelling panel board.
Clearances:
•
Conductors shall have a vertical clearance of not less than 8 feet from all points of roofs they pass, where the
voltage between conductors does not exceed 300 volts and the roof has a slope of not less that 4/12 a
reduction in clearance to 3 feet shall be permitted.
•
Panelboard shall have a ¼ inch clearance to the wall.
•
The above ground service drop shall be no closer that 3' 0'' from a window opening
•
Maintain 30 inch width by 36 inch depth and 78 inch vertical clearance from face of exterior electrical meter
FURNACE & A/C CONSTRUCTION REQUIREMENTS:

•
•
•
•
Furnaces must be installed in accordance with manufacturers' installation instructions.
Furnaces must be accessible for service, repair and replacement with not less than 30" of working space
provided.
Fuel shut-off valves must be provided for each unit.
Vent connectors must be pitched at least 1/4 inch per foot, be securely supported, and joints fastened with
sheet metal screws.
Furnaces installed in confined spaces (provide sketch) must be provided with two openings. One opening must
be within 12 inches of the top and one within 12 inches of the bottom space. Each opening must be sized 1
square inch per 1000 BTU input rating of all appliances installed within the space.
A disconnect switch must be mounted within sight of the unit.
Furnace must be properly fused with wire sized in accordance with the manufacturers' installation instructions
All electric piping on exterior of building to be in rigid pipe except "seal-tight" will be allowed from electric
disconnect to condensing unit.
FURNACE & A/C ZONING REQUIREMENTS:
•
•
A compressor or condensing unit for an air conditioning system must be located in either a rear or side yard
unless such yards abut a street wherein said unit shall be located elsewhere.
In any required side yard or required rear yard compressor or condenser units and heating pump systems for
residential air conditioning systems and/or heating systems shall project not more than three (3) feet into the
yard.
LAWN SPRINKLER CONSTRUCTION REQUIREMENTS:

•
Indicate polyethylene plastic pipe underground
Type L copper shall be used for above ground water piping complete with lead free solder and installed by a
licensed plumbing contractor.
An R.P.Z valve shall be used. Indicate model # of R.P.Z. valve.
All inside plumbing work, including the R.P.Z. valve shall be installed by a licensed plumber. R.P.Z. valve shall
be certified prior to inspection.
LAWN SPRINKLER LOCATION:
•
A residential lawn sprinkler system may be installed anywhere inside the property lines of a given parcel.
However, a residential lawn sprinkler system shall not be installed in an existing utility easement, without the
approval of all utility companies. It should be noted that if permission is granted by the utility companies and a
sprinkler system is installed over an existing easement, the property owner is responsible for replacing the
lawn sprinkler system if damaged by the utility companies needing access. No irrigation lines or sprinkler
heads are permitted in the right-of way without a signed hold harmless letter.
PAVER PATIO/SIDEWALK CONSTRUCTION REQUIREMENTS:

If a walk or patio includes steps or a stoop with more than 2 contiguous steps, a full permit application is
required. Risers may not be more than 7 3/4 inches in height and treads not less than 11 inches in depth or 10
inches with nosing.

A brick patio and/or sidewalk if less than 16 inches in height above grade should be situated a minimum of two
(2) feet from all side and rear lot lines.
A brick patio and/or sidewalk cannot be constructed on utility easements without the written permission of all
utility companies. It should be noted that if permission is granted by the utility companies and a patio and/or
sidewalk is constructed over an existing easement, the property owner is responsible for replacing the patio
and/or sidewalk if damaged by the utility companies needing access.

SEWER REPAIR CONSTRUCTION REQUIREMENTS:

Schedule 40 or S.D.R. #26 pipe is to be used.
Install 6" PVC schedule 40 with "T" for outside clean out if none exists in sewer service rod-out station.
Outside clean out is mandatory for outside sewer repair.
The sewer repair or replacement section shall be installed in a gravel bed
Install non-shear mission couplings on both ends
Remove all old pipe out of ditch before backfill
Rod out sewer to make sure it is working before backfill
Remove debris from site caused by sewer repair - pop cans, rags, old pipe, etc.
Any municipal property (parkway, street, curbs, sidewalk, etc) damaged during construction shall be restored
and is subject to a one (1) year maintenance period.
SHED CONSTRUCTION REQUIREMENTS:

•
•
•
When storage sheds are built on other than concrete floors, the perimeter of the shed shall be constructed in a
manner to discourage rodents from building nests under the structure.
Regardless of the weight or size of the shed, it must be anchored to the ground by using hurricane anchors,
posts, or a method approved by the Village of Palatine.
If the shed is built on a wooden floor, the floor shall be constructed of pressure treated lumber or of a decay
resistant species of lumber such as cedar.
If a concrete floor is installed for the shed, the requirements shall be 4 inches of concrete over 4 inches of
compacted fill.
SHED ZONING REQUIREMENTS:

A maximum height of fifteen (15) feet as measured from the ground level to the mean height between the eave
and ridge of a roof.
A detached shed cannot be constructed on utility easements without the written permission of all utility
companies. It should be noted that if permission is granted by the utility companies and a patio and/or sidewalk
is constructed over an existing easement, the property owner is responsible for replacing the patio and/or
sidewalk if damaged by utility companies gaining access.
All sheds must be located in either the rear or side yards and be situated a minimum of ten (10) feet from the
principal structure. In addition, sheds must be located a minimum of five (5) feet from all side and rear lot
lines, not in the easements.
If a rear lot line of a lot abuts the side lot line of a front yard of an adjacent lot, a shed must be setback a
minimum of twenty (20) feet from the rear lot line.
A shed cannot encroach upon the side yard of a corner lot which is adjacent to the street. In addition, a shed
cannot encroach upon the corner side yard setback in a rear yard of a corner lot adjacent to the street.
No portion of a shed shall overhang or be located in an easement.
Ground floor area
Rear yards: The ground floor area of all accessory structures located in a rear yard shall nor exceed the
lesser of:
i.
Twenty (20) percent of the area of such rear yard or;
ii.
Seven hundred (700) square feet
iii.
Fifty percent (50) of the floor area of the principal structure
Side yards: Maximum size is 150 square feet
WATER HEATER CONSTRUCTION REQUIREMENTS:
•
The water heater shall be installed in accordance with manufacturers’ specifications and the Illinois State
Plumbing Code.
A full port shut-off valve must be located on the cold water side.
Water connections to the water heater must be made with dialectic unions if dissimilar metals are used.
All soldering must be done with lead free solder.
All copper pipe shall be type “L” rigid pipe, no flexible connectors.
A relief valve and its discharge piping shall be of full size and extend to within 6 inches above the floor and
discharge to a suitable drain.
Install heat trap.

Water heaters installed in a closet or other confined space must be provided with two ventilation openings.
One opening must be within 12 inches of the top and one within 12 inches of the bottom space. Each opening
must be sized 100 square inches.
A new water heater replacement should be located in the same general area as the older water heater and if
installed on a platform, shall again be installed on a platform of the same elevation as the original heater. A
gas fired water heater in a garage must be raised 18 inches above the floor.
If an electric water heater is installed, it must conform to the appropriate electrical code sections.
Proper clearances as specified by the manufacturer must be provided between the water heater and
combustible material.

ABOVE GROUND POOL CONSTRUCTION REQUIREMENTS:
•
Pools and associated elements shall be constructed in accordance with appendix G of the 2003 International
Residential Code and the electrical requirements of the 2005 National Electrical Code. See attached reference
sheets.
Hose bibs used to fill the pool must be equipped with a vacuum breaker.
•
ABOVE GROUND POOL ZONING REQUIREMENTS:
•
•
•
An above ground swimming pool and any accessory equipment can be located in either a rear or side yard,
however, above ground swimming pools are not permitted in front yards or side yards abutting a street. An
above ground swimming pool and any accessory equipment must be situated a minimum of ten (10) feet from
the principal structure and shall not be located closer than five (5) feet from any rear or side lot lines.
Pools shall not be located on an easement.
Ground floor area:
o Rear yards: The ground floor area of all accessory structures located in a rear yard shall nor
exceed the lesser of:
ƒ
Twenty (20) percent of the area of such rear yard or;
ƒ
Seven hundred (700) square feet
ƒ
Fifty percent (50) of the floor area of the principal structure
