INTRODUCTION
Founded in 2004, Eklutna Services, LLC is certified as a small, disadvantaged business under
the Small Business Administration’s 8(a) program, and is a 100% minority-owned enterprise.
Providing general contracting and construction management services based in Eagle River,
Alaska.
Eklutna Services is a subsidiary of Eklutna, Inc.. Eklutna, Inc. is the largest private landowner in
Anchorage, owning 52,000 acres within the Municipality of Anchorage and is owed another
17,000 acres on JBER through the North Anchorage Land Agreement. We also currently own
10,000 acres in the Mat-Su Valley with an additional 68,500 acres to be conveyed making
Eklutna Inc. the largest private landowner in the Matanuska-Susitna Borough.
Eklutna Services is a unique general building contractor. We perform negotiated, bid and
design-build projects for private, local, state and federal clients. Eklutna Services
accomplishments are comprised of standard building projects, large and small, such as
dormitory renovation, office building tenant improvements, and school renovations. We have
also successfully completed very complex military building projects as well as subdivision utility
and civil work.
With over 140 years of combined construction industry experience, Eklutna Services has
developed an exceptional and decisive team that possesses the crucial experience necessary
to meet the challenges in every construction discipline. As a small dynamic firm, we provide a
practiced and competent team who has successfully completed hundreds of projects across
Alaska and the Lower 48.

PROJECT MANAGEMENT METHODOLOGY
In order to ensure competitive pricing, Eklutna Services obtains multiple bids from
subcontractors and suppliers for all significant portions of the work. We pre-qualify both
subcontractors and suppliers so that the only firms that we work with have proven reputations
for excellent and timely work execution.
Our approach can be as open book as is desired. We value Owner input on subcontractors and
suppliers that they have positive experiences with. We provide monthly job cost reports that
show progress against budget.
Contracts: Depending on the scope, using a Fixed Price basis may be carefully considered.
That requires clear drawings and specifications. When the design is adequate, FFP works fine.
We are very flexible and will work under most any contractual arrangement you desire.
Alternatively, we have no problem with doing work on a Cost Plus with Guaranteed Maximum
Price process. This methodology first establishes an appropriate budget and then allows the
Owner to review and approve every expenditure. A cost saving clause for performance under
the budget limit is frequently desirable. We would propose a 70/30 split of any funds saved by
our efforts to keep costs down.

PROJECT EXPERIENCE
KING CAREER CENTER CTE UPGRADES PHASE 1
Project Description
2013
ESL renovated the 17,000 SF existing shop, classroom and support
spaces for the Construction Trades Construction Technology Education
(CTE) programs, including Welding, Carpentry, Electrical and Mechanical
Trades. This required a complete renovation of the ventilation system for
these areas, replacement of the existing dust collector system, acoustical
enhancements for the shop spaces, expansion of the Welding Shop by
about 50%, a new paint booth, and construction of a 7,700 sf metal roof
structure over the existing exterior yard.
Classrooms are completely renewed and provided with up-to-date
interactive electronic display boards. Ample incorporation of interior relights and amply glazed sectional overhead doors to the exterior work yard
were incorporated to enhance transparency, security, and safety from the
classrooms through to offices and shop spaces. Material rack storage was
incorporated both inside for the shops and under the new covered exterior
work yard.

Eklutna Inc. is the largest private property owner in the greater Anchorage
area. They have worked to develop their own properties since the
corporation’s founding in 1972 including ground leases, sales, turnkey
developments and subdivision developments. The Powder Ridge
Subdivision was first conceived in 2002 and has been developed in
phases. With the completion of this final 55 lot phase, Powder Ridge will
have provided over 400 premium home sites. The overall development is
slated for over 1500 residential lots. Eklutna Services manage the
construction of roads, utilities and public areas Implemented a SWPPP
plan assuring that storm water was properly controlled throughout
construction, a critical part of any large development project.

monitored those programs with periodic inspection efforts during
fabrication of North Slope man camp facilities for ICE Services. Developed
checklists to monitor the modules’ completeness, and compliance with
requirements. Designated a Modular Fabrication Quality Assurance
Manager who inspected modules as they were being fabricated and
oversaw the ICE Services Quality Assurance program. We also provided
inspectors as needed to inspect the fabrication effort. These inspectors
assured that the QC program was ensuring compliance with the design
drawings and specifications, and the final end user’s defined requirements.

Design/build of a very high profile facility used jointly by the Air Force and
the Army.
Retrofitted 8,500 SF of interior space into an Emergency Operations
Center. This included asbestos abatement, installation of raised access
flooring, standard and demountable wall partitions, floor, and wall and
ceiling finishes; renovation/construction of restrooms, and new HVAC, fire
alarm and electrical. Also installed supporting equipment for secret
computer, communication and security system networks.
This facility has state of the art secure communication and extensive
audio/visual systems. Portions are bullet proof with very high level access
control.

Dormitory was occupied to 98% capacity during construction. Special
arrangements to accommodate tenants were needed to be made during
the renovation of each wing of the building.

system from the existing outfall at the west end bluff of JBER -Elmendorf to
the existing concrete weir at the Port of Anchorage at the bottom of the
bluff. The new storm drain helps reduce the erosion of Cherry Hill drainage.
The lower portion was repaired using rip rap. Construction work included
clearing and grubbing, excavation at the top of the bluff, creation of a
service road, and placement of storm drain and manholes.

SNOW DISPOSAL SITE
TOPSOIL SALES AND GRAVEL IMPORT
During the 2011-2012 winter seasons, Anchorage set the record for most snowfall, receiving
over 133” of snow. Even with average snowfall amounts, the need for an additional site was
recognized and asked for by the Chugiak/Birchwood/Eagle River Rural Road Service Area
Board. Eklutna, Inc. completed the process of permitting and designing Site 4 into a snow
removal location for the Anchorage and Mat-Su areas. There is approximately 1.3 million square
feet of parking lot area that could utilize this site for snow removal. Based on that number, it is
anticipated that 6” of snowfall would generate between 85 to 170 truckloads. This generates
revenue without selling Eklutna, Inc. lands. Eklutna completed requisite permitting for Site 4 and
prepared the site for snow import in 2013. Snow import is now up and running and ESL will be
in excellent position for the 2014-2015 winter season.
