Western Pump Services Wolseley Waterworks Xylem Water Solutions The Provincial Government launched the 2016 construction season for road work and maintenance March 21, with the release of tenders valued at just over $10 million for various projects across the province. The early tenders reflect a new approach for selecting road projects that is informed by research, evidence and evaluation. “Early tenders allow industry to take full advantage of our province’s short construction season. They give companies more time to budget and prepare for work and ultimately, for the residents of our province, result in better value for money and projects being completed on schedule. The projects identified for early tender have gone through a rigorous assessment and ranking by our regional engineering experts, based on such criteria as safety, condition and economic impact. Not only are they shovel-ready, they are shovel-worthy.” - The Honourable Al Hawkins, Minister of Transportation and Works Tender calls for six projects in 15 areas of the province have been released today. In addition, there is approximately $55 million in provincial funding and previously funded cost-shared work which contractors will resume as soon as weather allows. The total budget for transportation infrastructure work and the full list of projects for the 2016 season will be announced and tendered in the coming weeks. Early tendering is one aspect of a new approach to infrastructure planning that is evidence-based, proactive and long term. A multi-year transportation infrastructure plan is being developed and will be brought forward for public consultations prior to being released publicly this fall. It will list projects for the next five years, serve as a cost-saving measure for government and allow tenders to be issued as early as January. “This is great news for the heavy civil industry. Early tendering and a multi-year plan will provide positive outcomes for government, contractors, contractor employees and the general public. Early tenders support more informed investment and business planning decisions, improved productivity in the spring and summer months, and will help keep skilled labour in our province. Department of Municipal Affairs - Asphalt Master Spec The latest edition of the Transportation & Works Specifications Book, Division 3 – Specifications For Pavement, Selected Granular Base Course and Related Materials will apply to all asphalt, granular and associated works placed on municipal projects with the following exceptions: 1. The minimum rated capacity for the asphalt mixing plant is 70 tonnes per hour delivered to the spreader, with a production history to support this requirement. 2. The Material Transfer Device/Vehicle (Section 330.05.08) will not be utilized unless specifically required and included in the Schedule of Quantities and Prices. 3. Further to the “Asphalt Density Measurement and Unit Price Adjustment” section (330.05.09.06.03), cores will only be performed when requested by the Consulting Engineer/Municipal Affairs Regional Engineer and at the project expense for the initial test per section of road. Subsequent testing (if required as a result of a dispute) will be at the contractor’s expense. 4. Asphalt Cement and Blending Sand (Sections 330.05.12.03 and 330.05.12.04 in TW Spec) will not be considered individual bid items but are to be included in the “Hot Mix Asphalt Concrete Paving” price in the Municipal Affairs’ Schedule of Quantities and Prices. There are no exceptions to the size and number of rollers specified in TW Specifications. The season for laying asphaltic surface/base courses can only be extended by the Assistant Deputy Minister of Municipal Affairs. Congratulations to all of our HCANL Scholarship winners for the 2015/2016 academic year Laura Hann Victoria Curran Tyler Pittman Geogory Patey Christopher Fowler CCA Quality of Documents Report The Canadian Construction Association (CCA) recently embarked on a series of “Quality of Documents” workshops across Canada to explore and discuss the issue of poor quality documentation, its potential causes, and perhaps most importantly, potential solutions to address the issue. In total, twelve (12) workshops were held across Canada, involving more than 600 representatives from all stakeholder groups, including Owners, Architects, Engineers and Contractors. This issue is one that has remained on the CCA radar for a number of years, and was most recently referenced during a CCA 2014 Industry Summit as a key issue impacting our industry in the coming years. These workshops provided the opportunity to explore the causes, as well as potential solutions for the problem. The workshop structure allowed for open and candid discussions on the topic, and included an anonymous survey to rank the impact of potential causes and issues related to quality of documents. With the workshops now complete, CCA is pleased to be publishing a summary report of both the workshops and the surveys conducted. In the report, readers will find the top five identified causes with the greatest impact on document quality, as identified from more than 400 survey results. The CCA Standard Practices Committee plans to review all received feedback and recommend solutions to this important issue at the Board meeting in June. HCANL President, Keith Ryan presents Christopher Fowler with a Heavy Civil Association of Newfoundland and Labrador Scholarship for the 2015/2016 academic year HCANL Scholarships Christopher is in the Engineering Technology Program at CONA’s St. John’s campus HCANL Board member Brian Johnson presents Gregory Patey with a Heavy Civil Association of Newfoundland and Labrador Scholarship for the 2015/2016 academic year Gregory is in the Civil Engineering Technology Program at College of North Atlantic in Corner Brook Helping to Support Our Industry and Community Pits and Quarries Update on - Stop Work Orders Natural Resources clarifies the Department’s position on Stop Order, as defined under Section 19 of the Quarry Materials Act (QMA). The legislation is clear on Stop Order in that work contravening the QMA must cease immediately and action undertaken to carry out remedial work (see attached). Depending on the nature of the contravention, the Stop Order may affect all quarry activities (eg. failure to submit lease plans by established deadline, worker safety, etc.). However, note that Stop Order issuance is infrequent and historically relates to activities where people are carrying out quarry activities without a quarry permit in place. In the near future, the Department plans to develop a document (eg. directive, inspection report, etc.) that would allow compliance issues to be tracked and a schedule developed that allows all work to continue, provided the plan to achieve compliance is being implemented. Currently, non-compliant activities are presented verbally and in a letter to the operator. Update on - Subordinate and Quarry permits For subordinate and quarry permits, the application process and expectations have not changed. Forms are available at http://www.nr.gov.nl.ca/nr/forms/mines/index.html. There have been some inquiries on subordinate permits recently in the context of contractors wanting subordinate permits guaranteed, particularly for provincial highway projects. Legislation requires permission from the quarry permit holder, a defined aggregate amount (via awarded contract documentation), and the royalty paid in advance to be considered for issuance of a subordinate permit. The Department has some discretion to intervene where the permit holder initially agrees and then changes their mind, but this would require convincing support (eg. by way of a written quote from the permit holder); the department does not wish to meddle in dealings between businesses. Companies are encouraged to obtain and maintain their own permits in various geographic areas to ensure a guaranteed aggregate supply come contract award. This is one way to avoid potential conflicts of subordinate permits, but also provides competition in the areas of those projects, which should result in lower bid prices. Update on - Lease Rehabilitation Consideration is being given to the following as it relates to Pit and Quarry leases. All interior lease boundaries be only rehabilitated with blast rock. Lessees could blast to their boundaries, but leave sufficient blast rock to maintain slopes from quarry faces (for safety). Where adjacent lessees have blasted to their common boundaries, the blast rock can then be removed to lower the operations to the same level. If imported waste materials are used for rehabilitation in the above situations, it virtually sterilizes the rock faces for future operations. However, use of imported materials for rehabilitation on the exterior boundaries would be ideal as there would be no further excavation along those slopes. Any imported material would have to be clear of contaminants for use in rehabilitation.
