As per the notification by Govt. Of India Ministry of Environment and Forests, Government
of India, New Delhi vide its notification no. S. O. 1533 dated 14/09/2006, Public Hearing is
fixed for the following project covered under Category B, M/s Shubhalakshmi Polyester
Ltd., for their proposed
Polyster Yarn Manufacturing Plant at Survey No.81-87,90-96,98-
102,113,119,120,123,127 Village : Bhensali, Taluka: Vagra, District : Bharuch,Gujarat.
Shri D.L. Bhatt, Regional Officer, Gujarat Pollution Control Board and representative of the
Member Secretary Gujarat pollution Control Board, welcomed the Additional Collector, Shri
R.S. Ninama (GAS) District Bharuch and all present at the Public Hearing. He stated that the
public hearing is being conducted for getting feedback and opinion on the Environmental
aspects of the proposed project from the affected villagers falling within a radius of 10 kms
from the proposed project site. He mentioned that the advertisements regarding the conduct
of public hearing were published in the local edition of daily news paper “Sandesh” Dated
06/08/2011 and English news paper “Times Of India” Dated 07/08/2011.He further clarified
that after the presentation of the proposed project by the project proponents, the forum would
be open to the locally affected people of the area
The public hearing was then opened after due permission from the Additional Collector Shri
R. S. Ninama (GAS) .The project proponents were invited to give their presentation.
Shri Pushpak Shah of Detox Corporation Pvt.Ltd. Surat. on behalf of M/s Shubhalakshmi
Polyester Ltd gave a brief Introduction of the Company .
Giving a brief introduction of M/s Shubhalakshmi Polyester Ltd, he mentioned that the unit
is going to manufacture 5,47,250 MT/Annum of POY/FDY/DTY(Partially Oriented yarn /
Fully drawn Yarn / Texturising yarn) , 27,750 MT/Annum of Intermediate Product (Polyester
Chips) and 32.04 MW of gas based power plant in total three phases . The water consumption
for the proposed project will be 4407 KL/day and the waste water generation will be 1425.6
KL/day. The source of water shall be Sardar Sarovar Narmada Nigam Limited.
The source of electricity will be captive power plant. For meeting the steam requirement the
unit will install thermic fluid heater and gas engines. Coal and natural gas will be used as
major fuel. For control of Air pollution adequate stack height, wet film separator and
multicyclone dust separator will be provided. He clarified that for waste water treatment unit
will install primary secondary and tertiary effluent treatment plant units and reuse of treated
waste water within the plant premises. The hazardous waste will be mainly in form of ETP
sludge and sludge exhausted resin from DM plant shall be send to secured land fill site and
used oil and discarded container shall be send to approved recyclers All precautions will be
taken to control the noise . He further stated that in the 198200 M2 area of land will be
developed as green belt.
As part of their corporate social responsibilities they will provide dispensary for free medical
advise in the factory premises, Provide Dispensary for free medical advice in the factory
premises for company employees and local people, Provision of Company Ambulance to the
village people in case of emergency and Scholarships to bright students of nearby villages,
Proper awareness campaign shall be organized by the project proponent for water
conservation. Fire Fighting and safety week will be organized and quiz and essay
competitions will be organized to develop awareness in employees on the subject. Around
1200 people will get direct and indirect employment.
The project proponents concluded the presentation with a note that the project will be
welcomed by the all the affected villagers.

Additional Collector summarized the representations made by the villagers as per following

looking to the presentation made by the company, it seems that company can be
