IMPORTANT NOTE
PROCEDURE FOR SUBMITTING OF TENDER
The tender for this work shall be submitted in two separate sealed covers. The tenderers are required to convey
in writing in the ‘Acceptance Letter’ OR "Regret Letter" which shall be issued in duplicate along with the
tender, their unconditional acceptance to Air India Ltd.’s tender terms and conditions in its entirety. It shall be
the responsibility of the contractor to collect the ‘Acceptance Letter’ in duplicate from the issuing authority
prior to submission of the tender OR "Regret Letter".

Both the sealed covers no. 1 & 2 shall be properly pinned together and submitted. Tender will be opened in the

Only the sealed cover no.1 shall be opened first.
The offer from only those tenderers, who have submitted in Cover No. 1 their letter of Acceptance, conveying
their unconditional acceptance of Air India Ltd.'s Standard Conditions of Contract together with the receipt of
Earnest Money Deposit shall be considered valid and Cover No. 2 containing the tender quotation for the
subject work from such tenderers only shall be opened.
Those tenderers who do not fulfill the above requirements of Cover No. 1 or Cover No. 2 shall be rejected. The
offer from those tenderers, who are unable to unconditionally accept Air India Ltd.'s Standard Conditions of
Contract, will also be rejected.

POLICE VERIFICATION OF CONTRACT LABOUR
The contractor shall abide by the security arrangements of Ministry of Civil Aviation, Air India Ltd.,
DIAL, AAI, Bureau of Civil Aviation Security and any other authority. The contractor who is
awarded the job shall satisfy himself about the character and antecedents of labourers engaged by
them and obtain Police verification /clearance certificate in respect of character and antecedents of all
his labourers to be engaged by him before commencing the work at site.
This will be part of contractual agreement as the entire Airport has been declared as “Prohibited
Area”.
The contractor shall obtain such Police clearance certificate from the Police authorities, against a
nominal fee per certificate and will submit the same to the office of Engineer-Incharge, Air India
Ltd., P & F Department, to be forwarded to the security department along-with request for issuance of
entry passes. All expenses towards arranging the police clearance certificate for his employees as
above shall be borne by the contractor. The contractor would ensure that the staff must have security
passes to enter the premises to perform duties.

A tender not sent by Registered Post will not be accepted except if delivered by hand by an

GENERAL INSTRUCTIONS
1.
All entries in the Tender Documents must be made in ENGLISH. They must be hand-written
in INK and must not be TYPED.
2.
Submission of a Tender by a Tenderer implies that he has read all the Tender documents and
has made himself aware of the scope and Specifications, etc. of the work to be done in accordance
with the Conditions of Contract and other factors bearing on the execution of the works.
3.
Tenderer should quote in figures as well as in words the rates tendered. Special care shall be
taken to write rates in figures as well as in words and the amounts in figures should be written in such
a way that interpolation is not possible. Erasures and alterations must be avoided, but if made
unavoidably, the wrong figures and words must be neatly scored out under the initials of the Tenderer
and the correct figures and words neatly re-written but not over-written. OVERWRITING IS NOT
PERMITTED.
4.
In the event of any discrepancy between the rates quoted in words and the rates in figures the
former shall prevail.
5.
No pages of the tender shall be removed or replaced or added. Tender documents are not
transferable.
6.
Contractors are requested to note that if they have got firms in different names, they should
submit the quotation in the name of only one firm, which is approved by Air India Ltd.
7.
The estimated cost given in the tender document is merely as a guideline to the Tenderer and
are liable to vary.
8.
No escalation shall be granted on any account over the rates quoted in the tender.
9.
The Tenderer shall bear all expenses in connection with the submission of his tender.
10. Air India reserves to itself the right to accept or reject any tender either in whole or in part
without assigning any reason for doing so and does not bind itself to accept the lowest or any tender.
11. On acceptance of Tender, Earnest Money will be treated as part of the Security for the execution
and due fulfillment of the Contract. No interest shall be paid on the said deposit.
12. It will be open to Air India to renegotiate the terms with the lowest tenderer with a view to
bringing down the rates quoted and/or keeping in view the quality/nature of work involved.

GENERAL INSTRUCTIONS
13.
Procedure for submitting and Opening of Tender
(a) The tender for the subject work shall be submitted in two separate sealed covers.
(b) The following documents shall be submitted in a separate sealed cover marked “Cover
No1” superscribed “Acceptance of Air India’s Condition of Contract”, Name of work and
Tender No. bearing on the bottom left corner the name of the tenderer.

"Regret letter" in your Company's letter head. Format enclosed for ready
reference.
(c)
Another separate sealed cover shall be submitted containing only the Tender
documents and shall be marked “Cover No.2” duly superscribed with the title of subject
Tender, Tender No. & Date and bearing the name of the tenderer at the bottom left hand
corner of the cover.
(d) Unsigned tender documents are liable to be rejected.
(e) The Tenderer shall ensure that the tender amount is not mentioned in any other
document, directly or indirectly. If any such mention is made, the tender will become invalid
and shall not be considered. Cover No.2 shall not contain any other document.
(f) Both the sealed Covers No.1&2 shall be properly pinned together to avoid separation and
submitted. Tenders will be opened in the presence of Tenderers who may wish to be present at
the time, date and at the place indicated.
(g) The sealed Cover No.1 shall be opened first. The offer from those Tenderers who have
submitted in Cover No.1 receipt of Earnest Money Deposit and Acceptance letter in duplicate
only shall be considered valid. Only then, the Cover No.2 shall be opened and considered. In
case, the Cover No.1 is found deficient in any manner, the Cover No.2 shall not be opened for
consideration and same shall be rejected & tenderer will be informed accordingly. The sealed
Cover No.2 containing price bid will be returned to the tenderer without opening after making
proper documentation.
(h) All tenders should be duly signed and stamped on all pages and rates should be clearly
shown in figures as well as in words.

GENERAL INSTRUCTIONS
14.
The Tenderer whose Tender is accepted is bound to execute a formal agreement with Air
India in accordance with the draft agreement.
15.
This liability under the contract shall commence form the date of written order to commence
work whether the formal agreement is drawn or not. The Contractor shall bear all expenses in
connection with the execution of the said agreement including fees for stamps as required.
16.
In case, the tenderers desire to have any clarification regarding the terms and conditions of the
bid document or any interpretation thereto, they are advised to contact Properties & Facilities Dept.
IGI Airport on telephone no. 25603238 & 25603296 whose decision shall be final in this regard.
17.
The necessary fee if required for issuance of entry passes of workers as per work requirement
shall be reimbursed by Air India only for Apron & Technical Area on production of valid documents.
18.
Contractor are advised to visit the site before quoting the tender rates.
19.
The validity of tender is 90 days from the date of opening of tender.
20.
Air India Ltd. does not bind itself to accept the lowest quotation and reserve the right to
accept or reject any or all bids received without assigning any reason.

TERMS AND CONDITIONS OF CONTRACT
Sub : Rendering services for round the clock day to day operations and maintenance of
electromechanical equipments and electrical systems at site A and site B Computer Center, Air
India IGI Airport, Terminal-1, New Delhi.
Keeping in view, the technical nature of the work and keeping in view the fact that Air India Ltd.
requires technical expertise for the same, it has invited sealed tenders for maintenance, operation as
well as preventive maintenance of Electrical Installations such as Electric Sub-Station, Equipments,
D.G. Set etc. in G.S.D. Complex . The terms and Conditions of the Contract are as follows:
1.
THE “SERVICES”:
The scope and nature of the “Services” to be provided by the Contractor shall include maintenance,
operation and preventive maintenance of Electrical Installations such as Electric Sub-Station,
Equipments, D.G. Set, electromechanical equipment & electrical systems at site A & site B Computer
Center, Air India, IGI Airport, Terminal-1, New Delhi.. The details of areas of operation and scope
of work is provided in Annexure- “B” & “B-I”.
2.
DURATION OF THE CONTRACT:
i) This agreement would be initially for a period of 12 months from the date of commencement
of work.
ii) Both the parties mutually agree to extend the period of this contract. This contract maybe
further extended for a period of twelve months on the same terms and conditions.
3.
SECURITY DEPOSIT:
i) In addition to the Earnest Money Deposit, the Contractor shall pay an amount equivalent
to make 10% of the quoted amount, on acceptance of tender, as Security Deposit. This total
amount can be furnished in the form of a Bank Guarantee, valid till 3 months after completion
of contract period or by way of demand draft to be drawn on any Nationalised Bank or by
cash.
ii) That in case of default on the part of the Contractor, to perform and observe any of the
covenant, conditions and provisions herein contained, it shall be lawful for Air India in its
absolute discretion to forfeit the whole of the security deposit or any part thereof without
prejudice to any other right or remedy that may be available to it against the Contractor under
this agreement, for such breach.

iii) The deposit shall not qualify for any interest until full and final settlement of all claims of
the Air India. The security deposit shall not be liable to be adjusted towards any liability of
the Contractor and shall always be available for adjustment against any claims of Air India
under the terms of this agreement.
iv) The security deposit will be refunded only after satisfactory fulfillment of the contract.
In case, the Contractor abandons the contract or leaves the contract unperformed, the security
deposit shall be liable to be forfeited.
4.
ATTENDING COMPLAINTS
i)
The Contractor shall make arrangement to receive complaints round the clock at Air
India’s Computer Center on all days of the week including Saturdays, Sundays and Holidays.
(ii)
The Contractor shall depute adequate number of Wiremen/electricians and helpers to
ensure rectification/repairs within the time limit as indicated above. In case additional hands
are required for liquidating pending complaints and/or for preventive maintenance work
additional manpower as necessary will be deployed by the Contractor at no extra cost.
5.
UNSATISFACTORY PERFORMANCE
i)
If the performance of the contractor is not satisfactory and he fails to attend the
complaints in time as stipulated elsewhere, fails to provide adequate tools and plants, fails to
attend to any of the works as contained in the scope of work, fails to arrange police
verification, Airport/ Air India Premises entry passes for his employees as per the
requirement, fails to deploy staff on work as proposed by him for rendering the services,
recovery from his monthly bills, commensurate with the non performance, shall be effected.
The decision of Engineer-Incharge in respect of magnitude of non-performance and recovery
thereof shall be final and binding on the contractor.
ii) The Contractor shall be responsible for the acts and deeds of its staff. Air India will in no
way be responsible for violation of any applicable law, rules and/or other loss caused either by
the Contractor or its staff. The Contractor shall keep Air India completely indemnified in this
regard.
iii)
Air India reserves its right to recover from periodical payments to be made to the
Contractor, any loss or damage that may be caused to the plant, equipment, machinery,
building or any other property of Air India by negligence or any other reason whatsoever by
the Contractor.

iv) Since the operation, maintenance and supervision of the plant, machinery and equipment
shall be round the clock on all the days of the year, the contractor has to position his staff
accordingly so that there is no interruption in the work after the contractor ensures that he
does not violate any of the labour laws as prevailing from time to time.
v) The deployment, rostering, supervision, attendance monitoring, granting of leave,
maintenance of discipline, of the staff deployed by the Contractor pursuant to this contract
shall be sole responsibility of the Contractor.
vi) All necessary registers required as per statutory labour laws shall be maintained by the
Contractor for the staff deployed by it and the same should be available for inspection and
verification by the representative of the Air India and Labour Enforcement Officer, as and
when asked for.
vii) The Contractor shall inform Air India in advance about any change in the persons who
are to be deployed at site and their ‘shift’ of work.
viii)
The contractor shall be bound to maintain daily record of complaints received and
attended by his staff. The Staff will be entirely under the control and supervision of the
Contractor including their performance and discipline. However, if any Staff is removed or
changed by the Contractor, the intimation thereof shall be given to Air India so that the
security pass of the terminated staff is taken back and a new one provided to the newly
engaged staff.
ix)
The Contractor shall visit the work site on regular basis to monitor the work and his
staff and ensure smooth execution of maintenance work.
x)
Canteen, Transport and Medical facility of Air India shall not be used by any of the staff
of the Contractor who should ensure that his staff do not avail of these facilities of Air-India.
Failure to do so will be deemed to be a breach of this contract and necessary action as may be
deemed fit by the Management/Security of Air India will be taken against the Contractor or
his staff.
xi)
The Contractor shall be responsible to comply with all the provisions of the applicable
laws and other enactments and amendments made thereto, from time to time. It shall remain
exclusively and solely liable for all obligations under all applicable laws such as (a) The
Contract Labour (Regulation & Abolition) Act, 1970, (b) The Payment of Wages Act, 1936,
(c ) The Workmen’s Compensation Act, 1923,(d) The Industrial Disputes Act, 1947, (e)The
Minimum Wages Act, 1948,(f) The Payment of Bonus Act, 1965, (g)The Employees
Provident Funds & Miscellaneous Provisions Act, 1952 & (h) The Employees State Insurance
Act, 1948.(i) The Fatal Accident Act, (j)The Delhi Shops & Establishment Act and any other
laws, rules/by laws, Notifications that are prevalent or may be promulgated in this matter. The
contractor shall also be responsible to comply with all provisions of any other labour laws as
or may be in force and applicable.

xii) None of the staff of the Contractor, employed for this contract shall be liable to claim
any sort of employment with Air India.
xiii) The Contractor shall ensure that the workman employed is medically fit and in sound
mind and health.
6. POLICE VERIFICATION AND COMPLIANCE OF SECURITY REQUIREMENTS:
(i) The Contractor shall abide by the security requirements of Ministry of Civil Aviation,
Airports Authority of India, Air India, Bureau of Civil Aviation Security and any other
Authority. The Contractor who is awarded the service contract shall satisfy himself about the
antecedents of its employees and obtain police verification/clearance certificate in respect of
character and antecedents of all his employees to be deployed by him to provide services to
Air India. The Contractor shall furnish necessary police verification/clearance certificate in
respect of all its staff before commencement of the work at site. This will be part of the
contractual agreement, as the entire Airport has been declared as ‘Prohibited Area’.
The Contractor shall obtain such police clearance certificate from the police Authorities,
against a nominal fee per certificate and will submit the same to the office of the Engineer-incharge, P & F Dept., to be forwarded to the Security Dept. along with a request for issuance of
entry passes. All expenses towards arranging the Police Clearance Certificate for his
employees as above shall be borne by the Contractor. The Contractor would ensure that its
staff must have Security passes/ identity card to enter the premises of Air India to perform
duties.
(ii) The Contractor shall provide, for security reasons, along with recent passport size
photographs, the following details of the staff, proposed to be deployed viz. Total no. of Staff,
their name, age, residential address, category and wages/scale of pay for the purpose of proper
identification of the staff.
(iii) The staff of the Contractor is subject to security check by the security staff of Air India
at any time. The staff of the Contractor shall wear these security passes at all time, while on
duty within the Air India premises, plainly visible to Air India security staff and watchman.
Any such staff failing to do so, shall upon request of the EIC or his representative, be taken
off the duties, immediately and shall not be re-assigned duties by the Contractor in the Air
India premises thereafter.
(iv)
The Contractor shall remove any of his employees who are found to be failing in
his/their duties or whose presence is otherwise objectionable in the opinion of the
representatives of Air India’s security staff.

Air India expects the Supervisor to be a Diploma Holder in
Mechanical/Electrical/Electronics & Electrical communication having experience in
the Trade.. The Wiremen/electrician is expected to have valid wiremen licence/ ITI
Certificate in Electrical trade with having experience in the Trade.
Supervisors, Electricians/Wiremen and Helpers on duty shall be available in
maintenance office during complete shift time, and they shall carry out duties as per
requirement.
The Supervisor available in maintenance office shall maintain record of complaint,
record of material received and issued for the maintenance work round the clock. He
shall also guide the electrician, wiremen for attending the breakdown complaints and
doing preventive maintenance of the installations as per the requirements.
(vi) The Wiremen/Electricians for the substations shall have previous experience in the
operation and maintenance of Transformers, H.T. Switch gears, L.T. panels, D.G. sets etc.
(vii)
The Wiremen/Electricians and helpers on duty shall be available in the sub-station
during the complete shift time. The sub-station/installation/plant/machinery shall not be left
without adequate number of attendants at any time during the contract period. The Contractor
shall carry out the instructions given by representative of Air India from time to time with
respect to the work under this contract.
Air India expects the Contractor to ensure that the staff deployed by him should maintain
polite and courteous behavior towards the staff of Air India.
(viii)
The Contractor should ensure that his staff should not be under the influence of
liquor or any other intoxicants while on duty. In the event of such happenings, the staff will
have to be removed from the services by the Contractor and any damage caused by such of the
Contractor’s employees will be borne totally by the Contractor.
(ix) The Contractor shall inform its P.F./ESI Registration Code No. to Air India and shall
also submit a declaration at the end of each month regarding compliance of requirement of
Provident Fund Act and the ESI Act, with regard to staff deployed pursuant to this contract.
The Contractor shall be solely responsible for any payment whatsoever in connection
therewith including the expenses required to be incurred in connection with the preparation
and submission of returns etc. It shall be the responsibility of the Contractor to obtain
necessary code numbers, payment of contributions at the appropriate time to the ESIC & PF
Authorities and ensure availability of facilities under these Acts.
(x)
The Contractor shall keep Air India completely indemnified of all liabilities and
obligations arising out of The Employees State Insurance Act and The Provident Fund &
miscellaneous Provisions Act, 1952 to the extent it may be applicable to the present contract.

(xi) The contractor shall take out workmen Compensation Policy covering all his workmen
and submit the same to Air India This policy shall be in the joint name of Air India and the
Contractor with Air India's name appearing first in the policy. The insurance shall cover the
period of contract.
(xii) The Contractor shall abide by the safety precaution as laid down by Air India without
deviation
(xiii) The contract is for providing technical service and not for engagement of any staff
deployed for running the plant/installation. Such staff shall be duty and under no
circumstances shall be deemed to be on the duty of Air India Ltd.. Air India Ltd. shall have
no relationship or nexus of any kind whatsoever with such staff deployed. Such staff shall not
be entitled to claim any right, privilege or benefit from Air India and in the event of any such
claim.
(xiv) The deployment, restoring, supervision, attendance monitoring, granting of leave,
maintenance of discipline and general administration of the staff deployed pursuant to this
contract shall be the Contractor’s sole responsibility.
(xv) Contractor has to ensure proper safety of the plant, equipments and machinery and
shall not provide staff who is already tired/fatigued and ill or has already done extended duties
or is under the influence of alcohol.
(xvi) Air India is neither responsible nor liable to pay any compensation or injury/death
caused to my/our staff in the event of any accident while on duty.
(xvii) None of Contractor’s employees present or future will be entitled to claim for any sort
of employment with Air India Ltd. Contractor shall keep Air India indemnified against any
such claims of his employee including any legal cost incurred on this behalf .
(xviii)
Contractor has to inspect the sites/locations and have made full y
acquainted with the work involved and shall deploy workforce for this tender
in a manner so as to not to cause violation of any of the terms of the
agreement or any labour law for the time being in force.
Since, the Operation, maintenance and supervision of the plant, machiner y
and equipments shall be 24 hrs. a day on all 365 days of the year i n 3 shifts of
8 hrs. each, Contractor has to deploy staff with sufficient arrangement for
relievers, in a manner so as to not to cause any violation of the terms of the
present agreement or violation of any of the labour law for the time being in
force.

(xix)
This bid open for a period of 90 days from the date of opening of the Tender
and it shall remain binding upon me/us and may b e accepted by Air India at
any time before the expiry of that period. Unless and until a formal agreement
is executed, this bid together with written acceptance thereof, shall constitut e
a binding contract . Air India have the right to accept or reject any or all bids
received without assigning any reason thereof.
(xx)
Air India does not bind itself to accept the lowest quotation and reserve the
right to accept or reject any or all tenderers without assigning any reason
whatsoever.
7.
FEES AND PAYMENT TERMS:
The Contractor shall make payment of monthly salary/wages to its workmen on or before 10 th day of
subsequent month in presence of representative of Air India The Contractor will submit the monthly
bills to Air India every month after making payment of salary wages to the workmen.
Air India advises the Contractor not to delay payment of wages/salary to his workmen under any
circumstances and to ensure availability of adequate funds with him to pay wages/salary to his
workmen in the eventuality of delay in payment of his monthly bills.
The bills of the Contractor shall be cleared subject to his submitting adequate proof of his having
complied with all applicable labour laws viz. Payment of Wages to the staff deployed for the purpose
of this contract, deposit of P.F. & ESI contributions before the appropriate authority and like benefits
to its staff, wherever applicable. AI shall make payments to the Contractor on monthly basis subject
to the terms and conditions of the present agreement and in no case such monthly payment shall
exceed 1/12th of the contract amount.
The payment made to the contractor shall be subject to deductions of taxes in force.
No escalation shall be granted on any account over the rates quoted in the tender. However, service
tax will be paid extra as per Govt. norms.

SUB-CONTRACTING/ASSIGNING:
The contractor shall not sub-contract/assign any part of the “Services” to be performed, without prior
written permission from Air India.

9.
CORRUPT AND FRAUDULENT PRACTICES:
If in the opinion of Air India the Contractor has engaged in corrupt or fraudulent practices in
performing, completing or in executing the contract, then Air India may after giving an opportunity of
being heard, terminate the contract to the Contractor.
10.
TERMINATION:
Notwithstanding the term of the agreement, the contractor may terminate the agreement by giving the
Engineer-in-charge a written notice of two clear months. However the right of termination can be
exercised by the contractor only after an initial period of three months.
Similarly Air India would be at liberty of terminating the agreement by giving the contractor a written
notice of two clear months.
11.
NOTICES:
Notices demand or other communication shall be made in writing and sent by registered post at the
last known address of the parties.
12.
DISPUTE RESOLUTION:
Any matter, dispute, controversy or claim arising out of or in any way touching or concerning this
contract/agreement, or the breach, termination or invalidity thereof, shall be settled by arbitration.
Such reference shall be made to the sole arbitration of a person to be appointed by the Managing
Director of Air India or in case the designation of the Managing Director is changed or his office is
abolished, by the person for the time being entrusted, whether or not in addition to other function,
with the functions of the CMD of Air India. Any such reference shall be deemed to be a submission
to arbitration within the meaning of the Arbitration and Conciliation Act, 1996 .Any such arbitration
proceedings shall be heard at Delhi.
The language of the proceedings shall be English. The award of the arbitrator shall be final and
binding on the parties hereto this agreement. Such reference shall in no way operate as a waiver of the
obligations of the parties hereto to perform their respective obligations under the agreement.
13.
APPLICABLE LAW:
This agreement shall be governed by and construed in accordance with the law of India and no suit or
other proceeding relating to the agreement shall be filed or taken by the Contractor in any court of
law except at Delhi, to hear and determine all action and proceedings in connection with and arising
out of the agreement and the Contractor shall submit to the jurisdiction of the aforesaid court of law
for the purpose of any such action and proceedings.

Generator Set Room (Room is situated between Hanger 1 & Hanger 2), IGI Airport, Terminal – I,
New Delhi.
Note : Passages, Terrace, lobbies annex etc. attached to the buildings mentioned above are included
in the Maintenance Contract.
1.Day to day operations/maintenance of 2 nos. Of 140KVA DG set for site – “A” location
installed in between hanger 1 and hanger 2, IGI Airport, Terminal - 1, IGI airport, New Delhi.
Activities:
a) To carry out round the clock day to day operation and maintenance of 2 x 140 KVA DG Set (
Cummins engine NTA 495G ) at subject site. The main objective of the round the clock live
operation is to ensure safe DG power availability to Site - ‘A’ location in case of Mains power
supply failure and restoration of mains power back to Site - ‘A’ location after same becomes
available after failure. The party will ensure this under any circumstances.
b) Out of two DG sets, one DG set will always remain back up to other DG Set. The party will
ensure that both the DG sets are in healthy working condition all the time.
c) The operation of the DG sets include upkeep and operation of all panels i.e. AMF Panel, panel
in Computer Room, connectivity circuits, switchgear and entire electrical circuit.
d) To ensure that a minimum of 48-72 hours back up time equivalent diesel is stored in the diesel
tank kept near the DG Sets. For requests regarding diesel requirement, they will contact AGM
(S/M), Terminal-1 , IGI, Computer Centre, Palam, , New Delhi.
e) To carry out all required checks/inspections for the DG Set operation in additional to overall
supervision and day to maintenance.
f) To keep the Generator area/AMF Panel Room area clean and tidy and to prevent entry of
unauthorized persons to these areas.
g) Act of filling Diesel in Diesel tanks will be the responsibility of Contractor.

2.Daily routine check
a) Check engine oil level and top up.

f) Clean water separator.

3. Weekly check list
a) Check hydraulic governor oil level and top up. // Governer is electronic governer
b) Check air cleaner restriction and rectify.
c) Check for unusual engine vibrations and rectify.
d) Test run each DG Sets for 30 minutes and record voltage, current and frequency of the output.
e) Check battery terminals for corrosion and clean/apply jelly.
f) Check auto/manual function of AMF panel. Check proper functioning of all switchgear and
cabling.
To immediately take remedial action if the following is observed during the above checks:
g) Low lubricating oil pressure.
h) Low power.
i) Abnormal water or oil temperature.
j) Abnormal engine noise/vibration.
k) Excessive smoke.
l) Excessive consumption of fuel, lubricating oil or coolant.
m) Any leaks in the fuel, coolant or lubricating system.
n) Malfunctioning of AMF panel, any switchgear/cable fault etc.
o) The contractor will keep proper record in a log book of above maintenance carried out and snag
observed/rectified. This log book can be inspected by designated Air India officials.
p) The contractor will keep a record of running of DG sets due to power failure or for daily testing
on day to day basis.
q) The contractor will keep a record of the diesel, oil and other consumables used during the
month.
r) The contractor will regularly monitor and keep a record of voltage, current and frequency when
DG set is used during power failure.

a) To ensure availability of the UPS all the time. To keep hourly record of voltage, frequency of
the system.
b) Ensure that UPS does not remain in battery mode for more than the prescribed limit to avoid
deep discharge of the batteries.
c) To keep a log of all power failure occurrences and history of UPS going on battery.
d) To do hourly check that air flow mechanism of UPS is working satisfactorily.
e) To reset the alarm of mains power failure indication.
f) To liaise with major maintenance contractor for all maintenance/preventive maintenance work.
g) To check indication on mimic diagram on UPS’s and remote status panel every hour to ensure
proper working of the UPS System.
h) To maintain the UPS Room/UPS area dust free and prevent entry of unauthorized persons to
these areas. A vacuum cleaner will be provided by Air India for upkeep of UPS Room/UPS area
and for areas near remote status panel.
5.Round the clock operation of prescision air-conditioning package units including intercool
and carrier split units
a) To ensure that all A/C units ( PEC228FA, qty. 02 Intercool 2.0 Tr. and Carrier split A/C qty. 02
) and their associated stabilizers are working properly all the time.
b) To take hourly readings of the temperature and RH conditions in the various zones of computer.
c) To clean the return air filter (weekly) dry cleaning only.
d) To clean the humidifier bottle and electrodes (weekly).
e) To check the regular water supply for the humidifier (every six hours).
f) To iaise with major maintenance contractors for all maintenance/preventive maintenance work.
g) To keep a log of all records, maintenance checks and reports.
h) To ensure complete cleanliness/tidiness of all A/C units and surrounding area where they are
installed. Vacuum cleaner provided by Air India can also be used to achieve the same.

6.Round the clock operation/electrical maintenance
a) To do running maintenance of electrical installation on daily basis and replacing the
consumables like bulbs, tube, lights, flood light, chokes, starters, light switches/socket etc.
power switches, sockets, capacitors, fuses or any other electrical items whenever required.
b) To maintain the electrical switch board, motors and starters of water supply system.
c) To make weekly checks of Main switches, panels, meters, motor starters and relays, electrical
contacts and do necessary repairs or replace where needed.
d) To maintain entire electrical installation for rooms/cablings/halls and terraces of building in
good serviceable condition.
e) Periodic servicing LT panels, electrical shafts, Main switches and switchgears etc.
f) To keep all electrical installation fixtures and switches in perfect working order and get the dust
and rust cleaned once in a month. To liaise with BSES/Electric Supply Authorities/DIAL/AAI in
case of electricity break down or whenever needed to restore the power supply.
g) To inspect and repair the cable, switch boards, distribution boards wherever necessary.
h) To nspect incoming/outgoing cables and carry out the jobs of repairing/joining the cables, if
required.
i) To carry out cleaningg & realigning of circuit breaker and switch contacts, checking, accuracy
of the relays and meters once a year.
j) To report to AGM(Ground support) immediately, any instance of serious break down.
k) Any other work connected with the electrical fitting/installation also to be attended by
contractor.
l) Shifting of light/plugs/switches/fans locating within same room and not involving major wiring
will be carried as a maintenance work covered under the work scope. Extension/addition of light
& power points is also included in the maintenance.
m) To carry out repairs/service/maintenance on electrical appliances like ceiling fans, pedestal
fans, exhaust fans, geysers, boilers, room heaters, electrical kettles, heat convectors etc. wherever
required. This also includes greasing, painting, descaling, heating elements changing, bearing or
bushing changing etc. or any other work may be required to do on these appliances for their
upkeep.
7.ROUND THE CLOCK OPERATION/MONITORING OF FIRE ALARM SYSTEM
a) To locate the seat of the fire in the shortest possible time after alarm has been sounded.
b) To monitor the fire alarm systems and its control at all times.
c) To ensure that fire fighting action is taken promptly by informing Security to the site of fire
immediately on detection.
d) To inspect and maintenance daily any batteries that may be used in the system and keep them
fully changed at all times.
e) To maintain a log book for recording the maintenance/observation carried out daily.
f) To report to AGM(Ground support) and AGM(S/M) of any breakdown, false alarm, loss of gas
etc. immediately and keep records of the same.

i) In case of any fire incident/accident, the same must be immediately attended upon and also
reported to Manager (Security), DGM (GSD) and office of DGM (IT) Air India, IGI Airport,
New Delhi.
8.Safety records:
a) To maintenance log books and records of all work including replacement of consumables on
daily.
b) To keep electrical system in accordance with the IE rules and ISI rules and have responsibilities
to get the necessary approval whenever required from Authorities like BSES, NDPL, NDMC,
DIAL & AAI or electrical Inspector.
c) To be responsible for making routing checks and attending to the system as preventive
maintenance and will be required to submit his report in this effect and also certify that the
system is in healthy condition
d) To check the fixtures of hanging electrical installations like fans, tube lights, flood lights etc.
once in a month in order to ensure the safety of the safety of the persons working directly under
them.
e) To carry out periodical checks of the insulation and earth resistance of LT Coolers.
9.Materials:
a) In all cases includes labour only
b) Any material or spare required shall be supplied by Air India.
c) Air India will arrange for replacement or rewinding of electric motor.
10.Manpower related
Minimum strength is given below :
a) Round the clock in three shifts daily 7 days a week (Monday to Sunday) Minimum 01
Electrician & 01 Helper in each shift.
b) In case of breakdown or work requiring continuity, due to emergent situation, the contractor’s
employee shall continue to work till completion of job, irrespective of normal working hours
stated above without extra charges.
c) For any breakdown/emergencies during hours (IN Night) beyond the stated normal working
hours and which may require more personnel, the contractor shall arrange to depute his men for
immediate attending to the repairs without extra charges.
d) Above manpower is to be provided in all 365 days in the years inclusive of any National
Holiday/Festival days etc.

14.Important Points:

b) The successful tenderer should consult the Fire Safety Equipment OEM, Siemens to train their
contract workers for the familiarization and on hand training of the protection and prevention of
the Fire Safety Systems for day to day work.
c) The successful tenderer workers should be trained in the Basic First Aid and Fire Fighting from
the recognized agencies like Civil Defence/National Disaster management or any other recognized
agency of Govt. of India to mitigate the fire incident/s.
d) The successful tenderer would be required to get their contract workers trained on the Alarm
System/Fire Extinguishing System that may be installed by Air India at this location.

Site -“B” Computer Centre Building consistes of 1 plus 3 Story Building with Basement and Roof Top , Generator
Set Room adjoining to parking area & Transformer Room , Capacitor room etc.
Note: Parking, Passage, Terrace, lobbies annex etc. attached to the building mentioned above are included in the
Maintenance Contract.
The scope of work shall include the following jobs in addition to whatsoever is needed to maintain the continuous
supply of electricity on 24 hrs basis in Computer Centre Building.
Electrical Maintenance
1.To do running maintenance of electrical installation on daily basis and replacing the consumables like bulbs, tube
lights, flood lights, chocks, starters, light switches/sockets, power switches/sockets, capacitors, fuses or any other
electrical items whenever required.
2.To maintain the electrical switch board, motors and starters of water supply systems.
3.To make weekly check of Main switches, panels, meters motors, motors starters and relays, electrical contracts
and do necessary required or replace where need.
4.To maintain entire electrical installation for rooms/cablings/halls and terraces of building in good serviceable
condition.
5.Periodic servicing LT panels, electrical shafts, Main switches and switchgears etc.
6.To keep all electrical installation fixtures and switches in perfect working order and get the dust and rust cleaned
once in a month.
7.To liaise with BSES/NDMC/GMR/AAI in case of electricity break down or whenever needed to restore the power
supply.
8.To inspect and repair the cable, switch boards, distribution boards wherever necessary.
9.To inspect incoming/outgoing cables and carry out the jobs of repairing/joining the cables, if required.
10.To carry out filtration/dehydration of transformer oil at wherever required, cleaning & realigning circuit breaker
and switch contacts, checking, accuracy of the relays and meters once a year and get the transformer oil tested from
authorities after filtration/dehydration.
11.To report to AGM ( Ground support) immediately, any instance of serious break down.
12.Any other work connected with the electrical fitting/installation also to be attended by contractor.
13.Shifting of light/plug/switches/fans locating within same room and not involving major rewiring will be carried
as a maintenance work covered under the work scope. (Extension/addition of light & power points is also included
in the maintenance.
14.To carry out repairs/service/maintenance on electrical appliances like ceiling fans, pedestal fans, exhaust fans,
geysers, boilers, room heaters, electrical kettles, heat convectors etc. whenever required. This also includes greasing,
painting, de scaling, heating elements changing, bearing or bushing changing etc. or any other work may be required
to do on these appliances for their upkeep.
15.To maintain, inspect and monitor the following electrical equipments installed for SAP/IT MRO Data Centre.
16.Service Provider will arrange motorized or manual towing of Diesel bowser from Computer Center to Airport
Entry gate and back. Further the act of filling Diesel in Diesel tanks will be the responsibility of Contractor.
Equipment / Tractor and driver will be provided by Service provider at no extra cost to Air India as per the Diesel
requirement .
17.Maintenance of Distribution Board/ Main LT Panel at UPS Room, 2nd Floor, C. C. Palam
18.Maintenance of Distribution Boards/PDus, Electrical wiring, Light fixtures, electrical Panels, Sockets, Cables,
Earthing etc. in SAP/MRO Data Centre, 2nd Floor, C.C. Palam.

19.Daily Routine check
a) Check engine oil level and top up.
b) Check operation of oil pump.
c) Check water pump, fan and generator/alternator belts for looseness and check for damage and replace.
d) Check for leaks in the lubricating, cooling and fuel system and rectify
e) Check engine coolant level and top up.
f) Clean water separator.
g) Drain water/sediments from fuel tank.
h) Check battery charging system.
i) Test Run both DG Sets for 5 minutes every shift.
20.WEEKLY CHECK LIST
a) Check hydraulic governor oil level and top up.
b) Check air cleaner restriction and rectify.
c) Check for unusual engine vibrations and rectify.
d) Test run each DG Sets on 25% rated capacity for 30 minutes and record voltage, current and frequency of the
output. Reports abnormal observation to AGM (Ground Support) Check battery terminals for corrosion and
clean/apply jelly.
21.To inform the AGM (Ground Support)/AGM (S&M) immediately if any of the following is observed
during the above checks.
a) Low lubricating oil pressure.
b) Low power.
c) Abnormal water or oil temperature.
d) Abnormal engine noise/vibration.
e) Excessive smoke.
f) Excessive consumption of fuel, lubricating oil or coolant.
g) Any leaks in the fuel, coolant or lubricating system.
h) To keep a record of the above maintenance carried out and snags observation/rectified.
i) To keep a record of the running of the DG Sets due to power failure or for daily testing on day to day basis.
j) To keep a record of the diesel, oil and other consumables used during the month.
k) To monitor and keep a record of the output voltage, current and frequency when the DG Set is used used
during power failure.
l) To liaise with the major maintenance contractor for DG Sets for all major/preventive maintenance work.
m) To report any damage to equipment/facilities to the AGM(GS) immediately.
UPS System
22.Uninterrupted Power Supply System 2 X 160KVA make AROS Model :
a) To ensure availability of the UPS all the time. To keep hourly record of voltage, frequency of the system.
b)
c) To ensure proper charging of the battery cells and carry out weekly cleaning covering of the battery terminals
with petroleum jelly. To keep the battery cells in fully charged condition and top up with distilled water
whenever necessary.
d) To maintain a record of the voltage and specific gravity of all battery cells, taken every 15 days.
e) To ensure the correct temperature in the UPS rooms. Liaise with the operator of the packaged and Central A/C
Plant for the purpose.

k) To maintain the UPS Room and UPS area dust free and prevent entry of unauthorized persons to these areas. A
vacuum cleaner will be provided by Air India for upkeep of UPS Room/UPS area and for areas near remote
status panel.
l) To ensure that UPS/Battery area is always under prescribed air-conditioned environment while in operation
23.Round the clock operation of 2 X 80KVA Pillar redundant parallel UPS Systems
a) To ensure availability of the UPS all the time. To keep hourly record of voltage, frequency of the system.

PRECISION AIR CONDITIONING SYSTEM
24.Round the clock operation of prescision air-conditioning package units and Split airconditioners catering
electronics equipments like ups / servers at site ‘B’ location,
a) To ensure that all A/C units ( PEC228FA, qty. 01 ) and their associated stabilizers are working properly all the
time.
b) To take hourly readings of the temperature and Rh conditions in the various zones of Computer.
c) To clean the return air filter (weekly) dry cleaning only.
d) To clean the humidifier bottle and electrodes (weekly).
e) To check the refrigerant pressure (monthly).
f) To check the regular water supply for the humidifier (every six hours).
g) To liaise with major maintenance contractors for all maintenance/preventive maintenance work.
h) To keep a log of all records, maintenance checks and reports.
i) To ensure complete cleanliness/tidiness of all A/C units and surrounding area where they are installed. Vacuum
cleaner provided by Air India can also be used to achieve the same.
25.Round the clock operation of PAC System : 8.5 tr. (qty 04 nos) make Uniflair, commissioned at SAP / IT
MRO Data center
a) To ensure that all A/C units (UNIFLAIR, MODEL: TDAV 1021 Qty :4) are working properly all the time.
b) To take hourly readings of the temperature and Rh conditions in the various zones of Computer.
c) To clean the return air filter (weekly) dry cleaning only.

26.Automatic Power Factor Correction Panel ( Ground Floor )
a) To monitor the automatic power factor correction panel installed the main supply H.T. transformer and ensure
that the power factor, remains above 0.85 and below one.
b) To carry out repairs and maintenance as and when needed.
27.Lift Operations
a) To operate the lift during power failure to enable stranded passengers evacuation.
b) To inform/co-ordinate liaise with the manufacturer of the lift for prompt repair in case of break down /
malfunction/failure of the list.
c) To co-ordinate/liaise with licensing authorities for the renewal of the Lift License and to complete all
formalities required including depositing of fees, forms etc, in this regard. Fees paid will be reimbursed.
28.WORK SCOPE FOR ROUND THE CLOCK OPERATION/MONITORING OF FIRE ALARM SYSTEM
AT COMPUTER SITE - ‘B’ (Refer Fire Systems details mentioned at Para 8 below)
a) To monitor the fire alarm and its control at all times.
b) To locate the seat of fire in the shortest possible time after alarm has been sounded.
c) To ensure that fire fighting action is taken promptly by informing Security of the Site of fire immediately on
detection.
d) To inspect and maintain daily any batteries that may be used in the system and keep them fully charged.
e) To maintain a log book for recording the maintenance/observation carried out daily.
f) To liaise and co-ordinate with the major maintenance contractor for annual / major maintenance work including
break down, false alarm, replacement of control cards, gas and other spares, etc.
g) To keep a record of the visits of the major maintenance contractor personnel to the Site and the work carried
out by them.
h) To keep a record of the visits of the major maintenance contractors personnel to the Site and job/works carried
out by them.
i) In case of any fire incident/accident, the same must be immediately attended upon and also reported to
concerned officials of Manager(Security), AGM(GSD) and office of AGM (IT) Air India, IGI Airport, New
Delhi.
29.Details of fire safety & security systems (OEM: Siemens) for SAP/ IT-MRO Data Centre Room
a) Fire Detection and Fire Alarm System : Fire Alarm Panel, Smoke detectors, indicators, hooters etc.
b) NOVEC 1230 Gas based Fire Suppression System : Gas cylinders, Gas release panels etc.
c) VESDA System: Panel, Cables, Nozzles, Hooter etc.
d) Rodent System: Controllers, transducers and cables etc.
e) Water leak detection (WLD) system: WLD Panel, Cables and Hooter etc.
f) Biometric Access Control System.
g) External fire extinguishers.
30.A.M. F. Panels of D.G. Sets
a) Repair/maintenance of A.M.F. Panels.
b) Rectification work to be carried out on A.M.F. Panels.
c) Periodical checking of Relays, contractors, protection circuit etc.

32.Safety Records
a) To maintain log book and records of all minor and major work replacement of consumables on daily basis.
b) To keep electrical system in accordance with the IE Rules and ISI Rules and have responsibility to get the
necessary approval from authorities like BSES, NDPL, NDMC, DIAL & AAI or electrical inspector.
c) To be responsible for making routine checks and attending to the system as preventive maintenance and will be
required to submit his report in this effect and also certify that the system is in healthy condition.
33.Materials
a) Maintenance in all cases includes labourand Electrical Tools. Any material or spare required shall be supplied
by Air India.
b) Air India will arrange for replacement or rewinding of electric motor.
34.MANPOWER RELATED
Minimum strength is given below :
a) Round the clock in three shifts daily 7 days a week (Monday to Sunday) (Minimum 2 Electrician & 2
Helper) in each shift.
b) General Shift : one Supervisor
Note1:Person should be qualified electrical engineer with one year experience and should be able to rectify
the fault/snag immediately upon getting information within shortest possible time. Person should be available
round the clock on mobile and should reach the site within minimum possible time. He shall also be
responsible for supervision of locations indicated in Work Scope Annexure -‘B ’.
Note2: No overtime is permissible. However in exigency situations overtime is allowed in that case Successful
Tenderer will pay overtime of twice the normal wages in accordance to factory act 1948.
c) In case of breakdown or work requiring continuity, due to emergent situation, the contractor’s employee shall
continue to work till completion of job, irrespective of normal working hours stated above without extra
charges.
d) For any break down/emergencies during hour (In Night) beyond the stated normal working hours and which
may require more personnel, the contractor shall arrang4e to depute his men for immediate attending to the
repairs without extra charges.
e) Above manpower is to be provided in all 365 days in the years inclusive of any National Holiday/Festival days
etc.
f) Electricians provided in shift should be holding wiremen license from Government Authorities with relevant
experience.
35.Supervision
a) The supervisor Engineer indicated for Site “A” will also be responsible for Air India, IT Department,
Computer Centre Building including Site “B”.
Note: Any abnormality during the exexcution of Work Scope should be reported to Dy.G.M. (GS) or his
designated officer/s and Dy.GM(IT) or his designated Officer/s.

37.Important points:
a) The tendering agencies should carry out the survey for the entire installations at Site - “A” and Site “B” to assess all Systems including the fire prevention systems and installations before quoting for the
same.
b) The agencies should consult the Fire Safety Equipment OEM Siemens to train their contract workers
for the familiarization and on hand training of the fire protection and prevention of the Fire safety
Systems for day to day work.
c) The agencies workers should be trained in the Basic First Aid and Fire Fighting from the recognized
agencies like Civil Defence/National Disaster management or any other recognized agency of Govt. of
India to mitigate the fire incident/s.
d) The agencies would be required to get their contract workers trained on the Alarm Systems/Fire
extinguishing System that may be installed by Air India at this location.
