LIST OF GROUND SERVICES
For the purposes of this Decree, the following services will be considered ground handling services, subject to the rules set out in this Decree:
1. Ground administration assistance and supervision:
1.1. representation and liaison services with the local authorities or with other parties, expenditure incurred on behalf of the user and provision of office space for its representatives;
1.2. loading, messaging and telecommunications control;
1.3. handling, storage, maintenance and management of the loading units;
1.4. other supervision services before, during and after the flight, as well as other administrative service requested by the user.
2. Passenger assistance comprises any kind of assistance to departing, arriving, in transit or connecting passengers; in particular, ticket and travel document checks, registering
baggage and transporting it to the sorting area.
3. Baggage assistance includes handling baggage in the sorting area, its sorting, its preparation for departure, its loading and unloading on the conveyor systems to and from the
aircraft, as well as the transport of baggage from the sorting area to the distribution room.
4. Cargo and post handling includes:
4.1. for freight being exported, imported or in transit, the physical handling of the cargo, the handling of related documents, the customs formalities and all the measures agreed
between the parties or required by circumstances;
4.2. for post, incoming and outgoing, the physical handling of the correspondence, the handling of related documents and all the measures agreed between the parties or required
by circumstances.
5. The runway operation assistance includes:
5.1. guiding the aircraft on arrival and departure;
5.2. parking assistance for the aircraft and the provision of appropriate vehicles;
5.3. organization of communications between the aircraft and the provider of runway services;
5.4. loading and unloading of the aircraft, including the provision and operation of the necessary vehicles, as well as the transport of crew and passengers between the aircraft and
the terminal, and baggage transport between the aircraft and the terminal;
5.5. ignition assistance for the aircraft and the provision of appropriate vehicles;
5.6. moving the aircraft on departure and arrival, the provision and operation of the necessary vehicles;
5.7. transport, loading on the aircraft of food and beverages, and the related unloading.
6. Cleaning assistance and terminal services include:
6.1. external and internal cleaning of the aircraft, the toilet and water services;
6.2. cooling and heating of the cabin, removal of snow and ice, de-icing of the aircraft;
6.3 cabin organization with suitable cabin equipment, storage of such equipment.
7. Fuel and oil assistance includes:
7.1. organization and execution of fueling and recovery of fuel, including storage, quality and quantity control of the supplies;
7.2. the supply of oil and other liquids.
8. The arcraft maintenance assistance includes:
8.1. routine operations performed before flight;
8.2. special operations requested by the user;
8.3. supply and management of the equipment required for the maintenance and spare parts;
8.4. the request or reservation of a parking area and/or hangar to perform the maintenance.
9. Flight operations assistance and crew management includes:
9.1. preparation of the flight at the departure airport or elsewhere;
9.2. assistance in flight, including, where appropriate, the change of flight itinerary;
9.3. services after the flight;
9.4. crew management.
10. The transport assistance includes:
10.1. organization and the performance of the transport of passengers, crew, baggage, cargo and post between different terminals of the same airport, but excluding transport
between the aircraft and any other point within the perimeter of the airport;
10.2. any special transport requested by the user.
11. The catering service includes:
11.1. liaison with suppliers and administrative management;
11.2. storage of food, beverages and equipment needed for their preparation;
11.3. cleaning of the accessories;
11.4. preparation and delivery of the food and drink equipment and supplies.
