Background In the context of Nepal, most of the disasters are caused by floods. It is known that Nepal ranks 30th with respect to water-induced disasters among 196 countries in the world. Each Nepalese are exposed to vulnerability to one or another form of disasters. Due to it’s geographical characteristics, Nepal not only suffers directly from the Monsoon floods, landslides and water-logging problem every year loosing considerable number of lives, property, it also push the country towards the vicious cycle of poverty by destroying the development endeavors repeatedly. Unstable steep slopes, weak and fragile geological formation of young mountains do not have much resistance to bear the heavy monsoon rainfall. As flood occurs mostly July to September each year, it is possible to prepare for the flood response to minimize the damages and losses. Nepal experienced a devastating flood in the month of July 2007, in the Terai region that took almost the lives of 1336 people and left 487,534 people homeless. Learning from the past experiences, Disaster Management Section, Ministry of Home Affairs, Government of Nepal, Disaster Preparedness Network-Nepal (DP Net-Nepal) and National Center for Disaster Management (NCDM) in collaboration with Action Aid Nepal, Oxfam GB Nepal, CARITAS Nepal, The Lutheran World Federation Nepal, Save the Children Alliance Nepal and World Vision International Nepal jointly organized the 5th Pre-monsoon Disaster Preparedness Workshop on May 2, 2008 to enhance the disaster preparedness mechanism at the National and some vulnerable Districts and at the community level (Ref: Commitments National Pre-monsoon workshop 2008). The National workshop has assigned different I/NGO Partners to co-facilitate District Disaster Committee to organize pre-monsoon workshop- 2065. Local implementing partner of Action Aid Nepal, Social Development Research Center (SDRC) took the responsibility of being the co-organizer of the workshop where DDRC Dhanusha organized the workshop. The workshop was organized on 2nd of July 2011 at Adhikrit Sangam in Janakpur. Mr. Shrawan Kumar Sah facilitated the workshop. Financial support for the district level workshop was provided by Action Aid Nepal. SDRC coordinated the workshop. There were 78 participants (list attached) from different agencies, political parties and I/NGOs in the workshop. Proceeding of pre-monsoon preparedness and response planning workshop-2011 3 2. Risk scenario by flood and ranking of VDCs in Dhanusha district During flood response meeting in August 2007, DDRC Dhanusha priorities 100 VDCs and one municipality based on the severity of the damage. Based on that 39 are severely effected, 49 moderately and 14 were partially VDCs by the flood. However there might some VDCs where effects could be low or high in the coming years .Following map has clearly separated the different categories of VDCs based on the damaged caused in 2007 and which has been kept updated later on in the year of 2008, 2009 and 2010 pre-monsoon workshops. Objectives Following were the objectives of the workshop; 1. To identify the capacities and resources in the district with different organizations. 2. To identify the coordinating agencies in different sectors. 3. Preparing DPR plan. 3.Expected 3.Expected Outcomes of the DPR Plan 1. Coordination mechanisms established –Gov and Non-Gov agencies 2. Disaster history maintained at the district 3. Cluster identified with its’ lead & member agencies 4. Focal person in every agency identified and regularized 5. Scenario Based Response Plan (basic elements of CP) is prepared 6. Hazard and risk mapping done 7. Commodity tracking completed 8. Needs and gaps identified on DP 9. Agreed on common assessment tools 10. Agreed the common standards for response (adapted Sphere Standards) 11. Open space identified for displaced people if required 12. Basic or light Search and Rescue team formed 13. Finally, DDRC prepares DPR plan and endorsed from District Council 14. Every agency started budget allocation on disaster preparedness from coming year 4. Workshop Methodology and Program: The workshop was conducted in a participatory manner using appropriate participatory tools and visualization technique. The workshop started with; (a) Brief presentation on the purpose of the workshop. (b) General introduction of Dhanusha district and it’s vulnerabilities to the natural disasters. Workshop Outcomes The outputs of the workshop have been presented in the annexes for the detail reference. However summarized outcomes are mentioned here. This workshop remained useful to map the resources available in the district. All stakeholders became aware and consider their capacity and resources to be prepared for the worse case of flood and other forms of disaster in case they occur. However this workshop was the first of such kind planned and designed at the central level, in Dhanusha it became a follow up and planning workshop of the flood review and preparedness meeting held in June 2009. In the past years, the pre monsoon workshop used to be the Nepal Red Cross Society’s only business to plan and allocate the resources before monsoon comes. Participants of the workshop seemed to be enthusiastic to contribute during the workshop. It was Proceeding of pre-monsoon preparedness and response planning workshop-2011 6 also realized that different government line agencies were more interested in the planning workshop to identify different I/NGOs that potentially involve with them before, during and after emergency situation to provide the support to the vulnerable communities. The outcome of the pre-monsoon workshop in Dhanusha has come up with the resources that are with the government line agencies and that can be used during the emergency response activities. However, the task was not easier especially to I/NGOs. As the size of the support will depend on the types and scale of the disaster and emergency situation, and the availability of the fund from the donors, the financial resources is not predictable. Therefore, I/NGOs suggested that they will be able to utilize/mobilize the physical as well as human resources during emergency response mainly in their own working area. They also agreed on if the response is coordinated and made it through the one door policy, it will be possible for them to negotiate with the donors and to support beyond their working area. Monitoring an evaluation Conclusion and Recommendation This Pre-monsoon disaster preparedness workshop in Dhanusha found instrumental in many reasons. Firstly, the workshop was able to identify and separate the geographical area, cluster and the cluster lead agencies during the emergency. The workshop was able to identify the resources that can be utilized during the emergency situation. Most importantly, the workshop brought all stakeholders into on forum to get involved in disaster risk reduction in this district. It was realized that this type of workshop will definitely complement the each other works that benefit to the vulnerable people who will be affected most during the emergency situation. Decisions of the workshop 1. DDRC to approve the pre-monsoon preparedness plan, information, resources needed in the time of disaster presented to DDRC by the coordinators of the predefined cluster heads. 2. It was decided to demand immediately Rs. 10,88,450.00 (Rs. The District water induced disaster control office used to provide gabion wire and nets as well as the sacks in the recent years for the erosion control but from this year all the budget have been transferred to ministry of local development as per the GoN decision so in this context, it was decided that DDRC to recommend to the concerned authority to release the budget to DDC Dhanusha as soon as possible. 4. The responsibility of writing report, covering the decisions of various series of meetings as per the guidance note on disaster preparedness and response planning 2011 provided by MOHA, has been given to co-organizer SDRC Janakpur.
