NATURE AND SCOPE OF WORK

This is a technical position that provides Geographical Information Systems (GIS) support services as they relate primarily to the day-to-day functions and responsibilities of the department. The position also supports other municipal departments with their mapping, advertising and data analysis needs.

The incumbent performs a variety of technical duties involved in the preparation of the interdepartmental District-wide geographic information system (GIS) using related software applications. Compiles data required for map preparation or revision, including aerial photographs, survey notes, records, reports, and original maps. While considerable independence of judgement is authorized, complex or unique situations are reviewed with the supervisor to determine the appropriate course of action.

ILLUSTRATIVE EXAMPLES OF DUTIES

Prepares maps, spatial analyses of data.

Ensures the required updates and changes to existing spatial data are made as a result of bylaw amendments.

Researches the availability of spatial data from internal and external sources and builds necessary topology ensuring that prescribed data standards are met.

Performs quality assurance checks on existing, contractor supplied and internally generated

GIS data.

With the assistance of planning staff, prepares municipal engineering plans, forward looking plans and future road layouts using AutoCAD.

Responds to public enquiries through email, in person and telephone.

Collaborate with staff who manage, maintain or are users of the District’s GIS and spatial data.

REQUIRED KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of GIS principles and drafting practices.

Knowledge of municipal planning processes and bylaws related to subdivision and, rezoning applications, public hearing, variance permit and Official Community Plan processes.

Knowledge of property charges such as restrictive covenants, legal plan, easements, road gazettes, rights-of-ways or any other legal encumbrances typically registered against the title of a property as it relates to land use.

Knowledge of Land Title Act provisions and Land Title and Survey Authority (LTSA) procedures that apply to a local government.

Awareness of the Freedom of Information and Protection of Privacy Act and regulations relating to the disclosure of confidential matters of the municipality.

Skill in operating Microsoft Office suite of tools and other computer software at an intermediate level of proficiency.

Analytical and decision-making skills, to offer options and resolve problems in a variety of contexts.

Ability to prioritize work and complete assignments accurately under pressure of competing deadlines and with frequent interruptions.

Ability to deal courteously and effectively with others.

Ability to identify customer needs and maintain and support a customer service philosophy.

REQUIRED EDUCATION, TRAINING AND EXPERIENCE

Completion of Grade 12, and one year of course towards a certificate or diploma in

Geographical Information Systems (GIS), drafting, planning, pre-engineering, computer science or geographic studies; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Minimum of one year experience in GIS and drafting, including experience using ArcGIS,

AutoCAD and web-based mapping applications.

REQUIRED LICENSES, CERTIFICATES AND REGISTRATION

Valid Class 5 BC Driver’s License
