Currently, the IDC uses a single time zone – Central Daylight Time (CDT). The IDCWG would like for the
displayed time to reflect a user configurable time zone. Every occurrence of displayed time throughout
the IDC should reflect (and indicate) the selected time zone as specified by the user.

PROPOSED CHANGE DESCRIPTION:
OATI proposes to give users an option to set the viewing time zone of the IDC user interface. Users will
set the time zone setting in the IDC Options page. The following time zones will be supported:
AST – Atlantic Standard Time
ADT – Atlantic Daylight Time
APT – Atlantic Prevailing Time (auto adjust time zone between AST and ADT)
EST – Eastern Standard Time
EDT – Eastern Daylight Time
EPT – Eastern Prevailing Time (auto adjust time zone between EST and EDT)
CST – Central Standard Time
CDT – Central Daylight Time
CPT – Central Prevailing Time (auto adjust time zone between CST and CDT)
MST – Mountain Standard Time
MDT – Mountain Daylight Time
MPT – Mountain Prevailing Time (auto adjust time zone between MST and MDT)
PST – Pacific Standard Time
PDT – Pacific Daylight Time
PPT – Pacific Prevailing Time (auto adjust time zone between PST and PDT)

The user selected time zones will be displayed in the IDC User Interface pages in the silver-bar as
indicated in the picture below, or in another clearly visible way. All date/time in all displays will be
displayed in the user selected time zone. When users select a prevailing time zone, the IDC will
automatically switch between Standard and Daylight Time Zones at 2 AM of the appropriate time zone.
Yet, the IDC user interface will show either Standard or Daylight time zones, as appropriate.
IMPACT OF REQUESTED CHANGE:

HELP DESK: As per Exhibit C in the IDC Operation Services Extension Agreement.
INTELLECTUAL PROPERTY: The design and implementation of “User Configurable Time Zones” was
developed exclusively by OATI using public domain ideas and expressions. OATI claims exclusive
ownership of and retains all intellectual property rights in this design, implementation and software. OATI
agrees to waive only its “User Configurable Time Zones” software license fee with respect to NERC
during the term of the IDC Operation Services Agreement, excluding any software license fee for other
OATI supporting software required for this Change Order.
CONTRACT PRICE ADJUSTMENT: The Contract Price Adjustment associated with this Change Order is
$19,200 (USD), which will be invoiced upon availability of changes in the Production Environment.
VALIDITY DATE: This Change Order is available for approval until January 31, 2009.
