This specification describes a high performance, articulated side walk tractor that shall support a variety
of attachments. The versatility is required to allow operation in all four seasons of the year. Basic
functions shall include snow removal from sidewalks, sanding/salting, sweeping, roadside mowing, and
turf maintenance as described below.
Multi-Service Vehicle General Specifications

Vehicle design to incorporate a high quality heavy duty fabricated steel frame
for improved longevity in high stress applications.
Frame must allow a minimum of 45 degrees articulation left or right. Front
and rear frames must allow oscillation relative to each other up to +/- 15
degrees to provide improved traction and superior control of vehicle mounted
implements/attachments.
Articulated steering to use twin, dual acting 2-inch steering rams.
Vehicle to provide fulltime four wheel drive via four hydrostatically driven
wheel motors, on four equally sized tires.
Standard equipment to include nitrogen charged accumulator as part of the
front hitch hydraulic system to cushion load on hitch arms and provide
improved comfort and handling during transport mode.
Vehicle and winter attachments shall all be made in the U.S.A.
30,000 BTU heater and 19,000 BTU air conditioning, R-134a. For clearance
in urban areas, the air conditioner shall be integral to the cab, not roof
mounted. Air conditioning shall NOT affect overall height of the vehicle.

Minimum Cummins QSB4.5, Four Cylinder, Tier 3, Turbo Charged and
Charge Air Cooled.

Engine shall be approved for operation on B20 biodiesel that conforms to
American Society of Testing Materials standard ASTM D7467
Air cleaner maintenance and engine coolant level sensors to be networked to
the vehicle control via a serial controller area network (CANBUS). Controller
to provide an audible alarm and messages on operator’s console when filter
maintenance is required.
Cummins engine ECM shall be networked to vehicle control network. All
diagnostic and maintenance messages generated by engine to be read and
displayed on the operator’s console.
Multi Service Vehicle Ground Drive Specifications
Standard vehicle configuration to feature four (4) 10-ply “winter lugged” 10.5 x
80 – 18 tires mounted on heavy duty 10 bolt steel wheels.
Wheel motor based ground drive to incorporate four (4) Poclain two-speed
hydrostatic wheel motors providing both transport mode and work mode.
When operated in work mode the speed is to be 0 to 10 mph. Transport mode
to allow vehicle speeds from 0 to 24 mph with winter tires installed.
Eighteen gallon hydraulic reservoir to be shared by both the attachment
hydraulic and hydrostatic ground drive systems.
Hydraulic system cooling to be provided by an engine mounted 20 inch
suction fan to force air through rear mounted hydraulic cooler.
Sauer Danfoss piston type, electronic control, variable displacement pump
capable of operating at 6000 psi to supply the wheel motors.
Dry type power take off clutch, electronic-over-hydraulic engagement, multiplate design, 6-spline, 1 3/8” diameter. Standard front PTO to operate at 540
RPM @ 2160 engine RPM.
Steering system to be an articulated, two cylinder, load sense design.
Articulated joints to feature greasable, spherical bearings.
Vehicle to feature three braking systems:
Primary – Hydrostatic braking using all four wheel motors and hydrostatic
ground drive.
Secondary – Dual caliper, automotive style disc brakes on front wheels.
Spring applied, hydraulically released mechanical parking brakes sealed in
front wheel motors.
Parking brake to be engaged/disengaged through the operator’s console.
Parking brake status must be displayed on operator’s console.

Interlock must be provided such that ground drive either forward or reverse
cannot be engaged while brake is applied.
Multi Service Vehicle Hydraulic System
and 3 Point Capacities

Eaton radial piston-type, load sensing, flow compensated, hydraulic pump
direct driven by the engine must supply up to 26 gpm to auxiliary attachment
drive circuit. Max operating pressure 3000 psi (207 bar).
Gear type or other fixed displacement pumps are not acceptable.
Hi flow auxiliary hydraulic system required, radial piston, load sensing, flow
compensated type pump capable of supplying 26 gpm pump at governed
engine speed, and 18-20 gpm at proper PTO speed (2160 rpm). Any pump
driven off of the vehicle’s front PTO is not acceptable, must be gear driven at
the engine. Belt drive pumps not acceptable
Auxiliary hydraulic flow to be adjustable via the operator’s control console to
allow hydraulic flow to match attachment requirements.
Front three point hitch configuration with two double acting lift cylinders to
support a front lift capacity of 6000 lbs at hitch hooks. Front quick attach hitch
linkage to accommodate category 1 and category 2 attachments.
All front attachment control hydraulics to be controlled by operator’s joystick.
Six hydraulic quick couplers plus attachment hydraulic case drain to provide
hydraulic connection for front mounted attachments shall be provided.
Hydraulic reservoir to supply both hydraulic ground drive and vehicle auxiliary
hydraulics. Ground drive and auxiliary circuits to be supplied by three
separate hydraulic system filters.
PTO access door required for access to PTO shaft hook up. Safety interlock
must be provided to prevent engagement of ground drive, pto and aux
hydraulics if access door is open.
Multi Service Vehicle Operator’s Cab
One man cab certified to comply with SAE Specification J1040C and ISO
3471. Three point seat belt system to comply with Seat Belt Anchorage Test
SAE J2292.
Safety interlocks must be present on the seat, seat belt, and PTO access
door. Ground drive, PTO, auxiliary hydraulic drive cannot be engaged if
interlocks are lost. If safety interlocks are lost during operation, the vehicle

must automatically and safely be brought to a halt and parking brake applied.
Message center on vehicle control monitor shall indicate the nature of the
fault.
Wide opening door shall be provided on left side for operator entry and exit.
Both right and left side windows shall slide open and latch closed. Standard
roof hatch to provide ventilation and to be used as an emergency exit.
Door shall be removable and replaceable without tools. Door must be
equipped with a pressurized gas cylinder capable of holding the door in the
full open position. It shall include greaseable hinge pins

engagement of ground drive, auxiliary hydraulic and PTO functions.
Heater to provide 30,000 BTU of heat transfer capacity with 662 cubic
meter/hour of air circulation.
Cab to be pressurized and have replaceable fresh air filter with three speed
ventilation fan.
Vehicle cab headliner to have six adjustable air ducts with louvered vents to
allow air flow to be directed at operator for cooling or at window for defrost.
Air conditioning to be integrated, not roof mounted. It shall provide 19,000
BTU of cooling capacity minimum with 662 cubic meter/hour of air circulation
capacity.
Vehicle to have two front headlights, two front clearance/directional lights, two
red tail/signal/clearance lights, two clear back up lights, and SAE rated
audible back up alarm.

Front windshield wiper to be pantograph design. Wiper and washer controls to
be steering column mounted.
Washer fluid reservoir to be accessible and filled from operator’s cab.
Left and right side exterior breakaway rear view mirrors to be adjustable from
inside cab through slide windows. Interior rear view mirror to be mounted in
front upper right corner of cab and to be easily adjustable by operator.

to be networked and controlled by CAN (Controller Area Network) serial bus

Main operator’s console in cab to incorporate the MDC (Monitor, Diagnose
and Control) 7 inch liquid crystal, 5 button, color display screen.
Vehicle system (troubleshooting) and engine diagnostics to be displayed on
MDC screen.
MDC Screen displays to be easily viewed in direct sunlight and backlit for

Operator Display Screen Display to include five mechanically sealed
pushbuttons to allow access to the vehicle menus.
Main operator console shall include joystick diagnostics to verify operation or
fault in joystick. The diagnostic screen shall allow override of a failed joystick
to enable functions for continued operations through the shift or safe transport
of tractor with attachment to a safe location or back to shop.

micron fuel filter.

Multi Service Vehicle Warranty
Base tractor shall be covered by a one year warranty. Bidder shall provide a
warranty statement with bid.

One spare 10-ply “winter lugged” 10.5 x 80 – 18 tire, mounted on heavy duty
10 bolt steel wheel to match winter tires installed on vehicle, shipped loose,
not to be carried on the vehicle.
A hydraulic control circuit shall be provided from the auxiliary hydraulic pump
to a location at the rear of the vehicle. Flow shall be controlled by means of
the operator’s joystick control in the cab to provide for the function of drop
spreader, dump box lift/lower, or other rear mount attachment. Control of the
hydraulics to be by means of cab mounted joystick.
In addition to the standard winter tires mounted on the vehicle, a complete set
of Four (4) Summer 10-ply turf tires 33/16LL500, mounted on rims, shall be
provided for best performance of the unit in summer mowing operations.
One spare summer 10-ply turf tire 33/16LL500, mounted on rim, shall be
provided loose, not to be carried on the vehicle.
Front hitch hooks shall be oscillating type to allow the front attachment(s) to
follow the ground more closely in uneven pavement or lawn conditions.
These shall be in place of standard hitch hooks on the vehicle.
Ultra hi flow auxiliary hydraulic system required, radial piston, load sensing,
flow compensated type pump capable of supplying 31 gpm pump at governed
engine speed, and 22-24 gpm at proper PTO speed (2200 rpm). Any pump
driven off of the vehicle’s front PTO is not acceptable, must be gear driven at
the engine. Belt drive pumps not acceptable
A 110 volt engine block heater shall be provided to assist in cold start
situations. Kit shall be complete with electrical cord routed for convenient
shop access.

An emergency brake release/towing king shall be plumbed into the hydraulic
parking brake release circuit. This shall allow emergency release of the front
axle parking brakes for towing or pushing at low speeds for short distances in
the event of engine or other failure prohibiting the tractor from running. A
manual pump with suitable check valves shall be provided to use hydraulic
fluid from the vehicles main hydraulic system for brake release
A start up filter kit is required, including one filter element for each on board
filter. This will allow purchaser to refresh all vehicle filters after initial vehicle
break-in.
