I would like to thank everyone for the great
attendance of our meetings. Thura has done
a great job with getting some interesting
speakers to our meetings. If you have any
suggestions for future speakers, or things
we can do better please drop one of your
board members an email, or better yet give
us a call. We would love to hear from you.
The region 4 ASPE meetings are in the books. The Vancouver ASPE group
put on a great meeting. We stayed at Coast Coal Harbor Hotel, if you’re
visiting Vancouver I would suggest this hotel. It’s close to a lot of great
things to see. It was a long week for Thura and me. We had our meeting
on Wednesday and had to jump on a plane the next day to fly to Vancouver,
Canada. Friday after a long day of meetings we went to dinner. Had a
great time we took a boat dinner cruise, I think everyone had a great time,
I know I did. Saturday we had a half day of meetings, afterword’s we had
a little time for site seeing. Vancouver is a nice city, would love to go back
when I have more time and my wife can be with me.
The new ASPE national board are doing a great job. ASPE National hopes
to have a year’s expenses in the bank on reserve in the next couple years.
Billy Smith our Executive Director visited the Region 4 meeting. Billy
said he had heard good things about our meetings and wanted to see for
himself what they were like. He was very receptive to our comments and
I think he went back with some great info from our group.

The ASPE-LA monthly meeting was held on June 3rd,
2015 at Monterey Hill Restaurant, Monterey Park. On
behalf of the ASPE-LA Board of Directors, we would

of plumbing noise impacts occupant experience/

Bill Siler brought the meeting to order at approximately 7:00
PM. Past Presidents in attendance included Kook Dean, Hal
Alvord, Ed Saltzberg, and Cory Nakanishi.
As a reminder, anyone not receiving the ASPELA newsletter
can send Jeff Atlas an email at aspenews@gmail.com to get
on the list to receive the newsletter each month. Jeff also
noted that you can add your own content to the ASPELA
Facebook Page.
Scott Steindler reported that the fishing trip only has 29 of
the 35 spots filled. The fishing trip is coming up August 5
to August 7. The trip will be leaving out of H&M Landing
in San Diego. You can get more information about the trip
by going to ASPELA.COM or by contacting Scott at scott@
weilaquatronics.com. Note: The August ASPELA Technical
Meeting will be moved to August 12 due to the Fishing Trip.

Bill Siler brought the meeting to order at approximately 5:00
PM.
The first order of business was the Treasurers Report from
Ira Schumer. Ira reported that the check book is in balance.
John Zagorski reminded everyone that the product show will
be held September 16 at the Holiday Inn in La Mirada. The
Holiday Inn is located at the Valley View exit off the 5 Fwy.
There will be Fifty Nine 6 Ft. x 6 Ft. Booths Available at
$350 each. A 6 Ft. x 12 Ft. booth will be $650. There will
also be four 8 Ft. x 15 Ft. premium booths available in the
Foyer leading to the EXPO room. The premium booth are
$1,000 each. Spaces at $650 are available in the parking lot
for Vendor Exhibitors who have display trailers.
We need volunteers to help watch the kids of Technical
Meeting attendees who bring their children to the meetings
so that they can attend the meetings. Anyone who wishes to
volunteer or has a spouse that may be willing to volunteer
should contact Bill Siler at wsiler@socoengineering.com.
Chris MacKnight has researched insurance for the chapter
to cover our meetings and all of our events. The quote with
the best coverage for our needs is approximately $1,100 per

It is highly recommended that you arrive at the Landing early
Going South on Interstate 5 from Los Angeles
Exit at Rosecrans also listed as Highway 209. Take Rosecrans 2.5 miles
in the only direction you can go once you exit the freeway follow to
Emerson Street (small street sign) and turn left (at the US Bank building
and Jack in the box). Continue on Emerson past Scott Street. We are
located at the end of the street before you get to the water. H&M
Landing is at 2803 Emerson Street.
You will be provided with all food and snacks, boat tackle, and
Mexican fishing licenses (if required). You may need a
California fishing license, they can be purchased at the landing
if needed. Bring a pillow and a change of clothes.
We are limiting to 35 spots so don’t delay!
Cost Per Angler will be only $300.00! This is an incredible bargain for 2.5
days of offshore Sportfishing. You will need to bring money for fish
cleaning! Last year we caught boat limits and it can cost up to an
additional $100 to clean your fish. If you are coming in from out of State,
please pre-arrange to have your catch shipped to you.

A hot topic towards the middle of day number one, was the
push for a Plumbing PE. I think it was about 50 / 50 on this
topic. We had quit a few Mechanical PE’S at the meeting
(yes mechanical PE’S at an ASPE region 4 meeting) and
most are not on board with this move. Something we found
out that could be a determining factor rather this venture
continues or not, is the Fire Protection PE. It appears that
because of the lack of interest in this license it could be
eliminated in the next year or two. I am working on getting
more info with regards to this, so stay tuned.
I was on board with wanting a plumbing PE ever sense I
started working in this industry, as I have had too many
Mechanical Engineers stamping my plumbing drawings,
only to be asked one question after another about what they
were looking at. This was until I received an email from
Peter Kraut with regards to this license. I will share this
email with you in our next newsletter, along with a letter
from Ed Salzburg. I think instead of a Plumbing PE, we
as an organization should provide plumbing question to the
board to be added to the mechanical PE test, not ask for our
own license. Nonetheless, whatever we decide as a group, I
will support it as your president.
The 2015 ASPE LA Fishing trip
This year’s fishing trip is really coming along. As of our
June meeting we had filled more than two thirds of the boat.

Without his help our chapter would not be making this trip.
We will be going out on the Ranger 85 out of H&M Landing
San Diego, CA. The boat departs Wednesday August 5th at
8PM and returning Friday August 7th at 8PM. This should
be a great fishing trip, I have been told the fish has been great
in the area we are going to. So if you have not signed up yet,

Jim LeStage from Holdrite was our Technical Speaker for
this month. His topic was Piping Restraints and Supports
and Plumbing Acoustic Insulation. Some of the highlights of
his presentation were as follows:
Intent is often missed during the implementation of piping
supports. Field Devised Methods do not meet code and may
pose safety risks as well. Engineers can update specifications
to disallow field devised methods. Engineered solutions are
less expensive due to labor savings. Pipe sizes greater than
4 inches must be restrained against horizontal movement.
Restraints should be engineered to provide the best service
and meet code. Plumbing system noise is a common irritant
to building occupants Solutions are now readily available at a
reasonable cost for plumbing systems noise. Water Hammer
contributes to noise and damage. Direct contact between
the piping system and the structure contributes greatly to
plumbing system noise. Thermal expansion and contraction
also contributes to piping system noise. Engineers can add
the appropriate standard or guidelines to their specifications
to prevent many plumbing restraint and noise issues.

this year’s ASPELA Picnic will be held September 27th in
Elysian Park. The picnic committee is planning on a Tug of
War, a Face Painter, and a Bounce House in addition to our
annual Engineers against the Affiliates Softball Game. Bill
Siler announced that ASPELA will match the funds from the
Affiliates to help make the most of the picnic. Anyone having
