to be held at Bengaluru on 10th February 2016

Confirmation of the Minutes of the 115th Meeting of OCC held at Mysore on 8th
January 2016.

Monthly/Annual Outage Plan
2.1
ISGS/CGS: Generating Units
a) Shut Down Proposals for February/March 2016
b) Shut Down carried out during January 2016 along with reason for deviation if any.
c) KGS Unit I Outage:
It was noted that as per Annual Outage Plan Kaiga Unit I was scheduled to be taken out
in the month of December 2015 for Annual Maintenance work. In the 114th Meeting,
Kaiga representative informed that they would be taking out the unit during January
2016 to March 2016 and OCC had suggested that KGS could avail shutdown in
December 2015 as programmed else shutdown would be approved only after May
2016.
KGS vide their letter dated 28.01.2016(Annexure-2A) had informed that due to some
process problem Unit I power would be reduced gradually @ 12 MWe/5 min from 1900
hrs of 28.1.2016 and subsequently Unit would be manually shutdown. It was also
mentioned that progress of Unit shutdown and resynchronization plan would be
intimated later.
d) Revival of KKNPP Unit I:
The unit which was out form 24.06.2015 had been revived at 07.12 hrs of 30.01.2016.
2.2
ISTS/State Sector Transmission Elements
a) As per the NLDC outage procedure constituents to furnish the outage proposals for
subsequent month by 3rd of present month which would be posted on SRPC website by
5th of present month. The outage proposals shall be furnished in the specified format in
Excel form through E-mail to the following address.

b) Constituents/utilities are requested to furnish the information about the shutdown
carried out during last month against shutdown approved and also information
regarding unapproved/emergency shutdown in their respective system. SRLDC is also
requested to furnish the details of shut downs availed / not availed during the previous
month by various utilities against the OCC approved shut downs.
c) All utilities were suggested to kindly get all outages including those relating to
construction approved through the OCC forum.
d) In the 115th OCC Meeting, the highlights of the CERC Order dated 14th December 2015
regarding outage approvals for planned, emergency and construction works were
brought to the notice of the forum. The order states that no unplanned outage can be

approved and even construction activities can be planned. PGCIL/Utilities expressed
their difficulties in this regard and after deliberations it was agreed that in order to
facilitate changes in the dates of construction outages, critical overhauls etc. one more
set of shutdowns would be considered through OCC Outage web group. Modification in
the dates of the constructions/critical overhauls would only be considered (not AMP
works) provided it is supported by reason for the change of dates.
The process to be followed would be:

All the shutdown proposals (modified/new meeting the above criteria) would be
submitted to SRPC/SRLDC in the requisite format by 20th of the month for the
outages planned for next month.
SRPC/SRLDC would jointly review the proposal and furnish the details along
with observation/ATC curtailment etc. during 21st to 25th of the month. SRLDC
would coordinate with NLDC /other RLDCs for the Inter – Regional / critical
elements shutdown proposals. It would be posted in the OCC Outage Web
Group and on SRPC website.
Constituents/entities could revert back with observations during 26th to 28th of the
month in the OCC Outage Web Group.
The approved outages would be posted on SRPC website before end of the
month.
It needs to be noted that the new list of shutdown proposals would consists only
the modified/additional construction/critical shutdowns. Approval would be at the
discretion of SRLDC/SRPC/Constituents.
e) Revised procedure for approval of LC
- Planned/Unplanned (Emergency and for Bay Equipment)
- Need for the request on D-3 basis (D-day of LC) and common LC request
format

LGBR for upcoming five months
a) Schedule of Hydro and Thermal Generation.
b) Details of anticipated assistance from other sources including bilateral assistance.
c) Anticipated Consumption.
d) Shortfall/Surplus if any and how the same is proposed to be met.
e) Status review of Development of State of the Art load forecasting tools as per clause
5.4.2 of IEGC.
f)
Loss of Generation due to fuel shortage- Action plan for meeting their demand and
short fall by constituents.
g) The coal shortage issue and sharing of coal availability as per the CERC order dated
23.07.2013.
h) Load Generation Balance in real time.

dated 19.01.2015 of the Petition No. 169/SM/2012.

Review of Power Supply Position /Inflows
Constituents to furnish the reasons for deviation:
a) Actual with respect to anticipated (MW & MU) for availability and requirement.
b) Generation variation category wise with respect to MoP targets/LGBR figures.

c) Inflows (MU) to major reservoirs: Actual w.r.t. 10 year moving average and w.r.t. same
month last year.
Issues for deliberation
Preparation for meeting the revised environment norms as per Environment
(Protection) Amendment Rules, 2015
CEA vide letter dated 18.01.2016 had requested to furnish the details of preparedness and
action plan in order to comply the revised water consumption and emission norms by the
existing and new thermal units (to be installed from 01.012017 onwards) as per Environment
(Protection) Amendment Rules, 2015 notified by Ministry of Environment, Forest & Climate
Change (MOEF & CC) (Gazette Notification dated 07.12.2015). Vide letter dated 20.01.2016
(Annexure-5A) SRPC had communicated to all concerned in this regard. The information may
be furnished through e-mail & letter at edmcea@yahoo.co.in & Chief Engineer (TPE & CC),
CEA, Room No.902 (S), Sewa Bhawan, R.R.Puram, New Delhi – 110066 and a copy of the
same may also be forwarded to seoprnsrpc-ka@nic.in/ srpc.operation@gmail.com.
All thermal power plants are kindly requested to furnish the action plan to comply with
Environment (Protection) Amendment Rules, 2015. All SLDCs are requested to take up with
the thermal power plants in their state.
5.2
Completion of Trial Run of 2nd Unit of 600MW of Mutiara Thermal Power Plant/
Constraints in transmitting full output from 2x600 MW Coastal Energen’s Mutiara
Thermal Power Plant/SPS proposal
5.2.1
Coastal Energen Private Limited vide letter dated 14.01.2016 (Annexure-5B) had
communicated to SRLDC that 2nd Unit of our 2x600MW of Mutiara Thermal Power Plant
was successfully synchronized to the Grid on 26th Dec 2015 and achieved full load of
600MW on 2nd Jan 2016. Trial run of the 2nd Unit was carried out from 12:30 hrs of 10th Jan
2016 to 20:00 hrs of 13th Jan 2016. The average load of the Unit during 20:00 Hrs of 10th
Jan 2016 to 20:00 hrs of 13th Jan 2016 was 607 MW. It was mentioned that they intend to
declare COD of the 2nd Unit of 600MW with effect from 00:00 hrs of 14th Jan 2016. It was
requested by Coastal Energen that approval for declaring COD of the 2nd Unit of 600 MW of
Mutiara Thermal Power Plant may kindly be accorded with effect from 00:00 hrs of 14th Jan
2016.

5.2.2
Coastal Energen Private Limited vide letter dated 07.01.2016(Annexure- 5C) had informed
that as per the Meeting held on 11.12.2015 at CEA New Delhi regarding Synchronization
and declaration of CoD of Unit 2 of Coastal Energen , Coastal Energen can export only 450
MW as against 1100 MW with both the units of NTPL running at full load and exporting 950
MW. The total power evacuation from Coastal-NTPL Pooling Station Complex should not
exceed 1350 MW. It was appraised that both the units at full capacity is necessary to
supply power and also service the loans and interest to 18 banks which have funded the
project.
Coastal Energen had proposed the following SPS to restrict the power flow in NTPL Bus to the
extent of 1350 MW and to maintain grid stability.
 With 2 Units of Energen running at full load and if Coastal-Pooling Station 400 kV
line trips one unit of Energen will trip instantaneously.
 As a back up to the above Directional Over Current Relay will be provided for
Coastal – NTPL 400 kV line to trip the Unit/Units at 650 A(450 MW)
It was requested that Coastal Energen may kindly be permitted to incorporate the proposal for
running both the units till June 2016 and they had committed that by that time both Coastal
Energen and PGCIL would complete the proposed evacuation lines.
The above proposal was discussed in 50th PCSC Meeting and the following was noted and the
issue was flagged to 116th OCC Meeting.
5.3

SRLDC had stated that there are two scenarios to be taken into account:
a) If SPS works: Generation will be reduced without load shedding. Then the
demand has to be met by increasing the 765 kV Raichur-Sholapur flow which will
cross its ATC limit.
b) If SPS does not works: The end equipment of NTPL station will be affected as it
is allowing power flow more than its limit (1350 MW).

SRLDC had informed that the proposed SPS should incorporate both reduction in
Generation and shedding of loads to maintain the Load-Generation Balance of that area.
The SPS can be implemented if the corresponding State has to agree to identify separate
loads to be shed for this Generation loss.
Request to issue certificate for claiming additional as per CERC Guidelines:
PGCIL SR I vide letters dated 19.01.2016 (Annexure-5D) requested that necessary
certificate may kindly be issued to enable POWERGRID get additional 0.5% ROE as per
the clause 24.2 III of CERC Tariff Regulation for 2014-19 block for early commissioning of
the following transmission elements:
 Kurnool – Raichur 2nd 765KV S/C Line along with associated bays and equipments
at Kurnool and Raichur Substations under ISGS Krishnapatnam : It was stated that
the line has been put into commercial operation w.e.f. 21.06.2014 i.e.
commissioned 1.35 months ahead of CERC completion schedule.
 Kurnool(New) – Raichur 765KV S/C Line along with associated bays and
equipments at Kurnool and Raichur Substations under SRSS - XXII: It was stated
that the line has been put into commercial operation w.e.f 15.12.2015 i.e.
commissioned 13.71 months ahead of CERC completion schedule.

completed within the specified timeline and it is certified by RPC/NPC that commissioning
of the particular element will benefit the system operation in the Regional/National Grid”

5.4
Line clear on 230KV MAPS – Arni, MAPS – Acharapakkam –Bus section Shutdown at
MAPS Regarding
TANTRANSCO vide letter dated 06.01.2016(Annexure-5E) had informed that as per
MAPS approval for line clear was issued for replacement of Y phase CT in bus section
Breaker. All the arrangements/precautionary measures had been taken to limit the line
loadings of other 230KV feeders for proceeding line clear on 05.01.2016. The flow in 230
KV MAPS – S.P. Koil feeder was 98.5 MW in each circuit which was as expected before
the line clear approved. At 12:40 hrs, MAPS Unit I went on house load and generating 17
MW. OD/MAPS requested SLDC for taking Arni line back into service. But line isolator was
opened at 230 KV Arni SS for line maintenance works.
The MAPS – S.P. Koil I&II lines were available for evacuation of MAPS generation. It was
requested by TANTRANSCO that the reason for Unit I going on house load when Grid
connectivity was available for evacuation, may be communicated for taking further course
of action. It was also informed that the maintenance work was programmed in both 230KV
MAPS – Arni line and 230 KV MAPS – Acharapakkam line, when both lines under
shutdown (Bus B shutdown) on 08.01.2016 when CT replacement of MAPS is planned.
5.5
Shut Down of HVDC Talcher-Kolar HVDC link for replacement of polluted insulators
and AMP-reg.
The SD was availed from 09.01.2016 to 14.01.2016.
SRLDC may appraise the forum about the lessons learnt during the shutdown.
5.6
TPCIL-NPS 400 kV Lines outage on 30.12.2015
TPCIL vide letter dated 01.01.2016 had informed that on 30.12.2015 at 06:02:20:45 hrs
TPCIL Line II from Nellore PS & NCC Line I from Nellore PS were tripped together. Both
TPCIL & NCC plant went for a black out. Before outage TPCIL Unit I and Unit 2 were
loaded upto 625 MW & 510 MW respectively. It was found that while line II breaker was
tripped both at TPCIL and NPS ends instantly through Zone-1 fault sensing in distant relays
Line-1 tripped at NPS end on Zone -2. TPCIL expressed concern that any unwarranted
tripping not only gives a huge commercial impact on them but also stresses the machine
because of load through off and requested that SRLDC may kindly look into the matter and
may instruct the concern accordingly.
The issue was taken up in the 115th OCC Meeting and it was felt that the relay setting issue
was a protection issue and was suggested to flag the issue to next Protection Committee to
be held on 27th January 2016. It was noted that the issue has been deliberated in the 50th
PCSC Meeting. The generation loss was 1270 MW and categorized under GD-1. SRLDC
was requested to come back on the commercial issues since both the lines had tripped and
to clarify that whether this outage period can be treated as evacuation constraint/ grid
disturbance and the deviation account could be prepared as per Regulations. SRLDC to
appraise.

5.7
Tripping of Raichur – Sholapur Line II on 02.01.2015 and delay in restoration
It was noted that critical inter regional link 765 kV Raichur-Sholapur line II tripped on
02.01.2016 at 10:46 hrs due to conductor snapping and was restored on 07.01.2016.
SRLDC vide letter dated 04.01.2016 had reported the issue of non-restoration of the line
within two days in compliance with SOP regulations 2012 under clause 1.5 of IEGC 2010.
A Special Meeting was conducted at SRPC Bengaluru on 11.01.2016 to discuss the delay in
restoration of the line. It was agreed by RSTCPL that they would furnish the detailed reply on
all actionable points by 10th February, 2016.
5.8
Scheduling of NTPC Ramagundam Solar Power Plant(10 MW):
To facilitate scheduling by SRLDC the following prerequisite criteria was to be met by
NTPC:
 Forecasting of generation.
 MW-MVAR data of the station.
 Voltage at inter connecting point.
 Inverter status
 SEM as per CEA, Metering Regulations, 2006
 Data compatibility with SRLDC format etc.
In the 115th OCC Meeting NTPC had informed that they would furnish the timeline by 3rd
week of January 2016. NTPC was requested to furnish the PPA rates etc as mentioned in
the Renewable integration frame work.

5.9
PSS Tuning of generators: Data requested
In the 2nd Meeting of PSS tuning held on 30.10.2015 many actionable points were noted to
be carried out by Generators of SR. It was of concern that many Generators have not
furnished the information in this regard as requested. SRPC vide letter
22.01.2016(Annexure-5F) had communicated that all the generators/utilities may kindly
furnish the PSS details and Step Response Test Reports in the specified format at the
earliest.
5.10
Sub Committee on Transmission Planning: National Electicity Plan: Data requested
Preparation of National Electricity Plan (NEP) is the responsibility entrusted to CEA under
Electricity Act, 2003. Under Section 3(4) of the Electricity Act, 2003, the Authority shall
prepare the NEP in accordance with the NEP and notify such plan in five years after
obtaining the approval of the Central Government.
SRPC communications dated 12.01.2016 and 25.01.2016 to SR constituent/ states
requesting information in the specified formats in this regard are at Annexure 5 G & 5H.
5.11
Synchronization of Mysore- Kozhikode 400 kV system with Kerala grid/
Commissioning of 400 kV SS, Kozhikode – Extension of status points for SPS at 220
kV SS Areakode.
In the 114th OCC Meeting KSEBL had informed that the SPS scheme was implemented and
test was carried out during off-peak period. In the 115th had KSEBL informed during tied
operation, two PGCIL ICTs (315 MVA) at Kozhikode substation were being over loaded and

to avoid this situation, KSEBL had to increase the generation at Kuttiadi HEP which causes
depletion of water. Currently radial operation was being continued and hence the mock test
at Peak load was not carried out.
Provision of Additional Load Relief for SPS – Exemption sought by Puducherry ED.
5.12
PED vide letter dated 07.01.2016 had informed that they were in the process of reshuffling
the load relief quantum in UFR scheme & ADMS and identification of appropriate 110 kV,
22 kV & 11 kV feeders(23 MW) for SPS operation. In the 115th OCC Meeting PGCIL had
informed that the data channel was available and they would extend the signal upto
Puducherry SLDC. 6 Nos of Protections couplers had been purchased and would be ready
within one week.
5.13
High loading on 400 kV Nellore PS- Nellore DC line/Separate control area for Nellore
PS complex.
The issue of high loading of NPS-Nellore DC lines was also discussed in the special
meeting on grid related issues held on 20.10.2015. Subsequently SRLDC vide letter dated
20.10.2015 and 02.11.2015 had addressed to CTU to advise SRLDC:
 About the maximum power that can be evacuated from Nellore complex so that
curtailment of infirm power, STOA/MTOA transactions could be affected as per
Regulations.
 If 400 kV Nellore PS- Nellore D/C line had to be opened to contain short circuit
level, the appropriate time frame for opening the line considering the availability of
generating units.
CTU vide letter dated 03.12.2015 had replied to SRLDC in this regard. Subsequently
SRLDC vide letter dated 07.12.2015 had communicated their views in this regard. In 114th
OCC meeting, SRLDC pointed that more clarity from CTU was required.
In the 115th OCC Meeting SRLDC had stated that they were planning a separate control
area for Nellore PS complex.

5.14
Loadability of ICTs and revisit of the associated protection settings to prevent
cascaded tripping of ICTs.
5.14.1 Insufficient action in controlling the loading of ICTs leading to N-1 criteria violation in
compliance of Regulation 3.1f(8) of CEA(Grid Standards) Regulations 2010 and Regulation
3.5 a(i) of CERC Indian Electricity Grid Code Regulations 2010 :


3 ICT at Nellore were under execution and would be charged by 3 week of January 2016.

3 ICT at Vemagiri would be available by June-2016. Till that time, load rearrangement and
aading generation at 220 kV level in Vemagiri area done to mitigate the problem.

SPS Maintenance Protocol had been approved in 27th TCC & 28th SRPC meetings held on
9th & 10th October 2015. In the 115th OCC Meeting, SR II, PGCIL had informed that
Management approval had been taken and work would be awarded soon.
Status update by PGCIL.
5.16
Implementation of URTDSM (PMU) project in Southern Region:
It was noted that the schedule for completion of the project was 24 months from the date of
award.
SR I & SR II, PGC IL to update the status.
5.17
Video Conferencing facility at SLDCs:
In the earlier OCC Meetings, the following were noted:





APTRANSCO: Will provide the facility in new SLDC at Vijayawada.
TSTRANSCO: Will be commissioned by 15th January 2016.
KPTCL: Will be commissioned by 15th January 2016.
KSEBL: It was noted that VC facility at Kerala SLDC had been tested and commissioned.
TANTRANSCO: Quotations had been received for provision of VC facility. However P&C
wing had recommended for retendering.
 PED: Due to paucity of funds in the current financial year, they were not in a position to
install the VC facility at Puduchery SLDC and shall be arranged to be installed during the
next financial year subject to approval from Government of Puduchery.
 SRLDC: Both side VC facilities should be made available by all SLDCs.
 PGCIL: Band Width/data Channels was ready by PGCIL but connectivity to end
equipment (SDH equipment) should be done by the concerned utilities.
5.18
CERC Order dated 05.10.2015 on Petition No. 310/MP/2014 w.r.t Un-requisitioned
Power of Sasan UMPP and CERC Order dated 18.12.2015 on Petition No. 16/SM/2015.
5.18.1 Hearing of CERC on Petition No. 16/SM/2015 (Difficulty encountered in implementation of
the Commission`s order dated 5.10.2015 in Petition No. 310/MP/2014 regarding
scheduling of unscheduled surplus power from the inter-State generating stations) was
held on 05.01.2016.
In the RoP, The Commission directed that in modification of the direction in para 5 of the
order dated 5.10.2015 and pending final decision on the issue, the following procedure shall
be followed:
“Where both the generating station and its beneficiaries (surrendering and
requesting beneficiaries) give their standing consents in writing to RLDC that the
decision of the concerned RLDC will be binding on them with regard to scheduling and
dispatch of URS power, the concerned RLDC shall schedule such URS power to the
requesting beneficiaries in relative proportion to the quantum requested by them. In
other cases, RLDCs shall schedule URS power on the basis of the consents submitted
by the generating stations in terms of the order dated 5.10.2015.”
The Commission directed the respondents to file their replies by 22.1.2016, if already not
filed. The Commission directed that due date for filing the replies should be strictly complied
with. No extension shall be granted on that account.The petition shall be listed for hearing
on 23.02.2016.

5.19
Action plan/preparation for meeting the impact of poor monsoon
In the 114th OCC Meeting SRLDC had informed that in most of the major reservoirs the
levels were observed to be very low. It was requested that all the constituents may kindly be
ready with action plan regarding their plan for Load Generation balance in view of poor
monsoon.

5.20
Urgent actions required with reference to the System Protection Schemes(SPS) of
Raichur-Sholapur D/C line
NLDC vide letter dated 5th January 2016 expressed concern on the following issues
regarding the SPS scheme for Raichur-Sholapur D/C lines which required urgent attention in
terms of root cause analysis and taking the necessary actions.
I. Non – Operation of SPS on 2nd January 2016
II. Revision in SPS settings subsequent to the increased TTC/ATC and operationalized
LTA/MTOA
SRPC vide letter dated 07.01.2016 had requested Powergrid SRTS I & SRTS II that the
reason for non operation of SPS may be kindly examined and needful corrective action be
taken to ensure the healthiness of SPS at all times. In the 115th OCC Meeting SR I,
Powergrid had informed that though SPS signal was generated at both Raichur and Sholapur
the signal was not received at Kolar and the issue was under examination. The final report
was still awaited.
5.21
Revision of SPS subsequent to commissioning of 765 kV Kolhapur-Kudgi(PG)
D/C(initially charged at 400 kV)
It was noted that NLDC vide letter dated 23.12.2015 had furnished revision in SPS settings
subsequent to the commissioning of 765 kV Kolhapur-Kudgi D/C line of Powergrid. KSEBL
vide letter dated 07.01.2016 had raised certain observations on SPS settings. SRPC vide
letter dated 07.01.2016 had brought attention of NLDC on the views of Kerala.
5.22
PoC data Validation:
In the 115th OCC Meeting SRPC had informed that in the last PoC Validation Committee
Meeting it was decided that whatever data submitted to Validation Committee from NLDC
should be verified at RPC level which involves many steps. Data is required once in three
months. It was suggested that at present we can start with LGBR data validation. Data can
be submitted in next OCC and in subsequent OCC it can be validated and afterwards can be
submitted to Validation Committee.
5.23
CEA vide letter dated 01.01.2016 had circulated Minutes of 4th NPC Meeting held at
CEA, New Delhi on 10th December 2015. (Annexure- 5J )
The following issues were discussed and the decisions/actionable points are listed below:
 Reactive Power Planning

 All States to carry out reactive power planning not only at transmission level but also at
distribution level and prepare schemes to maintain voltage profile as per relevant
Regulations / Standards.
 NPC agreed that states should adopt a proactive approach in the matter of reactive
power planning, and that the provisions regarding reactive power planning similar to
those mandated in the IEGC for the CTU should be included in the respective State
Grid codes. It was decided that RPCs would follow up the matter further with the
states.

Ensuring proper functioning of Under Frequency Relay (UFRs) and df/dt relays
 NPC opined that under-frequency relays based automatic load shedding scheme was
meant to ensure grid security, and therefore, it would not be appropriate to do away
with the requirement of inspection of a targeted number of relays by the RPCs in a
year. Keeping in view the manpower constraints in RPC secretariats, it was suggested
that instead of inspection of one-third number of total relays in a region, at least 20%
of the under frequency relays installed in the respective regions should be physically
inspected by respective RPCs in each year besides self-certification by the STUs.
Regarding self-certification by the STUs regarding healthiness of the UFRs as per
checklist proposed by NRPC, Other RPCs were requested to forward their comments /
suggestions to NPC for evolving a uniform procedure across the states at the next
meeting.
 Automatic Under Frequency Load Shedding (AUFLS) scheme:
 NPC expressed satisfaction that barring a few states, the revised AUFLS scheme had
been implemented by the states in the country. It was decided that the RPCs would
take up the matter of implementation of the scheme with the states which had not so
far implemented the same and inform the progress at the next meeting.
 Membership of POSOCO in NPC:
 All the RPCs informed that the proposal of Membership of NLDC in the NPC is
agreeable to them. Accordingly, The Committee requested Member Secretary (NPC)
to take up with MoP the necessary amendment in the resolution of constitution of
NPC.
 Treatment of Bilateral short term and collective transaction in case of grid
disturbances
 The Committee felt that the matter be first deliberated threadbare among the officers
at the level of SE/EE of the RPCs, who deal with the work of regional energy
accounting, and a report / recommendations thereon could be put up by them during
next meeting for deliberations by the NPC.

 NPC requested CEA, RPCs and NLDC to nominate their representative for the above
Working Group.
 Power swing blocking (PSB) setting in Distance relays:
 NPC while agreeing to NRPC's opinion to have a uniform PSB setting across all
regions, decided to maintain status quo in different regions and wait for the report of
the Consultant appointed for implementation of the recommendations of the 'Task
Force for Power System Analysis under contingencies' before further deliberations in
the matter.
 Review settings of df/dt relays and UFR based automatic load shedding schemes


Review of df/dt relays
NPC opined that in the event of a sudden loss of generation or any grid disturbance,
the rate of fall of frequency would vary from one location to another, and it would also
vary from one point of time to another at a particular location depending upon the
distance from the location of the fault. Therefore, there could be no uniform setting of
df/dt relays in different regions. In view of this, NPC decided that settings would be
determined by each RPC separately after detailed study of load and generation
balance in different areas of the region and communicate the same to the Committee
for ratification.
Review of Automatic Under-Frequency relay based Load-shedding Scheme
(AUFLS)
NPC decided to maintain status quo in respect of AUFLS. It was also agreed by the
RPCs to initiate the process of mapping of feeders covered under AUFLS scheme
like SRPC with a view to ensuring proper implementation of the scheme and also
have a real time assessment of load-relief likely to be available under the scheme if it
operated.
 Transfer capability determination by the states
 It was decided after detailed discussion that to begin with, power system study for
assessment of operational limits / power transfer capability for each state will be done
by the concerned RLDC in association with concerned SLDC. Monthly TTC/ATC will
be uploaded by the SLDCs at their respective websites and also communicated to
concerned RLDC & NLDC subsequently.
 Reasons for demand -supply gap and its variation:
 The reason for demand-supply gap needed to be clearly mentioned to reflect true
picture of power supply position in different states and also to invite attention of
various agencies including policy makers to the specific problem areas in the power
sector for suitable solution. It was requested to RPCs to advise the states in their
respective regions to intimate broad break-up of demand-supply gap due to various
reasons, or at least, the main reason(s) for demand-supply gap in each month. It was
suggested that this matter could be discussed in the OCC forum of RPCs on regular

basis and the reasons for demand-supply gap ascertained from the States therein and
communicated to CEA.
 RPCs agreed to take action accordingly and furnish the above information to CEA
along with the power supply position related data every month.
 Coordinated outage planning of transmission elements:
 NLDC stated that they were experiencing difficulty in coordinating planned shutdown
of inter-regional lines with the concerned RPCs as some RPCs were approving
shutdowns early in the month, while other RPCs were doing so somewhat later in the
month. Keeping in view the specific issue raised by NLDC, it was agreed that all RPCs
would conduct OCC meetings in a distributed manner by 15th of every month for
finalising the planned shutdown of different transmission lines including inter-regional
ones for the following month, and 10 days time would be allowed to NLDC to finalize
TTC/ATC etc. of various inter-regional corridors taking approved shutdowns into
consideration.
 Fund Requirement for NPC
 It was agreed that for the time being, expenditure towards hosting the various
meetings of NPC meetings would be met by RPCs on rotational basis.
 Common Commercial Input data formats for all RPCs (Agenda from WRPC):
 It was decided that the committee formed for finalization of methodology for treatment
of collective transactions may also look into this issue and formulate a uniform
accounting philosophy in Regional Energy Accounts being prepared by the RPCs.
 PSS tuning:
 The Enquiry Committee constituted by GOI to enquire into grid disturbances of July
2012 had recommended proper tuning of electronic devices and PSS of generators.
Accordingly, NRPC submitted their recommended procedure to NPC for comments I
adoption by other RPCs so as to bring uniformity across all the regions.
 It was agreed that other RPCs would examine the proposal of NRPC and will revert
back in the next NPC meeting.

 The issue of high voltages & additional reactor at KGS was discussed in the special
meeting held on 20.10.2015 and it was decided that NPCIL would expedite the
commissioning of 125 MVAR Bus Reactors. Further suitable measures would be taken by
Kaiga (U1 & U2) and Kaiga (U3 & U4) to ensure that no VAR injection takes place (from
LV side) at voltages greater than 220 kV and 400 kV respectively. It was assured by
Kaiga U3 & U4 for absorption upto 60 MVAR each from their Units. Kaiga Unit 1 & 2 also
assured that absorption form their units would as per the corresponding capability curve.
d) Tap optimization of ICTs in SR
SRLDC had taken up the task of Tap optimization of all ICTs in SR. As of now SRLDC had
done the tap optimization of 765/400kV, 400/200kV ICTs. To optimize tap position of all
220/132kV and 230/110kV transformers, tap information (number of taps, nominal tap
position and present tap position) of all 220/132kV and 230/110kV transformers is required.
It was requested by SRLDC that tap information of all 220/110kV and 230/110kV
transformers in the respective control areas may kindly be provided as early as possible.

e) Submitting MVAR performance & Nodal officer details of LANCO ST 3- reg.
In the 115th OCC Meeting it was pointed out that the information for analyzing the MVAR
performance was not being submitted by LANCO KPPL and the Nodal officer details to
communicate the MVAR webgroup details also were not available. SRLDC vide letter
dated 28.01.2016 (Annexure-7A)had communicated to LANCO in this regard and had
requested that the needed information for MVAR analysis(by 5th of every month) along
with Nodal Officer contact details may kindly be communicated at the earliest. It was also
requested to ensure that GT TAP positions of LANCO St 3 Units are changed to 400 kV

df/dt schemes along with the status of SCADA mapping as per the specified Formats.
 Load availability in the implemented AUFR & df/dt feeders
 The issues of raising of UFR settings to 49.4 Hz was deliberated in the NPC Meeting
held on 10th December 2015. NPC had decided to maintain status quo in respect of
AUFLS. It was also agreed by the RPCs to initiate the process of mapping of feeders
covered under AUFLS scheme like SRPC with a view to ensuring proper
implementation of the scheme and also have a real time assessment of load-relief likely
to be available under the scheme if it operated.
8.1.2
SCADA mapping of feeders of AUFR &df/dt schemes:
 SRPC vide letter dated 29.01.2015 had submitted the status report duly certified by
SRLDC and SRPC w.r.t implementation of SCADA mapping of all the constituents to
Hon’ble CERC. SCADA mapping conformation report of KSEBL had also been
submitted to Hon’ble CERC.
8.1.3
As per clause 9 (2) of CEA (Grid Standards) Regulations, 2010, all constituents shall
submit a detailed report of operation of UFR/ Operation at different frequencies to SRLDC
and SRPC on daily basis.

Special Protection Schemes(SPS)
Implementation of additional loads for SPSs
Based on the additional requirement of 1500 MW as per NLDC, SRPC vide letter dated
15.09.2015 had furnished the details of additional relief requirement and sharing. KKNPP
U2 SPS loads could be identified by Jan 2016 & implemented by March 2016. States, SR-I
& SR-II needed to take immediate action in this regard.
8.2.3
The following were deliberated in the earlier Meetings:

 Mock Testing of signal extension w.r.t TANTRANSCO, KSEBL & KPTCL had been carried
out on 13.10.2015 for additional requirement of SPS loads of 1500 MW as per NLDC and
was found successful.
 TSTRANSCO had identified the loads of 875 MW under to Veltoor, 400/220 kV Gajwel S/S,
220 kV Budidampadu S/S and 220 kV RSS S/S. All DTPCs had been installed in
TSTRANSCO identified substations. The wiring related works had been completed and
signal testing had to be carried out. Field people were on the job to complete the works
 All DTPCs had been installed in the respective TSTRANSCO identified substations
including at Kolar. The link configuration from Kolar to Kurnool 400 kV S/s of APTRANSCO
had already been done. Part linking from Kurnool 400 kV S/s to respective TSTRANSCO
stations had been coordinated. Connectivity wiring between DTPCs and relays at
respective Telangana stations had to be carried out by TSTRANSCO. PGCIL needed to
extend signal from Kolar to TS DTPCs.
 Once the logic from NLDC is received, wiring and further necessitated actions could be
completed.
 Also Kudankulam Unit II was expected by April 2016 and all constituents should identify the
feeders for the quantum envisaged.
8.2.4
Modification in SPS of Talcher-Kolar:
 NLDC vide letter dated 07.09.2015 had communicated that there were no changes in
Talcher-Kolar SPS. Subsequently SRPC vide letter dated 10.09.2015 had requested
NLDC reconsider the Talcher-Kolar SPS modifications.
8.2.5
Udumalpet-Palakkad SPS
In the Meeting 115th OCC Meeting the following was noted:


SRLDC informed that two SPSs are required one for n-1 condition for a load of
above 874 MW (300 MW Load relief required) and the other when both the
Udumalpet-Palakkad goes in which case ICTs get overloaded and
Mysore/Kozhikode line may trip.
SRPC suggested that SRLDC/KSEBL would establish the requirement based on
studies and subsequently commissioning activity could be taken up.
Subsequently a Joint study Meeting has been scheduled to be conducted 03.01.2016 at
SRLDC Bengaluru. KSEB vide E-mail dated 29.01.2016 had requested that the meeting
proposed may be held using video conferencing facility and it was mutually agreed.
8.2.6
SPS operations
 In 110th OCC meeting, it was noted that SRLDC would furnish SPS operation details
along-with relief obtained in each OCC for previous month.
8.3
Status Review of Automatic Demand Management System
8.3.1
Automatic Demand Management Scheme in line with clause 5.4.2 (d) of the IEGC was to be
provided by all the constituents by 01.01.2011. It was noted that Hon’ble CERC had issued
show cause notice under Section 142 to many constituents (all the SLDCs of SR) in its ROP
in Suomotu Petition No. 005/SM/2014.

8.3.2
ADMS logic to be implemented as agreed in the 28th SRPC Meeting held on 10.10.2015 at
GOA: overdrawal >250 MW or 20% of schedule whichever is minimum & sustained for
>15 minutes when frequency is <49.8 Hz.
8.3.3
In 115th OCC Meeting it was noted that as suggested by SRLDC in the 114th OCC Meeting a
mock test for ADMS demonstration was conducted for Karnataka & Kerala on 18th December
2015, for Puducherry on 21.12.2015 and for AP& TS on 5th January 2016 to check the Logic
extension and all had communicated in this regard. It was noted from the letter of KSEBL &
KPTCL that the current settings were not as per the settings agreed in the SRPC meeting. All
the constituents were requested to furnish the actual implemented logic with block diagram so
as to verify that the implementation is as per recommendation. SRLDC vode E-mail dated
20.01.2016 had taken up this with KSEB and KPTCL.

TANTRANSCO had informed that ADMS would be implemented within 6 months time. SRPC
had stated that TANTRANSCO should implement ADMS scheme within 15 days or may
approach CERC for extension.
It was noted that the timelines given for implementation had exceeded and the present status
needed to be reported to Hon’ble CERC. It was expressed that SRLDC/SRPC may have to
report the non-compliance otherwise.

LVRT/Provisions of CEA Regulations for Renewable
Hon’ble CERC has passed Order in respect of Petition No. 420/MP/2014 on 05.01.2016. The
Order directs a number of actionable points by various utilities for compliance of LVRT, CEA &
CERC Regulations etc. In the 115th OCC Meeting it was suggested that a Special Meeting may
be convened to deliberate/chart out the way forward for implementation of directions of Hon’ble
Commission and facilitate secured Grid Operation. Accordingly a Meeting is scheduled to be
conducted at SRPC Bangalore on 05.01.2016 at 11:00 hrs. (Agenda and Meeting notice is
available at SRPC website) . SLDCs are requested to inform the concerned officials handling
the issues and also requested to attend the Meeting.

in this regard.

Compiled Telemetry status – Utility wise- as directed by Hon’ble Commission
The issue was being heard in CERC’s Suo-moto Petition No. 56/SM/2013. UPCL,
MAPS, & KKNPP had been requested to furnish the compliance status of pending
SCADA inputs within 15 days.



UPCL had informed that LV side data is extended to SLDC and KPTCL stated
that they would revert back on visibility in their LDC.
KKNPP had informed that out of 13 pending points only 2 points are pending
w.r.t GT tap position. Retendering is going on and it will take 5 more months to
be completed.
Following clarification was furnished regarding pending KGS-1 to 4 pending
telemetry
points:
KGS-1, 2, 3& 4 Start up transformers (SUT-1, 2, 3 & 4) have on load tap
changers and they are working on for extending the tap position indication of
SUT-1, 2, 3, SUT-4, ICT-1 & ICT-2 to SRLDC by using dual output transducers
units. During KGS-4 annual shutdown in Oct 2015, dual output transducer is
installed in SUT-4. Subsequent to completion of wiring up to RTU panel in Kaiga
switchyard, SR-II, PGCIL has been informed for carrying out necessary SCADA
point configuration. Job on other transformers will be completed in next planned
shutdown of these equipments. KGS-3&4 Generating transformers GT 3 to 4
have off-load tap changers and do not have provisions for extending tap position
signals. The proposed scheme at KKNPP was also reviewed and found it is not
feasible to extend GT-3 & GT-4 tap position signals.

SRLDC had requested that emergency preparedness procedure for restoration of
unmanned substations may be submitted by PGCIL which was being insisted by SRLDC
since when first unmanned station was commissioned. In the 114th OCC Meeting SRPC
had requested SR-I & SR-II to escalate the issue to their Higher Management/Corporate
and if required the issue would be taken up with the Higher Management of PGCIL. In the
115th OCC Meeting, SR II, PGCIL informed that the issue had been appraised to their
Corporate.

 Status review of effecting changes in RGMO settings as per IEGC amendment by all
the generating stations.
 RGMO response had been deliberated in the Meetings held on 29.06.2013,
25.07.2013, 21.08.2013(Special TCC), 30.09.2013, 29.01.2014, 23.06.2014,
27.08.2014 & 30.09.2015. Issue had been further highlighted in the 27th TCC/ 28th
SRPC Meetings held on 10th/11th October 2015 at Goa. Inadequate response was an
area of serious concern and there was no noticeable improvement.
 Implementation of direction for RGMO of CERC as per Order in Petition No.
302/MP/2013 dared 23.10.2015

RGMO status point to SRLDC/SLDC:
 APTRANSCO: Upper Sileru (Cable problems) & Machkund (RTU problem) stations.It
was noted that Hinduja Unit -1 (520 MW), which was synchronized to grid during
25thDec 2015 was yet to confirm implementation of RGMO. Hinduja was required to
confirm availability of RGMO complying IEGC Regulations. APTRANSCO would follow
up with HNPCL for IEGC compliance.
 TSTRANSCO: Status points were done for Thermal units. Status on Hydro units. KTPP
St 2 Unit had come with RGMO and it was enabled.
 TANTRANSCO: MTPS- I & II, MTPS St-III & Hydro stations. It was noted that a
separate Meeting may be called with MTPS St3 officials to discuss the RGMO
implementation and other operational issues since there was no representation of
MTPS Stage -3 in OCC/RGMO & MVAR meetings.
 KPCL: Taking up with the Management and they would extend the status point of all
thermal units except Unit 4 of RTPS as it was under Japanese OEM. Status points of all
hydro units like Almathy, Kadra & Gerusoppa HEPs to SLDC had been made available
but yet to be configured to SLDC. RGMO was implemented in BTPS U-3 and has been
enabled.
The RGMO Status of State Generating Stations(consolidated table) may be made available
to SRLDC through ICCP.

12.
Transmission Network Issues and System Operation Issues
12.1
Instantaneous scheme for Wind generation withdrawal in Tamil Nadu system
A Special Meeting was held at Chennai on 20th July 2015 to discuss Wind Withdrawal and
other pending issues pertaining to Tamil Nadu grid. Minutes of the Meeting are available at
SRPC website. In 110th OCC meeting, TANTRANSCO had informed that 500 MW of loads
have been identified for instantaneous tripping. The tripping signal would be initiated
through RTU during dead bus condition at Udumalpet & Kayathar SS. They were planning
to extend this scheme to other wind substations also which would be implemented in due
course of time. TANTRANSCO was requested to furnish schematic details of the scheme.
In the 113th OCC Meeting TANTRANSCO had assured that the scheme would be
implemented by December 2015.
In the 115th OCC meeting TANTRANSCO informed that the implementation of
scheme would take 6 months time.
 Subsequently Hon’ble CERC in its Order dated 05.01.2016 on Petition No.
420/MP/2014 had stated “In our view TANTRANSCO has failed to comply with the


Commission's direction given in order dated 22.2.2014 in Petition No. 120/MP/2011.
Accordingly, we direct SLDC, Tamil Nadu to explain the reasons, on affidavit, by
29.1.2016 as to why action under Section 142 of the Act should not be initiated
against it for non-compliance with the provisions of the Grid Code and order of the
Commission.”

12.2
Status review of prolonged outage of grid elements in SR. Furnishing Realistic Action plan
for revival of the prolonged outage is awaited from some of the constituents. Monthly
reports are required to be submitted to Hon’ble CERC in this regard. (CERC Order on
petition no 146/MP/2013).
In the 115th OCC Meeting the criteria for putting the generating units/Transmission elements
in prolonged outage criteria was discussed. The following was approved:
 In case of Annual Maintenance:
i.
Generating units - Revival beyond five days of scheduled period.
ii.
Transmission elements - Revival beyond two days of scheduled period
 In case of forced outages:
i) Generating units - Revival beyond five days of tripping.
ii) Transmission elements - Revival beyond two days of tripping.
12.3 Non operation of Auto reclosure
12.3.1 400 kV Ramagundam-Chandrapur line

In the Meeting, SR I, PGCIL appraised that the scheme of both the lines at Bhadrawati
have been checked for its correctness and functionality. Fault was created and the A/R
was found to be healthy. However implementation of the same shall be taken up after
obtaining required codes from SRLDC. Bhadrawati group is requested to coordinate
and take up the issue for implementing the Auto reclose scheme after obtaining
required codes from RLDCs.
 It was noted that SR I PGCIL had requested HVDC Bhadravathi to confirm on the
action plan for implementation of the A/R scheme on Ramagundam Chandrapur-D/C
lines at Bhadrawati end. It was noted that they had already confirmed that the scheme
was ready.
12.3.2 230 kV Neyveli –Villianur & 230 kV Neyveli – Bahoor
 NLC and PED confirmed healthiness of A/R feature for both the lines. PLCC
communication was an issue.
 SR-II, PGCIL had informed they were agreeable for PLCC up gradation at their own cost
and proposal had already been initiated and it would take 5-6 months from completion.
 In the 114th Meeting PGCIL informed that PLCC panels were ready and procurement of
protection couplers was going on. One spare protection coupler at Sriperumbudur could
be used and the works would be completed by end of January’2016.
 PGCIL, SR II was requested to coordinate with NLC and Puducherry for extended ZoneI protection.

400 kV Kaiga - Guttur

 SRLDC/SRPC pointed out that Kaiga GS had already agreed in the earlier TCC Meeting
that they would enable the auto-reclose in all the lines at Kaiga and it needed to be
commissioned at the earliest without linking it to other activities.
 KGS had informed that A/R scheme was enabled for Kaiga-Narendra I & II line and
they would implement A/R feature for Kaiga-Guttur lines after stabilization of lines.
12.5
BHAVINI – Siruseri
 SRLDC vide letter dated 11.09.2015 had taken up with BHAVINI to ensure enabling the
A/R feature on immediate basis and the reply was awaited from BHAVINI.
TANTRANSCO had confirmed that A/R feature was available at Siruseri end. It was
noted that in the Meeting held at MAPS, Kalppakkam on 16th December 2015 it was
informed by BHAVINI that they will revert back in this regard.
12.6
Status of A/R for MAPS connected schemes.
12.1.1 A/R feature for 220 kV inter regional lines Chikkodi-Mudshingi/Talangde & AmbewadiPonda lines.
 Regarding Chikkodi- Mudshingi/Talangde lines KPTCL had confirmed that at load end
(Chikkodi) A/R was not in service because of some relay replacement issues which
would be completed by month end. As soon as the relays were replaced A/R would be
energized at Chikkodi end by January 2016. It was noted that at Mudshing A/R was in
service.
 Regarding Ambewadi-Ponda KPTCL had informed that the R&M works were going out
for this line and the A/R would be covered in R&M works.

KKNPP Related Issues :
 SCADA Inputs to be ensured from KKNPP
KKNPP representative informed that out of 13 pending SCADA points, 11 points were extended
upto RTU.
 Need for additional Reactors.
 The issue was deliberated in the special meeting held on 20.10.2015 and it was decided that
KKNPP would take suitable measures to ensure that no VAR injection takes place (from LV
side) at voltages greater than 400 kV.
 SRLDC pointed that KKNPP was not neither absorbing MVAR ( upto agreed 150 MVAR) nor
installing Reactors and high voltages were prevailing at Kudankulam area. SRPC/SRLDC
reiterated that even though reactor was not envisaged in the planning condition, as per IEGC
Regulations reviewing the present conditions subsequently also reactor needed to be
installed if found necessary. It was emphasized that reactor could be put at Madurai end or
Thirunelveli end instead of putting at Kudankulam end to bring the voltage at permissible
limit.
 Auto reclosure for KKNPP-Madurai line
 SRLDC pointed out that auto-reclose for KKNPP-Madurai line was also to be taken up.

n. Variable cost of ISGS: Previous month data could be furnished by Generators in the
monthly OCC meetings. It is required to furnish the entire digits of energy charges as
billed by the Generating Station.
o. Coal Stock Position to be submitted on monthly basis by Generators (States/ISGS).
p. Uploading of hourly Load Shedding details (both scheduled and unscheduled) effected
in previous day by all the constituents in SR.

q. Loss of generation due to coal shortage/technical problem needs to be furnished for
onward transmission to NLDC by 1000 hrs on daily basis.

Energy Generation data Management from Renewable Energy Sources
Energy Generation from RES connected to Grid is being collected by CEA from
SLDCs.
In the Special Meeting held on 20.07.2015 the following was noted :
 TANGEDCO had informed that a comprehensive scheme from the Energy
Meters along with AMR was under implementation. The scheme covered 4,500
existing Energy Meters along with 8,500 new Energy Meters.
 On a query it was confirmed that Real Time Data (2-4 seconds) would also be
available at SLDCs. The scheme was being planned through GPRS and a
number of service providers were covered. This would improve the visibility of
wind generation significantly and assist in judicious decision making by the
operators at SLDC.
 It would take another 4 months to complete the scheme. SRLDC stated that the
scheme needed to be integrated to New SCADA.
