NOTICE OF EXEMPTION WITH THE RIVERSIDE COUNTY
CLERK FOR THE COLDWATER BOOSTER PUMP STATION
BACKGROUND AND RECOMMENDATION
The Coldwater Booster Pump Station makes it possible to utilize water from the
Coldwater Basins and boost the pressure so that it may be transported to the rest of the
District through the Temescal Valley Pipeline (TVP). The station also contains pressure
reducing valves that make it possible to use TVP water to supply the Temescal service
area.
In order to share water between the Temescal and Elsinore systems, amendments to
the California Department of Public Health (CDPH) permits are required. The CDPH
requires CEQA documentation prior to issuing the permits; the Board’s approval will
authorize Staff to complete this CEQA action.
Staff plans to present this item at the May 28, 2015 Board meeting. After careful
review, Staff recommends approval to file a Notice of Exemption with the Riverside
County’s Clerk’s Office in the amount of $50.
ENVIRONMENTAL WORK STATUS
Staff has determined the project is categorically exempt from CEQA requirements and
recommends the Board approve filing the attached Notice of Exemption.

PROFESSIONAL SERVICES AGREEMENT WITH VALI
COOPER & ASSOCIATES, INC. FOR CONSTRUCTION
MANAGEMENT SERVICES FOR THE REPAIR OF 19 BOLTED
TANKS PROJECT
BACKGROUND AND RECOMMENDATION
In late 2011, the California Department of Public Health (CDPH) conducted an inspection
of the Elsinore Valley Municipal Water District (District) system that included 19 bolted
water tanks with aluminum domes found throughout the District. During the inspection of
the tank interiors, the CDPH noticed that light could be seen coming into the tanks from
between the tank shell and the aluminum dome roof. The CDPH was concerned that if
light could be seen between the walls and the roof, insects and dirt could also make their
way into the interior of the tank and potentially compromise the water quality in the tank.
Therefore, the CDPH requested that the District undertake the job of closing those gaps
permanently. Staff was also aware of corrosion and other problems with the reservoirs.
On August 22, 2013, the Board approved a Professional Services Agreement with Tank
Industry Consultants (TIC) to inspect and make recommendations for EVMWD's tank
repairs in order to meet the requirements of the CDPH and to correct defects. TIC
completed their inspection and staff used the results of the inspection and
recommendation to prepare plans and specifications for repair of the reservoirs. On
February 26, 2015, the Board approved a Public Works Contract with Pacific States
Environmental Contractors, Inc. for $498,820 to make the necessary repairs.
Staff solicited proposals from five (5) Construction Management firms and received
proposals from two (2) companies by the deadline date. Staff members evaluated the
proposals on various objective criteria related to staffing, experience, approach,
schedule, qualifications and management plan. Staff determined that Vali Cooper &
Associates, Inc. was the most qualified to perform Construction Management services
for this project.
Vali Cooper & Associates’ scope of work includes attendance at one preconstruction and
bi-monthly meetings; review of all project materials submittals; information management
for RFIs, submittals, lab reports, certifications, material test inspections, reports, O&M
manuals, certified payroll, progress payment and change order review; project schedule
control; qualifty control/inspection; agency coordination; coordination with the public
relations firm; site safety control; coordination of materials testing and
chlorination/bacterial testing; coordination of permit/environmental compliance;
preparation of record drawings; and closeout phase activities.
Staff plans to present this item at the May 28, 2015 Board meeting. After careful review,
staff recommends approval of a Professional Services Agreement with Vali Cooper &
Associates, Inc. in the amount of $142,880 plus overhead of $7,144 for a total of
$150,024.
ENVIRONMENTAL WORK STATUS
This item does not constitute a project under CEQA.

The improvements consist of expanding the existing facility to provide an additional 5 million gallons per day (MGD) of treatment capacity, expanding the total permitted treatment capacity from 18 to 23 MGD annual average flow. The expansion will involve construction of an additional wastewater treatment process for preliminary treatment, primary treatment and fine screening, secondary treatment using a membrane bioreactor process (MBR), chlorine disinfection (Plant 3A), a rotary drum thickener, and additional modifications to existing facilities. To accommodate the facilities footprint, EMWD has pro‐actively initiated a pre‐negotiation with GE ZeeWeed for the water treatment and reuse membrane bioreactor MBR technology. The MBR will be the first treatment technology of its kind for the District. The intent of the MBR is not only addressing the small footprint needs, but also to use the new system as a pilot in order to identify the advantages and disadvantages of the system. The experience from maintaining the MBR system will allow the District to determine if they would use the MBR technology for other upgrades to the facility in the future in lieu of the traditional treatment techniques that are currently being utilized at the TVRWRF. 4
