2011-2012
The 2012 graduates of Turner High School /Endeavor Alternative School marched into Memorial Hall anticipating reception of
their long-awaited high school diploma. Two hundred and fortyfive graduates were awarded diplomas that night, while being
recognized for amassing over $600,000 worth of postsecondary
scholarships and awards.
Turner Graduates SecondLargest Class in Over 30 Years
Encouraging the 2012 graduates of Turner High/Endeavor
Alternative Schools to strive to achieve beyond the minimum
requirements, Unified Government Mayor Joe Reardon served
as the keynote speaker at the May 21st graduation ceremony
for Turner USD 202. Demonstrating that he did his homework,
Reardon particularly impressed the graduates when he cited
lyrics from the class song, “Long Live” by Taylor Swift, in
making his point. Other highlights of
the graduation event included student
speeches by 2012 Valedictorian Tighe
Johnson and Salutatorian Cheyanne
Youngs. Turner High School and
Endeavor Alternative Schools,
collectively, presented 245 seniors
eligible to receive their diplomas.

THS/Endeavor Graduates: Class of 2012
Turner Middle School Receives
Award of Excellence and High
Performing School Recognition
At the annual conference for Kansas Association of Middle
School Administrators [KAMSA] this spring, Turner Middle
School was presented two prestigious awards for exceptional performance. Shown above, TMS Principal Ben Pretz (right) receives
the Exemplary Middle School plaque from Mike Wolgast, 2011
Middle School Principal of the Year, Pioneer Trail M.S., Olathe. At
the same meeting, Pretz went on to receive the High Performing
School award, Gold Level, for his school’s Standard of Excellence
performance on the 2011 state reading assessment.
An End of the Year
Measure of Success
Denise Gillis is a second grade teacher at Turner Elementary.
When longevity awards were presented to Turner teachers at the
end of the year assembly for staff, Gillis was awarded a certificate
for her thirty years as a teacher (and still going strong). One can
tell that she enjoys her work with primary students by the stories
she shares, which is where we intercepted the following e-mail
message from Gillis to her fellow teachers at Turner Elementary.
(Remember, there’s some tongue-in-cheek at play here, but the
student comments are [obviously] verbatim.)
Can I teach or what?
What Mrs. Gillis’ class learned about weather this year!
1. The water on the ground ivouperats up in the sky and turns
into a cloud and it rains.
2. We need weather. Weather is good for us.
3. When 100 drops of water fall they become a rainbow.
4. You can’t toutch a rainbow you can only see the colers.
5. I learned that stoves can stort a fire.
6. When raindrops get hot, it starts to be a rainbow.
7. The sun is gas if you tuch it you will diye.
8. I learned that not to bully people.

THS Creates a Nature Trail on the School Grounds
When Turner High School was built some twelve years ago, it was situated on a landscape of rolling
slopes and lush vegetation. The building was designed with ample window space intended to bring in
the natural beauty of the landscape, and for the most part, that was as close to the offerings of nature
that students were able to get; but no longer. Under the auspices of science teacher Jennifer Thomas,
a nature trail has been created running through the high school grounds, to be used for educational
outdoor experiences.
Staff and students who have devoted their time to create the outdoor education trail, in addition to
Thomas, are Principal Paul Colwell, THS science teacher Pat Snyder, 9th grade boys (as a community
service project of the ninth grade academy) and THS Science Club members. Building trades teacher
Scott Hughes and his students have recently completed and installed a bridge, thus making the trail,
which crosses a ravine, entirely accessible. The project has been funded through a Lowe’s grant and
generous mulch donations compliments of the USD 202 Buildings and Grounds Department.
Numerous ideas for using the trail to enhance educational programs are included in the long range
vision for the project. All staff have been invited to consider opportunities in their respective classes
to use the trail, as its growth and usefulness continues to expand.

Turner High School Activities Contribute to a Well-Rounded Education
High schools measure the success of their extracurricular activities programs in several ways,
among them being students/teams advancing to
state-level competition, students receiving scholarships to postsecondary experiences in their chosen
field, and recognition of achievement by peers. In
the 2011-12 school year, Turner High School has
produced students that fulfill each of these criteria.
Thirty-seven individual students and one team

Closing the School Year – Sprinting to the End of the Tour de Turner
A Message from Superintendent Dr. Michelle Sedler
At the beginning of this
school year, we drew a parallel
between an athletic endeavor—
the Tour de France—and the
“race” we encounter every
year as we strive to provide
the most for our students. We
recognized the effort to achieve
short-term gains as “sprints”
and the stamina needed to
endure long-term goals as a
“marathon.” Like a finelytuned athlete, one not only
must exercise the effort of the
race, one must also ponder, at
its conclusion, the accomplishments, the areas to improve,
and the challenges of the race
to come. The end of the Tour
de Turner is near. And with
closure of the school year, this
is a perfect time to recall successes (of which we have had
many), to consider the challenges we’ve encountered, and,
yes, to anticipate the next race.
The world-class athletes
that participate in the “Tour”
prepare for the race with daily
training and practice; likewise,
our staff prepares for its race on
a daily basis as it interacts with
students, addresses learning
goals, and collaborates among
colleagues and parents. Some
of the culminating events to
which our staff have contributed are the energy upgrade of
facilities, the incorporation of
over 200 ipads (tablet computers) into district classrooms at a
variety of levels, completion of
another season of state assessments of which we anticipate
positive results (although official data is still not yet available
from the state department),
and the graduation of nearly
250 seniors who, cumulatively,
have amassed over $600,000 in
scholarships.
Each year we adopt a theme
to identify the uniqueness of
the school year. We embrace
a new theme each year as a
means of focusing our daily,
incremental actions and helping our staff recognize that
every effort they contribute to
the students of Turner is also
a contribution to the common
goals of our district. This summer the world will celebrate a
summer Olympic season, as
it does every four years. We
believe the energy and excitement typically generated by
the Olympics can and will be
carried into our new school
year as we strive to “Inspire
a Generation!” In spite of
the sense of routine that accompanies our day to day
interactions with our students,
we must strive to remember
that our work, ultimately, is to
prepare a new generation to be
successful and competent in a
global environment. Never in
our history is that task more
important or more daunting.
Thus, a new curriculum—initiated at the federal level—the
Common Core Standards, will
consume our attention as to
what is important for our students to know and be able to
do. Further, a new emphasis
is being placed on preparing
our students for postsecondary
educational opportunities, and
appropriately so. We know we
must “ramp up” our educational practices in order to give
our students the best possible
chance of experiencing a successful adult career. Finally,
we recognize we must continue
to embrace the world trends
toward increasing technology

A Message from Turner High School Principal, Paul Colwell, Ed.S.
As the 2011-2012 school year draws to a close I want to take
this time to thank all of the faculty and staff, students, parents,
and community members in making this year one of the best at
Turner High School. Through your support and teacher guidance we have had the luxury of celebrating many successes and
accomplishments throughout this year.
In athletics and activities we achieved great success such as all
of our athletic teams have been competitive through the year in
all seasons. Many clubs and activities have flexed their academic
brains by competing in the state and national levels. The Fine Arts
department continues to perform at a high level culminating with
the Golden Bear Marching Band taking a trip to Washington DC
to perform at the National Memorial Day celebration and parade.
In academics graduated the second largest graduating class in
the last 30-plus years. With the continued success of the ninth
grade academy and Link Crew we expect those graduating numbers to continue to rise for years to come.
Thank you again for a wonderful year, without your support
it would not be possible.

The 2011 – 2012 school has come to a close with outstanding results from our students and staff.
With your support and the many interventions added during the school year we have seen many
positive gains. We are proud of the achievements of our 8th grade class and wish them well in their
future endeavors at Turner High School. Our 7th grade students will be taking on the leadership
role of being the upperclassmen in the coming year. We welcome our incoming 7th grade students
and look forward to experiencing and being a part of their achievements.
Throughout the year many programs and initiatives have improved the progress of our students
including our seminar program, positive behavior support initiatives, academic enrichment and
staff curricular programs. We are proud of the support and partnership that we have developed
with PTSA and members of the community. We were also proud to recognize our students at our
7th grade awards ceremony and bid our 8th grade students good luck at our 8th grade celebration.
As we approach the 2012/13 school year, our seasoned staff will continue to experience high student achievement as we utilize our district aligned, standards-based curriculum along with the latest
instructional strategies. This year we will be implementing the Kansas Common Core Curriculum
while utilizing project based learning strategies to help students to achieve at their highest levels
in Math and English. We continue to stress the importance of anti-bullying, community service,
careers and character through our counseling department and seminar period. We are proud to
report our impressive scores during MAP testing and state assessments during the past year and
look forward to our results in the coming year. With our progressive changes and outstanding staff
we expect to continue to see outstanding student performance at Turner Middle School.

Dear Endeavor Families,
I would like to take this opportunity to thank the faculty, students, parents/guardians and community members for such a tremendous 2011-2012 school year. It has been one of the best years in
Endeavor High School history as we are graduating one of the largest senior classes. It has been a
pleasure getting to know each of your students and valued the opportunity to serve as their principal. This year, we are saying goodbye to an esteemed colleague, Mr. Greg Barnard, who will be
missed as he decided to make this his last year of teaching and move on to the world of retirement.
The accomplishments of our after-school enrichment program afforded students an opportunity
to move above and beyond what they thought even possible; and the newly established Student
Leadership Team participated in community outreach at the TELC and provided great student
input for school improvement. These two specific examples will hopefully inspire the students
who attend EHS next year, and for years to come. The students truly can do anything that they
set their minds to.
A big part of making this such a great place is the partnership between Endeavor and the families
we serve. We are all committed to listening to and learning from the families who make up the
Endeavor Community. I will be working closely with the staff and students to ensure that we build
on the success of Endeavor as well as strive to improve with every step. Our high expectations
extend to us as professionals. We are committed to challenging ourselves and making this school
even more successful than it is currently. Your continued support is vitally necessary for this to

Dear Turner Sixth Grade Academy Families,
The 2012-2013 academic school year marks an exciting time for Turner students, staff, and families with
the opening of the Turner Sixth Grade Academy! I am honored to bring back and represent the Bulldog family, and “Inspire a Generation” of Top Dogs.
Our 2012-2013 building theme is “Be a Top Dog,” and Reading Counts theme
is “Get Your Paws on a Good Book.” The TSGA staff is extremely enthusiastic,
and committed to this new venture in our district structure, and seeks ways
to creatively, and purposefully pioneer learning opportunities that positively
prepare our students for a successful future. I am excited to see how students,
staff, and PTSA work together to plan events that coordinates with our themes,
as well as TSGA Mission, Vision, and Beliefs.

Dear Turner Elementary Families,
Welcome to the 2012-2013 school year! This year, we have adopted the theme, TURNER ELEMENTARY SUPER HEROES! As
the year progresses, we will incorporate this exciting and super
theme into various programs and assemblies.
Turner Elementary would like to announce and welcome the
arrival of our new staff members.
• We are so excited that our Pre-K and kindergarteners will
be back in our building! Our Pre-K teacher is Ms. Martinez.
Ms. Martinez comes to us from the ELC.
• Our kindergarten teachers are Mrs. Berry, Ms. Bridges, Mrs.
Moore and Ms. Pennington. We are glad to welcome back
Mrs. Berry who has previously taught 1st grade here at TE.
Ms. Bridges, Mrs. Moore and Ms. Pennington are exciting
additions from the ELC.
• Sarah Mendoza will teach first grade. Miss Mendoza comes
to us after working as a first grade teacher at Junction
Elementary. She was also a paraprofessional for several
years here at Turner Elementary.
• Kiley Huff will teach third grade. Prior to coming to TE,
Miss Huff was an ELL paraprofessional in the Shawnee
Mission School District.
• Brittany Gonser will join our fourth grade team. Ms. Gonser previously student taught third grade at Oak Grove.
• Angie Mendez will be our social worker. We will share
Mrs. Mendez with Junction Elementary.
• Alicia Walker will join our Special Education team as the
4th and 5th grade SPED teacher. Ms. Walker has taught at
the ELC for many years.
• Our new speech teacher will be Suzanne Putnam. Ms.
Putnam most recently taught in the KCK School District.
• Our new junior secretary is Linda Bloom. Ms. Bloom was
previously a secretary in the Shawnee Mission School
District.
• New paraprofessionals this fall are Katrina Kobe, Amanda
Cutler and Allison Showengardt.
• Tamekia McCauley is our new curriculum specialist. Ms.
McCauley comes to us from Piper, where she taught eighth
grade. Before this, she was an assistant principal for several
years at a K-8 building in Detroit, Michigan.
• I am also excited about my new role this year. Last year
I was the principal at Junction Elementary, but the year
before this, I was a curriculum specialist for Turner Elementary. I am looking forward to joining Turner Elementary
as a CUB this year!
Other exciting news I would like to share is through hard
work, our school scored well once again and showed growth on
the yearly 2012 Kansas State Assessments. This is a wonderful
accomplishment for our students and staff.
To begin the 2012-2013 school year, please plan to join us for
the Sneak A Peek on Thursday, August 9th from 4:00-5:30. Please
come in, visit your new classroom and drop off your school supplies. We will also have Back to School Night on Tuesday, August
28th. More information concerning this curriculum night will

A Message from Junction Elementary Principal Kristen Shipp
To the Families of Junction Elementary -Welcome, Junction Cardinals!! In 2012-2013, Junction will come alive with the theme, “Learning
Takes Us Everywhere.” Students will be “traveling” all around the world as they move through
the hallways and into their classrooms. We hope this theme motivates our learners to discover
fascinating facts about the world!
This is my first year as the principal of Junction Elementary. Learning has provided me many
wonderful experiences throughout my career as an educator. I am proud to be a part of the Junction adventure as principal!
Turner is going through many positive changes this year. One of the changes is Junction
Elementary will now be a PreK-5th grade building. We would like to welcome Preschool and
Kindergarten teachers, students, and parents to the building. We will also have a variety of new
staff members from all areas of the building join the Junction team this year. We are excited for
“Learning to Take Us Everywhere” as we meet new students, teachers, staff members, and families!
Teachers have been working diligently last year and this past summer to incorporate the Common
Core Curricular Standards into Turner’s district curriculum. This learning experience has involved
teachers working on English Language Arts and Math teams with other teachers throughout the
district. We will see students using higher level thinking skills to create projects and complete
assessments with performance based questions. This is the perfect year for the theme, “Learning
Takes Us Everywhere,” as teachers, students, and parents begin the journey down many new
paths at Junction Elementary!

It’s Been a Great Year at Oak Grove Elementary
Jay Douglas, Principal
It’s been a great year at Oak Grove Elementary, and now it is time for a refreshing summer break. I want to take this chance to tell
everyone “Thank you for a successful year
and enjoy the time away.” I know you will be
wondering about the changes in store for next
year. Please know there will be a few, but we
will be ready for everyone when you arrive
in August.
Be watching the mail during the first week of
August for information coming from us. You
will be getting Teacher, Bus Route, PTA, and
Back to School night information. Please mark
on your calendars the changes in times, as we
will now be letting students in the building
an hour later. Our official school time will be
8:50 am to 3:50 pm. Students will come in at
8:25 am for breakfast and get 25 minutes to eat
and get to class on time. As for Back-To-School
Night, we are planning it for after school
starts, Monday August 23rd, from 5:00-7:00
pm. It will operate much like this year with
our PTA here at 5:00-6:00pm—tentatively the
plan is to cook-out—and then we will be running 30 minute rotations to visit rooms and
find out information from teachers or grade
levels about the new school year. (Rotations
will run at 5:30, 6:00, and 6:30 pm: this should
give parents a chance to visit the classrooms
and tour the building, as well as finding out
about PTA, visiting with the Nurse, or filling
out information for the office.)
The grade level curriculums will be somewhat different next year as the district adjusts
to Common Core Standards in Education. We
will also be having Pre-school and Kindergarten classes in the building in conjunction with
opening the new Sixth Grade Academy at the
Muncie attendance site. During the summer,
staff will be getting training in BIST, a new
behavior plan being implemented at all the
elementary buildings. Grade level locations
will be in different areas of the buildings next
year too, so things will be changing.
As we approach the 2012/13 school year,
you will notice some difference as we welcome
back the Pre-School and Kindergarten classes
because all the grade levels classrooms have
shifted a little further down the hallways or
over to the 12 room building. Our 5th grade
will now be where the 6th grade classes were
meeting. We will also have some new teachers and paraeducators in the building. Some
of last year’s teachers have moved to the SGA
and some have switched grade levels within
the building. So please join me in welcoming
all the new Panthers to our team.
(Special note: I would like to apologize
to Diego Acosta for failing to recognize him
earlier this spring for his achievement on the
Kansas State Reading and Math Assessments.
Diego scored “Exemplary” on both this spring,
and we are very proud of his accomplishment.)

Closing the 2011-12 School
Year at Junction Elementary

WOW, what a wonderful year it has been! Junction Elementary
has been “WILD About Learning” and as a result, has had many
successes. As we finish this year, students are excited about future
adventures that the new school year will bring.
First grade teachers are so thrilled about the progress that their
classes have made in reading. Students have grown so much and
are now able to read books. Second graders have been improving their technology skills by using programs such as PhotoStory,
Vokis and Wordles. The students learned to present information
in a creative way. Third grade took the Kansas State Assessments
for the first time this year. They worked hard and performed at
high levels on the math assessment. They are eager to use these
skills as they move forward in their education. Fourth grade was
fortunate to be awarded an IPAD cart from the district this spring.
They have fully utilized it, and students are able to use higher order
thinking to create projects individually and in groups. Fifth and
sixth grades recently celebrated their promotion from Junction.
Fifth grade had a recess party after school complete with awards,
pizza, a DJ, dancing, basketball, hula hoop challenges and raffle
prizes. It was a great way to spend time together, before their exciting start at the new Turner Sixth Grade Academy. Sixth grade had
a “Night of Stars” that consisted of parents joining their children to
celebrate the passage from elementary to middle school. Students,
staff and parents enjoyed a yummy dinner, awards, a DJ, a surprise
flash mob and a fantastic musical performance.
Next year, I will be moving to Turner Elementary. It truly has been
a pleasure to get to know the Junction community! They have been
supportive and involved. The new principal at Junction will be the
amazing, Kristen Shipp. Kristen taught grades 3rd-7th for eleven
years in Missouri before moving to the Turner School District as a
curriculum coach at the Early Learning Center for the 2010-2011
school year. This year she was the curriculum specialist at Turner
Elementary and here at Junction Elementary. She has had a taste
of what wonderful things Junction has to offer and is excited to call
Junction her home full time next year!
Ms. Shipp and I would like to wish the students, parents and
staff a wonderful, relaxing and fun summer! It was a great year!
Junction will be ready to “Explore Learning” in August!
FB Advice for Parents

Even though Facebook is blocked from most school district
computers, the results of cyber bullying often carry over into the
school day. Jay Bialek, resource officer at Lawrence Southwest
Middle School, offers these tips to parents:
1. Join Facebook if you [parent] aren‘t already on.
2. Friend your child.
3. Go through your child‘s friends list to make sure they know
everyone on the list.
4. Make sure you have your child‘s username and password
in case of an emergency.
5. Check your child‘s privacy and account settings. Bialek
recommends setting them so only their Facebook friends
can see their status updates and photos.
6. Prohibit location based social networking sites, such as
Gowalla and Foursquare. These sites have fewer privacy
controls than Facebook and could allow a predator to know
where your child is.
7. Don‘t allow your child to post personal information, such
as address and phone number.
8. Teach appropriate Internet citizenship.
9. Abide by Facebook‘s requirement that users need to be at
least age 13.

Can you believe it? Another year is just about over and summer
break is here again. We had a great year and you have been an
important part of it. Thank you for your cooperation and support.
Our students and staff too have worked very hard to and I want
to take this opportunity to extend my thanks to them as well.
As summer approaches, students are looking forward to free
time. During the long summer break, students often lose some
of what they were taught during the school year. Here are some
things you can do with your child to encourage learning over
the summer. Summer vacation is a good time to visit the library.
Often times the local library sponsors a summer reading program
in which the students can earn rewards for their reading. This
will motivate children to get interested in reading. Have your
child keep a journal of their summer activities. This will help keep
your child’s writing skill from slipping over the summer months.
Midland Trail would like to announce and welcome the arrival
of the following new staff members.
• Liz Erickson will be a Kindergarten Teacher this year. Ms.
Erickson started at Midland Trail last year as a fifth grade
teacher.
• Ms. Sprague, Ms. Marino and Ms. Kaufold are Kindergarten
teachers this year at Midland Trail. They come to us from
the Turner Early Learning Center.
• Ms. Schlessman will be a 1st grade teacher this year. Ms.
Schlessman has been a teacher at Midland Trail for many
years. She was a 2nd grade teacher the past several years.
• Ms. Woods and Ms. Gearhart are Pre-School teachers.
They come to us from the Pre-School at the Turner Early
Learning Center.
• Amanda Phelps will be our new Life Skills teacher. She
comes to us from Baker University.
• Holly Brazelton will be our Instructional Coach. Holly
comes to us from Oak Grove Elementary where she has
been a sixth grade teacher.
• Mike Altenbernd will be our Band Teacher. Mr. Altenbernd
has been the band teacher at Turner Middle School and
Turner High School.
• Whitney Messinger will be the new 4th and 5th grade
Learning Center Teacher. She comes to us from Emporia
State University.
• Chelsea Hansen will be a new 3rd grade teacher this year.
Ms. Hansen comes to us from Missouri Valley University
in Marshall, MO.
• New paraprofessionals this year are; Maria Ramos, Jacqueline Hudgins, Kaycee Waite, Juanita Moten, Mary Everhart
and Amanda Culter.
To begin the 2012-2013 school year, please plan to join us
for the Back-To-School Open House on August 9th from 5:00-6:30
p.m. Students are encouraged to bring their school supplies to
their classrooms this evening to alleviate the need to bring the
supplies on the school bus. Monday, August 13th and Tuesday,
August 14th are a half day of school. The first full day of school
is Wednesday. August 15th.

Student Scholarship is Named for
TMS Science Teacher Jim Benz
The Blue River Watershed Association (BRWA) is a non-profit organization whose mission is to
engage Kansas Citians in protecting and restoring the Blue River Watershed. (A watershed is an
area of land that drains to a common body of water. The
Blue River drains much of the KC metro area south of the
Kansas and Missouri Rivers, on both sides of the State Line.)
Two additional facts make this organization particularly
pertinent to the Turner community. First, the organization
attributes its founding to Turner Middle School science
teacher Jim Benz. Secondly, the organization has honored
Benz by establishing a postsecondary scholarship and
naming it after Benz.
In its rationale for naming the scholarship the Jim Benz

middle school science teacher at Turner Middle School in Kansas
City, Kansas. In 1996, Jim wanted his students to participate in

students in the Kansas City area have participated in the T.R.U.E. Blue curriculum and other water quality education programs provided by the Blue River Watershed Association. Jim continues teaching middle
school science at Turner Middle School and is currently a BRWA board member.”

Environmentalists Clean Up the Kaw
The Turner bridge that crosses the Kansas River has long been a favorite location for river catfishing. Area anglers and boaters have talked for years about having a boat ramp at this site on
the Kaw River, and now thanks to local volunteers and concerned environmentalists, the ramp
such a ramp is in operation. It can be found at 59th Lane and Kansas Ave. (K-32) on the southwest
corner of the bridge.
About two years ago Friends of the Kaw, Inc. began working with the Kansas Department of
Wildlife and Parks, the Unified Government of Wyandotte County and KDOT to make this dream
come true. The ramp is 235 feet long with nearly 50 feet of runway extending below the surface
to the bottom of the river. A special non-skid surface was installed on the 13 degree slope to keep
cars from slipping when the ramp is wet.
Among the many Friends of the Kaw volunteers who have contributed to establishing this

school spent a day clearing the point of all

Local Policy Regarding Class-Size and Caseload for Students
with Exceptionalities:
Federal law requires states to monitor class-size and caseloads for special education personnel to
ensure that students with disabilities receive a free appropriate public education. The Turner School
District procedures for determining an equitable and appropriate number of students assigned
to special education is available for review at the Administrative Services Center, 800 South 55th
Street, Kansas City, Kansas. Please call Deb Ayers-Geist at 913-288-4180 if you have any questions.
Public Notice for Application of Funding:
The Turner School District application for funds, as required under Part B of the Individuals
With Disabilities Education Act (IDEA), 20 U.S.C. 1411-1420, including assurances, procedures,
and budget application, is available to the public for review and comment at the Special Services
office, 800 South 55th Street, Kansas City, Kansas, call Deb Ayers-Geist at 913-288-4180.
Special Services Ensures Confidentiality of Records:
Special Education students and their records are entitled to careful attention regarding confidentiality. The following briefly describes the confidentiality requirements as determined by state and
federal laws. Please contact the Turner School District Director of Special Services, Deb Ayers-Geist,
at 913-288-4180 if additional information is needed and/or to obtain a copy of the school district’s
policies and procedures regarding confidentiality.
The Turner School District is required to protect the confidentiality of any personally identifiable data collected or maintained regarding the identification and evaluation of students for the
purpose of placement in special education and in the provision of special education and related
services for such students. The confidentiality of records shall be protected at the collection, storage, disclosure, and destruction stages.
A significant Federal education law addressing confidentially is the Family Educational Rights
and Privacy Act (FERPA). Under 34 C.F.R Part 99, the school district must annually make notification that the parent or eligible student has a right to:
(1) Inspect and review the student’s education records;
(2) Request the amendment of the student’s education records to ensure that they are not inaccurate, misleading, or otherwise in violation of the student’s privacy, or other rights.
(3) Refuse to consent to disclosure of personally identifiable information, except to the extent
that Federal laws authorize disclosure without consent.
One exception which permits disclosure without consent is disclosure to school officials with
legitimate educational interests. A School official is a person employed by the District as an administrator, supervisor, instructor, or support staff member including health or medical staff and
law enforcement unit personnel; a person serving on the School Board; a person or company with
whom the District has contracted to perform a special task (such as an attorney, auditor, medical
consultant or the therapist); or a parent or student serving on an official committee, such as a disciplinary or grievance committee, or assisting another school official in performing his or her tasks.
A school official has a legitimate educational interest if the official needs to review an education
record in order to fulfill his or her professional responsibility.
Upon request, the District discloses educational records without the consent of officials of another
school district in which a student seeks or intends to enroll.
The school district maintains a list of names and positions of personnel who may have access
to personally identifiable data as well as specific procedures regarding the review/inspection of
records, disclosure of records, amendments to records/hearing to contest records, storing records,
destruction of records, and photographing/videotaping of students.
When a student reaches the age of eighteen (18) years of age, permission and consent shall be accorded to the student provided the student has not been legally adjudicated to be an incapacitated
person under the jurisdiction of a court as a child in need of care.
SPECIAL ENROLLMENT NOTICE
To accommodate parents of students new to the district, the Enrollment Office (located in the
Administrative Services Center, ASC, 800 S. 55th St., KCK) will be open until 7:00 p.m. on
Tuesday, July 31, and Monday, August 6, 2012. Regular hours for the Enrollment Office are from
8:00 a.m. to 4:00 p.m.

Babies are born to learn! As a parent, you are your child’s first
and best teacher. According to the latest brain research, the first
three years of life are an amazing time of growth and change in
a baby’s brain. Your baby will learn more during this time than
any other period of life! In fact, the experiences your baby has
during early childhood lay the foundation for all later learning.
The Turner School District would like to invite your family to
join the Parents as Teachers’ Program. PAT is an internationallyrecognized program for families with children ranging from
prenatal to thirty-six months. The program, offered at no cost to
families, is designed to assist and support parents in giving their
child the best possible start in life! Parent Educators are trained to
help parents understand child development and connect them to
the resources they need to make the best choices for their families.
Services include monthly home visits, informational group
meetings, family events, play groups and developmental screenings. You will also have the opportunity to discuss any questions
that you may have concerning your child’s development with a
certified parent educator.
Parents as Teachers is a voluntary program. English and

Notice of Important District Policies
The Turner Board of Education is responsible for setting policies upon which the
day to day operation of the Turner USD #202 school district is run. Among those
policies are two toward which the Board wants to draw your special attention.
Those two policies are related to safety of students using the internet (Policy JT –
Internet Safety and Acceptable Use Policy) and prohibition of bullying, including
cyberbullying (Policy JDDC – Bullying). These policies, along with a complete
library of Board Policies, can be found on the District’s website under the “Board
of Education” tab. Questions regarding Board policies can be referred to the Superintendent’s office, located at 800 S. 55th St., KCK.
In addition to policies established by the Board of Education, the District is also
guided by federal laws and regulations. One such regulation is the Family Education
Rights and Privacy Act (FERPA). FERPA stipulates actions that must be taken by
the school district in order to guarantee the privacy rights of its students. Parents
and students are encouraged to refer to the District Student Handbook (published
annually for elementary, middle and high school levels), which is distributed to
all students at the beginning of the school year, for details about FERPA as well as
many other policies and guidelines that affect students throughout the school year.
A copy of each student handbook is also published on the district website.
Notice to Parents of Title I Students
in Turner USD #202
In accordance with the No Child Left Behind law, the following parental rights
are stipulated.
As the parent of a student attending a school that receives funds under the
Elementary and Secondary Education Act, you have the right to know the professional qualifications of each of your child’s teachers. You have the right to ask for
the following information about each of your child’s teachers:
• Whether the teacher is certified by the state of Kansas to teach the grades
and subjects he or she teaches.
• Whether the teacher is teaching under an emergency or other provisional
certificate.
• The teacher’s college major.
• Whether the teacher has any advanced degrees and, if so, the subject of
those degrees; and
• Whether aides or paraprofessionals provide services to your child and, if
so, the qualifications of the aide or paraprofessional.
Parents of Title I students, as well as all other Turner USD 202 parents, have
the right to request information about their student’s state assessment scores.
Parents of Title I students will be notified by the school district if their child is
being taught for more than four continuous weeks by a core subject-area teacher
who is not highly qualified.
Currently the following Turner USD 202 buildings receive school wide Title
I funds: Turner Elementary, Midland Trail Elementary, Oak Grove Elementary,
Junction Elementary, and Turner Sixth Grade Academy.

Notice of the Educational Rights
of Homeless Children
The McKinney-Vento Homeless Assistance Act, reauthorized in January 2002,
ensures educational rights and protections for children and youth experiencing
homelessness. Turner USD #202 complies with all mandates of the McKinneyVento act. Anyone with questions as to the content or provisions of the act should
contact the District Homeless Liaison, Elly Morris, at 913-288-4106.
ENVIRONMENTAL NOTICE
As required by Federal regulation, Turner Unified School District 202 takes this
step to inform the school community that some of our schools do contain asbestos
materials. Steps have been taken to properly contain such materials and required
periodic inspections have been held. In addition, each building has a written
Asbestos Management Plan giving pertinent details about location, containment,
inspections, and other relevant information. The public should be aware that the
Management Plan in each building is available to the public for review during
regular business hours.

Turner Enrollment Process
STEP 1: RESIDENCY VERIFICATION
 Supply a recent copy of your BPU bill or a valid Lease Agreement to
establish residency in Turner.
Residency in Turner must be established before the enrollment process can continue.

If the BPU bill and Lease Agreement for your place of residence are in someone else’s
name, you are required to supply a copy of another bill you receive at your residence
along WITH the BPU bill of your residence.

If you do not have the necessary documentation to establish residency in Turner, you
are required to submit a completed Affidavit for Missing Enrollment Documentation to
TUSD’s District Homeless Liaison.
STEP 2: PRESENT PICTURE ID
 Your picture ID is used to verify that you are documented as a parent on
the student’s birth certificate. If you are not on the student’s birth
certificate, guardianship documentation will be required.
STEP 3: ENROLLMENT FORM
 Complete and sign an enrollment form.
STEP 4: BIRTH CERTIFICATE
 Supply a copy of your child’s State Issued Birth Certificate. This
requirement can be met within 30 days after enrollment.
 Any students without a state issued birth certificate submitted within 30 days of
enrollment will be referred to the District Attorney’s Office pursuant to KS State Law 7253,106.
STEP 5: SCHOOL VISIT
 For elementary students, visit your child’s school as soon as possible for
their classroom assignment, bus information and start date.
 For middle and high school students, after records are received from the
student’s previous school, the Guidance Office will make an appointment
for you and your child to meet with their counselor to complete

Notice to Parents of Bus-Riders
The District will inform parents of their student’s bus information prior to
the start of school. Basic bus-rider information will be mailed to each student.
The mailing will occur during the week of August 6.
The transportation office requests that parents not call
for basic bus-rider information until they have received
the post card containing their student’s information,
which will be:

FREE or REDUCED PRICE SCHOOL MEALS:
Households must re-apply for school meal benefits at the start of each new school
year. Meal benefit applications have been mailed to all district households. Contact
Food Service (288-4141) if you did not receive an application. Immediately complete
the application, providing all requested information. Applications without all required
information will not be accepted.
Last year’s benefits expire September 26th.
After that, your student will NOT be eligible for free or reduced
price meals in 2012 – 2013 until your household application has been
processed and benefits determined by the Turner Food Service Dept.
Children receiving Food Assistance – Food Stamps or TAF are eligible for free meals
at school but this does NOT happen “automatically.” Call Food Service (288-4141)
the first week of August if you do not receive a notification from Turner Food Service
confirming that your children will receive free school meals because they get Food
Stamps, TAF or are certified as a migrant or foster child. If we do not have
information confirming your child’s Food Stamp status, FULL meal costs will be
applied and you will be responsible for paying the charges.
Special Alert: Cafeterias have a -$5 charge limit from August through mid-May.
After reaching this level, meal service to THS, Endeavor, TMS and SGA students is
suspended until the debt can be paid; elementary school students will receive a light
snack in place of full meal service. Please help us feed nutritious meals to your
children every day by sending money for their cafeteria account.

Commentary:
Inspiring a Generation

Every four years the world, and certainly the citizenry of
the United States, is excited and transfixed by the events of
the modern Olympic games. This year, the games that take
place this summer in London
adopted the slogan, “Inspire a
Generation.” Thus, for a school
district like Turner that adopts
an annual theme around which
to generate energy and build
enthusiasm for confronting the
challenges (and, yes, the joys) of
teaching and learning, what better slogan to adopt than the one
that will have already created
such a fervor?
There are unique reasons why

the phrase “Inspire a Generation” is particularly appropriate for our school district, and
especially pertinent this year. Certainly, taking advantage of
the momentum of the Olympic games is beneficial, but the rationale is even more salient. With federal and state directives
pushing schools to better prepare students to attend and succeed in postsecondary programs, to achieve the skills needed to
function effectively in a competitive, technological world, and
to overcome the depressing effects of burdensome economic
pressures, “Inspiring a Generation” to prepare themselves for
global success has never been more important.
What will our school district do to collectively “Inspire a
Generation”? Of course, each one of us will encounter the
school day with the wisdom, enthusiasm, and commitment
needed to inspire students to exhibit their best efforts. But as
a system, we must acknowledge the changes that are being
asked of us with particular regard for the instructional changes
needed to implement the Common Core Standards. Every
individual’s willingness to change our teaching paradigms to
include project-based learning, technology integration, and
concept-driven instruction will be more critical than ever. With
waivers that are strongly anticipated to be obtained by the state
of Kansas from the U.S. Department of Education, we will be
able to de-emphasize the pressures created by the state assessments in lieu of a greater focus on assessments that address the
new standards more appropriately. This does not mean that
our efforts can be diminished, nor that our energies can be less
inspirational, rather it means that our instruction must address
the whole child and that learning must be more pertinent and
far-reaching than ever before.
We are excited that the Board of Education has adopted a one
to one (1:1) iPad project starting at the new Turner Sixth Grade
Academy. What a great confluence of initiatives that clearly
clarify the District’s intention to “Inspire a Generation”! The
iPad project, if it is as beneficial as we believe it will be, can
be the beginning of an effort that will ultimately affect every
classroom, at all levels. At the same time, creation of the TSGA
is allowing us to address unique learning and growth issues that
have traditionally obstructed the pathway to student success
as they move through our system and beyond.
Without question, the time is perfect for us to borrow the slogan of the 2012 Olympics. Even without that impetus, it would
be essential for us to adopt an attitude of higher expectations
and innovative teaching practices that will guarantee that we
“Inspire a Generation.”

The Turner Sixth Grade Academy Opens
to Begin the 2012-13 School Year
Among the traditional challenges characterizing literally every educational system-including the Turner School District--are the
negative effects of school transitions. Several
variables influence the structure of an educational system resulting in gaps that must be traversed by its students. Although every system
must endure a variety of transitions, perhaps
the most crucial one, historically, is the movement between elementary and secondary
programs. Typically, this transition
is managed by the middle school
(or, in some systems, the junior
high school). Unfortunately,
the continuity of learning and
behavior lost by some students
as they move through this
most crucial transition is never
fully recovered.
Turner students will now be supported in their movement through this difficult
phase of the educational pathway by establishment of the Turner Sixth Grade Academy
(TSGA). The TSGA has been designed with
the challenge of transitions firmly in mind.
Beginning with the 2012-13 school year, by
placing all District sixth grade students in a
common academy, instructional programs and
a behavioral support system will be focused on
the needs of this transitional, pre-adolescent
student body.
In response to new federal and state guidelines, USD 202 is revising its curricular offerings at all levels. Foremost in the revised
curriculum structure is the instructional approach to middle level education initiated at
the TSGA. Twenty-first Century Skills is now
more than just a meaningless slogan. The new
curriculum (now known as Common Core
Standards) will concentrate on the unique,
innovative skills required by citizens of the
continuing age of technology and information
processing. Thus technology integration skills
built on a foundation of project-based learning
will identify the instruction received by students at the Turner Sixth Grade Academy.
In this regard, the Turner Board of
Education has initiated a One to
One iPad (1:1 iPad) Project at
the TSGA. As such, each TSGA
student will have direct access
to their own iPad to be used in
facilitating their journey into 21st
Century learning.
Lead by new principal Miranda
Hoit and supported by an energetic and
innovative team of teachers and staff, the
TSGA will enhance the opportunity to address
the behavioral and social challenges typically
confronted by early adolescents. If such challenges are ignored, they can lead a student
into pathways that distract from learning and
endanger school success well into their high
school years and beyond. TSGA programming will be designed to support the diverse
maturational challenges of its students and
minimize distractions to learning. Indeed,
the school is designed to ensure success of the
mission: “TSGA students will be empowered
lifelong learners who are productive global
citizens with the skills and integrity needed
for success.”
Former Turner Official Publishes His First Book
The New York Times newspaper is identified
by the motto, “All the news that’s fit to print.”
Under the leadership of former editor Dr. Jim
Haas, The Turner newspaper modified the slogan to read, “All the news that fits, we print.”
This is an example of Haas’ profound, yet witty
intellect; one that influenced the district’s communications with the Turner community for
many years.
Haas was a nationally-recognized school
administrator in Turner for many years before
becoming the District’s information officer. In
addition to assembling the content that was
published regularly in The Turner, Haas often
shared his intellectual insights in his own commentary. His articles became regular contributions to the local Wyandotte County newspaper,
The Record. After Haas retired from USD 202, he
continued to write and submit his commentary
to The Record, and they continued to publish his
work. Ultimately, Haas had written enough of
his insightful and poignant articles that they
could fill a book, and in January, 2012, that’s
exactly what he did.
Where’s My Great Society is a 284-page collection of Haas’ observations, insights, and
perceptions of American society. Although
we cannot take
credit for the
accomplishments of this
astute author,
at least some of
those insights
were surely
colored by his
years serving
t h e c h i l d re n
of Turner, and
thus may be a
collection that
Tu r n e r i t e s
will want to
peruse. After
all, if he writes
something we don’t like, we can just blame it on
his final career stop (after retiring from Turner),
Webster University.
