MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS
The regular meeting of the Board of Directors of Vancouver School District No. 37 convened at the Jim
Parsley Center, 2901 Falk Road, on February 10, 2015 at 4:00 p.m. with Mr. Mark Stoker, president,
presiding. The following members of the board and administrative staff were present at the board table:

The regular meeting was recessed at 4:01 p.m. for a work session regarding on time graduation rates. The
work session began at 4:02 p.m. and recessed at 5:00 p.m. No action was taken.

At 5:15 p.m. the regular meeting of the Board of Directors reconvened at the Vancouver School District's
Robert C. Bates Center for Educational Leadership, 2921 Falk Road, with Mr. Mark Stoker, president,
presiding. The following members of the board and administrative staff were present at the board table:

2. Recommendation to Approve Interdistrict Transfer of Students (2014-2015 School Year)

Approve the transfer of 58 students between Vancouver School District No. 37 and other districts
in Clark County for the 2014-2015 school year. Documentation regarding each transfer is
maintained in the Office of Attendance and Welfare.
3. Recommendation to Approve High School New Course Proposals for the 2015-16 School Year

Rationale: The recommended high school new courses for 2015-16 have been reviewed
extensively by building and curriculum staff to assure alignment with the district goals and
initiatives, Grade Level Expectations, Essential Academic Learning Requirements and Washington
State Learning Goals. The recommended course titles and descriptions are summarized on the
following pages.
District staff and members of the Superintendent’s Administrative Committee reviewed the
recommendation January 29, 2015.
Funding Source: General – Basic Education and CTE
Recommendation: That the Board of Directors approves the proposed high school new course
proposals as recommended.
4. Recommendation to Approve Elementary, Middle and High School Instructional Material for the
2014-15 School Year
Rationale: Requested subject-area instructional material was approved by district staff January 22,
2015 and reviewed by members of the Superintendent’s Administrative Committee January 29,
2015 as specified in Regulation 6134, Part III.
Funding Source: General Fund – Basic Education and Categorical
Recommendation: That the Board of Directors approves the proposed elementary, middle and high
school instructional material for the 2014-15 school year.

OTHER BUSINESS
9.
Recommendation to Adopt the Criteria for Decision Making for Educational Facility
Improvements
Dr. Webb presented the recommendation to adopt the criteria for decision making for educational
facility improvements. To accomplish the mission of Vancouver Public Schools and to realize the
Design II, Chapter 2 strategic vision, district staff must evaluate current facilities needs and plan
for future capital improvements. A facility needs analysis is part of the Strategic Priority “Time
and Space” and a component of the “Flexible Learning Environments” goal area. Twenty-first
century facilities support high-quality teaching and the learning outcomes needed to ensure that all
of our graduates are future-ready.
On October 28, 2014 the Board of Directors adopted Resolution No. 746 establishing the Design II
comprehensive educational facilities master planning process.
As a component of the
comprehensive educational facilities planning process, adoption of the criteria for decision making
will assist in the final selection of facility improvements.
Utilizing the Criteria for Decision Making, along with Resolution 746, will help ensure decisions
are consistent with an appropriate match to the District’s Design II vision and educational program
needs.

Suggested Criteria for Decision Making was reviewed with the Board at the Comprehensive
Educational Facilities Plan Update work session on January 27, 2015.
Recommended Criteria for Decision Making:
• Educational benefits and the needs of today’s and tomorrow’s students
• Community support and input
• Consistency with school board resolutions
• Demographic, enrollment, socio-economic and other planning considerations
• Available financial resources
• Building life cycle and cost/benefit analysis
• Alignment with prior and future planning
• Temporary housing of students, project timing and construction schedule impact on students and
staff
Recommendation: That the Board of Directors adopt the Comprehensive Educational Facilities
Plan Criteria for Decision Making for educational facility improvements.
Following discussion between members of the Board, administration, and Dr. Webb, it was moved
by Mrs. Geiger, seconded by Mrs. Wheelock, and passed to adopt the Comprehensive Educational
Facilities Plan Criteria for Decision Making for educational facility improvements.

Recommendation to Adopt Resolution No. 749: Providing for Growth Management School Impact
Fees
Dr. Webb presented the recommendation to adopt Resolution No. 749: providing for growth
management school impact fees.
Rationale: The Vancouver School District has been involved in the Growth Management process
since its adoption in 1990. The primary purpose of the Growth Management Act is to require local
governments to adopt capital facilities plans which are intended to direct sustainable growth into
urban growth areas, and to manage and ensure that development is adequately supported by public
facilities such as sewer, water, streets, schools, and parks.
To help fund the capital facilities required as a result of Growth Management policies, the Growth
Management Act gives local governments and school districts the ability to collect school impact
fees. These fees are collected under the authority of the local county and city governments on the
school district’s behalf. The City of Vancouver and Clark County have adopted impact fee
ordinances enabling school districts to collect impact fees upon approval of a school board
resolution.
Impact fees may be collected and spent only for public facilities that are addressed by a capital
facilities plan. The school district’s Comprehensive Six-Year Capital Facilities Plan (CFP) is part
of the City of Vancouver and Clark County Comprehensive Land Use Plan. Currently, the impact
fees collected may be used only for site purchase, construction of new facilities or improvements to
existing facilities, and portable classrooms to serve new growth.

Vancouver School District’s calculated maximum allowable impact fees associated with its 20142020 CFP are $2,880.75 for a single family unit and $2,381.93 for a multi-family unit. The fees are
calculated through a standard formula used by all school districts in the county. The last impact fee
adopted by the Board was in 2011. The calculated impact fee amount changes as a result of
updating the CFP. The calculated fees for the 2014-2020 CFP are greater than the fees adopted in
2011. The single family impact fee increased from $1,523.17 in 2011 to $2,880.75 for 2014 and the
multi-family fee increased from $844.70 in 2011 to $2,381.93 for 2014. The increase in impact fees
is predominately due to an increase in the construction cost per student per square foot.
The proposed 2014-2020 CFP demonstrates that our existing available space remains inadequate to
accommodate the projected growth over the next six years.
To help offset the costs of possible property purchases and construction of school space to house
projected enrollment growth, it is recommended that the Board of Directors adopt the calculated
school impact fees of $2,880.75 for a single family unit and $2,381.93 for a multi-family unit.
Following action by the Board of Directors, the Resolution will be forwarded to the City of
Vancouver and Clark County for their adoption. Action by the City and County is anticipated to be
the summer of 2015 for implementation in January 1, 2016. The Capital Facilities Plan and Impact
Fees have been reviewed by the Superintendent’s Administrative Committee.
Recommendation: That the Board of Directors adopt Resolution No.749 providing for the

Recommendation to Approve an Amendment to Interlocal Agreement between Battle Ground
School District regarding Vancouver iTech Preparatory
Dr. Webb presented the Recommendation to Approve an Amendment to Interlocal Agreement
between Battle Ground School District regarding Vancouver iTech Preparatory.
Rationale: An Interlocal Agreement between the Vancouver and Battle Ground School Districts
was approved on April 24, 2012 to site Vancouver iTech Preparatory at the Clark College building
on the Washington State University-Vancouver (WSUV) campus. The WSUV campus is situated
within the Battle Ground geographic boundary.
An amendment to the Interlocal Agreement is proposed. The purpose of the Amendment is to
provide further clarification pertaining to boundary, enrollment, and contract duration provisions
within the Agreement. A copy of the Amendment is attached.
The Amendment has been reviewed by the Superintendent’s Administrative Contract Committee.

Following discussion between members of the Board, administration, and Dr. Webb, it was moved
by Mrs. Geiger, seconded by Mrs. Wheelock, and passed to approve the Amendment to Interlocal
Agreement between the Vancouver School District No. 37 and the Battle Ground School District
No. 119 regarding Vancouver iTech Preparatory at Washington State University-Vancouver
campus, and, that the board president and secretary be authorized to execute the Amendment to the
Interlocal Agreement.
OTHER BUSINESS
Board of Director’s Report
Vice President Geiger reported on education-reform bills, including a proposed bill that would
establish accountability for student performance in third grade; a bill regarding school employee
workforce reductions and assignments; a bill regarding approval of school district bonds and levies
at general elections; and a bill concerning an educational employee salary allocation schedule.
Adjournment—6:04 p.m.
There being no further business to transact, it was moved by Mrs. Geiger and seconded by Ms.
Gillespie to adjourn the regular meeting and was passed unanimously.
