QUALITY PRINCIPLES CARE INSPECTORATE AUDIT

REASON FOR REPORT
1.1
To inform the Board of the Quality Principles Care Inspectorate Audit on how
the MADP are supporting the implementation of the Quality Principles.

RECOMMENDATIONS
2.1
It is recommended that the Moray Integration Joint Board:
i) consider and note the briefing;
ii) receive a copy of the Care Inspectorate feedback following their visit
to Moray;
iii) receive a copy of the Care Inspectorate Quality Principles national
report; and
iv) receive reports on the progress of the Moray Quality Principles
Improvement Plan; which will include areas for improvement
identified by the Care Inspectorate reports; which will be
incorporated into the Moray Quality Principles Improvement plan.

BACKGROUND
3.1
The Scottish Government have set out a list of eight Quality Principles for
Alcohol and Drug Partnerships (ADP’s) to support the improvement of
services for people with needs relating to alcohol or drug misuse; promoting
and developing recovery oriented systems of care. The eight principles are set
out in the Quality Principles document and can be accessed via the
Background Papers below.
3.2 During 2016, at the request of the Scottish Government, the Care
Inspectorate undertook a validated self-evaluation involving all ADP’s across
the country. The aim was to help ADPs determine the extent to which the
Quality Principles have been embedded in practice in their areas to support
better experiences and outcomes for people affected by substance misuse.
3.3 During 2016, a team of strategic inspectors and other staff from the Care
Inspectorate worked alongside staff from ADPs to guide, support and oversee
a series of self-evaluation activities and draw the information together to
produce a national report informing future actions to support ongoing
improvement. The aim being to help ADPs build capacity for self-evaluation
as a route to continuous improvement.

3.4 The audit was not an inspection. The aim of the audit was to support ADP’s to
take forward the Quality Principles as they continue to develop their Recovery
Orientated System of Care (ROSC) models; to inform the Scottish
Government about how well ADP’s are applying the Quality Principles, and
assess what additional support ADP’s may need to embed the Principles into
day to day practice.
3.5 The audit process involved each of the Moray ADP’s completing a selfevaluation, reading case files, seeking the views of the MADP, staff, and
users of services. The Moray Self-evaluation can be accessed via the
Background Papers below.
3.6 Following the file readings, and site visit; taking account of all the ADP
self-evaluations; the Care Inspectorate will write a national report about what
they find across Scotland and put this on their website. The Care Inspectorate
will provide a short briefing to each ADP on strengths and areas for
development. The Moray Care Inspectorate briefing will contribute to the
MADP Improvement plan.
3.7 The Care Inspectorate ADP briefings will be finalised and sent out to each
ADP on the 26th August.
3.8 The final national report will be published in December 2016.
3.9 Although this is not a requirement by the Care Inspectorate, the Moray ADP
has produced a Quality Principles Self-Improvement Plan, as the Moray ADP
welcomed the support of the Care Inspectorate and took the position that the
process directly supports the principle of service improvement. The Moray
Quality Principles Self-improvement Plan can be accessed via the
Background Papers below.
4.
KEY MATTERS RELEVANT TO RECOMMENDATION
4.1
The Quality Principles improvement plan will directly contribute to supporting
the improvement of alcohol and drugs services in Moray and reducing the
harms associated with alcohol and drug misuse.
4.2
The Scottish Government have asked for, and have been sent a copy of the
Moray Quality Principles Improvement plan as an example of good practice.
5.
SUMMARY OF IMPLICATIONS
(a)
Moray 2026: A Plan for the Future, Moray Corporate Plan 2015 –
2017 and Moray Integration Joint Board Strategic Commissioning
Plan 2016 – 2019
The Moray 2026 target considers the % adults drinking above safe
guidance limits. The Moray Quality Principles Improvement Plan supports
the delivery of this target, the MADP Strategy 2015 – 2025, the MADP

Delivery Plan 2015 – 2018 and will relate directly to targets which will be
agreed for Moray 2026.
(b)
Policy and Legal
The importance of embedding the Quality Principles into practice is a
priority for the Scottish Government as set out in the letter of the 4th July
entitled “Supporting Alcohol and Drug Partnerships to Deliver Improved
Outcomes for Alcohol and Drugs: 2016-17 Funding Allocations” to
MADP; which states:” Implementation of improvement methodology at
the local level, including implementation of the Quality Principles:
Standard Expectations of Care and Support in Drug and Alcohol
Services ….”; as one of the ministerial priorities.
(c)
Financial implications
There are no additional costs or financial implications associated with
this piece of work.
The Quality Principles Self-evaluation, audit, and improvement plan was
and is being managed within existing resources.
(d)
Risk Implications and Mitigation
As the Care Inspectorate Quality Principles Audit was not an inspection,
no grading is provided. This therefore reduces the risks to the Joint
Integration Board.
Although the Improvement plan is not a requirement there is an
expectation that ADP’s evidence their effectiveness and show that they
have a culture of improvement. The Moray Improvement Plan will
contribute to this and support the Management, Performance, and
Commissioning processes within the Moray ADP.

Staffing Implications
Workforce Development is a key improvement area set out in the Moray
Quality Principles Improvement Plan.
There are no other staffing implications.

Equalities
The Quality Principles directly promotes equality of access to services
and the involvement of those using services in decisions about their
treatment and care, and their involvement in the design of services.
Targets to improve these areas are set out in the Moray Quality
Principles Improvement Plan.
(h)
Consultations
The Quality Principles audit process incorporated consultations with
users of services, staff members and the MADP and any comments
received have been taken into consideration in writing the report.

6.
CONCLUSION
6.1
The Care Inspectorate Quality Principles audit has provided an
opportunity for the MADP to reflect on current practice and to use the
process to set up an improvement programme as part of service
development; linking this into ensuring that there is effective and
efficient use of resources.
