1Purpose
This document specifies the eXtensible Business Reporting Language (XBRL) data requirements that entities
must use to comply with the Superannuation Data and Payment Standards 2012 (the Standard) for members
of Commonwealth Superannuation Scheme (CSS) and Public Sector Superannuation Scheme (PSS).
It includes the scheme specific registration and contribution details necessary to support CSS and PSS
data requirements defined under the Superannuation Act 1976 and the Superannuation Act 1990.

SuperStream business interactions
The Standard consists of two business interactions, Member Registration Request (MRR) and Contribution
Transaction Request (CTR).
This data specification document will refer to the MRR and CTR fields that are applicable to CSS and PSS only.
It is designed to intentionally refer users back to the Contributions Message Implementation Guide (MIG)
for the requirements of the generic data concepts.
2.1
Member Registration Request (MRR)
The MRR must be used to supply and update supplementary superannuation information for existing CSS and
PSS members. It must contain information about a Message Sender and a Message Receiver. It may contain one
or more employers with a relationship to one or more employees.
Figure 1 captures the MRR XBRL facts that are expected for CSS and PSS members.
The XBRL facts described in the MIG or harmonised defined benefit guidance not listed here are not applicable
to the schemes and should be omitted from the business interaction.
Note: Data sent using non-listed XBRL facts will not be collected by CSS/PSS and is likely to result
in the rejection of the data and reimbursement of any associated contribution payments.

2.1.1 Member Registration Data Requirements
The Member Registration Request (MRR) business interaction contains four data contexts: Message Sender,
Message Receiver, Employer and Super Fund Member. This specification document contains the data
requirements for the Employer and Super Fund Member context facts only. Please refer to the Contributions
Message Implementation Guide (MIG) for details regarding the remaining contexts and facts.
The tables below describe the XBRL data requirements for CSS/PSS. The information contained within each
of the tables is as follows:
>> Seq no: The sequence number applicable to the XBRL data element.
>> XBRL fact: The data element name as defined by the Standard.
>> CSS/PSS Business Term and/or Definition: The term used by CSS/PSS to describe the term defined by the
Standard, and a brief definition of the term.
>> XBRL Type, Length and Acceptable CSS/PSS Values: The acceptable format and values for the data as prescribed by the Standard and/or CSS/PSS requirements.
>> Instruction/Rule: Details whether the field is optional or mandatory and provides some additional rules
for data formatting. Conditional/Optional fields should be left blank if the data element is not applicable.
>> CSS/PSS Business Rule Reference Code/XBRL Error Code: A cross reference to the rules detailed in the CSS/PSS data population guide and the ATO Error Code Management document. These rules ensure that correct data is supplied to CSS/PSS for members.
>> Payroll Interface File (PIF) Cross Reference: Provides cross reference to the current Payroll Interface File, detailing whether the SAFFE field is new, changed or existing and, if it is in the PIF, the field number.
2.1.1.1 Employer Data Requirements
The employer data context must be used to provide the particulars of the employer from which the member data
originated. The information will be used by CSS/PSS to match the employer record in Employer Services Online (ESO).

2.1.1.2 Superannuation Fund Member Data Requirements
The Superannuation Fund Member Data context must be used to provide the employees’ supplementary
superannuation information, in particular, those used in benefit calculations. The information applicable
to CSS/PSS will be visible in Employer Services Online (ESO).
2.1.1.2.1Baseline MIG Standard
The Baseline MIG Standard section describes the baseline XBRL facts in accordance with the MIG and
CSS/PSS interpretation for use of those facts. A number of the facts are not required by CSS/PSS and should
be omitted from the business interaction.

Contribution Transaction Request (CTR)
The CTR must be used to provide member’s superannuation contribution information. It must contain
information about a Message Sender, a Message Receiver, a Payee and a Payer. It may contain one or more
employers with a relationship to one or more employees.
Employers are expected to continuously report CSS/PSS member’s CTR information (ie continuous contribution data).
Figure 2 captures the CTR XBRL facts that are expected for CSS and PSS members. The XBRL facts described in
the MIG or harmonised defined benefit guidance not listed here are not applicable to the schemes and should be
omitted from the business interaction.
Note: Data sent using non-listed XBRL facts will not be collected by CSS/PSS schemes and is likely
to result in the rejection of the data and reimbursement of any associated contribution payments.

2.2.1 Member Contributions Data Requirements
The Contribution Transaction Request (CTR) business interaction contains six data contexts: Message Sender,
Message Receiver, Payer, Payee, Employer and Super Fund Member. This specification document contains the
data requirements for the Employer and Super Fund Member context facts only. Please refer to the
Contributions Message Implementation Guide (MIG) for details regarding the remaining contexts and facts.
The tables below describe the XBRL data requirements for CSS/PSS. The information contained within each of
the tables is as follows:
Seq no: The sequence number applicable to the XBRL data element.
XBRL fact: The data element name as defined by the Standard.
CSS/PSS Business Term and/or Definition: The term used by CSS/PSS to describe the term defined by the
Standard, and a brief definition of the term.
XBRL Type, Length and Acceptable CSS/PSS Values: The acceptable format and values for the data as
prescribed by the Standard and/or CSS/PSS requirements.
Instruction/Rule: Details whether the field is optional or mandatory and provides some additional rules for
data formatting. Conditional/Optional fields should be left blank if the data element is not applicable.
CSS/PSS Business Rule Reference Code/XBRL Error Code: A cross reference to the rules detailed in CSS/PSS
data population guide and the ATO Error Code Management document. These rules ensure that correct data
is supplied to CSS/PSS for members.
Payroll Interface File (PIF) Cross Reference: Provides cross reference to the current Payroll Interface File,
detailing whether the SAFFE field is new, changed or existing and, if it is in the PIF, the field number.
Note: The CTR must be continuously reported to CSS/PSS until a member ceases
scheme membership.
