Standard Frequency Range
The comment relates to Regional Groups GB and IRE in which the Frequency Restoration
Control Error of the Synchronous Area is also measured as the deviation with respect to
the Nominal Frequency. Article 20(4) and (5) define a Level 1 FRCE Range of 200 mHz,
which equals the Standard Frequency Range so the FRCE Target Parameter of 3% for GB
or 2% for IRE outside this range seems very similar to the Frequency Quality Target
Parameter.
The targets are actually quite similar, but there is an important difference since for the
Frequency Quality Target Parameters Instantaneous Frequency Data is used contrary to
the Frequency Data used in calculating the FRCE Target Parameters which consists of time
intervals equal to Time to Recover Frequency, or 1 min resolution. The target values are
very similar. GB: 2.85% for FQ TP and 3% for FRCE TP. IRE: 1,997% FQTP and 2% FRCE TP.
