As you read this, I hope the
winter snows are behind us
and we are beginning to see
the signs of spring. I am writing this on Valentine’s Day,
where piles of snow and
freezing temperatures still
greet us. It has been a winter

make forts to hide during our snowball fights.
As I drive around the streets and see similar tunnels, it really does bring back memories. . . . .
Speaking of memories, the History Museum
should be releasing a sequel to Etched in Time
very soon.

Remembering Roselle is a pictorial history that
will encapsulate the happenings in Roselle from
1992 to the present. Unlike the first book which
is mostly narrative, this book contains pictures
interspersed with remembrances, to show the
recent history of our Village. You can call the
History Museum at 630.351.5300 for details.
Lately, more and more information is available
on “the green movement”, or things businesses,
government and residents can do to be more
environmentally conscious. Not only is it the
right thing to do, it can also make economic
sense as well. Last year Roselle became a Clean
Air Counts community. We are committed to
becoming a more environmentally conscious
user of the earth. Part of our commitment is to
provide information to residents and sponsor
events such as our recent gas can replacement
program. I want to invite you to our Green
Night sustainability seminar on Thursday, April
17 at 7 p.m. at the Village Hall. You can see the
Village’s hybrid car, which we will park in front
of the Hall. In the Council Chambers, speakers
from the Conservation Foundation and the
School and Community Assistance for recycling
and composting will give us information on
environmentally friendly landscaping and how
to clean our homes without using chemicals.
We will provide refreshments, but you have to
bring your own drinking mug or glass (no paper
or plastic please)! Additionally, we hope to have
a supply of CFL bulbs to distribute to those
attending! I hope to see you there.
As spring approaches, my time and energy turns
toward Springfield and legislation proposed
there will either help or harm the Village
Board’s ability to carry out our responsibilities.
The Village belongs to three different councils

of government (COG’s) and part of the benefit
of membership includes updates on all the new
legislation introduced that will have a positive or
negative effect on municipalities.
State legislation affects us because Roselle is a
non-home rule community and we have limited
ability to make decisions on a local level. Under
the 1970 Illinois Constitution, Home Rule shifts
decision making from the state level to the local
level, enabling communities to find local solutions to local problems. Home Rule communities are granted a broad range of powers for the
local good unless exempted by the State.
Communities with a population over 25,000 are
automatically granted Home Rule status, while
small communities (like Roselle – our population is just over 23,000 residents) can only gain
this by referendum. Some of the benefits of
home rule include: protection from state mandates, maintaining local zoning control by not
allowing the state to intercede as a super zoning
authority, and increased financial flexibility.
Some of the concerns about a community gaining home rule are that it will raise taxes and that
the state has no oversight on zoning decisions.
As a non-home rule community, Roselle is
under a tax cap, limiting our ability to raise
property taxes. We have lived under the tax cap
for a number of years and the only issue we have
with it is the state mandates, the cost of which
can be more than the tax cap allows us to recover. Technically, the General Assembly is not supposed to pass a mandate without providing the
funding for it. However, they routinely exempt
themselves from this requirement. In fact, for
the 15 years I have been Mayor I don’t think I’ve
ever seen the General Assembly provide funding
for a mandate they have passed down to us.
The Village of Roselle provides its residents and
business owners with core essential services to
everyone with a balanced budget. Although the
village is in great financial shape, this is particularly frustrating. I wish the state’s budget was in
such good shape. Every mandate forces us to try
to accommodate the cost with our tax capped
revenues and this means we sometimes have to
sacrifice what we think our residents need in
favor of what the state decides we have to provide.

costs of these increases are, as we directly pay for
them.
There are other issues that will also be on the
front burner including working for a streamlined state sales tax and protecting current
municipal revenues. This last issue is particularly important as the state struggles to look for
additional dollars to fix its financial problems.
The bright light on these issues is that all four of
our state legislators (Senators Carole Pankau
and John Millner and Representatives Paul
Froehlich and Franco Coladipietro) understand
our concerns and work hard to support Roselle.
I’d like to close by thanking all who attended
our Feb. 18 community meeting with ComEd.
Residents were able to hear ComEd reps explain
their new communication system, especially
helpful in widespread storms. Residents were
able to directly let the speakers know of their
frustrations with regular power outages – even
when the weather is sunny and bright. Those
residents received an apology and promises
from ComEd to work to solve the problem. Let
us hope that we were heard and our routine
problems in some pockets of Roselle will soon
be fixed.
Green Night in Roselle
Thursday, April 17th at 7:00 p.m. is Green Night
in Roselle!
Roselle residents are invited to a special event at
Village Hall. Learn how to clean and landscape
your home and still be environmentally friendly.
Hear about convenient, local recycling opportunities and see the latest hybrid cars available
from local dealers on display outside Village
Hall. It’s easy to be green and we’ll learn how
from two experts from the Conser vation
Foundation and the School and Community
Assistance for Recycling and Composting.
Refreshments will be served and we’ll have lots
of great give-aways! Please bring your own
drinking glass or mug from home to reduce
waste.
This year, municipalities will be working to have
funding for police and fire pensions removed
from the tax cap. Currently, increases in these
benefits are decided by the state, but funded
locally, without regard of our ability to pay. We
believe that if the state is going to grant increas-

Vehicle Stickers Due
May 31, 2008
It’s that time of year again: Vehicle stickers
go on sale April 14, 2008. Roselle’s Village
Ordinance requires that every owner or
operator of a motor vehicle (cars, trucks,
motorcycles, and trailers) who resides within the village OR whose motor vehicle is
based within the village must obtain a
Roselle sticker. Residents will receive a
renewal application with previous sticker
information pre-printed on the form. All
changes are to be made directly on the
form and returned in the reply envelope
enclosed in the mailing. This added feature will enable busy residents with the
opportunity to comply with the village vehicle sticker requirements by mail or by the
drop box located in front of the Village
Hall. Failure to receive a pre-printed application does not exempt any individual from
purchasing stickers by the May 31st deadline. Applications are available at the
Village Hall for additional vehicles and for
new residents. Stickers must be displayed
on June 1, 2008, and stickers must be purchased by May 31, 2008 to avoid penalties!

Community Development Teardowns
Our community has gone through a period of teardowns which resulted in large homes replacing some of the existing housing
stock. This trend was dictated by the changing desires of buyers in the housing market. Examples included larger (and more)
bathrooms and closets throughout the homes. There was also a desire by the buyers to increase the kitchen size on the new
homes. These desires, along with the real estate values, caused the phenomena that we know as the “teardown” in our neighborhoods.
Following is a snapshot of some of the teardowns and their subsequent tax impact. In all of these cases cited, one home
replaced the existing demolished home. Following is a table depicting the tax impact:

Keep in mind that the taxes cited flow to all of the tax districts. The Village’s portion is less than 10% of the total. The balance
goes to the school districts, park district, and other tax bodies. The schools comprise the majority of the tax bill. In some of
the school districts (which lack commercial or industrial development), it is their only opportunity for substantial growth in
their district’s assessed valuation.
AARP Drive Safety
Program
The Roselle Police Department, in cooperation with the American Association of
Retired Persons (AARP) will be hosting
the Driver Safety Program, formerly
known as “55 Alive”. The scheduled dates
for 2008 are April 3rd & 4th, July 10th &
11th and September 11th & 12th. The
class will meet from 9:00 a.m. to 1:00 p.m.
on each day of the two-day course, at the
Roselle Police Department, 103 S.
Prospect. The cost is $10.00, which
includes classroom materials. Coffee and
rolls will be served.
The program is a two-day course and is
open to all drivers. Participants will
refine existing driving skills and develop
safe, defensive driving techniques. They
will review how to handle adverse driving
conditions and traffic hazards and learn
about the effects of aging and medication
on driving, as well as much more.
Currently, several automobile insurance
companies, in the majority of states provide a multi-year premium reduction to
graduates of the course who are 55 years
of age or older.
The Driver Safety Program results in safer
roads for everyone. Older drivers benefit
from increased confidence on the road,
better driving records, lower insurance
rates and a continuing mobile, independent lifestyle for additional years.
To register for the course you may fill out
an application, which is available at the
Roselle Police Department, and return it
with a check made out to AARP for
$10.00 per person to Sergeant Dave

Dinner Night
The 4th annual Polish Cuisine Dinner
Night will be hosted by the Roselle
Sister Cities Commission on Friday,

Maple Ave., Roselle. The dinner will be
catered by Jolly Inn and will feature a
variety of polish dishes. Entertainment
provided by the Polish Band – Format.

the best safety features you can buy and
install to protect yourself, your family and
your home.
Okay, where do I put them?
Impact of Smoke Detectors
In the 1960’s, the average U.S. Citizen
had never heard of a smoke detector. By
1995, an estimated 93 percent of all
American homes – single – and multifamily, apartments, nursing homes, dormitories, etc. – were equipped with
alarms. By the mid 1980’s smoke detector
laws, requiring that detectors be placed in
all new and existing residences, existed in
38 states and thousands of municipalities
nationwide. And smoke detectors provisions have been adopted by all of the
model building code organizations.
A key factor in this huge and rapid penetration of both the marketplace and the
builder community has been the development and marketing of low cost detectors
by commercial companies. In the early
1970’s, the cost of protecting a three bedroom home with professionally installed
detectors was approximately $1000; today
the cost of owner-installed detectors in
the same house has come down to as little
as $10 per detector, or less than $50 for
the entire house. The impact of smoke
detectors on fire safety and protection is
dramatic and can be simply stated. When
fire breaks out, the smoke detector, functioning as an early warning system,
reduces the risk of dying by nearly 50 percent. Detectors are most people’s first
line of defense against fire.
Why should my home have Smoke
Detectors?
In the event of a fire, a smoke detector
can save your life and those of your loved
ones. They are the single most important
means of preventing house and apartment fire fatalities by providing an early
warning signal – so you and your family
Install smoke detectors on every level of
your home, including the basement.
Many fatal fires begin late at night or in
the early morning. For extra safety, install
smoke detectors both inside and outside
the sleeping area.
Also, smoke detectors should be installed
on the ceiling or 6 to 8 inches below the
ceiling on side walls. Since smoke and
many deadly gases rise, installing your
smoke detectors at the proper level will
provide you with the earliest warning possible. Always follow the manufacturer’s
installation instructions.
Where do I get Smoke Detectors?
Many hardware, home supply or general
merchandise stores carry smoke detectors. Make sure the detector you buy is
UL-listed. If you are unsure where to buy
one in your community, call the fire
department for assistance.
Are Smoke Detectors hard to install?
Not a bit. In most cases, all you will need
is a screwdriver. Many brands are selfadhesive and will automatically stick to
the wall or ceiling where they are placed.
However, be sure to follow the directions
from the manufacturer because each
brand is different. If you are uncomfortable standing on a ladder, ask a relative or
friend for help. The Roselle Fire
Department offers all senior citizens and
disabled residents free smoke detectors
and installations if needed.
How do I keep my Smoke Detector working?

replaced as a whole unit, thus avoiding
the need for battery replacement. If your
smoke detector starts making a “chirping”
noise, replace the batteries and reset it.
Keep them clean. Dust and debris can

and around your smoke detector regularly.
What if the Detector goes off while I’m
cooking?
Then it’s doing its job. Do not disable
your smoke detector if it alarms due to
cooking or other non-fire causes. You
may not remember to put the batteries
back in the alarm after cooking. Instead,
clear the air by waving a towel near the
detector, leaving the batteries in place.
The detector may have to be moved to a
new location.
How long will my Smoke Detector last?
About eight-to-ten years, after which it
should be replaced. Like most electrical
devices, smoke detectors wear out. You
may want to write the purchase date with
a marker on the inside of your unit. That
way, you’ll know when to replace it.
Always follow the manufacturer’s instructions for replacement.
Anything else I should know?
Some smoke detectors are considered to
be “hard wired.” This means they are
connected to the household electrical system and may or may not have a battery
back-up. It’s important to test every
smoke detector monthly. And always use
new batteries when replacing old ones.

Thinking of a
New Deck? Patio?
Fence? Pool?
Remember that permits are required for
most home improvements, some of which
are: construction of principal and accessory buildings, remodeling that requires
structural changes, any modifications or
additions to the electrical or plumbing
systems, fences, decks, pools, driveways,
roofs, fireplace installations, water/sewer
connections, and signs (temporary or permanent). In the interest of pubic service,
the Village Board has waived the fees for
the following permits: kitchen/bath
remodeling, central air conditioning, new
furnace installation, water softeners, and
water heaters. Building permits are still
required for these improvements and, if
applicable, fees will be charged for
plumbing and electrical inspection. If in
doubt, call the Community Development
Department at 630.671.2821. When
applying for a permit application, you will
need a current plat of survey (obtained
from your closing documents) with the
improvements drawn to scale on the plat
and three sets of plans for construction
over $10,000.00 in value. Contractors
must provide all necessary certificates of
insurance, surety bonds, and state or local
licenses before permits will be issued.

project is large or small, should call

Common examples of outdoor projects
that require a call to JULIE before digging include putting up a fence, installing
a swing set, a mailbox post, building a
deck or room addition, preparing a garden area, or adding new trees or shrubs.

Choosing a
Contractor
Choosing a contractor can be the most
important decision you make in the construction process. In Roselle, plumbing,
electrical and roofing contractors are
required to have either a state or local
license. The general contractor and any
subcontractor are required to have a
license issued by the Village. When
choosing a contractor, ask friends, relatives, neighbors or business associates for
recommendations about contractors they
have used and found to be competent
and reputable. Or contact the local
Better Business Bureau at 312.832.0500,
the Greater Chicagoland Home Builders
Association at 630.627.7575, the Labor
Index at 847.526.2773 or other professional associations. Try to get price
quotes from at least three contractors so
you will have a basis for comparison. Ask
for references and check to see that the
customers were satisfied with the price
and workmanship.
Free Mulch
Mulch is a tree’s best friend. It insulates
the soil, retains moisture, helps keep
weeds down, prevents compaction, protects tree bark from lawnmowers and
even adds an aesthetic touch to the yard
or street. Note: to prevent disease and
reduce rodent damage, chip mulch
should not touch the tree trunk and
should not exceed 3” in depth. The byproduct of our brush pickup is a “mountain of mulch.” Early spring is an
excellent time to apply mulch around
trees and shrubs before weed growth
begins. Free delivery can be scheduled by
calling the Public Works Department at
630.980.2020, ext. 200.
Please use the voice mail system by providing:
1. your name
2. your address
3. daytime phone
4. the location on your driveway to
dump the mulch (i.e., as you face
the house, left side, right side, near
garage or near street).
Loads are approximately two to three
cubic yards. The amount when dumped
will be a pile approximately six feet long,
four feet wide, and three feet high, or
enough to cover an area approximately
20 x 15 feet with a three-inch-deep layer
of mulch. Deliveries will be made on a
first call, first served basis and will depend
upon availability. Thus far, our community has “recycled” almost all of the brush
collected and chipped in the past.
Participation in this program not only
helps the environment and its plants, but
also saves taxpayers money by not having
to haul and pay to dump the mulch at a
compost facility.

Brush Pickup
Program
In May of each year, the Public Works
crew schedules a free brush pickup program for all Village residents. Brush must
be cut into four-foot lengths, tied in bundles with rope, string or twine (NO
WIRE), and weigh less than fifty pounds.
These limits are the same as those stated
by our refuse hauler. The untethered
mountains of brush will not be picked up.
We cannot take root material and dirt,
stumps, wooden fences, grass clippings,
landscape timbers, bags of yard waste, or
logs in excess of eight inches in diameter.
The schedule is publicized so that the
brush does not have to be stockpiled at
the street for weeks at a time awaiting
pickup. Unfortunately, not everyone
complies. This inconsiderate act is in violation of local ordinance and detracts
from the aesthetics of your neighborhood. Tickets will be issued when violations are reported to us. Brush for the
spring pickup is to be placed in the parkway the weekend before we begin in your
area or by 6:00 a.m. Monday. If the start
date in your area is Monday, May 5, place
the brush at the edge of the road the
Saturday or Sunday before. Please don’t
ask us to return to your home after we
have picked up on your street.

Barking Dogs
Dog owners sometimes leave their dogs in
the backyard for a long period of time
and often the dogs bark for hours on end,
echoing throughout their neighborhood
and awakening and upsetting the neighbors. No one likes to hear a dog bark
incessantly, least of all neighbors who
don’t own the dog and have no control
over it. Please be a good neighbor.

The Underground Railroad will be the subject of this year’s Historical Evening on
April 19 at the Trinity Lutheran Family
Life Center, 405 S. Rush St., Roselle.
Appearing as an owner of a “safe house”
in Illinois, Terry Lynch will describe how
a safe house was used as a stopping point
for the slaves to gain rest and nourishment before continuing on to safety in
Canada. The program will begin with the
traditional wine and cheese reception at
7:30 p.m., followed by the program at 8
p.m. After the presentation, guests are
invited to visit with Lynch and, at the
same time, enjoy home baked cookies
made from recipes directly out of the
upcoming cookbook, Cherished Recipes.
Advance tickets for the Historical Evening
will be available at the Village Hall and
the History Museum’s coach house.
Advance tickets are $10 for adults.
Tickets purchased at the door that night
will be $12. Admission for children 12
and under is free.
Biannual Trip – Every other year, History
Museum volunteers organize a trip to a
location rich in American History – usually the eastern part of the country. This
year, since there was not enough interest
in the eastern trip, chairman Marge Engel
suggested a trip within the State of
Illinois. She is looking for suggestions.
One consideration is the Lincoln
Museum and Library in Springfield. If
you are interested in this trip, or have a
suggestion for another destination, please
call Marge at 630.529.9354, or send an email to the Museum Office. She also
needs to know if you prefer a one-day or a
two-day trip, and if you prefer mid-week
or weekend. If there is enough interest,
plans will proceed for a fall 2008 trip.
You do not need to be a member of the
History Museum to take part in these
trips.

Relay for Life is a community gathering
where everyone can participate in the
fight against cancer. Teams of people
camp out and take turns walking or running around the course. Each team is
asked to have a representative on the
course at all times during the event –
because cancer never sleeps. Please join
us as our honorary guest in the survivor’s
lap, which begins the Relay for Life.
When the sun goes down hundreds of
luminaria light the way under the stars to
remember those lost to cancer, those
fighting cancer, and those who have
fought cancer and won. This ceremony
of light symbolizes the hope and perseverance with which we all continue to fight.

Outing
The Roselle Chamber presents the
Chamber’s 2008 Annual Golf Outing on
Wednesday, May 14th, 2008. This year’s
outing held at the Bloomingdale Golf
Club in Bloomingdale includes practice
range, greens fee with electric cart, and
beverages and fruit on the course.
Registration starts at 10:30 a.m. with a
lunch cookout on the veranda. After a
day of golf and fresh air, appetites will be
satisfied by a pig roast dinner with ribs
and chicken. Expect gifts for all golfers,
and prizes awarded for “Hole-In-One”,
Longest Drive, Closest-to-the Pin and
more!

from Roselle the opportunity to receive a
scholarship towards vocational school,
business school, college or university.
Two (2) $1,750.00 scholarships will be
awarded in May for the 2008/2009 academic year. Graduating seniors and their
parents can pick up scholarship applications at the high school’s guidance counselor’s office at Lake Park West, Conant,
Driscoll, Wheaton Academy, and St.
Francis, and at the Village of Roselle,
Roselle Public Library and Roselle
Chamber Office. Applications will be
available March 1st and must be received
at the Chamber Office by April 14th, 2008
