J The Ame ri can Society of Mechanical Engineers: ) / / a. Recognizes engineering as a learned profession, and believes that engineering affects every individual and the public at large to an increasing extent. b. Recognized the continual and rapid changes taking place in the utilization of engineers , and in 'the organization and ownership of engineering service groups. c. Considers the professional engineer as one who accepts a share of responsibility for the protection of health, safety, and property, on any project or design with which t he e ngineer is associated. 2. In r-ecognition of these considerations the ASME strongly reaffirms its endorsement of professional registration of engineers as being in the best interests of the public. 3. In support of this policy, the American Society of Mechanicai Engineers: a. Affirms that all engineer members of technical and professional engineering so c i eties owe the public an;i the professior ~- the obligation of acquiring the lega.l title and status of Professional Engineer, as obtained by registration or licensing. b. Encourages the registration of all engineering educators and advocates the inclusion of material concerning professional registration in all engineering curricula. c. Requests its Professional Pra c tice Committee to prepare or select annually an inform:l.tive article on professional reg i stration of engineers and t o arr•ange for publica tion ~o this article in MECHANICAL ENGINEERING. d. Offers its facilities, advice, encouragement and financial support to the National Council of Engineering Examiners in working toward maximum possible uniformity in registration procedures and requirements based on the Model Law, and in giving pert inent advice and assistance when requested. e. Approves in principle the Model Law and pledges to co-operate with other sponsnrj_ng groups in its continuing revision and improvement. f. Requests that its Professional Practice Committee be charged with the continuing s tudy and review of the Model Law. g. Offer s its facilities ' to assist in appropriate revisions or modifications to registration acts in States where responsible organizations requests such assistance. h. Recommends -that each Section appoint a standing Professional Registration present at least one program annually at a Section meeting on the subject registration and to - ~o-operate with State Boards of Engineering Examiners fessional Societies in offering refresher courses, submitting examinat i on proctoring examinations. Wi ll indic~te in the ASME Membership List those members who are registered according to the latest available information. K. Recommends that State Boa~ds of ~ngineering Examiners consider evidence of the continued professional practice of engineering as mee-t ing requirements .imposed for requalification to continue professiorial registration. The ASME directs the att·ention of all engineers ; a. to the need for thoughtful concern -w ith profess:l,onal registration problems of the f uture , b. to the need for self-discipline and self-control of any profes_s;i.on by its own me mbe rs' a nd c. to the need for c~mtinued up-dating of their own- s;tan.d_ards of competence t o the end that engineers shall keep Pace with the growing denands for prpfessional leadership, a nd their professional leade.:r>ship -shall no~ become obsolescent in a changling - universe.
