panel wiring, switchgear and protection circuit wiring work etc..The agency

any Discom, SEB’s or other utility / 66KV Sub-Station.

v Scope of Work :
This work covers the complete turn-key job for shifting of the Existing
Laboratory to office building of DNH PDCL.
[A] Shifting of Testing benches of existing Laboratory building to the office
building.
There are following Testing Benches are available with the Meter Testing
Laboratory and required to be shifted to the existing office building.
(1) 40 Position Single Phase Semi-Computerised Meter Test Bench – 01 No.
(2) 20 Position Three Phase Semi-computerised Meter Test Bench – 01 No.
(3) 10 Position Three Phase Mete Test Bench—01 No.
(4) Fully Computerised CTPT Accuracy Test Bench – 01 No.
(5) High Voltage Source Testing Bench with accessories -- 01 No.
(6) 1000 Amp. Current Injection kits with accessories – 02 Nos.
The above said Testing Benches /equipments are required to be dismantled
and re-installed to the office building. In this connection, the following works are to be
attended for dismantled and re-installation of the equipments.
1) Disconnection of Power and Control Connections of equipments.
2) Dismantling of the existing Test benches.
3) Removal of the existing Benches situated at Ground Floor and First floor
of Laboratory building.
4) Shifting of all above heavy Testing Benches/ equipments to the 200 mtr.
far Office building.
5) Unloading of the all above testing Benches/equipments.
6) Installation, Testing and commissioning of all above Test Benches to
office building and adjoining Transmission division building.
[B] Supply and Installation of Electrical Materials to for Meter Testing
Laboratory.
All the Existing Meter Test Benches are required to install in the office building
as per the enclosed floor plan whereas the Fully computerized CTPT Test bench is
required to install in the adjoining Transmission division office building. Therefore,
the following Electrical materials are required to be installed.
1) Wall Mounted Distribution Board with 4 pole 63Amp. MCB and all mounting
arrangement & associated hardware. –03 Nos.
2) Wall Mounted Distribution Board with 4 pole 32Amp. MCB and all mounting
arrangement & associated hardware. –05 Nos
3) 25 x 3 copper strip - 125 mtr.
4) 4 core 32sq.mm stranded Aluminum conductor, XLPE Insulated, taped PVC
Innersheild armored extruded PVC Outersheathed 1.1KV grade cable to be
supplied by DNH PDCL.
5) Cable termination of 4 core 32 sq. mm. XLPE/PVC insulated aroured cable
including supply of double compression type brass cable glands, lugs etc..
[C ] Supply, fabrication and Installation of Copper earth Station for grounding
of Testing Benches
All the Meter Testing Benches and High voltage source are required to have
solid copper plate earth grounding. The solid earthing is mandatory being safety
measurement & to avoid any failure of the costly Testing Equipments or any
accident. In this connection, the total 06 Nos. following grounding are required.
Supply, fabrication and installation of Copper Earth station complete with earth
treatment and masonry work as per specification 600x600x3.2mm copper plate.
50x6 mm cu strip 2 mtr plate to test link, 1” dia. GI Pipe with funnel, 50x6x200 mm cu
test link with 4 holes, 50Kg salt, 50kg charcoal, 450x450 mm brick chamber with CI
Chamber cover with all required hardware and digging and backfilling.
[D ] Miscellaneous work
a) The existing office building has several cubicles / partitions and which are
required to be dismantled before the Installation of the Test Benches/
equipments of Laboratory.
b) Disconnection & removal of existing unused cables, wires, power point etc..
& Relocation of lighting arrangement as per requirement.

TERMS AND CONDITIONS
1. Tenders are invited for hiring of Tourist Vehicle Diesel driven closed body Jeep Tavera / Innova
latest model of 2015-16 onwards for the period of one year which may extend for another
two years, if needed for DNH Power Distribution Corporation Ltd., Silvassa.
2. The Vehicle should be tourist vehicle and having all permission as per approved RTO norms,
rules and resolution in force.
3. The vehicle would be required for 12 hours in a day with minimum 2000 km per month and
rate should be quoted accordingly. The transporter has to quote rate for extra km more than
2000 km rate for extra running during the month.
4.The transporter has to provide new vehicle manufactured in Year 2015-16.
5. The vehicle will be used for Assistant Engineer(N/Z-II), DNH PDCL, D&NH, Silvassa.
6. The transporter has to submit valid registration book of vehicle, Insurance Policy etc. along
with Tender and driver identification with full address along with Mobile / Home Telephone No.
etc.
7. The vehicle will be handed by in charge of Assistant Engineer(N/Z-II), DNHPDCL, D & NH,
Silvassa for 12 Hrs. along with the Driver.
8. The transporter will have to bear with all the expenditure for Diesel, Oil (Fuel), Salary to the
driver and repairing and maintenance charge of vehicle.
9. As far as possible the driver will be granted weekly off on every Sunday. However his service
will be utilized on Sunday also if required for vehicle in regular works. No extra charges will be
paid.
10. Nothing extra will be paid towards night hours or out station trips. The bills for travelling of
vehicles shall be paid on monthly basis. No extra hours (over time) will paid only C-off can be
approved by undersigned if required.
11. All roads tolls/bridge tolls shall be reimbursed on production of proof of payment along with
monthly R.A. bills.
12. During the repairing period of the vehicle, the transporter shall have to arrange for another
vehicle so that department works not be suffered.
13. Advance intimation shall be given to the department for not sparing of vehicle on particular
day. If vehicle will not available on day the proportionate amount will be deducted from the
bill.
14.The Tender should be accompanied with an E.M.D. of `. 6500/- in the form of Demand Draft
in favour of DNH Power Distribution Corporation Ltd, Dadra and Nagar Haveli, Silvassa.
Tender received without EMD will be summarily rejected.
15.The sealed Tender document should be subscribed as engagement of vehicle on hire basis.
16.Right to accept the Tenders in whole or in part or to reject any or all Tenders without
assigning any reasons is reserved by Department.
17. Income Tax and Service Tax shall be applicable as per Rules.
18. Bidder should quote the rate inclusive of service Tax.

[1] SCOPE OF WORK
The Bidder has to make a short film covering safety aspects, taking in to consideration the following points:
•
Target audience shall be line staff of the DNHPDCL.
•
Duration of the film shall not be more than 20 minutes and should be scripted in Gujarati
language.
•
It must carry Emotional content as well as technical content.
•
The Emotional aspect must address the way family suffers in the event of an electrical or
mechanical accident of an employee while on work and how adversely it impacts the morale of
other employees.
•
The technical aspect must demonstrate the good safety practices required to be following and
safety equipments required to be used by line staff.
•
The broader objective of the film is to sensitize line staff on necessity of strictly following safety
practices for an accident free future.
NOTE:- The work which is not incorporated in above but required for production work, the same may be
considered as inclusive in above scope of work.
[2] You have to obtain approval from S.E, DNHPDCL before final submission of film.
The copy right of film is reserved solely with DNHPDCL. All the raw shooting data must be handed over
to DNHPDCL. You have to provide open DVD(not right protected) to DNHPDCL.
[3] The film as mentioned in schedule and as per technical specification of tender
shall be submitted to S.E, DNHPDCL, Corporate office, Silvassa.
[4] CONTRACT PERIOD :
Documentary film shall be completed within two months from the date of receipt order.
You will have to get approval of the script & contract development for the film from S.E, DNHPDCL,
Silvassa after receipt of order.
[5] PRICES :
Total estimate price for short films is Rs. 1,53,000.00 end cost basis. Service Tax is not applicable in this
tender.
[6] Payments :
100% payment will be made on final submission of ordered film’s to S.E , DNHPDCL, Corporate office,
Silvassa & certifying by him on satisfactory execution.
[7] Submission of Bill :
The Agency should forward the bill in triplicate to the S.E, DNHPDCL, Corporate office, Silvassa.
DNHPDCL shall not be responsible for any delay in payment of bills if the agency fails to comply with any
of the instruction given in acceptance of tender.
[8] PERFORMANCE GUARANTEE (PG) TOWARDS EXECUTION PERIOD:
(i.e., SECURITY DEPOSIT):
You have paid an amount 5%(Five) of the value of the order as a performance Guarantee (Security
Deposit) for satisfactory successful execution of the contract.
[9] Penalty for late Delivery :
The material should be supplied as per requirement immediately failing which penalty will be levied
@1/2 (half)% per week subject to maximum 10%.
[10] Consignee :
The film’s shall be submitted in digital form to S.E, DNHPDCL, Corporate office, Silvassa. However, the
successful bidder shall get approval of S.E, within 30 days from the date of receipt of order.
[11] Taxes:
As per your offer , Service Tax is not applicable.
[12] Excise Duty :
Not applicable-for this order.
[13] No Transportation charges, Lodging/Boarding Charges, Packing charges will be paid extra for
preparation of film and delivering the materials to this office .
[14] Jurisdiction :
All questions, disputes or differences arising under out of or in connection with the Tender / Contract
shall be subject to the exclusive jurisdiction of the court under whose jurisdiction the place from which
the Tender / Acceptance of tender is issued, is situated i.e., Silvassa.

• Importance of using safety device like ELCB etc. in households.
• Importance of energy conservation.
• Message on curbing power theft.
2. Target audience shall be consumer of the DNHPDCL company and general public.
3. Duration of the film shall not be more than 30 to 45 seconds and should be scripted in Gujarati
language.

the successful bidder shall get approval of S.E, within 30 days from the date of receipt of order.

All questions, disputes or differences arising under out of or in connection with the Tender / Contract
shall be subject to the exclusive jurisdiction of the court under whose jurisdiction the place from
which the Tender / Acceptance of tender is issued, is situated i.e., Silvassa.

Online Condition (For Work)
Submission of DD of tender fees, FDR of EMD, copy of valid Registration of appropriate
classes, Pan Card, IT Clearance certificate, Vat registration certificate issued by VAT
department DNH is essential. Tender of the bidder will be considered who has applied for
registration with DNH VAT department on production of receipt of fees paid. Those
agencies who have no registration with VAT department of DNH, shall have to produce
affidavit ensuring that, they will obtained VAT registration before issuance of work order
(within 15 days from the date of opening the tender) if the bid is found L1. Otherwise EMD
will be forfeited without assign any reason. The contractor shall produce the evidence of
similar class of work executed certificate, tools & plants, machinery in his possession as
mentioned in the additional condition of the contract, etc. However, tender inviting authority
shall not be responsible for any postal delay/lost of documents demanded. The said
documents can also be deposited in the Tender Box kept at the office of the undersigned on
or before 27/07/2016 up to 15.00 hrs. Experience certificate of Three similar works each of
value not less than 40% of estimated cost or two similar work each of value not less than
60% of estimated cost or one similar work of value not less than 80% of estimated cost in
last 7 years will also be submitted. Those bidders only would be allowed to compete in the
bid who has done such work Govt/semi-Govt sectors Bidders will submit/upload each
document/certificates work wise separately otherwise offer will be summarily rejected.

TENDER AND CONTRACT

GERERAL RULES & DIRECTIONS FOR THE GUIDANCE
OF CONTRACTORS
1.
All supplies proposed to be obtained by contract will be notified a form of invitation
to tender posted in public places and signed by the Divisional officer.
This form will state the supplies to be made, as well as the date for submitting and
opening tenders and the time allowed for carrying out the work; also the amount of
the earnest money to be deposited with the tender, and the amount of the security
deposit to be deposited by the successful tenderer and the percentages, to be
deducted from bills, Copies of the specifications and any other documents required
in connection with the work, signed for the purpose of identification by the Divisional
Officer shall also be open for inspection by the contractor at he office of the
Divisional Officer during office hours.
2.
In the event of the tender being submitted by a firm, it must be signed separately by
each member there or in the event of the absence of any partner, it must be signed
on his behalf by a person holding a power-of-attorney authorizing him to do so,
such power of –attorney to be product, with the tender, and it must disclose that the
firm is duly registered under the Indian Partnership Act.
3.
Receipts for payment made to a firm, must also be signed by the several partners,
except where contractors are described in their tender as a firm, in which case-the
receipt must be signed in the name of the firm by one of the partners, or by some
other person having authority to give effectual receipt for the firm.
4.
Any person who submits a tender shall fill up the usual printed form, stating at what
rate he is willing to udertake each item of the work. Tenders which propose any
alternation in the work specified in the said form of invitation to tender, or in the time
allowed for carrying out he work, or which contain any other condition or any sort,
will be liable to rejection. No single tender shall include more than one work, but
contractors who wish to tender for two or more works shall submit a separate tender
for each. Tenders shall have the name and number of the work to which they refer
written outside the envelope.
5.
The Divisional Officer, or his duly authorized assistant, will open tender in the
presence of any intending contractors who may be present at the time, and will
enter the amounts of the several tenders in a Comparative Statement in a suitable
form. In the event of a tender being accepted, a receipt for the earnest-money
forwarded there-with shall there upon be given to the contractor who shall there
upon for the purpose of identification sign copies of the specifications and other
documents mentioned in Rule 1. In the event of a tender being rejected, the
earnest-money forwarded with such unaccepted tender shall thereupon be returned
to the contractor making the same.
6.
The Officer inviting tenders shall have the right of rejecting all or any of the tenders,
and will not be bound to accept the lowest tender.
7.
The receipt of an accountant or clerk for any money paid by the contractor will not
be considered as any acknowledgment of payment to the Divisional Officer and the
contractor shall be responsible for seeing that he procures a receipt signed by the
Divisional Officer, or a duty authorized cashier.
CONDITIONS OF CONTRACT
Clause 1- The person/persons whose tender may be accepted (hereinafter called
the contractor) shall within one day for a contract of Rs.1000/- or less, two
days for one of Rs.2000/- of less, and so on, to a limit of 10 days for the
receipt by him of the notification or the acceptance of his tender deposit with
Engineer-in-charge in cash including Guarantee Bonds executed of Fixed
Deposit Receipt tendered by the State Bank of India or Scheduled Banks. In
the case of Guarantees offered by the Scheduled Banks, the amounts
should be within the financial limits prescribed by the Reserve Bank of India
or Government securities endorsed to the Engineer-in-charge(if deposited
for more than 12 months) a sum sufficient with the amount of the earnest
money deposited by him with this tender to make up the full security
deposits specified in the tender, of deposit a sum as will, with the earnest
money deposited by him, if any, amount of 2½ % of the estimated cost of the
work put to tender and permit Government at the time of making any
payment to him for work done under the contract to deduct such sum as
along with the sum already deposited will amount to 10% of the estimated
cost of work put to tender such deductions to be held by Government by way
of security deposit. Provided always that Government for this purpose be
entitled to recover 7½ % of the amount of each running bill till the balance of
7½ % of the estimated cost of the work put to tenders is realized. All
compensation or other sums of money payable by the contractor to Govt.
under the terms of his contract may be deducted from, or paid by the sale of
a sufficient part of his security deposit, or from the interest arising therefrom,
of from any sums which may be due or may become due to the contractor
by Government on any account whatsoever, and in the event of his security
deposit being reduced by reasons of any such deduction or sale as
aforesaid, the contractor shall within 10 days thereafter make good in cash
or Government securities endorsed as aforesaid any sum or sums which
may have been deducted from, or raised by sale of his security deposit, or
any part thereof.
2.
The contractor is to deliver the materials on or before the dates mentioned in
the tender Failing which he shall be subject to pay or allow one percent on
the total amount of the contract for every day not exceeding ten days that he
shall exceed his time, as and for, liquidated damages.
3.
In every case in which the payment of allowance mentioned in clause 2 shall
have incurred for ten consecutive days, the Divisional Officer shall have the
power to annul the contract and to have the supply completed at the
contractor’s and expense without any further notice to him and the
contractor shall have no claim to compensation for any loss that he may
incur in any case.
4.
If the contractor shall be hindered in the supply of the materials so as to
necessitate an extension of the time allowed in the tender, he shall apply in
writing to the Divisional Officer, who shall grant it in writing if reasonable
ground be shown for it, and without such written authority of the Divisional
Officer, the contractor shall not claim exemption from the fine leviable under
clause 2.
5.
The contractor shall give notice to the Divisional Officer (hereinafter called
the Engineer-in-charge) of his intension of making delivery of materials, and
on the materials being approved, a receipt shall be granted to him by the
Divisional Officer or his assistant, and no material will be considered as
delivered until so approved.
6.
On the completion of the delivery of materials, the contractor shall be
furnished with a certificate to that effect by the Divisional Officer(hereinafter
called the Engineer-in-charge) but the delivery will not be considered
complete until the contractor shall have removed all rejected materials, and
shall have the approved materials, and shall have the approved materials
stacked or placed in such position as may be pointed out to him.
The security deposit of the contractor shall not be refunded after the ending
of the three months after the time of certificate final or otherwise of
completion or supply or till the final bill has been prepared and passed
whichever is later.
6-A,
If at any time after the commencement of the supplies the President of India
shall, for any reason whatsoever not require the whole thereof as specified
in the tender to be supplied, the Divisional Officer shall, in addition to his
power annual the contract in case of default on the part of contractor, have
power to terminate all liability of the President thereunder at any time after
giving due notice in writing to the contractor of his desire to do so. In the
event of such a notice being given:-
(a)
the Divisional Officer shall be entitled to direct the contractor to complete the
supply of the materials which are ready for delivery up to date of the expiry
of the notice and thereafter to cease their supply; all the articles or supplies
received and accepted up to that date shall be paid for at the tender; and
(b)
the contractor shall have no claim to any payment or compensation
whatsoever on account of any profit or advantage which he might have
derived in consequence of the full execution of the contract, but which he did
not obtain owing to its premature termination, or for any loss which he might
have sustained on this account.
7.
No payment shall be made for supplies estimated to cost less than rupees
one thousand, till after the whole of the supplies shall have been completed
and a certificate of completion given. But in the case of supplies estimated to
cost more than rupees one thousand the contractor shall on submitting the
bill-therefore be entitled to receive a monthly payment proportionate to the
part thereof then approved and passed by the Engineer-in-charge whose
certificate of such approval and passing of the sum so payable shall be final
and conclusive against the contractor. But all such intermediate payments
shall be submitted by the contractor within one month of the date fixed for
the completion of the delivery of materials, otherwise the Engineer-incharge’s certificate of the measurement and of the total amount payable for
the supplies accordingly shall be final and binding on all parties.
Payments due to the contractor may, if so desired by him, be made to his
bank instead of direct to him, provided that the contractor furnishes to the
Engineer-in-charge (1) an authorization in the form of a legally valid
document such as a power-of-attorney conferring authority on the bank to
receive payment , and (2) his own acceptance of the correctness of the
account made out as being due to him by Government or his signature on
the bill or other claim preferred against Government before settlement by the
Engineer-in-charge of the account or claim by payment to the bank. W hile
the Receipt given by such bank shall constitute a full and sufficient
discharge for then payment, the contractor, should, wherever possible,
present his bills duly receipted and discharged through his bankers.
Nothing herein contained shall operate to create in favour of the bank any
rights or equities vis-à-vis the President of India.
8.
The materials shall be of the best description and in strict accordance with
the specification, and the contractor shall receive payment for such materials
only as are approved and passed by the Engineer-in-charge.
9.
In the event of the material being considered by the Engineer-in-charge to
be inferior to that described in the specification, the contractor shall, on
demand in writing, forthwith remove the same at his own charge and cost,
and in the event of his neglecting to do so within such period as may be
named by the Engineer-in-charge, that Officer may have such rejected
material removed at the contractor’s risk and expense, the expense incurred
being liable to be deducted any sum due, or which may become due, to the
contractor.
10.
If the contractor or his work people or servants shall break, deface, injure or
destroy any building, road, road curbs, fence, enclosure, water pipes,
cables, drains, electric or telephone posts or wires, trees, grass or grass
land or cultivated ground contiguous to place where the materials are being
supplied, he shall make good the same at his own expense, and in the event
of his refusing or failing to do so, the damage shall be repaired at his
expense by the Engineer-in-charge, who shall deduct the cost from any
sums due, or which may become due, to the contractor.
11.
The contractor shall supply at his own expense all tools, plant and
implements required for the due fulfillment of his contract, and the material
shall remain at his risk till the date for final delivery, unless it shall have been

No materials shall be brought to site or delivered on Sundays without the
permission of the Engineer-in-charge.
13.
This contract shall not be sublet without the written permission, he shall be
considered to have thereby committed a breach of contract, and shall forfeit
his security deposit, and shall have no claim for any compensation for any
loss that may accure from the materials he may have collected or
engagements entered into.
13-A. The Engineer-in-charge shall have power to make any alterations in,
omissions from, additions to, or substitutions for, the original specifications,
drawing, designs and instructions, that may appear to him to be necessary
or advisable during the course of supply of the materials and the contractor
shall be bound to supply the materials in accordance with any instructions
which may be given to him in writing signed by the Engineer-in-charge, and
such alteration, omissions, additions or substitutions shall not invalidate the
contract; and any altered, additional or substituted materials which the
contractor may be directed to supply in the manner above specified as part
of the work shall be supplied by the contractor on the same conditions in all
respect on which he agreed to do the main work, and at the same rates as
are specified in the tender for the main work. The time for the completion of
the supply shall be extended in the proportion that the altered, additional or
substituted quantity of materials bears to the original quantity and the
certificate of the Engineer-in-charge shall be conclusive as to such
proportion. And if the altered, additional or substituted materials include any
class of materials, for which no rate is specified in this contract, then such
class of materials shall be supplied at the rates entered in the schedule of
district on which the
rates of the
estimated cost shown on page 2 of the tender is based; and if such class of
materials are not entered in the said schedule of rates, then the contractor
shall within seven days of the date of his receipt of the order to supply the
materials inform the Engineer-in-charge does not agree to this rate he shall,
be notice in writing, be at liberty to cancel his order to supply such class of
materials, and arrange the supply thereof in such manner as he may
consider advisable, provided always that if the contractor shall commence
supply or incur any expenditure in regard thereto before the rates shall have
been determined as lastly herein before mentioned, then and in such case
he shall only be entitled to be paid in respect of the supply made or
expenditure incurred by him prior to the date of the determination of the rate
as aforesaid according to such rate or rates as shall be fixed by the
Engineer-in-charge. In the event of a disputethe decision of
the
Executive Engineer of the circle shall be final.
13-B. In every case in which by virtue of the provision of section 12, subsection(1)
of the W orkmen’s compensation Act,1923, Government is obliged to pay
compensation to a workman employed by the contractor, in execution of the
works; Government will recover from the contractor the amount of the
compensation so paid; and without pre-judice to the right of Government
under section 12, subsection(1) Government shall be at liberty to recover
such amount or any part thereof by deducting it from the security deposit or
from any sum due by Government to the contractor whether under this
contract or otherwise.
Government shall not be bound to contract any claim made against it under
section 12, subsection(1) of the said Act, except on the written request of the
contractor and upon his given to Government full security for all costs for
which Government might become liable in consequence of contesting such
claim.
13-C. (a)
The contractor shall pay not less than fair wage to labourers
engaged by him on the work.
Explanation- “Fair Wage” means wage whether for time or piece work
notified at the time of inviting tenders for the work and where such wages
have not been so notified that wages prescribed by the C.P.W .D. for the
distraction which the work is done.
(b)
The contractor shall, notwithstanding the provision of any contract to the
contrary, cause to be paid a fair wages to labourers indirectly engaged on
the work, including any labour engaged by his sub-contractors in connection
with the said work, as if the labourers had been immediately employed by
him.
(c)
In respect of all labour directly or indirectly employed in the work for the
performance of the contractor’s part of this Agreement the contractor shall
comply with or cause to be complied with the C.P.W .D. Contractor’s Labour
Regulations made by Government from time to time in regard to payment of
wages, wage period; deduction from wages, recovery of wages not paid and
deductions authorisedly made maintenance of wage register, wage cards,
publication of scale of wages and other terms of employment, inspection and
submission of periodical return and all other terms of employment,
inspection and submission of periodical return and all other matter of a like
nature.
(d)
The Executive Engineer( I ) o r Sub- Divisional Officer concerned shall
have the right to deduct, from the money due to the contractor any sums
required or estimated to be required for making good the loss suffered
by a worker or workers by reason of non- fulfillment of the condition of
the contract for benefit of the workers, non- payment of wages or of
deductions made from his or their wages which are not justified by the
terms of the contract or non-observance of the Regulations.
(dd)
under the provision of the Minimum W ages Act,1948 and Minimum
W ages(Central) Rules,1950, the contractor is bound to allow or cause to be
allowed to the Labourers directly or indirectly employed in the works one
day’s rest of six days continuous work and pay wages at the same rates as
for duty. In the event of default, the Executive Engineer(Power) or
Executive Engineer or Sub-Divisional Officer concerned shall have right to
deduct sum or sums not paid on account of wages for weekly holidays to
any labours, and pay the same to the persons entitled thereof, from any
moneys due to the contractor.
(e)
Vis-à-vis the Central Government the contractor shall be primarily liable for
all payments to be made under, and for the observance of the Regulations
aforesaid without prejudice to his right to claim indemnity from his sub-
(f)
The Regulations aforesaid shall be deemed to be a part of the contract and
any breach thereof shall be deemed to be a breach of his contract.
13-D. In respect of all labour directly or indirectly employed in the works for the
performance of the contractor’s part of this agreement, the contractor shall
complied with all rules framed by Government from time to time for the
protection of health and sanitary arrangements for workers employed by the
Central Public W orks Department and its contractors.
13-E. In the event of the contractor(s) committing a default or breach of the
provision of the Central Public W orks Department Contractor’s Labour
Regulation and Model Rules for the protections of health and sanitary
arrangements for the workers as amended from time to time or furnishing
any information or submitting or filling any statements under the provisions
of above the Regulations and Rules which is materially incorrect, he/they
shall without prejudice to any other liability pay to the Government a sum not
exceeding Rs.50/for every default, breach of furnishing, making,
submitting filling such materially incorrect statements and in the event of
contractor(s) defaulting continuously in this respect, the penalty may be
enhanced to Rs.50/- per day for each day of default subject to a maximum of
5 per cent of the estimated cost of the work put to tender. The decision of
the Engineer-in-charge shall be final and binding on the parties.
13-F
Hutting for labour the contractor(s) shall at his/their own cost provide
his/their labour with sufficient number of huts(thereafter referred to as the
Camp) of the following specification on a suitable plot of land to be approved
by the Engineer-in-charge.
1 (a)
The Minimum height of each hut at the eye level shall be 2.10m(7’)
and the floor area to be provided will be at the rate or
2.7sq.,(30sq.ft.) for each member of the worker’s family staying with
labour.
(b)
The contractor(s) shall in addition construct suitable cooking places
having a minimum area of 1.80x1.50m(6’x5’) adjacent to the hut for
each family.
(c)
The contractor(s) also construct temporary/latrines and urinal for the
use of the laboures each on the scale of not less than four per each
one hundred of the total strength, separate latrines and urinals being
provided for women.
(d)
The contractor(s) shall construct sufficient number of bathing and
washing places, one unit for every 25 persons residing in the camp.
The bathing and washing places shall be suitably screened.
2 (a)
All the huts shall have walls of sun-dried or burnet bricks laid in mud
mortar or other suitable local materials as may be approved by the
Engineer-in-charge. In case of sun dried bricks, the walls should be
plastered with mud gobri on both sides. The floor may be katcha but
plaster with mud gobri and shall be at least 15cms.(6”) above the
surrounding ground. The roofs shall be laid with thatched or any
other materials as may be approved by the Engineer-in-charge and
the contractor shall ensure that throughout the period of their
occupation the roofs remain water-tight.
(b)
The contractor(s) shall provide each hut with proper ventilation.
(c)
All doors, windows, and ventilators shall be provided with suitable
leaves for security purposes.
(d)
There shall be kept an open space of at least 7.2m(8 yards) between
the rows of huts which may be reduced to 6m(20ft.) according to the
availability of site with approval of the Engineer-in-charge, back to
back construction will be allowed.
3.
W ater Supply:- The contractor(s) shall provide adequate supply of
water for the use of labourers. The provisions shall not be less than
whole-some water per head per day for drinking purposes and 3
gallons of clean water per head per day for bathing and washing
purposes. W here piped water supply is available, supply hall be at
stand posts and where the supply is from wells or river, tanks which
may be of metal or masonry, shall be provided. The contractor(s)
shall also at his/their own cost make arrangements for laying pipe
lines for water supply to his/her labour camp from the existing mains
wherever available and shall pay all fees and charges therefore.
4.
The site selected for camp shall be high ground, removed from
jungle.
5.
Disposal of Excreta:- The contractor(s) shall make necessary
arrangements for the disposal of excreta form the latrines by
trenching or incineration which shall be according to the
requirements laid down by the Local Health Authorities. If trenching
or incineration is not allowed, the contractor(s) shall make
arrangements for the removal of the excreta through the Municipal
Committee/authority and inform it about the numbers of labourers
employed so that arrangements may be made by such
Committee/authority for the removal of the excreta. All charges on
this account shall be borne by the contractor and paid directly by him
to the Municipality / authority. The contractor shall provide on
sweeper for every 8 seats in case of dry system.
6.
Drainage:- The contractor(s) shall be provided efficient arrangements
for draining away sullage water so as to keep the camp neat and
tidy.
7.
The contractor(s) shall make necessary arrangements for keeping
the camp area sufficiently lighted to avoid accidents to the workers.
8.
Sanitation:- The contractor(s) shall make arrangements for
conservancy and sanitation in the labour camps according to the
rules of the Local Public Health and Medical Authorities.
13-G. In respect of all labour directly or indirectly employed in the work for the
performance of the contractor(s) part of this agreement, the contractor shall
at his own expense arrange for the safety provision as per C.P.W .D. safety
code framed from time to time and shall at his own expense provide for all
facilities in connection therewith. In case the contractor fails to make
arrangement and provide for all facilities as aforesaid he shall be liable to
pay a penalty of Rs.50/- for each default and in addition the Engineer-incharge shall be at liberty to make arrangement and provide facilities as
aforesaid and recover the cost incurred in, on that behalf from the
contractor.
14.
Except where otherwise provided in the contract all questions and disputes
relating to the meaning of the specifications designs drawings and
instructions herein before mentioned and as to the quality of workmanship,
or materials used on the work or as to any other question, claim, right,
matter or thing whatsoever, in any way arising out of, or relating to the
contract; designs, drawings, specifications, estimates, instructions, orders or
these conditions, or otherwise concerning the works or the execution, or
failure to execute the same, whether arising during the progress of the works
or after the completion or abandonment thereof shall be referred to the sole
arbitration of the Chief Engineer/Additional Chief Engineer, Central Public
W orks Department and if the Chief Engineer/Additional Chief Engineer, is
unable or unwilling to act, to act, to the sole arbitration of some other person
appointed by the Chief Engineer/Additional Chief Engineer willing to act as
such arbitrator. It will be no objection to any such appointment that the
arbitrator so appointed is a Government Servant that he had to deal with the
matters to which this Agreement relates and that in the course of his
Agreement relates and that in the course of his duties as such Government
Servant he had expressed views on all or any of the matters in dispute or
difference. The award of the arbitrator so appointed shall be final, conclusive
and binding on all parties to this contract.
15.
On the breach of any term or condition of this contractor, the said President
shall be entitled to forfeit the security deposit, or the balance thereof, that
may at that time remaining, and to realize and retain the same as damages
and compensation for the breach, but without prejudice to the right of the
said President to recover any further sum as damage from any sums due or
which may become due to the contractor by Government or otherwise
howsoever.
Interpretation Clause:
The President means President of India and his successors.
The Divisional Officer means Divisional Officer for the time being of the
Division concerned.
The Sub-Divisional Officer means Sub-Divisional Officer for the time being of
the Sub-Divisional concerned.
W ords imparting the singular number only include the plural number and
vice versa.
Termination
of Contract
on Death
16.
Without prejudice to any of the rights or remedies under this contract, if the
contractor dies, the Divisional Officer on behalf of the President of India shall
have the option of terminating the contract without compensation to the
contractor.
17.
(1)
W henever any claim; against the contractor for the payment of a sum or
money arises out or under the contract, Govt. shall be entitled to recover such sum
by appropriating, in part or whole, the security deposit of the contractor, and to
sell any Government Promissory notes etc. forming the whole or such security. In
the event of the security being insufficient or if no security has been taken from the
contractor, then the balance or the total sum recoverable, as the case may be, shall
be deducted from any sum then due or which at any time thereafter may become
due from the contractor under this or any other contract with Govt. should this sum
be not sufficient to cover the full amount recoverable, the contractor shall pay to
Government on demand the balance remaining due.
(2)
Government shall have the right to cause an audit and technical
examination of the work and the final bill of the contractor including all
supporting vouchers, abstracts etc. to be made after payment of the final bill and if as
a result of such audit and technical examination any sum is found to have been
overpaid in respect of any work done by the contractor under the contract or any
work claimed by him to have been done by him under work done by the contractor
under the contract or any work claimed by him to have been done by him under the
contract and found not to have been executed, the contractor shall be liable to
refund the amount of the overpayment and it shall be lawful for Government to
recover the same from him in the manner prescribed in sub-clause(1) of this clause
or in any other manner legally permissible and if as a result of audit and
technical examination it is found that the contractor was paid less than what was due
to him under the contract in respect of any work executed by him under it, the
amount of such under payment shall be duly paid by Government to the contractor.
PROVIDE that Government shall not be entitled to recover any sum overpaid,
nor the contractor shall be entitled to payment of any sum paid short where
such payment has been agreed
upon

TECHNICAL SPECIFICATION FOR OUTDOORS TYPE
DISTRIBUTION TRANSFORMERS OF 3 STAR RATED 11
KV/433 – 250 V CLASS UPTO AND INCLUDING 100 KVA WITH
CRGO CORE.
1.0
SCOPE :
This specification covers, engineering, manufacture, assembly, stage testing,
Inspection and testing before supply and delivery at site of oil immersed, naturally
cooled 3 phase 11 kv/433 – 250 V Distribution Transformers for outdoor use.
1.1
It is not the intent to specify completely herein all the details of the design and
construction of equipment. However the equipment shall conform in all respects to high
standards of engineering, design and workmanship and shall be capable of performing
in continuous commercial operation upto the Bidder’s guarantee in a manner
acceptable to the purchaser, who will interpret the meanings of drawings and specification
and shall have the power to reject any work or material which in his judgement is not
in accordance therewith. The offered equipment shall be complete with all components
necessary for their effective and trouble free operation. Such, components shall be
deemed to be within the scope of Bidder’s supply irrespective of whether those are
specifically brought out in this specification and or the commercial order or not.

The Standard Ratings shall be 100 KVA having three star specifications.
QUALIFICATION OF BIDDERS:

Technical:
The bidder should be a manufacturer of Distribution Transformers (11/0.433
KV ) of above ratings for which he submits his offer.
The bidder has to quote at least 50% of the tendered quantity of the material covered
under this notification. The bidder should have supplied Distribution Transformers of
same size or higher sizes/voltage rating minimum 50% of the quoted/offered quantity
during any one of the financial year out of the immediate past three financial years.
Bidders shall submit self attested copies of P.O.’s executed successfully for the
relevant years and abstract thereof to prove the quantity as supplied.
The bid shall be accompanied by user’s certificate from any Distribution Utility/
Reputed Private Organization/ State Govt./ Central Govt. or their undertaking(s) in
support of satisfactory performance of their above materials supplied earlier to them.

Material conforming to other internationally accepted standards, which ensure equal or
higher quality than the standards mentioned above would also be acceptable. In case the
Bidders who wish to offer material conforming to the other standards, salent points of
difference between the standards accepted and the specific standards shall be clearly brought
out in relevant schedule. Four copies of such standards with authentic English translations
shall be furnished along with the offer.

SYSTEM DETAILS :
The transformers shall be suitable for outdoor installation with 3 phase 50 HZ 11
KV system in which the neutral is effectively earthed and they should be suitable for
service under fluctuations in supply voltage up to plus 10% to minus 15%.

5.1.1 CORE MATERIAL – CRGO.
a)
CRGO Material :
i)
The core shall be of NEW high grade cold rolled grain oriented annealed steel
lamination having low loss and good grain properties coated with moisture proof
insulation bolted together and to the frames firmly to prevent vibration or noise. The core
shall be stress relieved by annealing under inert atmosphere if required. The complete
design of core must ensure permanency of the core losses with continued
working of the transformers. The value of the maximum flux density allowed in the
design and grade of lamination used shall be clearly stated in the offer.
Core Clamping for CRGO :
1) MS Channel shall be used on top and bottom.
2) Core Channel on LV side to be reinforced at equidistance, if holes/cutting is done
for LT lead in order to avoid bending of channel.
3) MS Channels shall be painted with varnish or oil resistant paint.
The transformers core shall be suitable for over fluxing (due to combined effect of voltage
and frequency) upto 12.5% without injurious heating at full load conditions and shall not
get saturated.
The Bidder shall furnish necessary design data in
support of this situation.
The nominal flux density in any part of the core shall not exceed 1.69 Tesla at 1.0 p.u.
voltage and 1.9 Tesla at 1.1 p.u. voltage. The vendor shall furnish necessary design data
in support of this stipulation.
No load current shall not exceed 3% of full load current and will be measured by energizing

Increase

Clamping and Tie-rods shall be made from HT steel & shall be parkarised. NOTE
: “Equal weightage shall be given to the transformers with CRGO”.

5.2.c.1 LV winding shall be in form of even layers so that the neutral formation will be at top.
The winding shall be of one or more rectangular conductors insulated from each other to
reduce eddy current losses. The tolerances on the size of the conductor shall be as per Is -6160,
specification for rectangular conductors. If the active axial length of the coil is more than 350

: 335/1993 or BS 148 or REC 39/1993. Oil shall be filled under vacuum of 250 tor
+/– 5%.
5.3
LOSSES : The bidder should guarantee individual No load loss and load loss without
any positive tolerance. The bidder should also guarantee the total losses at
50% load condition (50% of rated KVA rating at rated voltage and frequency and
at 75 deg centigrade without any positive tolerance.
5.4
The maximum allowable losses at rated frequency permitted at 75˚ C for
11/0.433KV Transformers can be chosen by the utility from the values of 3
Stare rating for transformer rating of 100KVA as indicate below.

5.3
PENALTY FOR NON PERFORMANCE :
5.3.1 During testing, if it is found that the actual measured losses are more than the values
quoted by the bidder, the purchaser will have right to exercise one of the following
options :

5.3.2 Transformers with temperature rise and impedance beyond guaranteed values.
1. Purchaser reserves the right to reject the available lot of the such transformer in any
sample of the transformer during the test at supplier’s works, if the temperature
rise exceed the guaranteed values.
2.
Purchaser reserves the right to reject any transformer during the test at
supplier’s works, if the impedance values differ from the guaranteed values
including tolerance.
3. Purchaser also reserves the right to retain the rejected transformer and take it into
service until the Bidder replaces it with a new transformer at no extra cost. The delivery
as per contract will be counted when the new transformer as per specification is
provided by the manufacture.
5.4
INSULATION MATERIAL :
a) Material : Electrical grade insulation Kraft Paper of standard make or
better material subject to approval of the purchaser. Pressboard of standard
make or better material subject to approval of purchaser.
5.5
b) All spacers, axial wedges / runners used in windings shall be made of precompressed. Pressboard-solid, conforming to type B 3.1of IEC 641-3-2. In case of
cross-over coil winding of HV all spacers shall be properly sheared and dovetail
punched to ensure proper locking. All
axial wedges runners
shall be properly milled to dovetail shape so that they pass through the designed
spacers freely. Insulation shearing, cutting, milling and punching operations shall be
carried out in such a way, that there should not be any burr and dimensional
variations.
TANK : The transformer tank can be with radiator fins rounded or elliptical cooling
tubes or made of corrugated panels.
For Rectangular plain tank :
i) The transformer tank shall be of robust construction rectangular in shape and shall
be built up of tested MS sheet.
ii) The internal clearance of tank shall be such that, it shall facilitate easy lifting of core
with coils from the tank without dismantling LV bushings.
iii) All joints of tank and fittings shall be oil tight and no bulging should occur during service.
The tank design shall be such that the core and windings can be lifted freely. The tank plate
shall be of such strength that the complete transformers when filled with oil may be lifted
bodily by means of lifting lugs. Inside of tank shall be painted with varnish/Hot oil.
iv). Manufacturer should carry out all welding operations as per the relevant ASME
standards and submit a copy of the welding procedure qualifications and welder
performance qualification certificates to the customer.
v). The four walls of the tank shall be made of Two “L” shaped sheets (without joints) fully
welded at the comers from inside and outside of the tank for withstanding pressure of 0.8
kg/cm for 10 minutes.
vi). The tank shall be reinforced by welded angle on all the outside walls on the edge of the
tank to form two equal compartments. Permanent deflection when the tank without oil is
subject to a vacuum of 525mm of mercury for rectangular tank and
760mm of mercury for round tank shall not be more than 5mm upto 750mm
length and 6mm upto 1250mm length. The tank shall further be capable of
withstanding a pressure of 0.8 kg./sq.cm(g) and a vacuum of 0.3 kg./sq.cm(g) without
any deformation.
vii). The radiators can be tube type or fin type or pressed steel type to achieve the desired
cooling to limit the specified temperature rise. The transformer shall be capable of
giving continuous rated output without exceeding the specified temperature rise. Bidder
shall submit the calculation sheet.
viii). Lifting Lugs : 4 Nos. of welded heavy duty lifting lugs of MS plate 8mm thick
(min)suitably reinforced by vertical supporting flat welded edgewise below the lug on the
side wall.
ix). Pulling lugs : 4 Nos. of welded heavy duty pulling lugs of MS plate 8mm thick
(min) shall be provided to pull the transformer horizontally.
x). Top cover fixing bolts of G.I. adequately spaced and 6mm Neoprene bonded cork
gaskets conforming to IS 4253 part-II shall be placed between tank and cover.
The bolts outside tank shall have 2 flat washers & one spring washer.
5.6.8 CONSERVATOR
On Transformers of all ratings with rectangular plain tank the provision of conservators
is obligatory.
When a conservator is provided, oil gauge and the plain or dehydrating breathing devise
shall be fixed to the conservator which small also be provided with a drain plug and a
filling hole (1 ¼” normal size thread) with cover.
The capacity of a conservator
tank shall be designed to contain 10% of the total quantity of oil and its contraction and
expansion due to temperature variations.
Normally 3% quality of total oil will be
contained in the conservator.
In addition the cover of main tank shall
be provided with an air release plug to enable air trapped within to be released, unless the
conservator is so located as to eliminate the possibility of air being trapped within the
main tank.
The inside diameter of the pipe connecting the conservator to the main tank should be
within 30 to 50mm and it should be projected into the conservator so that its end is
approximately 20mm above the bottom of the conservator so as to create a sump for
collection of impurities. The minimum level (corresponding to –5 deg.C) should be above
the sump level.
5.6.9 BREATHER :
Breather shall be screwed type. It shall have die cast aluminium body and further
inside container for silica gel shall be of tin sheet. Volume of Silica gel breather
shall be 0.5 Kg. Inverted U-shape pipe shall be used for connection of breather.
5.7
SURFACE PREPARATION & PAINTING :
5.7.1 General :
5.7.1.1 All paints shall be applied in accordance with the paint manufacturer’s
recommendations particular attention shall be paid to the following :
a) Proper storage to avoid exposure as well as extremes of temperature. b)
Surface preparation prior to painting.
c) Mixing and thinning
d) Application of paints and the recommended limit on time intervals between coats.
e) Shelf life for storage
5.7.1.2 All paints, when applied in a normal full coat, shall be free from runs, sags,
wrinkles, patchiness, brush marks or other defects.
5.7.1.3 All primers shall be well marked into the surface, particularly in areas where
painting is evident, and the first priming coat shall be applied as soon as possible after
cleaning.
The paint shall be applied by airless spray according to
manufacturer’s recommendations.
However, where ever airless spray is not
possible, conventional spray be used with prior approval of purchaser.
5.7.1.4 The supplier shall, prior to painting protect nameplates, lettering gauges, sight
glasses, light fittings and similar such items.
5.7.2 CLEANING AND SURFACE PREPARATION
5.7.2.1 After all machining, forming and welding has been completed all steel work surfaces
shall be thoroughly cleaned of rust, scale welding slag or spatter and other
contamination prior to any painting.
5.7.2.2 Steel surfaces shall be prepared by Shot blast cleaning(IS9954) to grade Sq.2.5 of
ISO 8501-1 or Chemical cleaning by Seven Tank process including Phosphating to
the appropriate quality(IS 3618).
5.7.2.3 The pressure and volume of the compressed air supply for blast cleaning shall meet the
work requirements and shall be sufficiently free from all water contamination to ensure that
the cleaning process is not impaired.
5.7.2.4 Chipping, scraping and steel wire brushing using manual or power driven tools cannot
remove firmly adherent mill scale shall only be used where blast cleaning is impractical.
Manufacturer to explain such areas in his technical offer clearly.
5.7.3 PROTECTIVE COATING :
5.7.3.1 As soon as all items have been cleaned and within four hours of the subsequent
drying, they shall be given suitable anti-corrosion protection.
5.7.4 PAINT MATERIAL :
Followings are the types of paint that may be suitably used for the items to be
painted at shop and supply of matching paint to site :
5.7.4.1 Heat resistant paint (Hot oil proof) for inside surface.
5.7.4.2 For external surfaces one coat of Thermo Setting Powder paint or 1 coats of Zinc
chromate primer followed by 2 coats of Synthetics Enamel/Polyurethene base paint. These
paints can be either air drying or stoving.
5.7.4.3 The color of the finishing coats shall be dark admiral gray conforming to No.632 of
IS-5 of 1961.
5.7.5 PAINTING PROCEDURE :
5.7.5.1 All painting shall be carried out in conformity with both Specification and with the
paint manufacturer’s recommendation. All paints in any one particular system.
Whether shop or site applied shall originate from one paint manufacturer.
5.7.5.2 Particular attention shall be paid to the manufacturer’s instructions on storate,
mixing thinning and pot life. The paint shall only be applied in the manner detailed by the
manufacturer e.g. brush, roller, conventional or airless spray and shall be applied
under the manufacturer’s recommended
condition. Minimum and
Maximum time intervals between coats shall be closely followed.
5.7.5.3 All prepared steel surfaces should be primed before visible re-rusting occurs or within
4 hours, whicheve is sooner Chemical treated steel surfaces shall be primed as soon as the
surface is dry and while the surface is still warm.
5.7.5.4 Where the quality of film is impaired by excess film thickness (wrinking, mud
cracking or general softness) the Supplier shall remove the unsatisfactory paint
coating and apply another. As a general rule, dry film thickness should not exceed the
specified minimum dry film thickness by more than
25mm. In all instances where
two or more coats of the same paint are specified, such coatings may or may not be of
contrasting colours.
5.7.5.5 Paint applied to items that are not be painted shall be removed at Supplier’s expense,
leaving the surface clean, unstained and undamaged.
5.7.6 Damaged Paint Work :
5.7.6.1 Any damage occurring to any part of a painting scheme shall be made good to the
same standard of corrosion protection and appearance as that originally employed.
5.7.6.2 Any damaged paint work shall be made good as follows :
a. The damaged area, together with an area extending 25mm around its boundar y shall
be cleaned down to bare metal.
b. A priming coat shall be immediately applied, followed by a full paint finish equal to that
originally applied and extending 50mm around the perimeter of the original damage.
c. The repainted surface shall present a smooth surface. This shall be
carefully chamfering the paint edges before and after priming.
5.7.7. Dry Film Thickness :

5.7.7.1 To the maximum extent practicable the coats shall be applied as a continuous film of
uniform thickness and free of pores. Overspray, skips, runs, sags and drips should be
avoided. The different coats may or may not be of the same colour.
5.7.7.2 Each coat of paint shall be allowed to harden before the next is applied as per
manufacturer’s recommendation.
5.7.7.3 Particular attention must be paid to full film thickness at edges.

5.7.8.1 The painted surface shall be tested for paint thickness.
5.7.8.2 The painted surface shall pass the Cross Hatch Adhesion test, Salt spray test and
Hardness test as per the relevant. ASTM standards.
5.8
NOTE : Supplier shall guarantee the painting performance requirement for a period of not
less than 5 years.
BUSHING :
5.8.1 For 11 KV Transformers – 17.5 KV class bushings shall be used and further for LV
side viz. 433 volts 1.1 kv terminal bushing shall be used. Bushing
of the same
voltage class shall be interchangeable bushing with plain shed as per IS 3347.
Bushings shall be mounted on top plate only. Sheet metal pocket shall be designed in
such a way that all HT bushings shall remain parallel and at equidistance
throughout.
The arrangement of bushing at top plate is only acceptable. The HV bushings shall have
to be installed on turret, flange and gaskets to prevent eventual entry of water.
The turret height should be minimum 50mm. Radiator shall be provided on both side
on HV and LV sides. Bushings of following makes having type tested as per IS 2099
and approved by the GUVNL shall only be used and are acceptable.

5.8.2 The bi-metalic connectors shall have to be fitted on HV/LV terminals having capacity
of double the size of rated HV/LV current of transformer.
5.8.3 Internal connection :
a) HV Winding :
i)
In case of HV winding all jumpers from winding to bushing shall have
cross section larger than winding conductor.
ii)
Inter coil connection shall be done by brazing.
iii)
In case of AL/CU winding Delta joint shall be with brazing only.
iv)
Lead from Delta joint shall be connected to bushing rod by brazing only.
b) LV Winding :
LV star point shall be formed of AL/CU flat of sufficient size and length. Lead
from winding shall be connected to the flat by brazing.
Firm connection of LV winding to bushing shall be made of adequate size of “L”
shape flat. Connection of LV coil lead to “L” shape flat shall be made by brazing.
The “L” Shape flat shall be of copper for copper winding and
Alluminium of Alluminium winding.
“L” Shape flat/lug shall be clamped to LV bushing metal part by using nut, locknut and
washer.
8) Tank Base Channel :
Two numbers of channels of size 75 x 40 mm are to be provided for 100 KVA
Transformer.
5.10.
Terminal markings :
High voltage and Low voltage phase windings shall be marked both in the terminal
boards inside the tank and on the outside with capital letter IU, IV, IW and low
voltage winding for the same phase marked by corresponding small letter 2u, 2v,
2w. The neutral point terminal shall be indicated by the letter 2n. Neutral terminal to be
brought out and connected to local grounding terminal by an Earthing strip.

FASTENERS :
All bolts, studs, screw threads, pipe threads, bolt heads and nuts shall comply with
the appropriate Indian Standards for metric threads, or the technical equivalent.
Bolts or studs shall not be less than 6mm in diameter except when used for small wiring
terminals.
All nuts and pins shall be adequately locked.
Wherever possible bolts shall be fitted in such a manner that in the event of failure of
locking resulting in the nuts working loose and falling off, the bolt will remain in position.
All ferrous bolts, nuts and washers placed in outdoor positions shall be treated to prevent
corrosion by hot dip galvanizing except high tensile steel bolts and spring washers which
shall be electro-galvanised plated.
Appropriate precautions shall be taken to prevent
electrolytic action between dissimilar metals.
Each bolt or stud shall project at least one thread but not more than three threads through
the nut except when otherwise approved for terminal board studs or relay stems.
If
bolts nuts are placed so that they are inaccessible by means of ordinar y spanners special
spanners shall be provided.
The length of the screwed portion of the bolts shall be such that no screw thread may form
part of a shear plane between members.
Taper washers shall be provided where necessary.
Protective washers of suitable material shall be provided front and back or the
securing screws.
5.13 Terminal Connectors
5.14
The LV bushing and HV bushing stems shall be provided with suitable terminal connectors so as to
connect the jumper without disturbing the bushing stem. Connectors shall be with eye bolts so as to
receive 55 sq mm conductor for HV.
MOUNTING ARRANGEMENT :
The under base of all transformers shall be provided with two 75 x40 mm channels
460mm long with holes to make them suitable for fixing on a platform or plinth.
5.15
OVERLOAD CAPACITY :
The transformers shall be suitable for loading as per IS : 6600/1972.
5.15.1 The inspection of proto type transformer.
The Manufacturer shall have to offer One No. of prototype transformer for
alongwith relevant drawing to the bidder for the approval of DNH POWER
DISTRIBUTION CORPORATION LTD., DADRA AND NAGAR HAVELI,
SILVASSA before offering first lot.

5.15.2 GUARANTEE FOR THE TRANSFORMERS :
1) Guarantee period shall be 60 months from the date of supply. If any transformer fails during this
period, the supplier shall repair the same at his cost at his works.
2) The supplier situated outside D&NH shall have to establish suitable and adequate arrangement
for repairing and testing of failed transformer in D&NH at his cost. This arrangement shall have
to be continued up to the completion date of guarantee period of supply of last lot.
3) After intimation of failure of transformer failed within guarantee period, DNH PDCL will
arrange for the dispatch of guarantee period failed transformer to firm’s works at the cost of Firm.
On receipt of guarantee period failed transformer at firm’s works, the external inspection will be
carried out by representative of Corporation not below the rank of Junior Engineer. The cost of
any outer component damage not damage not because of supplier’s fault and required to be
provided will be reimbursed to the supplier as per the approved rate of Corporation on the
strength of joint external inspection report. No, internal inspection of failed unit is to be carried
out in presence of representative of DNH PDCL. However, the supplier may prepare an internal
inspection report of failed unit for his study and analysis. If required, such analysis shall be
furnished to Corporation. After joint inspection, the failed transformer shall be repaired within
one month and the repaired unit duly tested shall be dispatched by supplier at his cost to the
concerned consignee from where the failed unit was received along with test report. If the
transformer is not repaired and delivered back or dispatched without complete test report within
this period, than the cost of GP failed transformer shall be recovered from the supplier’s pending
/ ensuing bill against the order or any other of order. In case, the supplier does not have further
order, the cost of GP failed transformer shall be recovered from the Bank Guarantee furnished.
Testing of transformer will be done in presence of DNH PDCL’s Engineer to ensure no change
in losses as per GTP after repair. Transformer found with higher losses than GTP will not be
accepted and cost thereof will be recovered. The testing of each G.P. failed transformer will be
carried out for all acceptance tests as per the relevant standard where no load losses and load
losses are also required to be maintained identical as per the GTP attached herewith i.e. No load
loss for respecting ratings is as under.

TESTS :
a)
All the equipment offered shall be fully type tested by the bidder or his
collaborator as per the relevant standards including the additional type tests
mentioned at clause 6.2. The type test must have been conducted on a
transformer of same design. The Bidder shall furnish four sets of type test reports
alongwith the offer.
Offers without type test reports will be treated as Nonresponsive.
15) Special tests other than type and routine rests as agreed between purchaser and
Bidder shall also be carried out as per the relevant standards.
c) The test certificates for all routine and type tests for the transformers and also for the
bushings and transformer oil shall be submitted with the bid.

TYPE TESTS TO BE CONDUCTED ON ONE UNIT :
In addition to the Tests mentioned in para 6.1 following Tests shall be conducted.
6.2.1 Temperature rise test for determining the maximum temperature rise after
continuous full load run.The ambient temperature and time of test should be stated in
the test certificate.
6.2.2. Impulse Voltage Test : As per Clause No.13 (With chopped wave) of IS 2026 Part-III latest version. Bill for 11 KV shall be 95 KV Peak instead of
75 KV.
6.2.3. Air Pressure Test : As per Cl.22.5 of IS – 1180/Part-I/1989.
6.2.4. Short Circuit withstand test : Thermal and dynamic ability.
6.2.5. Magnetic Balance Test.
6.2.6. Noise level measurement.
6.2.7. Measurement of zero phase sequence impedance.
6.2.8. Measurement of Harmonics of no-load current.
6.2.9. Pressure relief device test (if provided)
6.2.10.Transformer tank shall be subjected to specified vacuum. The tank designed for
vacuum shall be tested at an internal pressure of 0.35Kg. per sq.cm. absolute
(250mm of Hg) for one hour. The permanent deflection of flat plates after the
vacuum has been released shall not exceed the values specified below :

6.2.11. Transformer tank together with its radiator and other fittings shall be
subjected to pressure corresponding to twice the normal pressure or 0.35
Kg./Sq.cm. whichever is lower, measured at the base of the tank and maintained
for an hour. The permanent deflection of the flat plates after the excess pressure has been
released, shall not exceed the figures for vacuum test.
6.2.12. The pressure relief device shall be subject to increasing fluid pressure.
It shall
operate reaching the test pressure as specified in the above class. The operating pressure
shall be recorded.
The device shall seal off after the excess
pressure has been released.
Type test certificates for the tests carried out on prototype of same specifications shall
be submitted alongwith the bid.
The purchaser may select the transformer for type tests randomly.
6.3
TESTS AT SITE :
The purchaser reserves the right to conduct all tests on Transformer after arrival at
site and the manufacturer shall guarantee test certificate figures under actual service
conditions.
In order to ensure quality the acceptance test shall be carried out even after
installation of transformer within guarantee period. If acceptance test standards are not
met during such field test, 5% penalty may be imposed on all transformers supplied as
per that proto type design.
6.4
ACCEPTANCE TESTS :
The transformers shall be subjected to the following routine acceptance test in
presence of purchaser’s representative at the place of manufacture before dispatch
without any extra charges. The testing shall be carried out in accordance with IS :
1180 and IS : 2026 in the presence of one of the representative of DNH PDCL, D
& N.H., Silvassa.
1. Checking of weights, dimensions, fitting and accessories, tank sheet thickness, oil quality,
material, finish and workmanship as per GTP/QA Plan and contract drawings.
2. Physical verification of core coil assembly and measurement of flux density of one
unit of each rating.
In every inspection with reference to short circuit test report.
3. All tests as specified in clause 6.1.
6.5
TOLERANCES :
Unless otherwise specified herein the test value of the transformers supplied would be
within the engineering permitted in the relevant standards. No positive tolerance is allowed
on guaranteed No Load and Load losses.
7.0
INSPECTION :
All tests and inspection shall be made at the place of manufacturer and unless
otherwise especially agreed upon the manufacturer and the purchaser at the time of
purchase. The manufacturer shall afford the inspector representing the purchaser all
reasonable facilities without charge to satisfy them that the material is being
furnished in accordance with specification.
The manufacturer shall provide all services to establish and maintain quality of
workmanship in his works and that of his sub-contractors ensure the mechanical
electrical performance of components, compliance with drawings, identification and
acceptability of all materials, parts and equipment as per latest quality standards of ISO
9000.
Alongwith the bid the manufacturer shall prepare Quality Assurance Plan identifying
the various stages of manufacture, quality checks performed at each stage and the
Customer hold points. The document shall also furnish details of method of
checking inspection and acceptance standards/values and get the approval of
purchaser or his representative before proceeding with manufacturing. However,
purchaser or his representative shall have the right to review the inspection reports, quality
checks and results of manufacturer’s in house inspection department which are not
customer hold points and the manufacturer shall comply with the remarks made by
purchaser or his representative on such reviews with regards to further testing,
rectification or rejection etc. Manufacturer should submit the list of equipment for
testing alongwith latest calibration certificates to the purchaser.
Purchaser shall have every right to appoint a third party inspection to carryous the
inspection process. The purchaser has the right to have the test carried out at his own
cost by an independent agency wherever the dispute regarding the quality of supply.
Purchaser has right to test 1% of the supply selected either from the stores or field to
check the quality of the product. In case of any deviation purchaser have every right to
reject the entire lot or penalize the manufacturer, which may leads to blacklisting among
other things.

PACKING & FORWARDING :
The packing shall be done as per the manufacturer’s standard practice. However, it should
be ensured that the packing is such that, the material would not get damaged during transist
by Rail/Road/Sea.
The making on each package shall be as per the relevant IS.
9.0 MANADATORY SPARES :
Manadatory Spares shall be supplied as per the purchaser’s requirement.
10.0 DRAWINGS :
One copy of the dimensional drawing and internal construction drawing of each ratting
transformer shall be submitted by the bidder with Hard copy. These drawings shall
be of A-3 (420 x 297mm) size only.
Guaranteed and other technical particulars of the transformers as per the A/T shall also be
submitted in A-4 size for our approval. In the performa attached with tender only.

13.0
AUDIT INSPECTION :
After inspection of ordered transformer by the Purchaser, field engineer may pick up samples
from the lots supplied at Purchaser Stores/or other stores of the Purchaser or from the works
of party, for quality check at random. The samples picked up will be tested for Acceptance
Test/Type Tests or the tests as decided by Corporation, at Government approved laboratory, in
presence of representatives of supplier and DNH PDCL, D.& N.H., Silvassa, as per
relevant ISS/BIS/DNH PDCL, D&NH, Specification and GTP, as under.
