I.
Executive Summary
This report covers the Standards activity for the Technical Committees of the Power & Energy
Society, for the period of July 1 2011 to June 30, 2012. In the last twelve months the Technical
Committees of PES have accomplished the following: Eighteen new IEEE/PES Standards were
approved; Twenty Eight Revisions were approved; and Eighteen Reaffirmations were approved. In
this same period, the Standards Board approved Twenty-four PARs for new IEEE/ PES standards,
and Forty-One PARs for Revisions of PES Standards. (these quantities include the standards and
PARs that are on the June Standards Board Agenda. (When this report was written, the Standards
Board had not yet met.)
Starting on page 3, all of the PES Approved Standards and PARs are listed below, sorted by
Standards Board meeting date.
The IEEE SA Standards Board meets in-person four times annually, plus 3 or 4 web meetings/ year.

II.
Significant Changes in Standards Development Process
In the last 12 months, there have been major changes in the standards development process which
affect all Technical committees of PES. Three of the most significant policy changes are:
Elimination of Reaffirmations, Ballot Pool Balance, and ceasing the Match Rule.
a) REAFFIRMATIONS
Effective the first of 2012, the IEEE-SA Standards Board (IEEE-SASB) has eliminated the
Reaffirmation option, and changed the life of a standard to ten (10) years. (The life of a PAR
remains at four years.) The Standards Board determined that it was important to have a process that
permitted any standard to be revised when addressing comments provided during a maintenance
review /ballot process. (A Reaffirmation did not allow any changes to be made.)
NOTE: Life of a Standard is now 10 Years, with no exceptions. Unless your Standard is approved
by Standards Board before the Expiration date, your Standard will become Inactive. Even if you
are in Ballot Resolution, your Standard will become Inactive, at the Expiration date.
Transition - This year (2012) is the start of a transition period. The Standards Board has
automatically extended the expiration of all IEEE standards until at least Dec 31, 2018 !!
New Transition “rule” for Expirations:
1. Take the old expiration date and add five (5) years.
2. Then, compare that sum to “2018”.
3. Your new expiration date is the greater of ….the sum, or 2018.
Here are some examples.
Example 1 - your standard was approved in 2007, and due to expire Dec 31, 2012. The “sum”
is 2012 + 5 = 2017. Compare 2017 to 2018 …. 2018 is greater; so… your new Expiration is
2018 !
Example 2 - your standard was approved in 2010, and due to expire Dec 31, 2015. The “sum”
is 2015 + 5 = 2020. Comparing 2020 to 2018 ….your new Expiration is 2020 !

b) BALLOT GROUP BALANCE
Ballot work actually begins with the formation of the balloting group, when the Draft is being
finalized. In most cases, for PES, this involves inviting a wide variety of interested parties to
participate, by sending out a ballot invitation. The myBallot™ system is used to send an "invitation
to ballot" to a pre-existing invitation pool. The primary concern when forming the balloting group is
balance – an imperative principles of the standards process. A balloting group must consist of a
balance of a variety of interests, with no domination by any one group or company. Effective
January 1, 2012, no one group can exceed 33% of the ballot pool.
Balance is usually achieved by potential balloters placing themselves into one of four categories:
1) producers, 2) users, 3) government, and 4) general interest. However, additional classifications
can be added by the Sponsor when needed. For example, if the number of “Users” will exceed the
33% limitation, the Sponsor, can create two different User categories, to establish balance. When
the ballot invitation closes, the Sponsor then examines these requests to see if balance has been
achieved. If not, they will work with the individual balloters to see if it is possible to shift them into
another category.
c) MATCH RULE
Prior to 2011, the Standards Review Committee (REVCOM) would review the text of the title, scope
and purpose of the standard to determine if it matched the text in the PAR, verbatim. The concern
here was that the Sponsor’s document stayed within the parameters established by the PAR. But,
one of the consequences of this Match Rule was a significant increase in the number of Modified
PARs that were submitted to NesCom.
Since it is not the role of RevCom to make technical judgments, it was decided to make it the
balloters’ responsibility to decide if the balloted document has stayed within the parameters of the
PAR. Consequently the Match Rule was eliminated. The Scope and Purpose of the balloted Draft
must stay within the parameters of the PAR, but it no longer needs to “match”.
Transition - If initial sponsor balloting commenced prior to 1 July 2011 the text in the Title Scope
and Purpose of the submitted draft must match the ones in the PAR. But, if the sponsor balloting
was initiated after 30 June 2011, RevCom does not need to review the scope and purpose text.
