His Highness Sheikh Humaid Bin Rashid Al Nuaimi, praised the great efforts made by the General Department of AntiNarcotics in the Ministry of the Interior in order to protect the community in general and the youngsters in particular from the scourge of drug addiction and emphasized that drug addiction is a waste of potential. Major General Sheikh Talib Bin Saqr Al Qasimi, Director of Ras Al Khaimah Police Headquarters, visited the ward of General Department of Anti-Narcotics later that day, and viewed the significant role that the Anti-narcotics Department played in awareness and prevention, endeavoring to educate all segments of the UAE community about various types and dangers of drugs through a series of lectures in schools and institutions. The workshop was held in partnership with the Maudsley International Hospital, and The Institute of Psychiatry - the UK’s largest mental health training institution which is part of King’s College London. H. M. J) of Pakistan who works as a calligrapher admitted that he was aware of the presence of narcotics inside the boxes, where he was informed by the first defendant the first morning of the operation that there is a quantity of heroin inside the boxes and asked him to help him in the discharge of a sum of money ranging between 1000 and AED 3000. The fourth defendant (p. c .. n ) from Pakistan , a 22-year old driver, admitted that he knew that the red cartons in the container No. 3 contained narcotic substances, but does not know the type of substance. He acknowledged that he had been in contact with the person residing abroad called “S”, where he was asked by the last to carry out the clearance procedures of goods and loading and deliver the cargo to a person who would call him later. Dubai Police thwarts the smuggling of 52 kg of pure heroin worth AED 4 million hidden amidst oranges. “Eagle Eye”was the name given by the General Department of Anti-Narcotics to the case which involved the seizure of 52 kilograms of pure heroin worth an estimated market value of 4 million dirhams, the arrest of 4 felons specifically a mechanic , a tailor, a calligrapher and a driver, after setting a tight ambush in Aweer and arresting the accused red-handed, unloading of2600 boxes of oranges, in preparation for the extraction of drugs, whilst following two other felons ,one of which is a Pakistani woman aged 50 years , who is considered to be the mastermind of the operation. His Excellency Major General Abdul Jalil Mahdi Mohammed Alasmawi , Director of the General Department of Antinarcotics , Dubai Police during the press conference held at the General Department to unveil the details of the “Eagle Eye” . This name was given considering the keen observation on the case , the management of the qualitative process , along with information which has emerged strongly, on both the external and internal sources , as well as to the accuracy of planning, action and speed of the raid , carried out by members of the team from the departments of Central Intelligence and Local Drug Enforcement. The team headed by the Director of the Central Information department has managed to thwart the smuggling of heroin and arrest 4 accused Pakistani nationals, while the fifth is still followed in coordination with domestic and international security bodies ,and the sixth is believed to be living outside the country. Major General Abdul Jalil said that the operation was professionally executed ,where the defendants admitted their involvement in this smuggling process assuring that the mastermind behind this operation is a woman at the age of 50 years, living in Pakistan and was introduced to the second defendant, A.Sh.F, who works as a tailor, and after a relationship which was limited to sewing her clothes for two years , their relationship evolved , when she felt that , A.Sh.F was worth trusting and has asked him to fly to Dubai and receive the drugs and store it with the help of others. The Operation According to His Excellency Major General Abdul Jalil began this case commenced with the receipt of information about a year ago about large amounts of heroin smuggled in boxes of oranges coming from Pakistan to the UAE, explaining that the shipment had already arrived at the fruits and vegetables market in Al Aweer area in Dubai. The information received was checked for reliability, and revealed the existence of Pakistani nationals in the fruit and vegetables market in al Aweer area . Once the information proved accurate, a team was assigned to the case , and the first defendant was monitored and tracked. These (PEDs) are classified into three categories: The first category includes substances that are basically banned in sport such as: Stimulants of the central nervous system, all kinds of psychoactive drugs, anabolic hormones, beta-blockers , diuretic drugs, peptide hormones,eg. erythropoietin hormone , and beta-agonists. The second group includes naturally acting substances or medications that are used conservatively such as: alcohol, cannabis, marijuana, topical anesthesia, and topical corticosteroids. The third group includes performance enhancing procedures such as: blood transfusion, and physical, chemical and pharmaceutical methods to change the composition of the urine, and also the use of genes. The effect of (PEDs)is temporary, but do they have a negative impact on the health of the atheletes after their effect wears off? Most (PEDs) effect lasts between 39 - 40 hours , but anabolic hormones may remain in the body for more 10 8th Issue June 2012 How are atheletes examined? Is it random? If random, how is the principle of justice achieved? There are several ways to choose the players for (PED) screening. For example, in football as well as in team sports such as basketball, handball and volleyball, players are selected from each team by drawing lots. In the individual games selected as follows; for example, 20 players take the required number , let us say (7,14,2 ) and pick up the rank holders , as well as those who have broken a new international record for examination. Because of the difficulty to take all athletes for examination, for eample in the case of football, the number of the players is 36, in individual games there may be 20 players, but it may also be 2000 or more, a random selection must be drawn. than 3 months, and certainly (PEDs) have a serious impact on the health of athletes, as they lead to addiction and depression, hepatitis and inflammation of the stomach, which could lead to ulcers. As well as various neurological disorders, insomnia and hallucinations, diarrhea and nausea ,and loss of equilibrium, as well as lung and heart diseases. They result in loss of appetite, and work to relax the muscles. Besides, increasing the secretions of the eye and nose and causing some skin rashes. It also causes respiratory decline due to the relaxation of respiratory muscles leading to death. The use of testosterone (male hormone) leads to permanent impotence or sterility. I think that after everyone has viewed the negative effects mentioned, they should be well aware of the seriousness of these (PEDs). I would like to emphasize that these methods are applicable around the world. There are no alternative ways in the time being, sometimes only a target test is performed like examining an athlete in a game for a certain period under special circumstances by concerned authorities of anti-doping. Finally ... your advice to athletes and young people about the stimulants and other substances that are harmful to the health and mind? Are performance enhancing drugs and psychoactive drugs related? International Classification puts (PEDs) in the schedules (S1-S10 ), where schedules (S7-S8) include volatile stimulants and narcotic drugs and other substances which harm the brain. Therefore, using these substances by an athelete is prohibited by the federal law and subsequently penalized. My advice to athletes is to read the penalties regarding (PED) abuse, and attend workshops, and ask the clubs and unions to hold such workshops. We, in the National Anti-Doping Committee, are ready to deliver information to them wherever they are. I also advise everyone to stay away from supplements, especially those that contain stimulants of the peripheral nervous system - and they can contact us to report such substances. Which agencies promote these (PEDs)? Are government agencies aware of these (PEDs)? Are they entirely prohibited to use? Each athlete should be aware that he could be the next to be examined, so he should be ready, if not today it will be tomorrow or the day after tomorrow, even if not in this current game or competition ,he will be up in the next game or competition. Your body must be free of performance enhancing substances and to play it fair. They are usually illegally promoted by drug dealers, but it is worth telling that these substances are used mostly in hospitals as medication for example hormones and sedatives are used in operation theatres, to relieve pain. In case that drug dealers or illegal promoters were caught in the camps or clubs or during sporting events ,they are immediately transferred to the authorities depending on the type of material. I would like to point out that unfortunately (PEDs) are sold without control as supplementary drinks. We have found more than ten items sold as a dietary supplements or energy drinks. There are already treatment exemptions given by specialized committees for some chronic diseases that athletes might suffer from. What is the effect of( PEDs) on the integrity and ethics of competition? Toll Free Number : 800 400 400 After the blessing of Islam – a human being is distinguished from other creatures by his mind. Man, is honored by our Almighty Lord, ever since his presence, and blessed with the gift of a beautiful mind and reason, and subsequently Allah blamed those who abused it, in about twenty verses, such as His saying: {Verily in this are signs for people who understand} or saying: {But most of them have no sense} and many more .. Allah put upon man’s shoulder great tasks and prohibitions equal to his sense of reason to achieve the honor of servitude to Allah, the Lord of the Worlds; therefore He emphasized on the necessity to preserve it from loss, and denied man abusing his mind by any means, even if it seemed useful initially, so as not to lose his distinguishable character , and so are several other properties that were advised to be maintained by all heavenly religions, namely: religion, life, mind, honor and property. Strangely, the boundaries that were set by Allah aimed to protect a man’s mind from himself! ; because his mind was entrusted to him, he needs his mind to address him and deal with him. If he is not reasonable , he drops out from his superiority over animals and other creatures. Given his awareness of this fact, he, naively and willingly seeks to corrupt his mind; to be ridiculed by others. How could man pull himself from the highest of all levels to the lowest of the low, to the point of humiliation and shame, and live behind bars?! Animals if given such a distinction would have taunted man for giving his mind in for hallucinating pills , and wasting it for a handful of drugs. How ignorant is that person who sells his humanness with which he was blessed, for fakeness . The mind is priceless. Man was given such a blessing to help encounter the everlasting calamities of reality, and with his choice to w aste it, he has lost the world and the Hereafter. We can say: A man who a buses these lethal drugs ; needs clinical attention to rehabilitate his ability for reason little by little, because it is only if he returns back to his mind and senses that he will be able to fight these sco urges himself, and his mind will protect him from sliding to Hell. The mind controls his desires, and so –called a reasonable person. It was called the mind because it simply restrains man from vices, as the camel’s rein restrains it from straying. DEA works hard to get them scheduled so we can add them to the list of drugs that DEA combats on a daily basis. Gina Marie Giachetti What methods you are using in the United States to seize drugs and how far the targeted countries are cooperating with you? In the United States we combine our efforts with local and other federal law enforcement agencies. Depending on the region, targeting narcotics traffickers varies significantly. It may be dependent if that particular DEA office is located near a border with Mexico perhaps it has a sea port attached to it. Having spent the last decade in Northern California the primary drug of abuse was methamphetamine. DEA agents raided labs that produced the methamphetamine and seized the chemicals during the manufacturing processes. DEA quickly controlled many of the chemicals used in this manufacturing process but the traffickers changed their techniques and now most of California’s methamphetamine comes from Mexico. Being able to adapt and change with trafficking trends is a key to success in DEA’s mission. International cooperation is the key to any success in order to reduce or stop the flow of drugs from a country in where a particular drug may be produced or where it may be transited through. We have offices in approximately 65 countries and our roles in each country vary greatly. In countries like Afghanistan, DEA deploys agents for two-year tours; the longest tours of any U.S. government personnel there. In Afghanistan a critical role that DEA holds is training and supporting Afghan law enforcement personnel. DEA partners with vetted Afghan National Interdiction Unit (NIU) personnel—today there are 324 officers that DEA has trained in gathering human intelligence and recruiting informants, with plans to expand that number of Afghan officers to over 600. Much of the public perceives from news coverage in Afghanistan that the U.S. military is conducting drug operations, but that is because the military typically provides perimeter security for DEA’s efforts in tandem with DEA-trained Afghan personnel. DEA recently opened a new office in Nairobi, Kenya and is dedicated to helping any country that warrants DEA’S assistance. The DEA country attaché assistant, the general American consulate, Dubai Drug crimes utilize professional technicalities and tactic plans more than any other organized crimes. Consequences of drugs are no more restricted to abusers and addicts, infact, the invoice of drugs is heavily paid by countries at all levels. Drugs began to evolve until it became an international illegal trade fostered by drug trafficking organizations. The United Nations statistics demonstrate that the magnitude of narcotics and illegal drugs trade is approaching 400 billion yearly, aligning together with oil and arms industries, which exceed the sum of budgets of several developing countries altogether. As a result the international community has gathered all efforts to encounter this kind of crime, in attempt to limit its dangers, which requires security coordination between the different local and international authorities and the availability of modern security equipments and facilities. In this interview we approach Mrs. Gina Marie Giachetti the DEA country attaché assistant in Dubai who praised the UAE security system in addition she is also highlighting the methods of drugs prevention, interception and awareness. The Drug Enforcement Administration (DEA) is the primary agency in the United States for investigating narcotics both domestically and internationally. The mission of the Drug Enforcement Administration (DEA) is to enforce the controlled substances laws and regulations of the United States and bring to the criminal and civil justice system of the United States, or any other competent jurisdiction, those organizations and principal members of organizations, involved in the growing, manufacture, or distribution of controlled substances appearing in or destined for illicit traffic in the United States, also DEA is conducting training and awareness programs to other civil and law enforcement authorities. We want to approach and get familiar with the method in combating drugs worldwide? DEA has 85 foreign offices in 65 countries and has the responsibility, under the policy guidance of the Secretary of State and U.S. Ambassadors, for all programs associated with drug law enforcement 12 8th Issue June 2012 counterparts in foreign countries. All offices overseas work in close cooperation with DEA’s US-based offices and the Departments of Defense and State to pursue drug trafficking organizations at home and abroad. Some of DEA’s responsibilities overseas include the following: Conducting narcotics investigations with foreign law enforcement, Coordinating counternarcotics intelligence gathering with host governments and conducting training programs for host country law enforcement agencies. Ultimately the mission in each country is determined by the conditions within the individuals host country. In countries where the law enforcement infrastructure is advanced and well developed as is the case in the UAE, DEA focuses on joint enforcement and/or joint intelligence gathering activities. What are the gaps that traffickers could penetrate through to promote or transit drugs in a country? I would like to assure that no country has an absolute immunity against penetrating, each country has its own points of weakness and uniqueness that can be used by illicit people, however with the availability of a strong and trained security system, a conscious community in addition to the use of the latest programs and techniques in sea port and transition points can highly contribute in minimizing drug spread. What's your comment on the coordination and collaboration between DEA and Dubai Police Antinarcotics Department? The DEA Dubai country office is fortunate to work with the Dubai Anti-Narcotics Department under the leadership of Major General Abdul Jaleel Al Asmawi. I am privileged to work with the central intelligence administration manager. Together we are able to exchange intelligence information that results in the seizure of narcotics not only in the UAE but in other countries as well. Recently DEA office has provided training on the dangers of methamphetamine as many illicit drugs plague the U.S. well before they are seen in other parts of the world How far the use of recent technologies and equipments can help in drug seizers in sea and transit ports? We don’t hesitate in using any new technology, However I would like to indicate that the main key for the success of the seizers is the cooperation between the law enforcement and civil authorities in addition to the security Intuition and skills of the staff. What is your expenditure amount invested in tracing drug operations? In the year 2011 DEA had a total of 9,906 employees 4,890 of which are Special Agents. The budget expended in 2011 for DEA was slightly over 2 billion US dollars. Toll Free Number : 800 400 400 What advices can you give to the youngsters and parents? Your questions takes me back to the period where I have been formally trained with an additional duty as a Demand Reduction representative for DEA and annually in the United States speak to parents and youngsters typically in the month of October during DEA’S Red Ribbon Week campaign. This campaign honors DEA Agent Kiki Camarena who died in the line of duty. In his memory the week focuses on Drug Awareness and A Pledge to be Drug Free. I was privileged recently to make an appearance at the American School of Dubai with the Dubai Police Awareness Unit’s Assistance from Major Juma Sultan Al Shamsi. My message to parents would be to be involved with your children, know their friends and their activities and also to talk with them about the dangers of abuse and in doing so parents themselves need to be informed. Your final comments or final words? The selection process to serve in DEA overseas offices is highly competitive and although my role here is very different from in the United States the transition has been almost seamless in part due to the great cooperation between Dubai PD Anti-Narcotics and the DEA Dubai Country Office. What are the standard specifications of a drug enforcement officer? The selection of drug enforcement personnel has its own exceptionality due to the sensitive role and tasks, for example every selected DEA agent must be able to obtain and retain a Top Secret security clearance, age requirements and special educational What Important challenges you are facing in your field? At the time and i was hired in 1998, I was an intelligence officer in the United States Army and held a Bachelor’s degree in Political Science and was in top physical shape that ended up in my being awarded the outstanding athletic achievement award in my DEA Academy class. The physical fitness test for each agent includes a 2 miles run, pull-up, sit-ups, a shuttle run and push-ups. After being hired each agent must then pass an 18 week program of firearms training, academic instruction in the areas of report, physical fitness and defensive tactics regimen. Upon completion of the DEA Academy each agent then is assigned to a senior agent as his/her Field Training Agent and is on probation until successful completion required tasks during this on the job training period. 12 13 Toll Free Number : 800 400 400 e-mail of the General Department of Anti-narcotics: dpan@dubaipolice.gov.ae 8th Issue June 2012 13 A NOVEL DRUG WHICH IS DIFFICULT TO DETECT There is no doubt that substance abuse in all its forms pose a risk to the human body, where the devastating impact affects all parts of the body, especially the most vital internal organs. Drug abuse is one of the worst scourges facing the communities, because of their negative impact on society and especially the young ones and subsequently leading to the destruction of society as a whole. The danger of drugs lies in it controlling the actions of the individual, making him unable to take responsibility for them, such as murder, for example in order to get money to buy the drugs and this is the worst there is to it , next to the loss of his health and the collapse of his life and crashing entire families. We read in the newspapers from time to time about a man killing his father or mother for money to buy drugs. Now, it has become more dangerous with the easy access to the worldwide web. Drugs are available for direct sale on the Internet, posing a major threat on our children, and a challenge to society and the concerned authorities such as the police and the Ministry of Health and others. We have observed recently, the spread of a new substance known as "synthetic hashish" which gives the same clinical picture of "hashish", but only with a greater magnitude. The new drug is a mixture of a chemicals sprayed onto herbal substances now prevalent in Western countries and the United States. Shocking as it may sound, this drug is available for sale on the Internet as a set of herbal incenses that help you relax, but it proved just the opposite , it is a narcotic that leads to the destruction of the central nervous system and causes hallucinations that may last an entire week and may lead to death. Competent security authorities pursued the inclusion of these chemicals into the drug schedules, and prevention of its entry into the country. However, this prohibition is not enough they must educate families about the dangers of all kinds of drugs on the health of their children, and the parents must approach their children and talk realistically with them about drugs and the risks to their health and their future. We need to launch a new message of awareness, directed to all segments of society, especially young ones, highlighting the dangers of all sorts of drugs ,whether old or new, taking into account the role of the Internet in the circulation of narcotic substances.
