Sealed tenders (Retender) are invited by the GOVERNOR OF WEST BENGAL (through
Commissioner of Police,Kolkata from the bonafide dealers/ manufacturers/ traders/ Regd. SSI Units/
Industrial Undertakings/ Organisations owned/ managed by State Govt. based medium scale/ largescale units for Purchase of some fire fighting Equipments under Disaster Management Group
Project of Kolkata Police for the year 2010- 2011.. Tender forms will be sold from the office of the
Commissioner of Police, Kolkata, 18, Lalbazar Street, Kolkata-1 (Tender Section) during office hours
@ of Rs. 200/-(Rupees Two Hundred) only (non-refundable) per copy.
1.
Rates quoted should be inclusive of all taxes and other charges including delivery. Tenderers
should know that supply of articles are to be made to the DMG Office located ,at Kolkata Police
Training School at 247 A.J.C Bose Road Kol-27, as per indent placed with them from time to time.
The intending tenderers shall have to deposit the following documents along with the tender;
otherwise their tenders may be cancelled. Claim of VAT with % should clearly be mentioned against
rate of items
• Valid Income Tax & Sales Tax/VAT, Clearance Certificates.
• Valid Trade Licence & Professional Tax deposit documents.
• A challan of R.B.I., Kolkata showing deposit of earnest money equivalent to 2% of the total
value of tender (in T.R. Challan No.7) under the head “Receipt SD/Earnest Money/844300-103-001-07” in favour of the Commissioner of Police, Kolkata.
• Brochures & detail particulars of the machine to be attached along with the tender
• Audited Financial statement/or necessary documents for the last three years have to be
submitted as a proof to the status of the organization.

Tenders must be submitted in three packets i.e., Technical bids and Commercial/
Financial bids in separate covers with the EMD document in a third cover. The above three sealed covers
must be clearly superscribed and sealed in one single sealed envelope. This instruction must be strictly
followed

Rates should be quoted both in figures & in words of one unit against each of the items
as shown in the enclosed list. Overwriting and interpolation in rates will entail rejection
of the tender. Rate should show the requirement of Prevalent Taxes (like VAT etc)
separately.
In case of branded items, only one rate is desirable according to parameters as specified
in Tender Notice.
Conditional tenders will not be considered.
Tenderers should specify the address within the City of Kolkata & Phone No. for the
purpose of quick communication in the event of urgency.
Tenderers have to show demo of their product as and when asked by the
Selection committee to do so.
Deviation Statement (if any) may also be enclosed.

The selected contractors shall have to deposit 5% of the total value of the contract as security
deposit in favour of the Commissioner of Police, Kolkata in G P Notes/ Bank Guarantee Bond/F.D.R.
etc. of any nationalised bank and to execute an agreement of contract within seven (7) days from the
date of issue of the acceptance letter failing which the letter of acceptance, so issued, may be treated
as cancelled as well as the earnest money so deposited may be forfeited and the firm may be
blacklisted .

The Products of (i) Regd. S.S.I. Units of the State (ii) Industrial Undertakings/organizations
owned/ managed by the State Govt. and (iii) State based medium scale/ large scale units may be given
preference, if quality is found satisfactory, in the terms of the relevant rule of W.B.F.R. Vol-I (Since
amended) 47(A) &(B).

All registered SSI Units of the State are to be given 15% Price preference vis-à-vis large and medium
scale industrial Units and other SSI Units located outside the State.
6. All industrial Undertakings/Organizations in the large /medium Sector owned/managed by the
State Government will be given 10% price preference over large and medium Units within the State
and outside and also SSI Units of the other States.
7. State based medium and large –scale Units will be given 10% price preference over large and
medium Units and SSI Units of other states.

It should be noted that the firm/firms will be selected purely as “PROVISIONAL BASIS”.
Quantity will be specified later.
9. Selected contractors will have to supply articles according to the indents placed with them time
to time within the specified period as per approved demo failing which the firm may be blacklisted
with the forfeiture of security deposit. In the event of the non-supply of articles or if articles supplied
by the selected contractor(s) is found to be sub-standard, the Commissioner of Police, Kolkata may,
without notice to the contractor(s) purchase from elsewhere the articles required. Any loss incurred by
reason of the price paid for such article above the schedule price or any other loss or expense incurred
by reason of such default on the part of the contractor(s) may be deducted from the bills or any money
payable to the contractor(s) or from the security deposit of the concerned contractor(s).

Tender addressed to the GOVERNOR OF WEST BENGAL (Through the Commissioner of
Police, Kolkata) should be sent in a sealed cover Super scribed Tender for Purchase of some fire
fighting Equipments under Disaster Management Group Project of Kolkata Police for the year
2010- 2011 and to be dropped in the sealed TENDER BOX to be kept in the Tender Section
KPD (Ground floor) (Ph:-2250-5048 Fax:-2214-1787), Kolkata Police, 18, Lalbazar Street,
Kolkata-1 within 16.30 hours on 24.09.2010. Tenderers should record the name of his firm
along with time, date and signature of the tenderers/ representatives in the register to be kept in
the Department concerned just before dropping the tender.
11.Canvassing on the part of a tenderer will render his tender to cancellation summarily.
12. Brochures of each item if any must be produced along with the tender.
13.There should be 3(Three) years warranty/guarantee for the quoted tender items.
14.Tenderers are requested to visit with O.C DMG at P.T.S or I.C.D at Lalbazar, for any
clarification before submitting sealed tenders.
15. The quality and/or operational efficiency of the equipment to suit the need of disaster
management infrastructure should be the prime concern for selection of item. .
16.The Commissioner of Police, Kolkata reserves the right to reject any/or all the tendered rates
without assigning any reason thereto and not to place any orders even after selection and also reserves
the right to, divide contract amongst any number of tenderers, if required so and to place order for
more or less than the quantity mentioned in the forecast requirement. Commissioner of Police,
Kolkata does not bind himself to accept the lowest rate
17. The question of requisite numbers of bids will not take/ taken in to account in respect of
proprietary items (OEM).The decision of Selection Committee will finally stand in this matter.

SPECIFICATIONS FOR OPEN CIRCUIT SELF CONTAINED BREATHING APPARATUS WITH CARBON COMPOSITE CYLINDER
approved to the Highest firefighting standards and approved as per CBRN standard for Respiratory protection devices. (Designed
for use in IDLH (CBRN) environments).
Open Circuit Self Contained Breathing Apparatus Set should be positive pressure Lung Governed Air Supply for use in irrespirable
atmosphere. The SCBA should have minimum working duration of 45 Min. (With 10 Min. Escape Duration). The total weight of the
entire set with air cylinder should not exceed 11.5 Kg (fully filled) consisting of the following major sub assemblies:

The breathing apparatus set must be approved as per highest firefighting and CBRN approval of NIOSH or NFPA 1981:2007 or EN
137:2006 Class II standards and should be approved as per CBRN standard for Respiratory protection devices. (Respiratory
equipment for use against chemical, biological, radiological and nuclear (CBRN) agents. Positive pressure, self-contained, open-circuit
breathing apparatus)
1. Cylinder and valve assembly
Cylinder – The cylinder should be of fully wrapped carbon fibre composite construction with a time duration of not less than 45
minutes based on a nominal breathing rate of 40 litres per minute. The specifications of the cylinder should be in accordance with
PED and the cylinder should be CE marked as per EN 12245 and CCOE Nagpur approved.
2. Facemask Assembly
The facemask should accommodate a wide range of facial shapes and sizes. The facemasks shall be positive pressure made up of
halo butyl material for protection against CBRN agents and feature a reflex seal and have an ori-nasal inner mask. The facemask
visor shall have a wide vision with scratch and impact resistant polycarbonate material with a flame – retardant coating and provide
excellent panoramic vision. The mask shall allow the wearer to wear integrated spectacle frames, without compromising the facemask
seal. The facemask will be available with polyester net style harness. The facemask should have a provision for a drinking port. A
speech diaphragm will be mounted at the front of the mask to offer unimpeded speech transmission and include a low resistance
positive pressure exhalation valve that allows for normal breathing with no extra effort. The mask will be designed with separate
inspiratory and expiratory path to minimize the risk of cross contamination of second stage regulators.
3. First Stage Pressure Reducer
The first stage pressure reducer shall be mounted in a protected position on the rear, lower portion of the back frame. The pressure
reducer shall be of a fail-safe spring-loaded piston design, with an integral pressure relief valve. The reducer shall be completely
automatic, low maintenance and require no calibration. The reducer shall have flow characteristics that exceed 650liters/min and be
protected by a pressure relief valve that operates between 11.5 and 13.5 bar. The pressure reducer shall incorporate an internal flow
restrictor leading to a supply gauge hose that will limit the airflow to less than 25 lpm, preventing rapid air loss should the gauge supply
hose become severed or damaged. The reducer shall be designed to function with either 200 or 300 bar cylinders. The cylinder
connector should have a sintered filter that can be removed and changed without having to take the cylinder connector apart
4. Demand Valve
The positive pressure demand valve shall provide air on demand to the wearer, utilizing a servo – assisted tilting diaphragm
mechanism providing peak flow in excess of 500 l/m, while maintaining a static positive pressure of 1 -5 mbar inside the face mask. The
demand valve should be positioned in such a way that it should not be protruding in front of the facemask and should not cause any
obstruction in crawling and getting into confined spaces.
The demand valve reducer shall feature an automatic first breath mechanism, which prevents the loss of air during the donning
procedure. The regulator is to be equipped with a true hands free by pass valve which, when rotated to the on position, provides a
nominal constant flow of air (150 l/m) to the facemask for emergency use and to purge the system when depressurizing.
5. Harness & Back frame Assembly
The back frame shall be manufactured from light weight composite material (glass and carbon filled nylon) and be both anti-static and
non conductive. The back frame shall incorporate recessed channels along the inside to protect both medium and high pressure hoses
and minimize snagging hazards. The back frame shall include a lumber pad for additional wearer comfort.
The harness shall be manufactured from 100% Kevlar material and feature padded shoulder straps made up of Nomex 3. The harness
shall include a fully adjustable waist belt using a single pull action with quick release metal buckle.
The cylinder shall be held on the back frame by a Kevlar aramid fibre webbing cylinder band, with an over centre latching buckle
molded in glass fibre filled polyamide with a metal bracket. A locking catch will prevent accidental opening. The cylinder band shall be
adjustable, without the use of tools and shall secure all cylinders.
There shall be support cylinder valve retainer at the lower end of the back frame to support cylinder.
5. Pressure gauge and warning whistle
The unit shall feature a 300 bar pressure gauge to monitor cylinder pressure at the input of the first stage reducer. It will feature a
luminous dial, indicating 0-350 bar. The gauge shall be shoulder strap mounted and capable of being pulled close up to the facemask
for use in poor visibility. The gauge shall be equipped with a blow-out vent and the gauge shall feature a rubber shroud for impact
protection. It should incorporate a low pressure warning alarm that will operate at 55 bar.
6. Electronic system
A.
Digital Pressure Gauge
The SCBA should be capable of accommodating a Digital Pressure gauge and Distress Signal unit , which will replace the analogue
pressure gauge. The Digital pressure gauge should be capable of providing a digital reading of the Cylinder Pressure, It should also
provide the time to whistle indication and also the ambient temperature reading.
B.
Telemetry radio unit with ADSU / PASS
The SCBA should also accommodate an Automatic distress signal unit which should provide a Automatic man down alarm when the
user becomes motionless for more than 30 seconds and provide a multi sound alarm, also it should be capable of providing a manual
activation. It should also provide a visual warning in the form of flashing LED. It should enable pressure monitoring through a infra red
link from the Digital pressure gauge.
C.
Personal display unit
The personal display unit should be a portable incident control unit and should function on the same frequency as the Telemetry radio
unit and should incorporate evacuate all button, text message receiver and vibration alarm with LED indicator.
The Electronic system should be ATEX approved
Note: Total SCBA should be of imported origin including Breathing Air Cylinder and it’s Valve and should have relevant
international approvals and also be CBRN certified.

The Under Water Breathing Apparatus Set tol be
supplied complete with a FULL FACE MASK whose
weight is restricted to 900 grams. The mask should have
a wide-view vision scratch & impact resistant visor and
shape should allow for use of spectacles for the wearer.
The visor should be made of transparent polycarbonate
with the optical part wider and closer to the face to
maximize the visual field, particularly the peripheral area.
The head harness will have 6 straps – all directly
attached to the face shield in a design that allows the
pressure to be transmitted uniformly along the mask's
skirt. The face mask should be equipped with a Surface
Valve allowing the diver to breathe fresh air when on
surface and save precious tank air. Face mask will also
have provision to connect communication system or
video camera later when required. The face mask will be
supplied complete with an INTEGRATED second stage
REGULATOR and connected to the 1st stage via a
breather hose. The 1st stage regulator will have 4 LP and
2 HP ports and will come with INT Fitting. The set will be
supplied with a PRESSURE GAUGE, which can be
connected to the 1st stage of the regulator to check the
pressure of air in the cylinders. The set will also include

The FULL FACE MASK WITH REGULATOR will be

under :-VISOR - The visor of the mask should be impact

removable protective shield which can be removed before
diving. HEAD HARNESS - The head harness straps will

firm position. The mask will have Fast Rotating Buckles to
allow the mask to be donned and doffed quickly. AIR
CIRCULATION - The air circulation system will minimize
fogging and reduce the amount of CO and CO2 build-up.

AND PRESSURE EQUALIZATION – Diver should be able
to eliminate water that may seep into the mask by exhaling
or pushing the “purge” button on the second stage.
Pressure inside the mask will be equal to the pressure
outside the mask to avoid Mask squeeze. AIR
PROTECTION – The mask will have a SURFACE AIR
VALVE to allow the diver to use fresh air when on surface
and save precious air from Tank. REGULATOR - The
second stage will be pneumatically balanced to provide
consistent ease of breath at any tank pressure. Inhalation
adjustment features will allow the diver to control air
delivery under a variety of diving conditions. A Dive/Predive venturi lever should reduce free flow on the surface
and provide maximum air flow while at depth. The purge
button will be made of premium grade silicone rubber with
protection bezel made of a high impact-resistant techno
polymer. VISOR LIGHTS – The mask will be fitted with
LED lights powered by rechargeable battery as an
additional light source to illuminate under water and
consisting of a row of 5 to 6 powerful LEDs, assembled
inside the mask visor. The on/off switch will be installed on
the Mask but will not impair the functioning of the mask.
CERTIFICATE – The Mask will comply with CE
Certification in accordance with 89/689/EEC directives
under the UNI EN250 standard rules.
