Indian Standard Specification for GRAIN ORIENTED ELECTRICAL STEEL SHEET AND
STRIP ACCORDING TO IS 3024:2006 has been revised as GRAIN ORIENTED
ELECTRICAL STEEL SHEET AND STRIP ACCORDING TO IS 3024:2015 (Third
Revision).
Please find enclosed herewith implementation guidelines as well as Scheme of Testing and
Inspection Doc :STI/3024/2 December 2015 for Revised IS 3024:2015 GRAIN ORIENTED
ELECTRICAL STEEL SHEET AND STRIP (Third Revision) duly approved by Competent
Authority.

Subject: Switchover guidelines and implementation of revised Indian Standard
Specification GRAIN ORIENTED ELECTRICAL STEEL SHEET AND STRIP
ACCORDING TO IS 3024:2015 (Third Revision)
1. Indian Standard Specification for GRAIN ORIENTED ELECTRICAL STEEL
SHEET AND STRIP ACCORDING TO IS 3024:2006 has been revised as GRAIN
ORIENTED ELECTRICAL STEEL SHEET AND STRIP ACCORDING TO IS
3024:2015 (Third Revision) IS 3024 :2015. The concurrent running of the previous
version of the standards is permitted upto 21 04 2016 as per the gazette notification
dated 21 10 2015 .
2. The main changes effected in revised IS 3024 :2015 are as follows :
a) All the amendments to earlier standard have been incorporated;
b) Additional grades have been included in Table 1 and Table 2;
c) Clause 3.16 of definition of Number of Bends have been included;
d) Under 7.4, Note 2 has been added;
e) Clause 9.2 and first line of 9.3 has been modified;
f) Clause 11.7 of Residual Curvature is added;
g) Under 13.1 mother coil weight for sampling increased to 25 MT;
h) Clause 13.3 and 13.4 have been added under sampling;
j) Clause 14.1, 14.2, 14.5 and 14.6 have been added under specimen preparation;
k) Clause 17 on retest has been added; and
m) In Table 4, Minimum stacking factor for F condition changed for 0.30 mm and
0.35 mm thickness
3. The draft STI , Doc: DOC: STI /3024 /2 was circulated on 20 11 2015. Based on
comments received, the Draft STI has been modified.
4. Please find attached revised STI, DOC: STI /3024 /2 December 2015. In order to
implement the revised Standard vis-a-vis Scheme of Testing and Inspection,
following procedure shall be adopted:
For existing licensee:
(i)
Endorsement in the licence as per revised standard shall be made after obtaining
the following documents from the licensees:
(a) Declaration regarding availability of testing equipment as per revised
specification on CMD/PF 306.
(b) Acceptance of revised STI.
(c) Test report indicating conformity of the product to the revised specification (Inhouse factory test report/independent test report)
(ii)
An early inspection shall be planned to verify the availability of testing equipment as
per revised standard with the licensees after obtaining declaration on CMD/PF 306.
During the inspection sample shall be drawn for independent testing to ensure
conformity of the product to the revised standard.
(iii)
Action shall be taken as per OMPC 2004, if the licensee fails to submit the
acceptance of STI in stipulated time. Likewise, in case sample drawn during
inspection fails in factory/independent testing as per the revised version, further
actions are to be taken as per OMPC 2004.
For Applicants:

(i)
All new applications may be recorded and processed as per revised IS 3024 :2015
(ii)
In case applicant sample is already tested, the GOL shall be processed as per as
per the old/revised version of the Specification as requested by the firm. However,
in case the GOL has been processed as per the old version of the Specification, an
undertaking shall be obtained from the firm that the actions required as per revised
IS 3024 :2015 shall be completed before 21 04 2016.
(iii)
In case applicant sample is yet to be tested by Lab, necessary action may be taken
immediately by BO for considering the case as per IS 3024 :2015 after consulting
the applicant.
Revised STI DOC: STI /3024 /2, December 2015 will be implemented and will run
concurrently with the earlier version of the STI till 21 04 2016 after which the
earlier version of the STI will cease to exist.

SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF GRAIN
ORIENTED ELECTRICAL STEEL SHEET AND STRIP
ACCORDING TO IS 3024:2015

------------------------------------------------------------------------------------------------------------------1. Laboratory – A laboratory shall be maintained which shall be suitably equipped and staffed,
where the tests shall be carried out in accordance with the methods given in the specification.
1.1 All the testing instruments/ measuring equipment are required to be brought under calibration
control, as per frequency to be decided depending upon the usage. Records
of
such
checks/
calibration shall be maintained.
2. Test Records - All records of tests and analysis shall be kept in suitable forms approved by the
Bureau.
Note: The existing forms etc. as being maintained by the manufacturers may be retained. These
forms, however, shall contain all the information required for operating this scheme of Testing and
Inspection.
2.1 Copies of any records or charts that may be required by the BIS shall be made available at any
time on request.
3 Quality Control – It is recommended that, as far as possible. Statistical Quality Control (SQC)
methods may be used for controlling the quality of the product during production as envisaged in this
scheme (See IS 397 (Part 1) :2003 to IS 397 (Part IV): 2003) to control the quality during production.
3.1 In addition efforts should be made to gradually introduce the Quality Management System in
accordance with IS/ISO 9001.
4 Standard Mark – The Standard mark as given in column (1) of the first schedule of the licence is
specified for grain oriented electrical steel sheet and strip specified in IS 3024:2015. The grade
designation shall be mentioned in the Test Certificate.
4.1 Test Certificate – For each consignment of BIS Certified material conforming to IS:3024:2015
there shall be a test certificate which shall contain the standard Mark, the Coil / pallet no. cast/batch
number, grade designation, nominal thickness & size, delivery condition and the corresponding test
results ( as given in Annexure I)
4.2 Marking – Each bundle of sheets/ strip shall be marked legibly and indelibly as follows:
a) Test Number or Lot Identification No.,
b) Date of Manufacture (Year, Month ),
c) Manufacturer’s name or trade mark, if any;
d) Grade,

4.3 Designation of Grades – Grain Oriented electrical steel sheets / strips shall be designated as
given in clause 6 of the specification.
4.4 Packing – Unless otherwise stated the sheets / strips shall be suitably packed in metal protected
container lined with water – proof material lining to avoid any damage and to ensure protection from
rust during transit (Ref. clause 18 of IS 3024:2015).
4.4.1 Levels of Control – The tests as indicated in table 1 attached and at the levels of control
specified there in shall be carried out on whole production of the factory which is covered by this
scheme and appropriate records and charts maintained in accordance with Clause 2 above . All the
production which conforms to the Indian Standard and covered by the licence shall be marked with
certification mark of the Bureau.
5.1 Control Unit : For the purpose of this scheme a (control unit), shall be taken as single charge of
the product of one or more casts heat-treated together with similar quality grading up to maximum
weight of 5 tonnes or one mother coil whichever is higher. On the basis of tests and inspection
results, decision regarding conformity or otherwise of lots of steel to the requirements of the
specification shall be taken as indicated below:
5.1.1 Chemical Composition – The chemical composition of steel is left to the manufactures
discretion.
5.1.2 Nominal Thickness and sizes - The nominal thickness and sizes for each grade shall be as
given in Table 5 and Clause 11.1, 11.2 & 11.3 respectively of the specification, unless otherwise
agreed to between the manufacturer and the purchaser.
5.1.3 Edge Camber, Flatness (wave factor) shall meet requirement of clause 11.4, 11.5, 12.1.1 &
12.1.2 of the specification.
5.1.3 Surface Condition – The surface condition shall meet requirement of clause 7.4 of
specification.
5.1.4 Magnetic Characteristics
5.1.4.1 Magnetic Polarization – The magnetic properties, magnetic polarization and specific total
loss only apply to test specimen in the reference condition which is obtained by the heat treatment
specified in table 1 & 2 of the specification. (The specified minimum values of magnetic polarization
for magnetic field strength of 800 A/m (peak value) shall be as given in Table 1 and Table 2 of IS
3024 :2015). The magnetic polarization shall be determined in an alternating magnetic field
(expressed as a peak value) at 50 Hz or 60 Hz.
5.1.4.2 Core loss / Specific Total loss – The specified values of maximum specific total loss at 50Hz
/ 60 Hz , in watts per kilogram shall be given in table 1 & 2 clause no 5.2 & 8.1 of IS 3024 :2015.
The values of the specific total loss are specified for a magnetic polarization of 1.7 Tesla. The
sampling, specimen preparation and testing practices shall be as per clause no 13, 14 & 15 of the
specification.
5.2 Retest – When a test does not give the specified result, this test shall be repeated on double the
number of test specimen from other sheets of acceptance unit or on other strips from the coils. The
delivery shall be considered to confirm with the order if all results of additional test are in accordance
with the requirement of this standard.
5.3 Re–treatment - The material which had not found to comply with the order, the manufacture
may do re-treatment. In such cases the tests specified in Table 5 shall be carried out on double the
number of samples.
5.4 In respect of all other clauses, manufacturer shall maintain appropriate control and checks to
ensure conformity of the product to the various requirements of the specification.
6. Rejections - Records shall be maintained for a reasonable time from which information relating to
the rejection of material which does not conform to IS 3024:2015 may be obtained. Such rejected
material shall not in any case be mixed up with that conforming to the specification.
7. Samples – The licensee shall supply, free of charge, samples required in accordance with
Regulations of the Bureau of Indian Standards from his factory or go-down. BIS shall pay for the
samples taken by it from the open market.
8. Replacement – Whenever a complaint is received soon after the goods with Standard Mark have
been purchased and used, and if there is adequate evidence that the goods have not been misused,
defective goods are replaced free of cost by the licensee in case the complaint is proved to be genuine
and the warranty period ( where applicable ) has not expired. The final authority to judge conformity
of the product to the Indian standard shall be with the Bureau. The firm shall have own complaint
investigation system as per IS/ISO 10002.
8.1 In the event of any damage caused by the goods bearing the Standard Mark, or claim being filed
by the consumers against BIS Standards Mark and not "conforming to" the relevant Indian Standard,
entire liability arising out of such non -conforming product shall be of the licensee and BIS shall not
in any way be responsible in such cases.
9. Stop Marking – The marking of the product shall be stopped under intimation to the Bureau if, at
any time, there is any difficulty in maintaining the conformity of their product to the specification, or
the testing equipment goes out of order. The marking may be resumed as soon as the defects are
removed under intimation to Bureau.
9.1 The marking of the product shall be stopped immediately if directed to do so by the Bureau for
any reason. The marking may then be resumed only after permission by the Bureau. The information
regarding resumption of markings shall also be sent to the Bureau.
10. Production Data – The licensee shall send to BIS as per the enclosed proforma ( Annexure II) to
be authenticated by a Charted Accountant and by the manufacturer by giving an undertaking, a
statement of quantity produced, marked and exported by him and the trade value thereof at the end of
each operative year of the licence.
