MOORE COUNTY BOARD OF EDUCATION
Business Meeting
May 12, 2014
MINUTES
The Moore County Board of Education met at the Central Office on Monday, May 12, 2014, at 6:00 pm.
The following Board members were present:
Kathy Farren, Chair
Ben Cameron, Vice-Chair
Bruce Cunningham, Jr.
Ed Dennison
Dale Frye
Charles Lambert
Laura Lang
Enola Lineberger
Staff present for the meeting included: Superintendent Aaron Spence, Board Clerk Cathy McRae, Senior
Staff Members Marc Bergin, Kathy Kennedy, Eric Porter, Lisa Troutman, Mike Griffin, Tim Lussier, and
Phillip Boles; also Board Attorney Neal Ramee.
The Chair called the meeting to order at 6:00 pm.
Ben Cameron presented the following motion for the Board to enter closed session: “The Board will
enter closed session for confidential personnel matters and to consult with the Board attorney and
preserve the attorney-client privilege pursuant to G.S. 143-318.11(a)(3), (a)(6) and G.S. 115C-319.”
Ed Dennison presented a second and the motion carried.
The Board returned to Open Session. The Chair called for approval of the agenda.
Bruce Cunningham presented a motion to amend the agenda to move Consent Agenda Item IV. D.
HVAC Renovations for North Moore High School - Bids and Award of Contract to Board Action Item
IX. E. Charles Lambert presented and the motion carried. Upon a motion by Ed Dennison and a second
by Charles Lambert, the Board agenda for May 12, 2014, was approved as amended.
Lieutenant Giorgi0 Saquilan, a student at Pinecrest High School, led the audience in the Pledge of
Allegiance and Brandon Harrell, also a student at Pinecrest High School, provided an inspirational
message. A moment of silence was observed.
Growing to Greatness Awards - Board Member Dale Frye recognized the following individuals with
Chair Farren and Vice-Chair Cameron assisting with presentations.

Program Highlight
Superintendent’s Student Advisory Council - Dr. Aaron Spence, Dr. Anita Alpenfels and Dr. Kathy
Kennedy introduced the Council members who presented recommendations for the Cultural Pathway in
the Strategic Plan. The three groups’ presentations focused on Academic Safety, Emotional Safety, and
Physical Safety.
Consent Agenda
Upon a motion by Ed Dennison and a second by Enola Lineberger, the Board approved the Consent
Agenda as presented. The consent agenda consisted of the Personnel Report, Board minutes for April 7
and 24, 2014, and Closed Session Minutes for March 10, 2014.

Election of New Superintendent
Chair Farren thanked the staff at NCSBA for their assistance with the Superintendent Search process.
Upon a motion by Ed Dennison and a second by Charles Lambert, the Board voted to elect Dr. Robert
“Bob” Grimesey as the next superintendent of Moore County Schools. Chair Farren read a statement
and then introduced Dr. Grimesey and his wife Carol. Dr. Grimesey will take office on July 1, 2014. A
reception followed.
Board Member Comments
Board members commented on the many upcoming events to attend as we near the end of the regular
school year.
Superintendent’s Report
Dr. Spence offered congratulations to Dr. Grimesey as being selected as the next superintendent. He
introduced Tina Edmonds who will be reassigned as the Director of Financial Services. Chief Finance
Officer Mike Griffin will stay on as the Director of Budget. Dr. Spence noted the campaign for “Building
Support for Respect for Public Schools” noting that all of our schools received banners with the
campaign logo “Every Child’s Chance…Every Community’s Future.” Also, all full-time employees
received a “175 Years Strong” pin during Teacher Appreciation Week. After a few other comments, Dr.
Spence recognized Dr. Candace Turk, Principal of West Pine Middle School as the Superintendent’s
Salute to Greatness.
Public Address to the Board
Cassia Simms-Smith and Ernie L. Hussey addressed the Board during the Public Address portion of the
agenda.
Board Action
Sandhills Community College Trustee Appointment/Term 2014-18 - Chair Kathy Farren opened the
floor for nominations for the position of Sandhills Community College Trustee. Dale Frye nominated
George Little. She asked for other nominations. Hearing none, the nominations were closed. Chair
Farren asked for a motion to accept the nomination of George Little as the Board’s appointment to the
Board of Trustees of Sandhills Community College by acclamation. Charles Lambert presented the
motion as stated and Ed Dennison provided a second. The Board unanimously elected George Little to
the Sandhills Community College Board of Trustees.
Master Facilities Plan - Dr. Aaron Spence presented the following Master Facilities Plan. Ben Cameron
presented a motion to approve the Master Facilities Plan as presented. Laura Lang presented a second.
Discussion followed. The vote was taken and the Master Facilities Plan was approved as presented. Dale
Frye abstained from voting.

Growing to Greatness 2.0 Strategic Plan showing how the measures of success will be monitored in the
plan and the future reporting time frames for reporting progress. Surveys for this baseline information
will be conducted in the fall of 2014. Upon a motion by Enola Lineberger and a second by Ed Dennison,
the Growing to Greatness 2.0 Strategic Plan was approved as presented.
Amended Budget Resolution and Quarterly Financial Update - Upon a motion by Dale Frye and a
second by Enola Lineberger, the Amended Budget Resolution was approved as presented and shown.

Section 2
The Sandhills Regional Education Consortium (SREC) will be accounted for as an agency fund – Fund 6, in
the accounting records of the Moore County Board of Education.
Section 3
Revenues of $750,000 are budgeted for the Child Care Fund – Fund 7, to cover expenses for school-day and
after-school daycare programs at respective schools. Any net revenues will be earned and held by the individual schools.
Section 4
Revenues and expenditures for public school construction/projects through the School Special Revenue fund,
including State Facility Funds, State Lottery Funds and Local School Bond Funds, will be accounted for in the accounting
records of the County of Moore. In addition, the County maintains a Digital Learning Fund on behalf of Moore County
Schools; the budget for this fund is $750,000 for 2013-14.
Section 5
Any additional fund balance in excess of the designated appropriation in the Local Current Fund, Local Capital
Fund and Local Operations Fund will become contingency funds, once the Annual Financial (Audit) Report has been
presented to the Board of Education.
Section 6
The Superintendent and Finance Officer are hereby authorized to transfer appropriations within a purpose code
within a fund as contained herein under the following conditions:

They may transfer amounts within a purpose code within a fund with proper justification.
They may not transfer amounts from contingency without Board of Education approval.
They may not transfer any amounts between Local Current appropriation and Local Capital appropriation
without the approval of the Board of Education and the County Commissioners.
Section 7
Copies of the Budget Resolution shall be furnished to the Superintendent and the Finance Officer for direction
in carrying out their duties.

HVAC Renovations for North Moore High School - Bids and Award of Contract - Laura Lang presented
the following motion, “I move the Board approve the contract to Fields Plumbing and Heating Co., Inc,
in the amount of $569,587.00, subject to any changes approved by the Superintendent and Board
Attorney, provided the price and scope of services do not change. Ed Dennison presented a second and
the motion carried.
