His connections told me at OBS that they hadn’t decided what they’ll do with him next, but I’m curious to see what they decide... Smokey Image’s step up into the big leagues didn’t go so well. He was hung wide throughout, but never made any kind of run. Total: $732.50. GII Rebel S. - I almost took Cupid (Tapit) in last week’s San Felipe S., and like him even better in this spot. For whatever reason, Bob Baffert is just borderline unbeatable when he ships to Oaklawn for a 3-year-old graded stake. He’s won five of the last six runnings of this race, and two of the last four Arkansas Derbies. American Pharoah won both last year. Cupid, a $900,000 KEESEP pick-up and half to two graded winners and another listed stakes winner, really seemed to relish more ground when breaking his maiden by 5 1/4 lengths on the stretch out at Santa Anita last time Feb. 7. He covered his final five sixteenths in more than a second faster than the runner-up according to Trakus data, and figures to get even more pace this time. While certainly not disgraced in four subsequent trips to the post, she lacked the killer instinct she possessed during her Eclipse Award-winning season. Tagged on the Untapable | Equi-Photo money by Got Lucky (A.P. Indy) in Keeneland’s GI Juddmonte Spinster S. Oct. 4, Untapable was set to press on to a defense of her title in the Distaff, only to take ill. Soon after it was decided Untapable would train on in 2016, a potentially wise choice in a division that seems thin, at least east of the Mississippi. Realistically, the favorite can probably put up something short of her best and still come home first here, and Theogony (Curlin) looks a strong chance to complete the exacta. After making the first dozen starts of her career on synthetic and turf, she made a favorable impression in her first try over conventional dirt, finishing second in the GII Falls City H. at Churchill Nov. 26, one spot better than Call Pat (Lawyer Ron). Forced to endure a wide trip when a neck second to Streamline (Straight Line) in this track’s Pippin S. She made my day.” A race before the Vanity that might fit the bill for the 6-year-old daughter of Henny Hughes would be the GIII Adoration S. at 1 1/16 miles May 8. “We’ll just see how it’s going,” Mandella said. “We’ll see what’s up.” CHAMPION PRODUCER SILKEN CAT DIES Silken Cat (Storm Cat--Silken Doll, by Chieftain), the Sovereign Award-winning 2-year-old filly in Canada in 1995 who went on to produce champion sprinter Speightstown (Gone West), passed away peacefully in her paddock Mar. 15 at Taylor Made Farm, where she had resided for the last 20 years. Undefeated in three juvenile starts, including the Mazarine S. en route to championship honors, the Quebecbred retired to stud in 1996 and was bred to Mill Ridge stallion Gone West. The result was Silken Cat (1993-2016) | Laura Donnell Speightstown, a $2-million purchase by Eugene Melnyk out of the 1999 Keeneland July Sale, who rewarded his connections’ patience with a victory in the 2004 GI Breeders’ Cup Sprint and an Eclipse Award. Bred by Aaron and Marie Jones, Speightstown has since gone on to be a sire of considerable influence at WinStar Farm. In addition to Speightstown, Silken Cat produced four other yearlings that achieved seven-figure pricetags at auction. Her seven yearlings to be offered at public auction fetched a combined $8.7 million. This past Monday, Silken Cat’s youngest produce, a 2-year-old colt by Tiznow, was purchased by Dennis O’Neill for $300,000 at the OBS March Sale. H.R. 3084 Best Opportunity for Meaningful Reform by Matt Iuliano I read with great interest the comments expressed by the chairman of the Delaware Thoroughbred Racing Commission and Association of Racing Commissioners International (ARCI) stalwart, W. Duncan Patterson, at the annual meeting of the Organization of Racing Investigators held recently at Delaware Park (Delaware Regulator Argues USADA in Racing a Mistake, TDN, Mar. 16, 2016). Mr. Patterson’s comments fall in line with the campaign of misinformation waged against H.R. 3084, the Thoroughbred Horseracing Integrity Act of 2015, by opponents of the bill over the past several months. It is a campaign notable for the extent to which it mischaracterizes the provisions of H.R. 3084 and for the vehemence of the rhetoric it employs in condemning both the mischaracterized legislation and those who support it. And it is all premised on the bedrock assumption that everything is totally fine in the realm of Thoroughbred medication regulation. The following are some examples from Mr. Patterson’s diatribe, contrasted with what H.R. 3084 actually provides. Mr. Patterson states, “The medications that are approved by USADA are some medications which we do not allow in racing at any threshold level. By the same token, there are other medications we allow that they don’t allow. So our whole medication schedule would have to be revamped under this.” Mr. Patterson is clearly suggesting that H.R. 3084 would require that the same schedules of permitted and prohibited substances under the World Anti-Doping Agency (WADA) code for human competition be used for horse racing. This is absurd. Section 4(a) of the bill authorizes formation of a new authority with national jurisdiction to regulate all pari-mutuel anti-doping matters. Section 7 requires that all relevant sources of information be considered when preparing the regulations, including the WADA code, the Principles of Ethics of the American Veterinary Medical Association applicable to horse racing, the Uniform Classification Guidelines for Foreign Substances of the ARCI, and, for the purposes of Mr. Patterson’s assertions, section 7(b). Cont. p10 HEADLINE NEWS • PAGE 10 OF 10 • THETDN.COM Section 7(b) expressly allows the initial list of substances permitted in pari-mutuel horse racing to include those substances listed in the ARCI Therapeutic Medication Schedule Version 2.2, colloquially referred to as the NUMP - the National Uniform Medication Program, which was developed and is supported by a broad cross section of regulators, horsemen’s groups and other industry organizations. Nowhere in the bill does it require the regulatory authority to implement the schedules and uses approved by USADA for human sports in horse racing. The only revamping necessary under H.R. 3084 would be for those 14 pari-mutuel horse racing jurisdictions that have so far ignored the industry’s state-by-state advocacy efforts to adopt the NUMP. Mr. Patterson also states, “Currently USADA does 8,400 tests a year. Nationwide, we do 300,000 tests. Travis Tygart, the head of USADA, is obviously very knowledgeable, but when asked what plan he had to ramp up his testing by almost 40 times, he had no plan. When asked about the costs of their tests we were told about $1,000 a test. Currently, we spend, nationally, $30 million on testing. Simple math will tell you we will go from $30 million to $300 million. Who in the hell is going to pay for that?” This statement requires careful unpacking to keep the erroneous assertions duly separated. First of all, there is no U.S. racing lab that tests 300,000 samples. That is the aggregate amount of U.S. samples that are tested annually. Drug testing laboratories are selected and regulated differently among the 38 separate jurisdictions with the dozen or so labs each following their own unique operating standards and procedures. H.R. 3084 would expand testing beyond the current levels through mandatory out-of-competition testing. Moreover, only those labs that meet the strict accreditation requirements required under the bill would be permitted to test. Secondly, it is ridiculous to extrapolate human testing costs to horses, or other species for that matter, because of the different substances, the frequency of detection, and the laboratory methodology employed. Section 9 of the bill authorizes the new national regulatory authority to enter into agreements with state racing commissions to implement, within their respective jurisdictions, any of the components of the anti-doping program. These agreements remain in place as long as the state complies with the standards and requirements of the anti-doping program established by the regulatory authority. Section 12 of H.R. 3084 authorizes the new regulatory authority to levy assessments on the states to cover the incremental costs associated with complying with the anti-doping program. Thus, the execution of the program within the states relies upon leveraging to the fullest extent possible all SATURDAY • MARCH 19, 2016 existing and available anti-doping resources currently deployed within the states. According to an analysis by McKinsey & Company, developed with USADA’s input and presented at The Jockey Club’s Round Table Conference 2014, the incremental cost of the anti-doping program for pari-mutuel Thoroughbred racing would be approximately $60 per start. Mr. Patterson later states, “It has been proven that Lasix is really necessary. Some may disagree, but it’s really necessary to keep the horses running. And there are other medications used on regular basis that are needed.” It seems more than a bit ironic to hear the longtime ARCI member utter such a statement on the threshold of the five-year anniversary of an ARCI announcement Mar. 28, 2011, that included the statement, “Today over 99% of Thoroughbred racehorses and 70% of Standardbred racehorses have a needle stuck in them four hours before a race. That just does not pass the smell test with the public or anyone else except horse trainers who think it necessary to win a race.” Where in the bill is there an immediate prohibition of race-day Lasix? Section 7(b) contains the initial list of substances permitted in pari-mutuel horse racing, which includes those listed in the ARCI Therapeutic Medication Schedule Version 2.2 (again, the NUMP). Page three of that schedule--following Firocoxib and just before Glycopyrrolate--is the medication Furosemide. To be clear, The Jockey Club does not take issue with the principles of NUMP, which Mr. Patterson and many others support. Rather, it is the wide differences in rule-making processes among the states, coupled with local influences and practices, that reaffirm the need to change. The system we have relied upon to adopt NUMP (and other needed reforms) throughout the land is broken and needs to change. H.R. 3084, when thoughtfully examined, offers us the best opportunity for meaningful reform. SATURDAY, 19 MARCH 2016 Aidan O’Brien is of course no stranger to National Hunt racing, and neither is his wife Annemarie, the couple each having held the licence at the Piltown stable of Annemarie’s father Joe Crowley and each becoming Ireland’s champion jumps trainer during that time. After moving to Ballydoyle and switching predominantly to the Flat, O’Brien still held Cheltenham in his thrall for five seasons as conditioner of the treble Champion Hurdler Istabraq (Ire) (Sadler’s Wells). And, just like the mighty Istabraq, Ivanovich Gorbatov is a former flat performer who has taken to hurdling with great aplomb in the colours of Cheltenham’s winningmost owner JP McManus. "I can't really put it into words to be honest," said Joseph from the middle of a giant media huddle after his star juvenile hurdler led home a trio of Willie-Mullins-trained horses. He added, "It feels slightly surreal. It's completely different to being in the saddle. When you're riding, you don't get a chance to take in the whole occasion, but now I don't have much to do on the day itself as the job is done, so there’s more time to get nervous. Barry [Geraghty] was as confident as anyone. When he got off him last time out, he said he hated the ground and couldn't jump. We were in no doubt he would be better on better ground and he was. He could be a Champion Hurdle horse--he's entitled to go into that grade but it will be a huge step up.” The youngster has around 70 horses under his care, a mixture of flat and jumps horses, 15 to 20 of which are 2-year-olds, and he hopes to be operating under his own licence by June. Asked if he was daunted by following in the footsteps of his father, he said, “I don’t think of it in those terms. I just want to get each horse I have as fit and well as possible and to do the best I can. For the last year I’ve struggled with my weight and I knew I wasn’t going to be able to ride forever. I’m very lucky to have ridden the horses I did.” Pendleton Impresses But Carberry Wins Again... Britain’s most decorated female Olympian, the former cycling champion Victoria Pendleton, has been riding as an amateur jump jockey this winter in the Betfair-sponsored ‘Switching Saddles’ challenge and faced the biggest test of her equine career at Cheltenham when lining up for the St James’s Place Foxhunter Chase. The latest development in the career of former champion jockey Kieren Fallon sees the rider return to his native Ireland to team up with The Curragh trainer Michael O’Callaghan. Fallon has been based mostly in America for the last 18 months, though he did ride 10 winners in Britain in 2015. Pending some paperwork approvals, 51-year-old Fallon is hoping to be in the saddle for O’Callaghan at the opening day of the Irish flat season at The Curragh Sunday. Commenting on the link up Michael O’Callaghan said, “Kieren is one of the world’s most accomplished jockeys. He has been British champion six times and has won big races all over the world. I am thrilled that he has agreed to join our team. I’m sure the Irish racing public will also be excited to see such a star in action. He is a member of the first crop of 2-year-old Triple Crown winner Pierro (Aus) (Lonhro {Aus}), who was the leading first-season sire with more than one sold at the Magic Millions Gold Coast Yearling Sale in January with 37 selling for an average of A$262,568, including a pair of sevenfigure youngsters. “This colt is going to make great appeal being also by a very wellcredentialed first-season stallion in Pierro,” Pierro–Mica’s Pride colt at Willow Park Burrows added. “He’s a Stud Willow Park Stud really nice colt, he improves every day. He’s a later foal, being a Nov. 14 foal, and he’s just come ahead in leaps and bounds. He’s been very well received at the early inspections on the farm. He’s an attractive horse, correct in front with no issues.” The colt was bred by Criterion’s owner/breeder Sir Owen Glenn, a New Zealand businessman and philanthropist who founded Vanguard Logistics Services, the largest neutral nonvessel operating common carrier in the U.S., and among the top five in the world. Glenn, who bought Mica’s Pride for A$300,000 in foal to Reset (Aus) at Inglis’s Australian Broodmare sale in 2009 and bred her to Sebring to produce Criterion the following year, began boarding his growing broodmare band at Willow Park, north of Scone in the Hunter Valley, about a year ago. Burrows noted Glenn’s broodmare band currently sits at 15, but he said Glenn is stocking up on quality mares to breed to Criterion when he retires to nearby Newgate Farm later this year. “He’s building up his broodmare band particularly buying mares for Criterion, who he basically treats like his son, he’s so proud of him,” Burrows explained. “Criterion is going to go to stud at Newgate, but not a hair out of the horse’s tail was sold; [Glenn] couldn’t bear to part with any of him so he’s standing by arrangement at Newgate.” Burrows noted that Mica’s Pride’s Pierro colt is being offered as a means to keep Glenn’s Thoroughbred investments profitable. “This whole thing is getting bigger now with his investment into really decent quality broodmares and he just wants to make it all pay for itself,” Burrows said. “As a consequence, Sir Owen Glenn (centre) with David Hayes once Criterion gets a and Craig Williams after Criterion’s 2015 number of foals on Queen Elizabeth S. win | Inglis the ground, I think he’ll find it hard to part with a large number of them so he’ll probably be racing quite a few of them. Upon This Rock is a daughter of Joleur (Aus) (Bite The Bullet), a full-sister to Mica’s Pride. Glenn bought the now 8-year-old Upon This Rock off the track, and she coincidentally was a Willow Park graduate, having cost agent James Bester A$225,000 as a yearling. Upon This Rock is now back at Willow Park as part of the Glenn broodmare band and her dam, Joleur, still resides at the stud and is paddock mates with Mica’s Pride. “Mica’s Pride and Joleur are two older girls who need a bit of special attention and so they’re in a paddock together, the two sisters, and they’re owned by completely different entities--it’s purely coincidental,” Burrows said. Of the Pierro filly, he added, “This filly is a spectacular first foal. She oozes class and the mare has a really nice Sebring filly and is back in foal to Lonhro. I think that filly will create a whole lot of interest as well.” SATURDAY, 19 MARCH 2016 Burrows pointed to lot 440, a colt by Pierro’s sire Lonhro (Aus), as another standout of his draft. He is the fourth foal out of the stakes-winning Noesis (Aus) (Exceed and Excel {Aus}), whose Street Cry (Ire) colt was bought by agent George Moore for A$1 million at Easter last year. Sun Bloodstock bought a full-brother to this colt for A$520,000 at the 2014 Magic Millions Gold Coast sale. Now named Art Of Perception (Aus), he is in training with David Hayes. “He’s an absolutely stunning individual,” Burrows said of lot 440. “And the cross has been successful already with Lonhro out of Exceed and Excel mares, something like 33% stakes winners to starters. His dam was a very fast racemare and the yearlings have been selling very well out of her. The 3-year-old colt is in Glenn Burrows | Willow Park Stud work with David Hayes and he’s got a very big rap on him, and the 2-year-old colt we sold at the sale last year by Street Cry, and he made A$1 million. This colt is every bit as good as them conformation-wise; he’s got a real presence about him. He’s dark in colour, no white, a real eye-catching kind of guy.” Willow Park will also offer a New Zealand-bred colt from the second crop of Sepoy (Aus) (lot 352). He is the first foal out of Irish Blues (NZ) (O’Reilly {NZ}), a full-sister to G1 Australian Derby and G1 Australian Guineas winner Shamrocker (NZ) (O’Reilly {NZ}) and Group 2 winner Bohemian Lily (NZ) (O’Reilly {NZ}), and a half to G1 Auckland Cup winner Rock Diva (NZ) (Lucky Unicorn {Aus}). “He’s a mature, powerful, early running type,” Burrows said. Should the aforementioned youngsters fulfill their potential on the racetracks, they would not be the first high-class graduates of Willow Park. Burrows planned the mating for and raised and sold dual Group 1 winner Samantha Miss (Aus) (Redoute’s Choice {Aus}), who is the farm’s most expensive yearling graduate to date at A$1.5 million. Burrows also planned the mating on and sold dual Group 1 winner Cosmic Endeavour (Aus) (Northern Meteor {Aus}) and G1 Railway S. winner Bounding (Aus) (Lonhro {Aus}). It was announced Thursday that Bounding–who represents the previously mentioned Lonhro/Exceed and Excel cross--would be offered again through Willow Park at this year’s Magic Millions National Broodmare Sale in June, and Burrows said, “She’s just a beautiful mare, she was a standout from the time she was a foal. There’s much more American interest in our horses now than ever before, and with the currency exchange Americans are essentially getting a 30% discount on a mare like this. To get something of that quality, by the time you turn it into U.S. dollars it’s not so bad compared to what you’re going to pay in America.” Burrows, who spent 20 years managing the bloodstock department at Inglis, also serves as an independent bloodstock advisor for farm and outside clients. He left Inglis to start Willow Park Stud in 2001. The farm is 600 acres--boutique by Australian standards--and is home to around 60 broodmares, with the team taking pride in the individual care that can be offered to each horse. With such attention to detail being put into each graduate, it would not come as a surprise to see Willow Park’s Group 1 honour role continue to grow. HEALTHY CLEARANCE RATE AT INGLIS The single session Inglis March Thoroughbred Sale in Melbourne Friday finished up with a healthy 93% clearance rate, up 3% from last year, with 172 of the 185 lots offered finding new homes. Aggregate for the day amounted to A$1,327,850 with the average running at A$7,720 and the median at A$3,000. “We are delighted to have enabled the trade of so many quality breeding and racing prospects today, and to have achieved a good clearance rate for our clients,” said Inglis Victorian Manager Simon Vivian. “We are privileged to have sold some horses that are currently in training and some that have been successful in the weeks leading up to the sale. These results have helped the healthy turnout at Oaklands today.” Shane Morrissy went to A$78,000 for the sale’s top lot, Group 1 placed Vilanova (NZ) (Commands {Aus}), catalogued as lot 205. The multiple stakes winner of nearly A$600,000 was popular among bidders from all quarters of the auditorium before Morrissy put his hand up for the winning bid. The colt’s pedigree had received a major update just weeks before when his half-brother Wandjina (Aus) (Snitzel {Aus}) took out the G1 Australian Guineas. The lone 2-year-old offering at Friday’s HKIS and still an entire, lot 19 proved the evening’s second-dearest lot when knocked down to owner Boniface Ho Ka Kui--who has horses with trainers Caspar Fownes and John Size--for HK$7 million. In addition to Wandjina, the colt is a close relative of G1 Hong Kong Sprint upsetter Inspiration (Aus) (Flying Spur {Aus}) and to the dam of local Group 2 winner Admiration (Aus) (Encosta de Lago {Aus}). Almost a year to the day that Got Fly (Fr) (Early March {GB}) was beaten 3/4 of a length into second in the Hong Kong Derby, that gelding’s owner Marces Lee Tze Bun was adding to his portfolio when signing for the night’s second offering, a gelding by Choisir (Aus), for HK$6.8 million.
