THE ELECTRICAL AND ELECTRONIC
INDUSTRY IN THE CZECH REPUBLIC
Ing. Stanislav Adamec
President of the Association
Czech Republic. Although the electric and electronic industry was adversely
affected by the economic crisis and decreased in volume, it still provides
employment for ca. 170 thousand people. The crisis, however, not only
has its negative impacts on employment numbers, it also contributed to
further production restructuring, to increased specialization and orientation
on new innovated products with higher added value. Stronger position can
be found especially with traditional areas as heavy-current, automation,
measuring and control technologies, and such production segments that
require a high level of innovation with longer utilization periods.
Heavy-Current Electrical Technology
The electrical and electronic industry in the Czech Republic is a traditional,
constantly developing area with a rich history. This history burned into many
changes that were defined not only by technological development, but also
by political and economic events. Recent history of the Czech electrical and
electronic industry has seen many changes, and during the last years, an
increase of productivity of work and also of product quality could be noted.
The innovation level of Czech products makes it possible to find still new
challenging markets. In the globalized environment of world trade, our
products are competitive and the trade exchange is growing in parallel to
the ever-increasing size of production.
The electrical industry is marked by:
•
the complementary character of its production in creating
prerequisites for the competitiveness of other branches of the
manufacturing industry and power industry,
•
a high proportion of imported materials, components and parts for
production and assembly,
•
a wide range of technological processes,
•
a high proportion of supranational capital in new investment
projects and the use of progressive technologies,
•
the use of logistic networks of supranational companies,
•
a high proportion of science and research used in the production
of computer and digital communications technology and the need
for highly-qualified employees in research, development and
production.
The share of the electrical industry on the revenue from sales of own
products and services of the manufacturing industry in the Czech Republic
as a whole reaches ca. 14.5 %. Thanks to this share ratio, to the creation of
added value as well as of employment, the electrical industry is virtually
placed 2nd to 3rd among the most important industrial sub-sectors in the
4
Electrical machines and equipment have a stable position in the
structure of the Czech electrical industry. Its main products are electric
motors, generators and transformers, electricity distribution and switching
equipment, cables and insulated conductors. In the recent several years,
especially on the basis of foreign investments, the range of electrical
industry products has been extended to include electrical equipment
for the automotive industry. The technical level of products and services
attains global standards. These products are mostly sold to countries
within the European Union. Enterprises engaged in heavy-current electrical
engineering employ 58 % of the people working in the electrical industry in
the Czech Republic. The trade balance related to this commodity has been
traditionally favourable. Foreign owners of large production organisations
have carried out the needed modernisation of technologies, improved the
organisation of production, and - most importantly - arranged new business
connections.
Heavy-current electrical engineering accounted for approximately 60 % of
production in the Czech electrical industry in the past, but resulting from the
influence of greater production increase in other branches of electronics, its
share fell, however, from the point of view of its production volume and its
added value, the heavy-current electrical engineering still belongs among
structure-creating fields of industry.
The Association presents itself regularly with a round of conferences
under the title „Energy For The Future“. These conferences are focused
on everything in the field of energetics with clear perspectives, on power
production from renewable sources including safe use of nuclear energy.
Computer technology
Most of the manufacturing plants within this branch were “Greenfield”
projects, while to a limited extent, buildings of former enterprises were
also used. These companies are strongly influenced by globalization
or by the participation of foreign investment capital. The majority of
produced computers is exported on global markets. Through supranational
companies, Czech Republic has joined other territories with developed
www.electroindustry.cz
production of competitive computer technology. There are also successful
software-designing companies in the Czech Republic, not only in relation to
the localization of worldwide software products or to the delivery of these
services to Czech enterprises or state agencies.
AV Engineering, Electronic Components
Significant changes occurred in the production of electronic components
and telecommunications. New production units came into being and the
product range changed. Facilities for the production of equipment for
higher-level telecommunication systems, radio and television transmitters
and transmission systems were modernised; new production centres of
supranational companies were built.
Instruments and Automation Equipment
In contrast to other electro-technological branches, there was not such
a strong increase of foreign capital participation in this group. However,
Czech domestic market hosts most of the important international
companies that are dealing with production and distribution of
measuring, regulation, automation and medical equipment. They do
not only deliver their products, but also carry out project designing
and servicing. Automation technology products show a high level of
innovation, and thanks to the innovation cycle growing longer, these
are becoming the priority of the electro-technology branch in the Czech
Republic. Therefore, the Czech and Moravian Electrical and Electronic
Association in cooperation with the company Veletrhy Brno a.s. prepared
trade-fair-targeted products focused on automation technology visions
and on the ever-developing tools allowing to proceed towards a „digital
factory“. This technology is presented every year at the most prestigious
Czech trade fair being the traditional International Engineering Fair in
Brno.
At the moment, under the influence of the financial crisis, another
restructuring in the Czech electric and electronic industry takes place
to the benefit of segments with longer innovation turnover and higher
added value. Once again the interest for segments rises that are seen as
traditional in the Czech Republic, especially in the area of heavy-current,
measuring, automation, and control technologies. These segments are the
least influenced areas by the current economic development, and they offer
opportunities for highly-qualified staff. The crisis thus becomes also an
opportunity to strengthen perspective industry areas.

CZECH AND MORAVIAN ELECTRICAL
AND ELECTRONIC ASSOCIATION
Ing. František Hýbner
Director of the Association
The association of electrical engineering companies has a long
tradition in our country. Czech entrepreneurs began to join the
Association of Czech Electro-Technicians at the end of the 19th and
the beginning of the 20th century while the Czechoslovak Electrotechnical Union was established in 1926. The activity of the union
was suppressed in 1948 with the onset of the communist regime.
After the Velvet Revolution in 1989, companies from the electronic
industry and those in the business of electrical engineering
joined together to form the electrical engineering section of The
Confederation of Industry. Several years later, in January 1992,
the economically and legally independent body – The Czech and
Moravian Electrical and Electronic Association (EIA) was formed.
Contemporary, the 20- years old history of the association is also
very rich and fruitful. Not only in regards of new electrical and
electronic technologies, their application in the industry or new
products, but also in the point of view of economical and political
changes. The most important changes concerned structural
changes in factories, new threats and opportunities on the market.
A lot of these changes were in relation to the important rise of
foreign investments, connection of our companies with the supranational corporations or after Czech Republic had entered EU. All
of these aspects impacted member companies of association, their
approach to the innovations, changes in business policy and into
the searching for new markets. The crisis was not only the threat,
but also the opportunity for changes. Not all companies succeeded.
However, plenty of companies run their business with the higher
vitality, effectiveness and the work productivity. The crises showed
that the right strategy to face it successfully is a new innovation
6
and the more effective production. Our companies pay attention to
ensure highly qualified human sources. We have obtained valuable
experiences while using EU structural funds.
EIA is a free union of entrepreneurs and employers and
associates the most significant domestic producers and suppliers
of the electrical and electronic industries as well as of information
technology. Its members include both domestic branches of large
international corporations and also medium and small enterprises
in the ownership of domestic capital. The proportion of members
in the Czech and Moravian Electrical and Electronic Association
within all electrical production in the Czech Republic has been
approximately 70 % for a long period of time. EIA is an important
member of the Confederation of Industry of the Czech Republic,
which is an umbrella organization for approximately 30 member
organizations, associations and unions operating in various sectors
of Czech industry. EIA members may take advantage of services
offered by this confederation.
The Czech and Moravian Electrical and Electronic Association
is an important partner of the trade union KOVO. The collective
agreement is obligatory for each ElA member and guarantees the
agreement between employers and employees. Ensuring of the
social conciliation we consider as the fundamental precondition for
successful overcoming of present crisis.
Our association coordinates steps of domestic enterprises to
ensure joint interests. To put it simply, the ElA is an industrial and
business lobby group striving to support business, to help skilled
manufacturers succeed and to improve the competitiveness of
Czech enterprises, the association often stands in opposition to
government intervention. ElA representatives formulate objectives
and define instruments of institutional insurance. ElA does not
favour any specific political party and exerts consistent effort in
keeping a non-political position. Most ElA member organizations
have the advantage of a highly qualified work force together with
environmentally friendly production.
ElA has developed connections with partner organizations in most
industrial countries and maintains contacts with foreign unions of
entrepreneurs and their chambers. Our association collaborates
www.electroindustry.cz
with them to assist in establishing direct contacts between domestic
and foreign businessmen and to exchange our experiences. ElA
also organizes visits of foreign entrepreneurs to selected plants in
the Czech Republic. ElA coordinates participation of its members
in missions of Czech representatives abroad, establishes contacts
with commercial counselors and seeks cooperation for Czech
enterprises in foreign countries.
Another part of association’s work is consultancy environmental
legislation which affects the electro-technical industrial production.
ElA established a subsidiary company RETELA for ensuring the
issues in the scope of the European Direction 2002/96/EC (Waste of
Electrical and Electronic Equipment) and for purpose of the pursuit
of the collective system RETELA, which manufactures of waste
electrical and electronic equipment.
During a relatively short period, ElA has demonstrated that the activity of
the association has been successfully reformed in the category of industry
with most dramatic changes in the Czech Republic. The membership of
domestic companies in ElA has become important for their economic
stability and for reliable relationships with their business partners.
In the frame of the Operational Program Human Resources
and Employment we are running the project „Through education
to higher adaptability and competitiveness“, which help member
companies with employee education and training.

85 years of the Electrotechnical Testing Institute
The state enterprise Electrotechnical Testing Institute – EZÚ celebrated
its 85-th anniversary recently. The institute was founded by then
Electrotechnical Union of Czechoslovakia – ESČ and it began its activities
by testing of fuses in laboratories of Czech Technical University in Brno in
1926. The testing laboratory built up its own laboratories and significantly
extended its services after relocation to Prague. The laboratory moved its
facilities to the present location in Prague – Troja in 1948.
The initial mission of the institute was testing of product against electrical
safety standards. The ESČ mark is used up to these days for marking of
products, which comply with electric safety standards and the compliance
is verified by relevant testing. That is why EZÚ uses a new marketing
interpretation of its traditional mark ESČ – Electrical Safety Certified.
EZÚ further carries out product testing from the point of view of
electromagnetic compatibility and testing relevant to many aspects
of product resistance to environment effects.
The institute´s conformity assessment services are supported by
official delegation of the Czech government. EZÚ is notified body
No. 1014 for conformity assessment of products according to the low
voltage, electromagnetic compatibility, medical devices and machinery and
construction products directives. Based on the government´s delegation EZÚ
further carries out homologation of electrical and lighting accessories of motor
vehicles and attestation of gambling machines and technical equipment for
lotteries and similar games.
The international recognition belongs to the most important attributes of
the EZÚ´s services that are based on the institute´s involvement in international
and European systems for products testing and certification. EZÚ further
provides calibration and inspection services and management system
certification. EZÚ closely cooperates with CQS – Czech association for quality
systems certification, which is entitled to issue international certificates IQNet
for management systems.
EZÚ systematically enhances quality and competence of its services that
are verified by accreditations, international assessments and comparative
testing. The EZÚ mission is to provide to its customers complex and highly
competitive services and in this manner fulfill company´s slogan:
Trust in us, we verify for you.
