key dates from Manufacturers or their Authorized Dealers for supply of Electrical Machines &
Equipment to various ITIs of Madhya Pradesh. Tender document and other details are also available at
the websites www.tender.gov.in and www.mpdt.nic.in
3. Cost of Tender is to be paid by demand draft of Non-refundable fee of Rs.1250/- (Rs. One
Thousand two hundred and fifty only) in favour of Director, Directorate of Skill Development,
Madhya Pradesh Jabalpur.
4. In all respect hard copy of the e-tender (expect price bid) must be received at the office of the
undersigned latest by 3:00 PM on 08.09.15 and will be opened ONLINE on the same day i.e. 08.09.15
at 4:00 PM. In the presence of such tenderer or their authorized representatives as may be present.

E-TENDERING PROCESS
1. Registration of Bidders on e-Procurement System:
Manufacturers or their Authorized Dealers for supply of Equipments and Machinery for
Industrial Training Institutes of Madhya Pradesh are required to register on the e-Procurement
System on the website https://www.mpeproc.gov.in in order to participate in tenders processed
by Directorate of Skill Development using E-Procurement system of IT department.

2. Digital Certificates:
The Bids submitted online should be signed electronically with a Class III Digital
Certificate to establish the identity of the bidder submitting the bid online. The Bidders
may obtain Class III Digital Certificate issued by an approved Certifying Authority
authorized by the Controller of Certifying Authorities, Government of India. A
Class III Digital Certificate is issued upon receipt of mandatory identity proofs along
with an Application Form. Only upon the receipt of the required documents, a Digital
Certificate can be issued. For details please visit www.ccc.gov.in
Please note that it may take upto 7 working days for issuance of Class III Digital
Certificate, hence the bidders are advised to obtain them at the earliest.
2.1
The Bidders may obtain more information and the Application Forms required to be
submitted for the issuance of Digital Certificate from the e -Procurement, IT
Department, Arera Hills, and Bhopal.

Important Note:
(i)
Bid for a particular tender can be submitted during the ONLINE BID SUBMISSION stage
only using the Digital Certificate that is used to encrypt the data during the ONLINE
BID PREPARATION.
(ii) In case, during the process of a particular tender, the bidder looses his Digital
Certificate because of any problem (such as misplacement, virus attack, hardware
problem, operating system problem, etc.); he may not be able to submit his bid
online.
Hence, the bidders are advised to keep their Digital Certificates in a safe place
under proper security.
(iii)
The digital certificate issued to the Authorized User of a Partnership firm /
Private Limited Company / Public Limited Company / Joint Venture and used for
online bidding will be considered as equivalent to a no-objection certificate / power
of attorney of that user.
(iv)
In case of Partnership Firm, majority of the Partners have to authorize a
specific individual through Authority Letter signed by majority of the Partners of
the firm.
(v) In case of Private Limited Company, Public Limited Company, the Managing
Director / any other Person (having designated authority to authorize a spe cific
individual) has to authorize a specific individual through Authority Letter.
(vi) Unless the certificate is revoked, it will be assumed to represent adequate
authority of the specific individual to bid on behalf of the Organization for online
tenders as per Information Technology Act, 2000. This Authorized User will be
required to obtain a Digital Certificate. The Digital Signature executed through the
use of Digital Certificate of this Authorized User will be binding on the firm. It
shall be the responsibility of Management / Partners of the concerned firm to
inform the Certifying Authority, if the Authorized User changes, and apply for a
fresh digital certificate for the new Authorized User.
3. Set Up of Bidders' Computer System :
In order for a Bidder to operate on the e-Procurement System, the Computer
System of the Bidder is required to be set up for Operating System, Internet
Connectivity, Utilities, Fonts, etc. A help file on setting up of the Computer
System can be obtained from e-Procurement Cell (M/s. TCS Limited, 5th
Floor Corporate Block, DB Mall, Bhopal).
4. Publishing of N.I.T. :
For the Tenders processed using the e-Procurement System, only a brief
Advertisement related to the Tender shall be published in the newspapers
and the Detailed Notice and terms and conditions of tender shall be published
only on the e-Procurement System. The bidders can view the Detailed Notice,
Terms & Conditions of tender document and the time schedule for all the
Tenders processed using the e-Procurement System on the website
https://www.mpeproc.gov.in
5. Key Dates and time :
The Bidders are strictly advised to follow the time schedule (Key Dates and
time) of the tender for their side of tasks and responsibilities to participate
in the tender, as all the stages of each tender are locked before the start
time and date and after the end time and date for the relevant stage of the
tender as set by the concerned Department Official.
6. Downloading of the Tender Documents :
The tender documents can be downloaded online from the website
https://www.mpeproc.gov.in
All the Bidders are required to register on the e-Procurement System of IT
Department of Madhya Pradesh website https://www.mpeproc.gov.in in order
to participate in tender.
7.
Payment for registration on E-tendering portal :
The registration fee Rs. 500/- + taxes applicable is to be paid ONLINE. And
details of payment are required to email on (1) eproc_helpdesk@mpsedc.gov.
(2) prashant@caddsystem.com (3) a.khare@tcs.com.
Payment of tender document fee :
8.1 Although the tender document can be downloaded from the website
http://www.mpeproc.gov.in, the
bidder has to pay a sum of Rs. 1250/- (Rupees One
Thousand Two Hundred Fifty only) towards
tender document fee by way of Demand
Draft in favour of Director, Directorate of Skill Development, Madhya Pradesh
Jabalpur. This Demand Draft shall invariably be submitted.
8.
8.2
Non submission of Demand Draft of requisite amount shall result in rejection
of tender.
8.3
The manufacturers or their Authorized Dealers has to upload scanned copy of Tender
document Fee instrument along with the reference details in the relevant field during online
bidding.
9.
Preparation of Bids and Submission of Online Bids by the Bidders :
The Bidders have to prepare their Bids online, encrypt their bid data in the
bid forms and submit documents required to be uploaded related to the tender
as per the time schedule mentioned in the key dates and time as given in the
Notice Inviting Tender after signing of the same by the Digital Signature of their
authorized representative.
10.
Submission of Earnest Money Deposit :
The manufacturers or their Authorized Dealers shall submit their Earnest
Money Deposit as usual in a physically sealed Earnest Money Deposit
envelope along with bid envelope and the same should reach the concerned
Office as stated in the Notice Inviting Tender and key dates.
Earnest Money should be submitted in the form of Demand Draft of Nationalized
Bank/Scheduled Bank in Favor of Director, Skill Development, Directorate of
Skill Development, M.P. Jabalpur.
The manufacturers or their Authorized Dealers has to upload scanned
copy of Earnest Money Deposit instrument along with the reference
details in the relevant field during online bidding.
11. Opening of Tender :
The concerned Department Official receiving the tender or his duly authorized
person shall open the online.

RULES FOR TENDER
Sealed bids are invited from Manufacturers or their Authorized Dealers for
supply of Equipments and Machinery for Industrial Training Institutes of Madhya Pradesh.
Manufacturer/ Dealer certificate should be enclosed with Tender. Authorized Dealer
certificate should be given in Performa as per Annexure-1, This Certificate should be duly
notarized. In absence of Manufacturer Certificate (If bidder is Manufacturer) or
Authorized Dealer certificate (If bidder is authorized dealer) the Tender will be
rejected. Details of schedules are as follows:

Bids will be received and opened at Directorate of Skill Development, M.P., Near Sai
Mandir, Narmada Road, Jabalpur-482001 Madhya Pradesh.

The tender should contain a covering letter enclosing earnest money, form “A”
receipt of cost of tender form along with other documents as mentioned in various clauses of
the tender in an envelope duly sealed and super scribed as directed. Tender without form
“A” duly signed will be rejected. The fact that the bidder has signed the form “A” will
mean that the bidder has completely accepted these tender rules and that the bidder
agrees to abide by these tender rules. No deviation from tender rules will be accepted under
any circumstances even if the tender may mention his own conditions in his tender. The
tender rules and clause usually printed on the parties tenders or bills will not be binding on
this department. If form “A” is signed by bidder in token of his acceptance, he should
not
mention any other tender conditions.
The contents of the form “A” should not be changed or amended. In other words tenders on
stipulated conditions will not be acceptable by this office.
3.
The bidder should submit appropriate documentary evidence for his qualification
being eligible to supply the ordered items if the tender is accepted. The qualification criteria
are as follows :
3.1
The Manufacturer should be in the business of manufacturing of similar equipment
for a period not less than 5 Years.
3.2
The bidder should have the turnover more than 300 Lac per year consistently in last
three financial years (2012-2013, 2013-2014, & 2014-2015). The proof of the same should be
attached along with audited balance sheet to be submitted duly certified by the Chartered
Accountant.

The Manufacturer / Bidder should furnish the information on past 2 years supplies
satisfactory performance in Annexure-2.
4.
Tender should be accompanied by Earnest Money in the form of Demand Draft of
Nationalized Bank/Scheduled Bank in Favor of Director, Skill Development, Directorate of
Skill Development, M.P. Jabalpur. Earnest Money submitted in any other form will not
be accepted and the tender will be rejected.
5. Security Deposit to the extent of 5% of the total value of the order in the form of Bank
Draft / FDR/Bank Guarantee (in Performance Security Form-Annexure-3) will have to be
deposited by the successful Bidder before the final orders are placed with him. Security
Deposit should be submitted in favor of the Director, Directorate of Skill Development, and
Madhya Pradesh Jabalpur. If the demanded security deposit to the extent of 5% is not
deposited by the bidder in the specific period the Earnest Money already deposited with the
tender is liable to be forfeited.
6. Earnest Money / Security Deposit to this office in previous tenders will not be adjusted
towards the present tender and no request will be entertained in this regard.
7. Industries registered as Small scale industrial units with the Director of Industries,
Government of Madhya Pradesh, Bhopal only will be exempted from depositing the Earnest
money, however they should send a true copy of the certificate for claiming the above
exemption. Firms registered with the Director General of Supplies and Disposals and small
Scale Industrial Units registered with Central Govt. or with other State Government are not
exempted from depositing earnest money.
8. The bidder must submit the latest Sales tax clearance certificate.
9. Delivery period should be 90 days from the date of purchase order.
10. The successful bidder should supply full ordered quantity of items for a particular
institute within the prescribed delivery period specified in the order. If the bidder faces
difficulty in supply of ordered quantity within the delivery period then he should submit the
representation indicating the appropriate reasons of delay. Power to extend delivery period
would remain with Purchaser. If the delivery period is not extended by the purchaser then the
order pertaining to the particular institute may be cancelled and the security deposit
equivalent to 5% of the value of the order for that particular Institute will be forfeited.
11. Bidder should give all relevant particulars about every item, such as maker’s name
Country of Manufacture and Specifications and Price etc. “Specifications as given in
catalogue” quoted in tender by the bidder will not be accepted. Full specification must be
written in tender positively and should also be supported by illustrative pamphlets and all
other relevant literature and catalogues (In Original).
12. The bidder will have to give Demonstration on demand in the prescribed time limit. The
bidder will have to submit samples on demand in the prescribed time limit. In case the
samples are not produced in the prescribed time it shall be open to the undersigned to forfeit
Earnest Money Deposited by the bidder. If the samples sent by the party are approved the
same will be adjusted in regular supply and in the case of rejection, they will be returned back
to the party at his cost.
13. The rates should be quoted in format of Price Schedule shown in Annexure-4. Rates
quoted in any other format will be rejected. Excise, VAT, Service tax, Octroi, Customs
duty etc. Chargeable if any should be indicated separately. No insurance charges will be
borne by the consignees under any circumstances.
14.
Technical Specification of the Equipment and Machines shown in Annexure -5.
15. The rates quoted by the bidder will be valid up to 12 months from the date of opening of
the tenders. All order placed up to this date on the rates quoted will be binding on bidder. The
Earnest Money and Bid Security should have the validity period of 13 months.
16. The items will have to be supplied at Industrial Training Institutes of Madhya Pradesh,
which would be specified in supply order also. Rates should be quoted F.O.R. destination as
above.
17. Articles for which rate contracts are available with the D.G.S. & D. Government of India,
New Delhi. The bidder should enclose the copy of the rate contract agreement along with the
tender.
18. If the bidder submits more than one offer for any item then no deviation statement should
be submitted for every offer. In the absence of this the purchaser reserves the right to accept
or reject the bid of that particular item. Bidder should submit No Deviation statement in
following format. No other formats will be accepted. In absence of No deviation statement
the tender will be rejected.

19. According to the M.P. Store Purchase Rules, 30% of total purchase will be made from
those Manufacturer/ Authorized Dealer/Firm who have more than 50% partnership of the
persons belonging to SC/ST category. If the Manufacturer/Authorized Dealer/Firm who has
more than 50% partnership of the persons belonging to SC/ST category does not participate
in the tender then purchaser will call the list of such Manufacturer/ Authorized Dealer/Firm
from the District Industries Centre (DIC) of Jabalpur and may place the order up to the 30%
value of tender to the eligible SC/ST firms on the accepted lowest rates.
20. The undersigned may get the items inspected by such person or persons he deems fit and
to reject such of these items as in his opinion do not come up to the specification. The
decision of the undersigned will be final in such cases. The rejected items will be returned on
the bidder’s cost.
21. The under signed reserves the rights for any changes /cancellation/rejection of any part or
whole tender, without assigning any reason what so ever.
22. Warrantee/Guarantee should be for a period of minimum 1 year.
23. 90% Payment will be released after safe receipt and successful installation /
commissioning of machine or equipment. Remaining 10% payment will be released after 30
days.
24. All consignment must be dispatched freight paid to concern ITI “To pay” Railway
Receipt / Freight Receipts will not be accepted. Loading /Unloading charges shall be borne
by the supplier.
25. It must be noted that normally all correspondence and transactions will be made only with
the parties whose tenders have been accepted and not with anybody else.
26. The undersigned reserves the right to split up the order for supply of articles at tender for
amongst more than one tender.
27. Any dispute arising out of this tender or supply of any other matter will fall under the
civil jurisdiction of Jabalpur High Court only.
28. GUARANTEE CERTIFICATE: - The Bidder will have to submit the GUARANTEE
CERTIFICATE as per Annexure – 6.
29. Any bid received by the Purchaser after the deadline for submission of bids prescribed by
the Purchaser, will be rejected.
30. Purchase Committee approval/ decision will be final and binding.

Stepper Motor with Digital Controller
Microprocessor based stepper motor controller : with a bifilar 2 phase D.C. stepping
motor.
The stepping motor can be programmed in three parameters namely
1. Speed 2. No. of steps. 3. Direction.
