It currently does not include any appropriate ratio that would apply to a Bunnings activity. It is unclear whether the activity would be an "Industrial Activity" or some "Other Activity". These are consequential amendments relating to the Commercial 2 area bounded by Amohau Street, Fenton Street and Arawa Park. DNZ opposes the parking ratio of A4.1.1(1) that requires 1 car park for every 18m2 of gross floor area for supermarkets, comprehensive retail developments and retail shops. It is a high ratio when compared with other supermarkets around NZ. It is currently unclear whether 'Industrial activities' applies to the existing Bunnings store. In addition the standards do not provide a parking rate for large format retail. It is noted that there is provision for other activities with a ratio to be determined on the basis of the particular proposal, however this fails to give any certainty or consistency in approach. Seek greater flexibility in Commercial 5 zone. The parking requirements for supermarkets are too onerous and do not take into account that supermarkets have large back house and storage areas that do not generate parking demand. The definition of floor area includes consideration of net versus gross floor area which could feasibly be incorporated into the parking ratio.
