Summary of Decision
Requested and
Reasons:
Require carparking for residential units and offices in the fringe of the City Centre Zone including
Whakaue Street. Retain City Centre zoning of 1/1122 Whakaue Street subject to reinstating amenity
controls as set out in the operative district plan, which includes parking requirements.

Summary of Decision
Requested and
Reasons:
Require parking for residential areas and offices in the fringe areas including Whakaue Street to
provide for the anticipated demand from land uses.

Submitter Position:
SUPPORT WITH AMENDMENT
Summary of Decision
Requested and
Reasons:
Reconsider proposal to remove all requirements for parking on site in the city centre in A4.1.1/1. In
the City Centre zones parking requirements may be desirably retained for some activities and in
some areas.

Sigma Consultants Limited
Submitter Position:

Summary of Decision
Requested and
Reasons:
Review and update table for carparking in A4.1.1/1. Who decides and how is it decided that drop off
is adequate in relation to daycare centres. The requirement seems light.
Issue
PA410: 4.1.1.1 Number of on site parking spaces required for specific activities
Submitter:
Bunnings Limited
Submitter Position:
SUPPORT WITH AMENDMENT
Summary of Decision
Requested and
Reasons:
Include a category for "trade retail" with a car parking requirement for 1 space for every 40m2 gross
floor area and 1 space for every 100m2 of outdoor display space. It currently does not include any
appropriate ratio that would apply to a Bunnings activity. It is unclear whether the activity would be
an "Industrial Activity" or some "Other Activity".
Submitter:
DNZ Property Fund Limited
Submitter Position:
SUPPORT WITH AMENDMENT
Summary of Decision
Requested and
Reasons:
Amend the car parking performance standards A4.1.1(1) in relation to supermarkets, comprehensive
retail developments and retail shops to 1 car park for every 20m2 gross floor area. These are
consequential amendments relating to the Commercial 2 area bounded by Amohau Street, Fenton
Street and Arawa Park.
DNZ opposes the parking ratio of A4.1.1(1) that requires 1 car park for every 18m2 of gross floor
area for supermarkets, comprehensive retail developments and retail shops. It is a high ratio when
compared with other supermarkets around NZ.
Submitter:
DNZ Property Fund Limited
Submitter Position:
SUPPORT WITH AMENDMENT
Summary of Decision
Requested and
Reasons:
Amend subsection (a) and (b) of A4.1.1(1) as follows:
(a) "Industrial activities (includes storage facilities, trade retail and all like activities)".
(b) "Large Format Retail and Trade Retail: 1 space for every 40m2 gross floor area and 1 space for
every 100m2 of outdoor floor space".
It is currently unclear whether 'Industrial activities' applies to the existing Bunnings store. In addition
the standards do not provide a parking rate for large format retail. It is noted that there is provision
for other activities with a ratio to be determined on the basis of the particular proposal, however this
fails to give any certainty or consistency in approach.

Summary of Decision
Requested and
Reasons:
Amend the on-site parking requirements for industrial activities in A4.1.1(1) - "With the exception of
the Reporoa Dairy Manufacturing Site, 4 spaces plus 1..........". In terms of the Reporoa Dairy
Manufacturing Site, 1 space for each staff member employed on the site at any one time. The
carparking requirements are excessive and inappropriate for the Reporoa Dairy Manufacturing Site.

Summary of Decision
Requested and
Reasons:
A4.1.1 require 1 carpark for every 10 persons the building or activity is designed to cater for. The
zone also permits restaurants as supporting activities. Neither Parking Standard appears to address
the fact that commercial recreational facilities will have a large proportion of tourist patronage
arriving by bus or coach not car. Seek greater flexibility in Commercial 5 zone.

SUPPORT WITH AMENDMENT
Summary of Decision
Requested and
Reasons:
Amend Appendix 4 A4.1.1 whereby supermarkets become a separate line item which reads: "1 for
every 20m gross floor area".
The carpark requirements for supermarkets are too high and do not reflect accepted standard
practice.
Submitter:
Rotorua Hospital
Submitter Position:
SUPPORT
Summary of Decision
Requested and
Reasons:
Submitter supports the proposed carparking requirements for a Hospital of 1 for every 5 beds plus 1
for every 2 staff employed on the site at any one time.
Submitter:
The National Trading Co Of Nz Limited
Submitter Position:
SUPPORT WITH AMENDMENT
Summary of Decision
Requested and
Reasons:
Parking for supermarkets should be amended to: 1 for every 20m2 trading floorspace specifically
set aside for the primary retailing activity plus 1 for every 40m2 floor area specifically set aside and
used for staff amenity activities (including staff cafeterias, staff rooms, staff recreation and ablution
uses) and 1 for every 40m2 of office and storage space ancillary to the primary retail activity of the
building.'
The parking requirements for supermarkets are too onerous and do not take into account that
supermarkets have large back house and storage areas that do not generate parking demand. The
definition of floor area includes consideration of net versus gross floor area which could feasibly be
incorporated into the parking ratio.
