SECTION 232510 – HAVC - PIPE CLEANING AND PASSIVATION
PART 1 - GENERAL
APPLICABLE REQUIREMENTS

A.

All work to be furnished and installed under this section shall comply with all the requirements
of General Conditions, Supplemental Conditions, Division 01 - General Requirements, Section
230500 - Basic Materials and Methods, and other Sections in Division 23 specified herein.
DESCRIPTION OF WORK
Provide complete water cleaning work required by this section as indicated on drawings and schedules
and by requirements of this section, and includes necessary equipment, chemicals, and service for the
following systems:
A.
SPECIFICATIONS FOR CLEANING & PASSIVATION OF EXISTING/NEW MILD STEEL PIPE
(if Partial Replacement / Partial Repair)

THIS SPECIFICATION IS FOR THE UC HASTINGS COOLING TOWER CONDENSER WATER
SYSTEM BUT WILL NOT INCLUDE THE STAINLESS STEEL COOLING TOWER,
CONDENSER, INSIDE AIR HANDLING UNITS, AND SMALL WATER COOLED AC UNITS
BOTH IN CELING AND ON FLOOR ON SOME FLOORS. ALL NEED TO BE ISOLATED
DURING BOTH CLEANING AND PASSIVATION. A WATER FLOW DIAGRAM WILL BE
PROVIDED.

THE MILD STEEL PIPE INTHE CONDENSER WATER SYSTEM WILL HAVE BEEN MODIFIED
PRIOR TO CLEANING WITH NEW FOUR (4) INCH OD MILD STEEL PIPE (ASTM # A53
SCHEDULE 40). ALL MILD STEEL PIPES OVER 4 INCHES OD WILL NOT BE REPLACED
AND ARE IN NEED OF MAJOR CLEANING. EXISTING UNCLEAN COPPER PIPING IN THE
CIRCUIT WILL BE INCLUDED IN THE CLEANING AND PASSIVATION.

SAMPLE OF THE DEPOSIT CONTAINING MILD STEEL PIPE IS AVAILABLE TO THE
CLEANING CONTRACTOR FOR ANY LAB TESTING THEY MAY REQUIRE TO SELECT THE
BEST CLEANING SOLUTION.
3.0-
CHEMICAL CLEANING NEEDS TO BE VERY AGGRESSIVE SUCH AS INHIBITED ACID TO
REMOVE ALL CORROSION DEPOSITS ON THE PIPE SURFACE INCLUDING FROM WITHIN
THE DEEP PITS AND LOCALIZED CORRODED AREAS. SELECTION OF THE CLEANING
SOLUTION NEEDS TO BE COORDINATED WITH OUR WATER CONSULTANT Mr. Paul
Puckorius.

4.0-
THE NEW MILD STEEL PIPE ADDED TO THE SYSTEM WILL HAVE BEEN CLEANED AND
PASSIVATED AFTER INSTALLATION TO REMOVE SOME RUST, OIL/ GREASE AND
BIOLOGICAL ORGANISMS DUE TO FABRICATION.
5.0-
NEW MILD STEEL PIPING SHOULD HAVE AS FEW DEAD LEGS AS POSSIBLE. IF DEAD
LEGS ARE PRESENT OVER 12 INCHES IN LENGTH THEY SHOULD BE CONNECTED TO
THE RETURN COOLING WATER LINE SO THAT CLEANING/PASSIVATING TREATMENT
WILL PASS THROUGH THE DEAD LEGS.

CLEAN CITY WATER SHOULD BE USED IF NEEDED DURING THE CLEANING AND
PASSIVATION.
7.0-
THE EFFECTIVENESS OF THE CLEANING SHOULD BE MADE BY VISUAL EXAMINATION
OF THE CLEANED PIPE OR AT STRAINERS WHEREVER POSSIBLE. ALSO THE USE OF
SOME ORIGINAL DEPOSIT EXISTING 4 INCH PIPE (2 TO 3 FEET LONG) THAT HAS BEEN
REPLACED AND STILL CONTAINS THE DEPOSITS WHICH WILL RECEIVED THE
CLEANING SOLUTION. A BYPASS CAN BE UTILIZED AROUND NEW MILD STEEL PIPE OR
IN THE CLEANING SOLUTION WHEREVER POSSIBLE.
8.0-
THE CLEANING SOLUTION SHOULD BE TESTED TO INDICATE WHEN THE CLEANING
PROCESS HAS BEEN COMPLETED. SPECIFICALLY THE IRON, COPPER, pH, AND
VISUAL APPEARANCE SHALL BE TESTED FREQUENTLY DURING THE CLEANING.
SAMPLING LOCATIONS SHOULD BE IDENTIFIED BY CONTRACTOR.
9.0-
SINCE COPPER PIPE WILL ALSO BE PRESENT IN THIS CONDENSER WATER CIRCUIT A
COPPER CORROSION INHIBITOR SHOULD ALSO BE PRESENT IN THE CLEANING
SOLITION TO MINIMIZE ANY COPPER CORROSION.
10.0-
THE CLEANING CONTRACTOR SHALL SUPPLY ALL NEEDED EQUIPMENT, CLEANING
PRODUCT, LABOR, ALL NECESSARY HOOKUPS, PERMITS, AND DISPOSAL OF THE
CLEANING SOLUTION. WE EXPECT THAT A FILTER WILL BE INCLUDED TO CATCH ANY
LARGE NODULES OF RUST TO PREVENT PLUGGING OF SMALLER DIAMETER PIPING.
11.0-
A WRITTEN DOCUMENT SHALL BE PREPARED AT THE END OF THE CLEANING
PROCEDURE OUTLING THE RESULTS, WATER TESTS, AND PHOTOS OF BEFORE AND
AFTER PIPE CONDITIONS.
12.0-
IMMEDIATELY AFTER THE CLEANING SOLUTION HAS BEEN DRAINED AND THE SYSTEM
FLUSHED A PASSIVATION SHOULD BE INITIATED. THIS SHOULD BE DURING THE SAME
DAY AND NO LONGER THAN 12 HOURS AFTER CLEANING COMPLETED.
13.0-
THE PASSIVATION SOLUTION SHALL HAVE THIS COMPOSITION AND LEVELS TO BE
MAINTAINED.
13.1- TETRA- POTASSIUM PYRO PHOSPHATE (60% SOLITION) - 20% BY WEIGHT
13.2- NON-IONIC WETTING AGENT (LOW FOAMING)
5% by Weight
13.3- COPPER INHIBITOR (50% SOLUTION OF TTA)
5% BY WEIGHT
13.4- CITY WATER
BALANCE.
13.5- THE DOSAGE SHOULD BE MAINTAINED AT A MINIMUM OF 200 PPM OF
PHOSPHATE (as PO4) IN THE SYSTEM WATER. THIS WOULD BE ABOUT POUNDS (2
GALLONS) OF THE PRODUCT IN 1000 GALLONS OF SYSTEM WATER.

14.0-
THE PASSIVATING PRODUCT IS CONSIDERED TO BE NON TOXIC AND NOT
HAZARDOUS AND SHOULD BE ACCEPTABLE TO DISCHARGE TO THE CITY
SEWER PENDING THEIR LOCAL REQUIREMENTS. IT IS NOT ANTICIPATED TO DRAIN THE
PASSIVATION SOLUTION FROM THE SYSTEM UNTIL REGULAR WATER TREATMENT IS
STARTED.

THE CONTRACTOR WILL SUPPLY ALL EQUIPMENT, CHEMICALS, LABOR, AND
NECESSARY HOOKUPS, PERMITS NEEDED FOR THIS PASSIVATION.

A WRITTEN DOCUMENT SHOULD RECORD THE PROCEDURE, TEST RESULTS AND TIME
OF CIRCULATION INCLUDING DATES AND PHOTOS OF THE PIPE BEFORE AND AFTER
FOR THE ENTIRE PERFORANCE OF PASSIVATING PROCEDURE.

THE PROCEDURE TO BE USED SHOULD FOLLOW THESE GUIDELINES.

ADD CITY WATER TO CONDENSER WATER SYSTEM AT THE SAME TIME
ADDING THE WATER TREATMENT TO BE SURE THAT PROPER TREATMENT
LEVELS ARE OBTAINED WITH WATER CIRCULATING THROUGHOUT THE ENTIRE
SYSTEM. HOWEVER THE STAINLESS STEEL COOLING TOWER, CONDENSER,
AND OTHER WATER COOLED AC UNITS ALL SHOULD STILL BE ISOLATED.
ALLOW TREATED PASSIVATION WATER TO CIRCULATE FOR AT LEAST 4 TO 6
HOURS AT A TEMPERATURE OF 100-120 DEGREES (FARENHEIT) OR 10-12
HOURS AT 70-80 DEGREES (FARENHEIT). IF LOWER WATER TEMPERATURES
OCCUR CONTINUE CIRCULATION.
PASSIVATION IS COMPLETE WHEN EXAMINATION OF A CLEANED PIPE OCCURS
AND HAS THE CHARACTERISTIC PASSIVATING FILM. A MILD STEEL
CORROSION COUPON CAN ALSO BE USED TO DETERMINE IF FILM HAS
FORMED.
TREATED WATER WITH PASSIVATING SOLUTION CAN REMAIN IN THE PIPING
UNTIL STARTUP OF ENTIRE COOLING SYSTEM AND SWITCHED OVER TO THE
TREATMENT PROGRAM.
THE PASSIVATION SOLUTION SHOULD BE TESTED FOR PHOSPHATE, pH, TOTAL
IRON LEVELS, AND APPEARANCE OF THE WATER. TESTING SHOULD BE DONE
AT LEAST INITIALLY AFTER ADDING THE PASSIVATING SOLUTION AND EVERY
TWO HOURS UNTIL COMPLETE.

SPECIFICATIONS FOR CLEANING & PASSIVATION IF ALL MILD STEEL PIPE REPLACED
(Total Replacement)
THIS SPECIFICATION IS FOR THE CLEANING & PASSIVATION AT THE UC HASTINGS
COOLING TOWER CONDENSER WATER SYSTEM SHOULD ALL THE MILD STEEL PIPE
WILL HAVE BEEN REPLACED AND NO EXISTING OLD MILD STEEL PIPE REMAINS.

SINCE THERE WILL BE NO EXISTING MILD STEEL PIPE REMAINING WITH
CONSIDERABLE CORROSION PRODUCTS, PITS, AND POSSIBLE INCOMPLETE WELDS
THE CLEANING DOES NOT HAVE TO BE AS AGGRESSIVE AS DISCUSSED IN THE
PREVIOUS SPECIFICATION.
2.0-
ALSO IT IS NOT REQUIRED TO ISOLATE THE STAINLESS STEEL COOLING TOWER,
CONDENSER, INSIDE AIR HANDLING UNITS, AND SMALL WATER COOLIED AC UNITS IN
BOTH THE CEILING AND ON THE FLOOR ON SOME FLOORS DURING THE MILD
CLEANING AND PASSIVATION PROCEDURES.
3.0-
THE NEW MILD STEEL PIPE ADDED TO THE SYSTEM WILL HAVE BEEN TREATED VIA
THE HYDROTEST WATER CONTAINING BOTH CLEANERS AND PASSIVATORS. THUS
THE NEW MILD STEEL PIPE WILL ALREADY BE TREATED. THIS CLEANING IS DESIGNED
TO REMOVE ANY RESIDUAL RUST, OIL/GREASES DUE TO ASSEMBLY AND TO PROIDE
CLEANING OF THE COPPER LINES THROUGHOUT THE COOLING SYSTEM.
4.0-
CHEMICAL CLEANING SHOULD UTILIZE AN INHIBITED CITRIC ACID (OR SULFAMIC
ACID) PLUS NON-IONIC SURFACTANT PLUS COPPER CORROSION INHIBITOR. THE
CLEANING SOLUTION SHOULD BE FULLY COMPATIBLE AND NOT CAUSE ANY DAMAGE
TO THE PIPING OR FITTINGS AND COUPLINGS.

THE FOLLOWING SECTIONS OF THE PREVIOUS SPECIFICATION SHOULD BE UTILIZED
FOR THIS CLEANING AND PASSIVATION- SEE PARAGRAPHS 5.0 THROUGH 17.5. THE
ONLY EXCEPTION IS THAT 17.1 ISOLATION IS NE NEEDED OF THE OTHER WATER
CONTACTED EQUIPMENT SINCE THIS IS A MILD CLEANING AND EFFECTIVE
PASSIVATION CONTAINING ADEQUATE CORROSION INHIBITORS.

QUALITY ASSURANCE

A.
Manufacturers and Representative Qualifications. Firms regularly engaged in manufacture of
water treatment equipment, chemical and service shall have been active in the field of
industrial water treatment and whose products have been in satisfactory use in similar service
for not less than 5 years, and shall have full-time service personnel located within 150 miles of
the project site.

Codes and Standards:

ASME Compliance: Construct pressure service tanks in accordance with ASME Boiler and
Pressure Vessel Code, Section VIII, provide stamp and certification.
UL Labels: Provide water conditioners ancillary electrical components that have been
listed and labeled by UL.
NEMA Standards: Provide electrical controls and enclosures conforming to applicable
standards of NEMA for environment where water conditioners are indicated.
Chemical Standards: Provide only chemical products that are acceptable under state and
local public health and pollution control regulations.
SUBMITTALS

A.
Product Data: Submit manufacturer’s technical product including rated capacities of selected
equipment clearly indicating water pressure drops, weights, installation and start-up
instructions, and furnished specialties and accessories.
B.
Shop Drawings: Submit manufacturer’s assembly-type shop drawings indicating dimensions,
weight loadings, required clearances, and methods of assembly of components.
C.
Wiring Diagrams: Submit manufacturer’s electrical requirements for power supply wiring to
water treatment equipment. Submit manufacturer’s ladder-type wiring diagrams for interlock
and control wiring. Clearly differentiate between portions of wiring that are factory-installed
and portions to be field-installed.
D.
Record Drawings: At project closeout, submit record drawings of installed systems and
products.
E.
Maintenance Data: Submit maintenance data and parts list for each item of equipment,
control, and accessory; including “trouble-shooting” maintenance guide. Include this data,
product data, shop drawings, and wiring diagrams in maintenance manual.

DELIVERY, STORAGE AND HANDLING

A.
Handle water cleaning materials and components carefully to prevent damage, breaking,
denting and scoring to materials and equipment. Deliver packaged units in original crates. Do
not install damaged water treatment materials and components; remove from site and replace
with new.
B.
Store water treatment materials and components in an environment satisfactory to prevent
their damage by the elements.
PART 2 - PRODUCTS
MANUFACTURERS
2.1
A.
Manufacturer: Subject to compliance with requirements, provide products by Mount Hood
Chemical, San Joaquin Chemicals, Chemcoa Nalco or approved equal.
COUPON RACKS
2.2
A.
Coupon Rack for Closed Systems:

B.
Install as shown on the drawings two coupon holders between the low and high
pressure of the circulating pump. The coupon holders shall be isolated with shut off
valves for removing and inspecting the coupons. When the system is ready for startup,
the Water Treatment Contractor shall install two pre-weighted coupons, one copper,
and the other steel in the above coupon holders, noting time and date. At the end of 90
days, the coupons shall be removed, noting the time and date, re-weighed, and
inspected, with a report being sent to the mechanical contractor, for distribution to the
proper people, showing the condition of the system being treated.
Coupon Rack for Open Systems:
1.
Install as shown on the drawings a three station coupon rack, built to ASME
specifications and as shown on the drawing, made from 3/4" PVC Schedule 80 pipe. The
coupon holders shall consist of nylon screw and nut for holding the coupon, PVC water
inlet ball shut off valves, 3/4" PVC pipe, and the coupon rack shall be pre-mounted on a
galvanized uni-strut support frame. When the system is ready for startup, the Water
Treatment Contractor shall install three pre-weighted copper coupons in the above
coupon holders, noting time and date. One coupon each, will be removed at the end of

60, 90, and 120 days, noting time and date, reweighed, and inspected, with a report
being sent to the mechanical contractor, for distribution to the proper people showing
the condition of the system being treated.
INSTALLATION

A.
Coordination where installation of Water cleaning equipment in piping systems is required
with the other work (plumbing and heating piping) as necessary to interface components of
water treatment equipment. Provide installation instructions to those firms providing
installation.
B.
Electrical Wiring: Install electrical devices furnished by manufacturer but not specified to be
factory mounted. Furnish copy of manufacturer’s wiring diagram submittal to Electrical
installer.

Verify that electrical wiring installation is in accordance with manufacturer’s submittal
and installation requirements of Division 26 sections. Do not proceed with equipment
start-up until wiring installation is acceptable to equipment installer.
Install pressure gauges, valves, and controls furnished by manufacturer, in accordance
with manufacturer’s instructions.
C.
Add corrosion inhibitor chemical(s) to each closed system. The type of inhibitor chemicals
shall be as recommended by the Water Treatment Contractor for the intended system
materials, operating temperatures and application.
D.
Provide full size shut-off ball valves and piping between sidestream filter and inlet/discharge
side of pump.
INSPECTION

A.
Examine areas and conditions under which water treatment systems are to be installed. Do
not proceed with work until unsatisfactory conditions have been corrected.
FIELD QUALITY CONTROL

A.
Sample water at one-week intervals after start-up for period of 3 weeks and prepare test
report on the conditions of the water.
SYSTEM START-UP

The Water Cleaning Supplier shall put the system into operation, and make adjustments
necessary for proper operation.

The Water Treatment Supplier shall provide a written report to the Division 23 Contractor
indicating that the start-up has been completed and that all Water Treatment Equipment is
operating properly.
TESTING AND CLEANING

A.
Sample all treated water systems at one-week intervals after start-up for period of 4 weeks
and prepare certified test report for each system being treated.
B.
Start-up test, and adjust water conditioners in presence of manufacturer’s authorized
representative. Operate units including regeneration, back washing, rinsing and flushing.
Adjust unit to maintain required steady state effluent water quality.
C.
Cleaning: Clean factory-finished surfaces. Repair any marred or scratched surfaces with
manufacturer’s touch-up paint.
CLOSEOUT PROCEDURES

A.
Provide services of manufacturer’s technical representative to instruct Owner’s personnel in
operation and maintenance of water treatment systems.

Schedule training with Owner, provide at least 7 day notice to Contractor and Engineer
of training date.
Submit certified test reports to Engineer.
Provide sufficient supply of biocide and inhibitor for the cooling tower system during the
warranty period.
