1. Revised Bylaw 13/16 – Proposed Textual Amendment – R.M. of Corman Park Official
Community Plan – Revision to Appendix ‘B’: 5 per ¼ Constraints Overlay Areas Map
Background:
At the March 14, 2016 Planning Committee meeting a bylaw amendment was presented for
review and to support First Reading at this Council meeting. At that time a few errors were noted
with the map attached to the bylaw. Administration has now revised the map to reflect the correct
line work. The changes were to the west side of Highway No. 11 and around Twp. Rd. 364.
The bylaw included under Item 10 for First Reading has been edited to reflect the correct map but
this item will show the difference in the maps for Council’s review. See the following pages for
more information; no motion is needed with this item as it is dealt with in Item 10.

2. Town of Dalmeny – Proposed Boundary Alteration
Background:
A letter was received on January 7, 2016 from the Town of Dalmeny to the R.M. of Corman Park
requesting boundary alteration. The proposed annexation includes one proposed parcel to be
subdivided and annexed out of the NE 3-39-6-W3. The proposed 12.85 ha (31.77 acre) parcel
would be used as for a storm water retention pond to serve the Town.
Council will recall discussion on the proposal at the January 12, 2016 Planning Committee
meeting. A motion was passed to respond to the Town indicating a need to negotiate tax loss
compensation and drainage details prior to the R.M. providing a complementary resolution.
Analysis:
A meeting was held between R.M. Administration and Town of Dalmeny representatives on
February 10, 2016 to discuss the proposal further. Following that meeting a letter was received
from the Town’s consultant, Catterall & Wright, (attached) with information regarding the Town’s
progress on their stormwater management plans.
As noted, the parcel proposed for annexation will be used for a storm water retention pond that
will serve a catchment area of over 100 ha (247 acres). The water will travel through the
catchment area in a general NW to SE direction towards the proposed pond. The proposed pond
will be designed to a 1:100 year storm event and will utilize a force main to help discharge. The
Town also plans to use a portion of the surrounding lands for amenity space including trails and
landscaping.
At the meeting, questions were asked regarding any potential adverse effects on the R.M. due to
the proposed drainage. Based on the information received, R.M. Administration suggests that
there are no adverse effects and no concerns with the Town’s proposal.
Tax loss compensation of $1,088 is recommended based on 22.5 times the 2015 assessment
value for the portion of the property proposed to be annexed. This was based on:
AG Assessment/Total AG Acres = Value per Acre x Proposed Acres /1000 x Mill Rate Factor x
Mill Rate x Tax Loss Compensation Factor = Total Tax Loss Compensation Request
$30,250/150 acres = $200.53 x 31.77 acres = $6,370.84 /1000 x 1.15 x 6.6 x 22.5 = $1,088
Recommendation:
“That R.M. Council approves the annexation request from the Town of Dalmeny to alter Town
boundaries to include proposed Parcel ‘E’; NE 39-39-6-W3. Further that the Town of Dalmeny
pay to the R.M. of Corman Park tax loss compensation of 22.5 times the 2015 levy on the
representative portion of the property for a total of $1,088.”
