Public service is public trust. We, at the NCMF, adhere to the fact that public services are
funded directly or indirectly through people’s taxes, and with this the public have all the right to
expect the quality of service that is directly responsive to their needs and is efficiently provided at
a reasonable cost.
This Citizen Charter is our declaration of commitment to our clients, the Muslim Filipinos,
to provide effective and efficient services that would meet their needs and encourage their
participation in ensuring transparency and accountability towards good governance.

About the
National Commission on Muslim Filipinos
The National Commission on Muslim Filipinos (NCMF) was created by virtue of Republic
Act No. 9997 which was signed into law on February 18, 2010. The Commission is mandated
principally to preserve and develop the culture, traditions, institutions, and well-being of Muslim
Filipinos, in conformity with the country’s laws and in consonance with national unity and
development.
Its powers and functions are primarily geared towards providing assistance and services
to meet the needs of Muslim Filipinos.
The Commission is organizationally composed of the following:

Vision and Mission
The NCMF envisions fully progressive, caring and peaceful Muslim Filipino
communities living harmoniously with all stakeholders.
Our mission is to promote and develop the institutions and well-being of Muslim
Filipinos towards national unity.
Organizational Vision
The NCMF envisages to be the premier national government agency committed
and competent to provide quality and efficient services to Muslim Filipinos communities.

Public Information and Assistance Desk (PIAD)
The NCMF Public Information and Assistance Desk (PIAD) is a one-stop shop
where walk-in clients will be afforded information about the programs and services,
particularly frontline services, of the NCMF, as well as provide assistance to avail of these
services and address their immediate concerns.
The coverage of assistance to be given by the PIAD is as follows:

Complaints
Desk Officers with official identification cards assigned to the different action
desks will provide prompt, courteous and responsive service to walk-in clients. Only
transactions made with the Desk Officers will entertained.
The PIAD opens at 7:30 AM until 6:00 PM with No Noon Break.

Assistance to avail of these services can be obtained at the NCMF Public
Information and Assistance Desks located at Lower Ground Floor, JocFer Building,
Commonwealth Avenue, Quezon City and at all NCMF Regional Offices.
Procedures in Availing of These Services
Walk-in clients can avail of our frontline services, referrals, feedback and action
taken on requests by observing the subsequent procedure:
Client files a duly accomplished NCMF Public Assistance Form and presents it to the
Desk Officer of his concern.
Desk Officer issues an Acknowledgment Receipt, explains the process and required
fees, if any, then conducts initial evaluation of the request.
Desk Officer informs the client what action may be taken on the request and when
to expect such action.
Desk Officer forwards the request to the concerned unit for proper action.
Desk Officer makes follow-up coordination with the unit concerned to ensure that
the request is being acted upon on time.
Client returns for the action taken or, in some cases, the client may call the NCMF
hotline regarding action taken on the request.
Giving Feedback, Suggestions and Filing Complaints
This Citizen Charter is a joint effort between us and you, our clients, to improve
the quality of service we provide. Therefore, we encourage you to help us by giving your
feedback and suggestions about our services to help us improve the services we offer.
Feedback forms can be secured at the Public Information and Assistance Desk
(PIAD) for compliments, suggestion and complaints. Accomplished feedback forms can be
submitted to the Officer of the Day, dropped at the Drop-Box or e-mailed to _______.
Complaints about our lapses in our delivery of services will be addressed
immediately and necessary action shall be communicated to you within three (3) working
days. Those that need immediate action will be attended to by the Officer of the Day.
