Further to our discussions on the Traffic Impact Analysis (TIA) requirement for the
proposed Plan and Zone Change proposal on Blue River Dr property, I am providing a
written scope for the analysis. Transportation Planning agrees to require a minimal traffic
analysis to address Goal 12 and the state required OAR 6660-012-0060 Transportation
Planning Rule (TPR) test at this time. This scope is prepared with an understanding that
the applicant will be required to apply for a Site Review ifthe proposal is approved, and a
detailed traffic impact study will be provided during !be Site Review stage.
The subject property, identified on Map # 16-45-28-20 and 16-45-28-29 abuts Blue River
Dr. and River Street. Blue River Dr. is a County Facility, functionally classified as a
Rural Minor Collector Road. The property is also accessed from McKenzie Hwy through
River Street. McKenzie Hwy is a State facility and River St is a Local Access Road. The
12.33 acre property is proposed for RRlC, RR21C to RC/C zoning designation. The
rezoning would allow the property owners to conduct business operations, including
cabin and RV park operations.
Pursuant to LC 15.697 (I ) (c), a TIA is required as part of a complete land use
application when any plan amendment to Lane County Rural Comprehensive Plan is
proposed. The following are the LC requirements:
Traffic Analysis Requirements
The TIA shall evaluate how the existing transportation facilities can provide safe,
convenient, and economical transportation to people, material and services responsive to
the proposed change. The TIA shall discuss how the future land uses will be consistent
with the existing infrastructure capacity, their conditions, their adopted performance
standards, and their functional class classification. The analysis shall document how the
proposal is consistent with Statewide Goal 12 in relation to Lane County Comprehensive
Plan Goal 12 and the related Lane County Transportation System Plan (TSP). Our
review ofthe TSP leads us to recommend TSP policy 3-b, 3-c, 3-f, 4-3, 4-c, 4-g, 6-d, 20­
c, 20-d and 22-a statements for findings.
The analysis shall determine, under OAR 660-012-0060 TPR, findings for a "significant
effect" for the proposal based on a capacity analysis of the following two intersections in
the vicinity.
(a) Blue River Road and River Street intersection
(b) River Street and McKenzie Hwy intersection
LC 15.696, table 4 provides the performance standard maximum volume to capacity ratio
(vic) for peak hour operating conditions on Lane County roads that are required to be
maintained. Per this table, the peak hour operating condition expressed in vic shall not
exceed 0.85. In addition to the vIc standards, the TIA shall predict a level of service
(LOS) of each intersection for a full build-out year and the build-out year plus twenty
year planning horizon. At the intersection of a County and a state highway, state highway
standards must be achieved or maintained for the state highway. If the cited perfonnance
standard cannot be achieved for the affected intersection I road, the analysis shall propose
mitigation measures or implementation demand management strategies or road
dedications and improvements for capacity increases, or combination ofthe above.
The analysis results shall be tabulated for the existing condition, existing zone worse
case scenario, no-change future worse-case scenario, and worse-case plan change
scenario.
Trip Generation estimate shall be based on HE, Trip Generation, 7th Edition for a worse
case allowed land use AM and PM peak hour scenario. For background traffic projection,
Lane Council of Government (LCOG) trip forecast data based on a Transportation model
may be used with applicable adjustments.
The Highway Capacity Manual 2000 shall be the guiding standard for completion of the
traffic impact analysis. The McTrans' HCS+ Software or other approved software
compatible to HeM 2000 may be used for the analysis. In the absence of a county
adopted standard for a particular design element, LM 15.450(2) specifies the LC
approved Engineering Guidelines, Road Design Standards, Software and References.
The TIA shall analyze existing traffic issues including crash data and recommend
improvements to rectifY the issues ifany.
Improvement and Dedication Recommendations
Blue River Dr is listed in the County TSP for Rural Modernization based upon technical
needs analysis. This improvement is reasonably unlikely to occur in the foreseeable
future. The analysis shall generally discuss improvement requirements for any
transportation impacts the proposal may have on the transportation system. Detailed
improvements shall be determined in a follow up TIA during Site Review stage.

These are review comments for the Blue River Plan Amendment and Zone Change
Traffic Impact Analysis (TIA), prepared by Branch Engineering, Inc. The focus of this
review is the analysis methodologies and assumptions. The analysis contained in this
study does not appear to sufficiently address the requirements of the Transportation
Planning Rule. This study should be revised, taking into account the comments listed
below, and a complete revised traffic study will need to be resubmitted to Lane County
and ODOT, for an additional review.

The 30'n Highest Hour (30HV) traffic on the McKenzie
Highway occurs in August, which is approximately 20%
higher than June tmffic volumes. Therefore. the mw
count data must be seasonally adjusted, as per Chapter
4.4 ofthe APM.
The AM and PM peak hours should be cited on this
Figure.
A review of ODOT's 2026 Future Volume Tables indicates
a growth rate on the McKenzie Highway, in the vicinity of
Blue River is approximately 2.0%. The 1.0% growth mte
assumed in this study is too low.
From a conversation with lane County's Planning
Department; the land-uses assumed under the Existing
Zoning scenario is not considered as being the "highest
use". The Existing Zoning trip generation must be redone
to better represent "highest use". The consultant should
confirm their assumptions with lane County Planning.
The assumed land-use for the Proposed Zoning scenario
must also be fore the "highest use" allowed under the
proposed zoning. Developing trip genemtion volumes for
only what is planned to be developed does not satisfy the
requirements of the TPR. The Proposed Zoning trip
genemtion analysis must also be redone, and the
consultant should confirm their assumptions with lane
County Planning.
The intersection sight distance analysis did not include an
evaluation for the McKenzie Highway at River Street The·
revised study must include this intersection, plus the two
additional McKenzie Highway intersections, listed in
Comment #7.
The Recommended Distances listed in this table is for an
assumed Design Speed of 45 mph. The Posted Speed is
45 mph, but the Design Speed is not the same. Based on
ODOT standards; for a Posted Speed of 45 mph, the
Design Speed is 55 mph. For a Posted Speed of 55 mph,
the Design Speed is 70 mph.
The Significance Evaluation in this section will need to be
reassessed, based on revised Existing. Zoning and
Proposed Zoning trip generation numbers, as called for in
Comments #13 and #14.

The Synchro Analysis developed for this study assumed a
Peak Hour Factor (PHF) of 0.75. It is unclear what this
assumption is based upon. Also, for a/l Future Year
analysis scenarios, the recommended PHF's in Table
3.3.1 of the Development Review Guidelines (DRG) must
be used.
It is uncertain what Ideal Saturated Flow rate (vphpl) was
assumed for this analysis. If 1,900 vphpl was assumed,
this is incorrect and a rate of 1,800 vphpl must be used.
It is uncertain whether or not Heavy Vehicle percentages
were taken into account for this analysis. Heavy vehicles
must be factored in, when developing an unsignalized
intersection analysis.

My name is Cndy and I am working with Damien Gilbert on the revised Blue River development and I see that one of
your comments says that we need a minimum of 3 hours count for all of the intersections.

We.ve done a two hour count for the TIS and we concluded that the peak hour occur between 7 to 9 am and between 5
to 6pm. According to the TPAU class, if the traffic counts were to be less than 16hour-count we are required to do a
count duration of 2-3 hours. In our new revised TIS, we need to include McKenzie Highway at Dexter Street, so would it
be ok if we do a 2 hour count only?

I received the letter. If I recall it correctly, we have decided in our last meeting (61512009)
that TP is fine with a site review requirement for developments other than an RV parle
There is no TP issue as such. From the County perspective, LC roadways performance
in the area is unlikely to be changed drastically with this zone change proposal, but
ODOT may not agree with TP regarding Hwy 126 impact My understanding was that
Branch Engineering was to supplement with a TPR study necessary to comply with
OAR660-12-0060. TP has no influence on ODOT requirements. If you feel we still need
to meet on this issue, I am available to discuss again. Thanks,

Dear Jerry,
Branch Engineering performed a traffic impact analysis (rIA) fur this proposed plan
amendment and zone change application. Part ofthe TlA examined the impacts ofthe
trip generation based on the uses allowed in the Rural Commercial, RC zone. The TlA
used an RV park as the use in the RC zone on which to base the traffic generation. ODOT
reviewed the TlA and bas commented in writing to us that, "From a conversation with
Lane County's planning department, the land use assumed under the existing zoning
scenario is not considered as being th highest use. The existing zoning trip generation
must be redone to better represent highest use".
The issue concerning the "highest use" fur the traffic generation estimates in the TIA is
what I would like to discuss with you and Public Works Department transportation staff.
We chose to use an RV park as the highest use to estimate the traffic based on the rural
commercial use that is most likely to occur in this upper McKenzie River area. In the laat
ten years, new or expanded RV park developments have occurred in the Rainbow and
McKenzie Bridge areas. In contrast, there has been very 1ittle new commercial
development ofother types. In Blue River, there is unused or under utilized connnereial
zoned properties. This is due to a number of factors including the economy and the
community-wide sewerage systems.
I would like to know if you still believe that we should use a different commercial use in
the CR zone for the traffic estimates in the TIA or ifa site review, ISR suffix may he
placed on the commercial zoning to require a TIA to be done once a development
proposed is submitted fur a higher commercial use. lfwe can agree that an RV park can
be used fur estimating the traffic in the TIA, then we can proceed with the review ofour
TlA with ODOT. Ifthe ISR suffix can be used to require a TlA at the time of a
development proposal for a higher commercial use, then this may be a way to temporarily
resolve the trip generation issue for the TIA.
