43rd Annual Conference Report
On behalf of the Board of Directors, we’d like to thank all the speakers, moderators, and especially the
Host, the City of Naples Airport Authority, for a very successful Annual Conference at the Waldorf
Astoria. It was a great event with more than 650 attendees, 69 exhibitors and lots of educational, as well
as social, events for our members to renew acquaintances, meet new friends, vendors, and hear the latest
from industry experts and state and federal leaders.
All session presentations have been added to the FAC website on the Bulletin Board in the Member
Section. These are large files so please be patient as they load.

New Committees Formed
The Board of Directors formed two new Standing committees at the Annual Conference.
• Security Committee – Chaired by Gary Duncan, of the Lee County Port Authority, to provide a
forum for members to interact on security related issues that affects their airports
•
Educational Foundation Committee – Chaired by George Speake, of the Orlando Sanford
International Airport, to oversee the Council’s educational programs, including scholarships,
internships, and student chapters, as well as raise funds for the FAC Educational Foundation. This

year’s silent auction was the first such fund-raising effort of the committee. This committee was
formerly the Scholarship Committee but now with a much expanded role.
An ad-hoc committee, the Air Cargo Committee, chaired by Tom Jewsbury, of St. PetersburgClearwater International Airport, was created at the suggestion of the Florida Department of
Transportation to coordinate air cargo/freight issues with FDOT. Freight mobility is one of this
administration’s watchwords and airports need a seat at the proverbial table or we could see the transfer
of funds from aviation to other more freight driven modes.
Board and Membership Approves Dues Increase
The FAC Board of Directors and the General Membership approved a 10% increase in dues for FY
2012/13, beginning October 1, 2012.
FAC Awards
Each year, at the Annual Conference, the Florida Airports Council recognizes those companies and
individuals that helped the Council meet its goals for the year or benefitted aviation in Florida. This year’s
awards were presented to:
Aviation Leadership Award – presented to Ed Cooley, formerly of the Hillsborough County Aviation
Authority, for his lifetime of leadership and support of the Council and its many activities and programs. I
In addition, awards were presented to J. Bryan Cooper, who recently retired from the Northeast Florida
Regional Airport, and Dean Stringer, recently retired from the Federal Aviation Administration’s
Orlando Airports District Office for a lifetime of service to aviation in Florida.
Ed Cooley and Bryan Cooper were also designated as Honorary Lifetime Members of the Florida
Airports Council, joining only eight other aviation leaders in this category.
Corporate Award Winners
The Council recognized the following Corporate Members for their contributions:
• Sarah Brammell, of ESA Airports, for her work with the Environmental Committee, and the
General Aviation Airport Environmental Resource Manual.
• Kelly Rubino and Scott Brady, of Hanson Professional Services, for their assistance in securing
passage of important stormwater permitting legislation in 2012.
Environmental Award
FAC’s Environmental Committee Presented two awards for outstanding environmental project in 2012 –
one for a general aviation airport project and one for a commercial service airport. The Commercial
Service Award went to Tallahassee Regional Airport for its Solar Photovoltaic System and the General
Aviation Airport Award went to Northeast Florida Regional Airport for its Runway Safety Area
Stabilization and Mitigation (Phase 1) Project.
In addition, the committee recommended, and the Board of Directors approved, renaming the awards
after J. Bryan Cooper, who, as Chair of the Environmental Committee, and member of the FAC Board
of Directors, has been a leader in environmental issues for many years.
Other Issues of Importance
Other important actions taken by the Board and/or Membership included:
• Authorization to hold a single Specialty Conference in November of 2013 that combines FAC’s
Environmental and Noise Abatement Conference and the Facilities/IT Conference and adds a
General Aviation Element, running concurrently, rather than back-to-back as was held in 2012.

The FAC State Summit will be held February 12, 2013 in Tallahassee.
The 2013 Annual Conference will be held July 28-31 at Disney’s Contemporary Resort.
The 2014 Annual Conference will be held August 3-6 at the Hyatt Regency Jacksonville
Riverfront.

Conference, as follows:
Air Cargo Study
Start Date: April 2012
Completion Date: November 2012
Project Description
The Florida Air Cargo System Plan completed in 2009 will be updated to reflect current (Spring 2012)
schedules and lift capacity. The consultant will analyze the current (Spring 2012) air and Road Feeder
Service (RFS) capacity and schedules for 18 airports in Florida. This analysis will include the Strategic
Intermodal System (SIS) Tier One and Tier Two Airports as presented in the 2009 Florida Air Cargo
System Plan Update. The Official Airline Guide (OAG) will be the primary resource document used.
CDM Smith will survey 200 integrated express stations and air freight forwarders in Florida. Surveys will
collect data related to facility size, employment levels, truck docks, fleet size and average daily truck
departures. The Survey will also collect data related to roadway use in Florida and areas were the carrier
experiences traffic congestion which interferes with day-to-day operations. The survey will also collect
data related to truck movements from station-to-station as well as station-to-airport.

The contract was executed on April 27, 2012 with the first task currently on schedule. An amendment was
recently processed that added GA airports.
Airport Compatible Land Use Guidebook Revision
Start Date: April 2012
Completion Date: October 2012
Project Description
The project is focused on a minor re-write of the Department’s Airport Compatible Land Use Guidebook,
with a focus on fixing formatting issues, reorganizing the guidebook structure, as well as addition of or
expansion upon specific planning measures aimed at achieving or promoting land use compatibility (e.g.
transfer of development rights, active compatible uses vs. passive compatible uses, etc.).
Current Status (as of July 20, 2012)
The task work order was executed at the end of April. At this time, the team is working on finalizing the
list of proposed changes based on stakeholder outreach feedback. This project is slated to run through the
end of October.
Airports’ Rates and Charges Analysis - CUTR
Start Date: June 2012
Completion Date: June 2013
Project Description
The purpose of this project is to collect and analyze the data on various user fees and charges at Florida
public use airports, including landing fees, tie-down fees, fuel flowage fees, hangar rents, ground leases,
property leases, parking and special use fees, etc. This analysis aims to assist Florida public airports in
establishing competitive rates and ensuring airports’ economic success. In addition, the analysis of current
airport rates and fees will provide a valuable resource to state aviation officials for developing policies
that further enhance the efficiency and economic health of the statewide aviation system.
Current Status (as of July 20, 2012)
The project kickoff meeting was held recently and the project is on schedule with the first task of
developing the survey form that will be used to collect the data. CUTR will also seek input from FDOT
districts, aviation advocacy groups, and other aviation industry stakeholders regarding the type of data
that would be relevant and useful to collect.
Airport Stormwater Rulemaking Implementation Project
Start Date: June 2012
Completion Date: February 2013
Project Description
Under the auspices of House Bill 599, the Statewide Airport Stormwater initiative is progressing towards
the implementation of the General Permit for Airports under the guidance of the Florida Department of
Environmental Protection (FDEP). The correct application of the results and conclusions of the Aviation
Office’s airport stormwater studies in conjunction with the General Permit will require close coordination
between state regulators and airport engineers. This work effort will provide detailed technical assistance
to FDEP and Water Management District regulators from the airport consultant team behind the FDOT’s
Airport Stormwater initiative to ensure that the Florida Airports Stormwater Best Management Practices
Manual and the General Permit are properly integrated.

This project began with a kickoff meeting on June 28th, 2012 and is on schedule with all final work
projects and stakeholder coordination to be completed by February 28th, 2013.
Florida Airport Return on Investment Study
Start Date: June 2012
Completion Date: August 2013
Project Description
The following approach proposes development and application of a Benefit Cost Analysis (BCA) tool for
capacity-related projects over $10M, the results of which would then be used to estimate the combined
ROI from a tax impact perspective. The BCA preliminary assumptions and the subsequent ROI analysis
will use results from the BCA to help estimate the resultant tax impacts.
Current Status (as of July 20, 2012)
The project is on schedule and will be completed in 16 months with short interim reports to be presented
every other month to update the Aviation Office of progress and any issues. An interim report will be
presented after completion of the BCA for all the airports, with will summarize results and findings and
provide an overall outline for the Draft Final Report.
Florida Aviation Database (FAD) 2012 – Update
Start Date: June 2012
Completion Date: December 2012
Project Description
This project continues the enhancement of applications within the FAD based on user recommendations
and extended system functionality. As one of the primary roles of the State Aviation Office is the
approval, dissemination, and management of state public funding for the development and improvement
of the Florida aviation system, the JACIP (Joint Aviation Capital Improvement Program) and JPM
(JACIP Project Management) applications play vital roles in the day-to-day workflow of the industry.
This project enhances the JACIP and JPM applications with several major functionality enhancements for
improving that process and tightens integration with the FAA by adding features directly requested by our
FAA partners to help them better allocate funding to the state’s airports. This effort will greatly enhance
the accountability and return on investment management of the state’s use of public funding.
Current Status (as of July 20, 2012)
The kickoff meeting was held on June 29th and the project is on schedule. The first phase of this project
will focus on updating the Integrated Facility Module (IFM) and is scheduled for completion during the
first week of September.
Florida Aviation System Plan (FASP) Statewide and Regional Overviews
Start Date: June 2012
Completion Date: December 2012
Project Description
This project involves updating both the Statewide and Regional Overviews. Using the current documents
as a guide, the Regional Overviews will be updated with the most current data available on population
trends, Florida airports, aviation activities, employment, and other factors to document how the regional
aviation system contributes to the region’s economy, growth, life style, emerging trends, and quality of
life. The discussion at the end of each Regional Overview regarding the contribution of airports within
each Region will also be updated. Considering the goals and policies stated in the FASP 2025, these

updated Regional overviews will (1) identify any changes in the aviation services necessary to meet
future demand; and (2) provide an approach of how to meet the demands placed on the aviation system
within each of the nine CFASPP Regions.
Current Status (as of July 20, 2012)
The kickoff meeting was held on June 15, 2012 and the consultant is now in the process of drafting the
initial regional overviews for review. The next phase will focus on revising the drafts based upon
CFASPP members review from each region.
Florida Statutes Ch. 333 Proposed Amendment Project
Start Date: February 2012
Completion Date: October 2012
Project Description
The project is soliciting stakeholder group feedback to create a draft proposed amendment to Ch. 333,
F.S., with a focus on updating outdated provisions, clarifying existing provisions, and an attempt at
providing better working solutions on promoting land use compatibility around aviation facilities, while
protecting aviation facilities from encroachment.
Current Status (as of July 20, 2012)
The list of stakeholders/participants has been finalized. Participants have confirmed their attendance.
Meetings are being held in Tampa with two meetings remaining to include August 3rd and September
27th. The project schedule is being revised to run through the end of October.

Affiliate Associations Attend FAC’s Annual Conference
On behalf of the FAC Board of Directors, we would like to thank Chris Brown, Airport Manager at
Washington-Dulles International Airport (Incoming President of the Southeast Chapter of AAAE) and
Greg Principato, President and CEO of ACI-NA, for addressing the FAC membership at the Annual
Conference in Naples. Both of these organizations are Affiliate Organizations of FAC. Also in attendance
were Paula Raeburn, of Florida Aviation Trades Association (FATA), and Harry Houkes and Jeff
Gilley from NBAA.
AROUND FLORIDA
Naples Municipal Airport Slated For Commercial Intrastate Air Service This Fall [Source:
NaplesNews.Com] Twin Air Calypso Limited, Inc., operating as Naples Connection, plans to begin scheduled air service
between Naples Municipal Airport and four Florida cities beginning Oct. 22. The company, which has
flown between Ft. Lauderdale and the Bahamas since 1954, intends to offer four weekly flights each to
Miami, Ft. Lauderdale, Key West and Orlando using high-capacity nine-passenger aircraft. Two pilots
will crew the jet-prop Cessna Caravan aircraft.
“Naples Connection will initially base two aircraft at Naples. One will provide backup and on-demand air
taxi service, something that is badly needed to Tallahassee during the legislative session,” said Ted
Soliday, executive director of the City of Naples Airport Authority. “We think there is demand for
commuter air service from Naples to these Florida cities, and Naples Connection also will offer flights to
the Bahamas through Ft. Lauderdale.” Naples Connection will announce fares and schedules in
September.

Miami's Baggage Handling System Completed [Source: ANTN] Miami International’s new automated North Terminal baggage handling system has completed its final
105 days of observation, allowing the airport to begin dismantling the former 20-year-old system. The
new inline baggage system has the capacity to screen and transport 6,400 bags per hour from North
Terminal’s 152 ticket counters to all 50 of the facility’s aircraft gates. Since the system began full
operation in March, it has successfully handled more than 3 million bags and met its performance
specifications, according to the airport. Comprised of 22 explosives detection machines and 12 miles of
conveyor belts, the $220 million system electronically scans an identification tag on each bag and
automatically directs the bag to its assigned gate for departure. Removing the old 100,000-square-foot baggage shed from North Terminal also allows for final
completion of the facility’s remaining areas by March 2013, according to the airport. Remaining to be
completed are the last three of Concourse D’s 50 gates (D-26, 27 and 28); the new international arrivals
facility, scheduled to partially open on July 31 at 94 percent completion; and full connection of the new
baggage system to all 10 of the international arrival facility’s baggage claim carousels.

Miami International’s North Terminal on July 31 will open a new three-level, 400,000-square-foot
international arrivals facility. The area is located adjacent to the Concourse D Skytrain, for quick access
from any of the 47 gates in North Terminal within four minutes.
The facility has a passport control area featuring 72 lanes that can process 2,000 passengers per hour —
twice the capacity of Concourse E’s 36 lanes. Once processed, passengers will collect their checked bags
in a new second-level baggage claim area and then exit on either the second level for connecting flights or
to the first level greeter’s lobby.
Pompano Approves Larger Runway for Bigger Goodyear Blimp [Source: Sun Sentinel]
The Goodyear blimp's runway expansion at the Pompano Beach Airpark will go ahead after all. It's to
accommodate a larger blimp to arrive in 2014. The iconic airship based at the Pompano Beach Airpark is
set to gain 7,000 pounds and 60 feet in length when the current model is replaced.
Goodyear faced a fight with nonprofit therapeutic horseback riding organization Sand and Spurs earlier
this month. The company said it needed to take land from Sand and Spurs to make its runway larger, to
accommodate a larger blimp that will arrive in 2014. But a compromise between the parties led the
Pompano Beach city commission, which owns the airpark and the land Sand and Spurs rents for its horse
trails, to approve the runway expansion this week.
Goodyear will build a new, horse-friendly road into the Sand and Spurs land, and it will erect an

Gov. Scott Signs Bill to Designate Cecil Field as FLA's Newest Spaceport [Source: WCTV]
Continuing his focus on developing Florida’s aerospace and high-tech industries, Governor Rick Scott
celebrated the addition of Cecil Field Spaceport to Florida’s aerospace infrastructure during a ceremonial
signing of House Bill 59, passed by the Florida Legislature during the 2012 Legislative Session.

“It is critical that we continue to focus on and invest in infrastructure projects that will directly benefit our
state’s economy,” said Governor Scott. “Having Cecil Field designated as a spaceport will play a major
role in the continued development of Florida’s aerospace and aviation industries and will continue to keep
our economy heading in the right direction.”
On June 8, 2011, the Space Florida Board of Directors enacted a resolution to adopt Cecil Field as a state
spaceport territory to be named Cecil Field Spaceport. Prior to passage of HB 59, Florida law only
designated two areas as spaceport territories: Cape Canaveral Spaceport and Eglin Air Force Base.

Turbo Services Inc., a Margate-based company, tested its first engine Wednesday at the Immokalee
Regional Airport."It's a feat that we are very proud of," said Michael Parker, business development
manager for Turbo Services. Turbo Services Inc. is an industrial gas generator repair and overhauling
shop that rebuilds the Pratt and Whitney GG-4 Turbine Engine, used by electric power companies such as
Florida Power & Light as backup and primary power generators worldwide.
After a presentation by the company, about 20 business people from the Immokalee area heard the first
engine roar Wednesday. "It's exciting," said Bernardo Barnhart, president of the Immokalee Chamber of
Commerce. "By having this, we are hoping to stimulate and have a better local economy." The 1,500square-foot testing plant is on the east side of the airport. The company plans to test an average of two
turbine engines a month in a cell facility after the engines are rebuilt at the company headquarters, which
are near Fort Lauderdale.
"They will be a major generator for the airport," said Chris Curry, executive director of the Collier
County Airport Authority. Based on Turbo Services' projections, Curry said the company would be the
largest purchaser of jet fuel at the airport. The normal jet engine test would consume 3,000 gallons of fuel
in one hour.
Kennedy Space Center – New Tour of Launch Pad 39-A [Source: KSC]
For the first time, Kennedy Space Center visitors will have the option of touring Launch Pad 39-A, where
most space-shuttle missions and the six Apollo missions to the moon began. The Launch Pad Tour will be
available after entry to the Kennedy Space Center Visitor Complex in Brevard County. It’s the third tour
introduced this year, part of the KSC’s 50th anniversary celebration.
On the new tour, guests will be transported from the visitor complex to inside the perimeter security fence
to Launch Pad 39-A. “Visitors will travel the same route as astronauts to the launch pad, so they can
imagine being an astronaut,” says Bill Moore, chief operating officer of Kennedy Space Center Visitor
Complex. At 39-A, guests will get off the bus for photo ops of the 350-foot fixed structure and other
aspects of the launch pad, including the flame trench, propellant storage containers and water tanks that
service the noise-suppression system.
The tour then does a drive-by of Launch Pad 39-B, the starting point for Skylab missions and many
space-shuttle missions. This area is being remodeled for NASA’s new Space Launch System heavy-lift
rocket, which will carry astronauts in the Orion Multi-Purpose Crew Vehicle, and to accommodate
commercial spacecraft.
The Launch Pad Tour and the tours that go to the Vehicle Assembly Building and to the Launch Control
Center will continue through the end of the year. Each tour costs $25 ($19 for ages 3-11) in addition to
admission to the Kennedy Space Center Visitor Complex.

¡Viva Florida! In 2013, Florida Celebrates 500 Years [Source: Florida Trend]
Florida leaders are hoping the state's 500th anniversary celebration will instill a sense of state identity and
generate an economic boost.

In 1513, according to popular legend, the dream of eternal youth lured Juan Ponce de Leon to Florida. In
2013, Florida leaders hope their yearlong celebration of the 500th anniversary of Ponce de Leon's
discovery of "La Florida" will lure tourists and attract business investment to the state.
"It has huge economic impact potential," says Will Seccombe, chief marketing officer for Visit Florida,
which is planning to weave the Viva Florida 500 celebration into its marketing activities to expand
Florida's image as a cultural heritage destination. "Our ability to expand people's perceptions of the
Florida destination — not replace or change — but to expand them beyond beaches and attractions is an
extraordinarily powerful opportunity."
Historical commemorations, however, have a mixed financial track record. A study of Jamestown's 400th
anniversary in 2007 found that the celebration generated $1.2 billion in sales, created 20,621 jobs and
provided $22 million in tax revenue for Virginia. According to the Wall Street Journal, the National
Lewis & Clark Bicentennial Commemoration, which included 15 events from Virginia to Oregon
between 2003 and 2006, was an economic flop. Tepid interest resulted in poor attendance at many events
and left one small city in Montana $535,000 in debt.
While Florida's Department of State is leading the statewide celebration, the success of the initiative will
depend largely on the willingness of individual cities, counties, businesses and non-profits to create and
fund compelling events that capture the public's interest.
Janine Farver, executive director of the Florida Humanities Council, which is working on the educational
component of the commemoration, says economic constraints dictated a "decentralized" effort. The state,
she says, is simply "not in the position to put the kind of money and resources into the commemoration
that it might have 10 to 15 years ago." As a result, the Florida Humanities Council has been appealing

online for donations to help fund a variety of programs — including teacher workshops, public radio and
television history moments and a "Great Floridians" traveling chautauqua tour — that it has been
planning.
Emilio Sanchez, president and CEO of the Spain-Florida Foundation, which is playing a key role in
planning a number of events around the state, says fundraising is "tough," but he is hopeful that his nonprofit can raise enough money to fund a variety of events, which will include a visit by the king and
queen of Spain and a parade of ships from Puerto Rico to Florida's coastline. "I think this commemoration
really is going to be an opportunity to highlight the importance of the Hispanic presence and influence in
Florida and reinforce the cultural and trade relationship between Spain and Florida," says Sanchez.

Access Road – Phase 2 Project. The work shall include the construction of two-lane, boulevard style
roadway with wide median, signing and striping, drainage basins, lighting, landscaping, and irrigation
beginning from the termination of Phase 1 of the road off SR 24 (Waldo Road) to the existing loop road
at the Gainesville Regional Airport passenger terminal.
Each contractor desiring to bid for the performance of any construction contract located on the National
Highway System (NHS) or the State Highway System (SHS) in excess of $250,000 must be currently
