As required by Section 13332.09(f) of the Government Code, I am pleased to
submit the annual report to the legislature on CSU Vehicles. This report covers the
period of July 1, 2012 to June 30, 2013. Assembly Bill 633 amended Government
Code Section 13332.09 requires the trustees to make an interim report on their
motor vehicle procurement, to include specified information, to the Governor and
the Legislature on January 1, 2014, and also requires the trustees, to the greatest
extent feasible, to purchase vehicles using statewide commodity contracts.

The CSU inventory report is attached as Attachment A. This report includes all
DGS Fleet Asset Types and managed in the Fleet Asset management System
(FAMS) as of fiscal year 2012/13.

Attachment C is a vehicles directives memo distributed and dated February 21, 2013. The
memo provides guidance in the new vehicle purchase approval process and the reporting
process being implemented as a result of the passage of AB 633. It was the intent of the
legislature and the CSU that the CSU closely monitor the types of vehicles purchased to limit
the growth of the fleet and to promote the internal transfer of vehicles to better manage
disposition and use.
Attached to the February 21, 2013 vehicle directive memo and to this correspondence is the
applicable section of the updated CSU’s Integrated CSU Administrative Policy Section “CSU
Policy Manual for Contracting & Procurement, policy number 5303.200-500. The policy section
addresses the vehicle approval process. The process is consistent with AB 633 requirements.
Further the CSU will be implementing use of an on-line public surplus dispersion tool early in
2014. This tool will allow all 23 campuses to quickly search for available CSU vehicular
inventory at other CSU campuses. Each campus will be required to post their available vehicles
on the site and for as yet to be determined duration, must allow for “CSU eyes only” access
before broadening the posting for the general public’s consideration.

In this reporting period the CSU calculated the average time from when a requisition was
submitted to the campus procurement office to the time the purchase order was placed with the
supplier to be 32 days for all vehicle classes purchased (see Attachment B). If the NEV (electric
carts and other slow speed vehicles) class were to be removed from that calculation, the
average time to complete the procurement is 36 days.
As mentioned above, the CSU has changed its policy related to the source of vehicles and since
January, 2013 use the DGS commodity contracts as the primary source of those vehicles.
When available and used the CSU believes these to be the most advantageous pricing for the
contracted vehicles. In some instances the procurement of vehicle occurred when the DGS
commodity contracts were not available, and in those instances, the vehicles were purchase
competitively,
The averages administrative costs in purchasing any vehicle is very difficult to assess as each
vehicle purchase is different, However, the CSU, believe that each vehicle purchase represents
an average of approximately four (4) hours of administrative time considering the steps involved
in specifying the vehicle, contracting (using a DGS preexisting contract or otherwise), bidding if
necessary, and purchasing documentation. When DGS was mandated as part of the CSU’s
purchasing approval process, the estimates of additional labor was ranged from one (1) to five
(5) hours house of additional CSU labor. The CSU is unable to estimate DGS’s labor in
approving vehicle purchases.

The CSU estimates that the savings in administrative fees paid to DGS would be that per-asset
fee paid to Office of Fleet and Asset Management. The last known per-asset fee was
approximately $80 per vehicle. With approximately 4,500 assets, that annual fee would be
approximately $360,000.

Procurement Policy
This memo is to provide guidance in the new vehicle purchase approval process and the reporting process
being implemented as a result of the passage of AB 633, which modified the Government Code. It is the
intent that CSU closely monitor the types of vehicles purchased to limit the growth of the fleet and to
promote the internal transfer of vehicles to better manage disposition and use.
Under the provision of AB 633, the CSU has a responsibility to report vehicle counts and usage data to
the State Department of General Services (DGS) via the Fleet Asset Management System (FAMS).
Campuses should familiarize applicable personnel with the new reporting requirements and begin
providing DGS with regular, timely and accurate vehicle fleet data.
AB 633 requires a reporting of inventory, by campus, of motor vehicles that includes the type of
vehicle, vehicle usage and fuel data consistent with the Department of General Services fleet asset
management system and reported to the Department of General Services.
FAMS is the data source for many of the State and Federal mandated reporting requirements. The Office
of Fleet Asset Management (OFAM: http://www.dgs.ca.gov/ofam/Home.aspx) staff mines the required
data directly from FAMS. Agencies are only required to verify report data before the OFAM submits the
various reports to the relevant government entity. The OFAM currently utilizes FAMS to create the
following mandated reports:

(EIA 886)
 U.S. Department of Energy EPAct Report on Alternative Fuel Vehicle purchases (OFA 53A)
 Passenger Vehicle Usage Report (STD 276A)

Campuses must begin reporting data to DGS on a quarterly basis. Because the CSU’s ability to use
FAMS as a management tool is limited, Chancellor’s Office staff will be contacting Fleet Managers to
better assess campus reporting and management needs as we consider the better use, potential
enhancements, or a separate but cohesive database compliment to the FAMS database.
The vehicle approval process is provided in the enclosed procurement policy (ICSUAM 5303.0) for
information related to vehicle purchase requirements.

Definitions of vehicles subject to this policy.
The vehicles subject to this policy are generally described as 1) motor vehicles, 2)
general use mobile equipment and 3) surplus mobile equipment.
Motor vehicles are vehicles that are self-propelled and registered by the Department
of Motor Vehicles for street use.
General use mobile equipment is equipment that is self-propelled, whether or not
registered by the Department of Motor Vehicles, vessels registered by the
Department of Motor Vehicles for use on water or vessels documented by the U.S.
Coast Guard.
Surplus mobile equipment is previously owned motor vehicles or general use mobile
equipment.

In addition to the normal requirements for purchasing any CSU personal property,
the following additional requirements shall be observed for procurement of vehicles
subject to this policy. Once the activities prescribed below are complete, the
procuring campus purchasing office shall obtain the approval from the Chancellor’s
Office Director of Contract Services & Procurement to consummate the purchase of
the replacement. The approval is required regardless of the source (campus transfer,
new or used purchase) of the vehicle or the funding source. The content of the email

1. In order to reduce the number of new vehicles being added to the CSU and Auxiliary
Organization fleets, all motor vehicles, except known surplus mobile equipment shall
be procured through the following methodologies:

A. The purchase of new or used vehicles for CSU or CSU Auxiliary Organization use
shall include a survey of other CSU Campuses to determine if a vehicle with
similar utility is available for transfer. The means of such survey shall be a
communication to all CSU Physical Plant Directors listing the requirements for the
vehicle.
B. The primary source of all new motor vehicles and general use mobile equipment
shall be State of California Statewide Commodity Contracts (SCC). When a
vehicle is required and a SCC is not available, campuses shall document and
maintain in the procurement file, that no SCC contract existed and procure
vehicles through normal competitive means. ICSUAM 5301.200 establishes the
competitive means required for all personal property.
C. All passenger motor vehicles procured shall be of the lightest and most fuel
efficient class practical for the intended and documented purpose. The
procurement of a passenger vehicle of a heavier class shall require justifying
documentation to be included in the procurement documentation. Public Safety
(police emergency-type) vehicles are exempted from this Sub-section B.
2. The acquisition of new or used motor vehicles for CSU use necessitates additional
registration and certification procedures. These procedures are specified within the
contents of the California Vehicle Code sections 4000-6100.
3. Campuses shall submit annual purchasing reports on their motor vehicle
procurement activity to the Office of the Chancellor in accordance with the due date
specified at: http://www.calstate.edu/CSP/reports.shtml. The report shall include all
of the following:
• An inventory of motor vehicles by the campus, that includes the type of vehicle,
consistent with the fleet report to the Department of General Services.
• The number of motor vehicles purchased during the prior fiscal year,
disaggregated by campus and type of vehicle.
• The average amount of time taken to complete procurement of each motor
vehicle purchased during the prior fiscal year.
• Any changes in campus policies or procedures made during the prior fiscal year
relative to motor vehicle procurement and contracts for procurement and
identifying any vehicles procured pursuant to the new policy or procedure.
• The estimated cost savings associated with management by the California State
University of motor vehicle procurement, including average time to complete
procurements, reduced administrative costs, reduced charges paid to the
Department of General Services, and competitive or reduced market prices
obtained for vehicles.
300 Procurement of Hazardous Materials
The Hazardous Substances Information and Training Act in the California Labor Code
specifies that purchase orders for chemicals, solvents, or other products that may contain
any kind of hazardous material include a vendor requirement to furnish a Material Safety
Data Sheet for the commodity being purchased.
Campuses should perform a risk identification and evaluation, in accordance with policy
section 230 and the factors below, as part of its development of the terms and conditions

and insurance requirements for purchase orders or contracts for the procurement of
products that contain hazardous materials:
• The potential danger of the material
• The method of delivery, i.e. will the contractor's vehicle drive on to the campus.
• The point of delivery
In the absence of a risk identification and evaluation, the minimum insurance requirements
set forth in Executive Order 1069 and Technical Letter RM 2012-01 or their successors shall
be used.
400 Library Materials & Information
Educational materials and information access resources related to campus library services
may be purchased without advertising for, (or soliciting) bids. Such materials and resources
include books, periodicals, computerized information for library use, educational films,
audiovisual materials, test materials, workbooks and instructional computer software.
Campuses are encouraged to solicit competitive bids on such materials and resources
whenever practical so that opportunities are realized to optimize potential cost savings and
benefits to the University.
500 Forced, Convict, and Indentured Labor
Every contract for the procurement of State equipment, materials, or supplies, other than
procurement related to a public works contract, shall specify that no foreign-made
equipment, materials, or supplies furnished to the State pursuant to the contract may be
produced in whole or in part by forced labor, convict labor, or indentured labor under penal
sanction. The contractor shall agree to comply with this provision of the contract.

Introduction This document serves as a data dictionary for the FAMS Vehicle Excel File. Its purpose is to provide guidance for preparing agency vehicle data for submission to the Fleet Asset Management System (FAMS). FAMS is a project sponsored by the State of California Department of General Services (DGS). The purpose of FAMS is to provide a method for analyzing and reporting upon vehicular assets owned by California state agencies. The information collected is used to support information requests from the state legislature and to prepare reports for the federal government. FAMS collects information about agency vehicles including usage and fuel consumption data. Two types of vehicle data will be collected for FAMS: 1.1. Vehicle Characteristics and Monthly Usage Details On a monthly basis, agencies will submit information about each vehicle in their fleet. This information permits the State of California to perform analysis on the types of vehicles used within the state fleet. This collection also provides broad vehicle usage and cost analysis data. One of two methods may be used by each agency to provide this data. 1.1.1. FAMS Vehicle Excel File This document details the use of this submission method. 1.1.2. FAMS Web Portal (https://famsportal.dgs.ca.gov) 1.2. Fuel Consumption Transactions Fuel consumption data will be acquired for all state Ground Equipment. This data will permit analysis of fuel economy, CO2 emissions and other issues that are important to the state. Fuel consumption data will be collected from two sources. 1.2.1. Voyager Fleet Systems On a regularly scheduled basis, Voyager Fleet Systems will provide FAMS with a data file containing all purchases made by state agencies using the Voyager Fleet Credit Cards. 1.2.2. State Agency Fueling Stations State agencies that operate fueling stations will provide a periodic data file. This file will provide information about the fuel and services that are provided by each fueling station. 2. Instructions For Use 2.1. Frequency Vehicle usage data should be submitted on a monthly basis. The submission period will be open until the 15th of each month. The usage data submitted should be for the previous month only. After the 15th, all data submitted will be tabulated for the previous month. FAMS_<AgencyKey>_<MonthEnding>.xls <AgencyKey> <MonthEnding> Abbreviation for the reporting state agency (See Appendix A of this document). This should be the same as the code used for the attribute listed in 4.2 Agency Key Represents the month ending period that is being reported upon. This is formatted as CCYYMM where CCYY represents the four digit year and MM is the two digit month value. The date represented should be the same as the value used for the attribute used in 4.1 Month Ending. •
Example – FAMS_DGS_200801.xls 2.3. Data Corrections 2.3.1. Prior Month Data All other vehicle attribute corrections for data submitted in previous periods can be corrected in current month’s data file. Note: the first data submittal should contain all currently owned vehicles for the reporting agency. Following months data submissions may included new acquisitions, changes to the vehicle attributes, or dispositions. For example, DGS submitted all of its vehicle records in the first month. For the following months, DGS uploads data for vehicles that were newly purchased, disposed of, and vehicle attribute data that was submitted incorrectly in the previous month. Agencies may find it easier to submit all vehicle data every month. It is left to the discretion of the agency to determine the best method of submitting vehicle data. 2.3.2. Current Month Data Current month data is to be submitted to the FAMS Portal site no later than the 15th of each month. For example, June data should be uploaded to the FAMS Portal no later than July 15th. Corrections to the most recent period’s can be made by submitting a replacement Excel data file. 3.
