INTENDED PURPOSE OF THE EQUIPMENT
33 KV Ring Main HT/LT Switch Gear for ensuring a stable and uninterrupted
power supply system.
IMPORTANT GUIDELINES FOR VENDORS :
THE BIDDER SHALL HAVE VALID TYPE TEST CERTIFICATES FROM
CPRI, CONDUCTED WITHIN LAST 5 YEARS, FOR SHORT CIRCUIT,
ENCLOSURE DEGREE OF PROTECTION AND ANY OTHER TEST
REQUIRED AS PER IS: 8623.
INCOMPLETE BID i.e, WITHOUT PROPER TECHNICAL DETAILS OR
WITHOUT PRICE BID, WILL BE REJECTED OUTRIGHT.
THE PRICE BID & THE TECHNICAL BID SHOULD BE SUBMITTED IN
SEPARATE SEALED COVERS AND SHOULD BE IDENTICAL EXCEPT
THAT THE PRICE SHALL BE LEFT BLANK IN TECHNICAL BID.
COST MUST BE INDICATED BY TENDERER AGAINST EACH OF THE
ITEMS SCOPE OF SUPPLY" AS PER ENCLOSED ANNEXURE-II IN PRICE
BID (NOT IN TECH. BID).
TENDERER MUST FURNISH COMPLIANCE STATEMENT AGAINST EACH
OF THE CLAUSE OF TECHNICAL SPECIFICATION AND GENERAL
SPECIFICATION.
TENDERER MUST SUBMIT THE FOLLOWING DOCUMENTS WITH THE
TECH. BID.
List of users of similar equipment manufactured & supplied during last 10
years with Postal address, Fax No, Telephone No, & name of contact person
of the users.
Performance certificates issued by a few reputed users of similar
EQUIPMENT.
SCOPE OF CONTRACT :
Design, manufacture & supply of the equipment as specified.
The equipment should be complete in all respect for intended purpose with
desired / specified level of performance.
To ensure completeness of supply, vendor should include in the scope of
supply, all auxiliary items which are necessary for satisfactory running of
equipment, though not included in this specification
Quality and strength of material used in manufacturing the equipment should
be as per applicable code of practice and regulation. Vendor must confirm this
aspect in the offer.

For comparison purpose of cost bid, tenderer will give total cost of all the
items which makes offer complete as per Tender Enquiry ( tendered
specification). However, spares for 2 yrs normal maintanence should be kept
out of total cost and will not be co
In case tenderer is quoting any optional item which is not essential, then it
should be kept out of total cost.
While indicating total cost, the tenderer will take all the conditions into
consideration, which has to fulfill erection & commissioning, including training,
deputation of engineers etc. nothing should be left vague.
INSPECTION AT FIRMS PREMISES:
Vendor should provide all test & guarantee certificates for bought out & own
manufactured items prior to pre-despatch inspection.
Pre-despatch inspection will be carried out by RFI representative for all the
items including standard & optional items.
Supervision of Erection at site
Erection at site will be done by the supplier's engineers as mentioned at
"Terms
&
Conditions"
in Part-II.
Commissioning of the machine at site
Commissioning & testing of the equipment to its desired capacity and
complete satisfaction of the perchaser will be done by the supplier's enginner
as mentioned at "Terms & Conditions"
Training :
Training to purchaser's personnel in operation, programming & maintenance
of the equipment as mentioned at "Terms & Conditions" in Part-II.
OPTIONAL ITEMS.
SPARES FOR 2 YEARS NORMAL RUNNING MAINTENANCE :
The list of spares should indicate unit price, weight & quantity recommended
for purchase against each item separately.
The list should be prepared for safer working and trouble free running of the
equipment for 2 years.
Other Cost / Charges of elements & services, if any (specify detail) which are
not covered in the technical specification but are essentially required for the
efficient operation & guarantee of the specified output of the machine as per
TE specification.
DESIGN PARAMETERS :
Design parameters should ensure durability, accuracy, smooth working &
easy maintenance of the equipment.
The design should incorporate adequate factors of safety as per applicable
codes
of practice
and regulations.

SPECIFICATION FOR 415 V SWITCH BOARDS
DESCRIPTION
Switchboard shall be constructed with bolted structures. Welded or riveted
structure should not be used for construction of the switchboard.
ACB feeders shall be housed in single front draw out design. The ACB
feeders shall be mounted in two tier design. The ACB feeders and other
feeders front side should be flushed in such a manner that the front line of the
switchboard comes in one line.
The panels shall have non-segregated phase Copper Bus-bars of current
density 1.6 amps/ sq.mm suitably provided with black heat shrunk PVC
sleeves. Bus-bars shall be mounted on supports molded out of glass
reinforced thermosetting plastic. The switchboard
All feeders shall be suitable for cable entry from the bottom.
The switchboard shall be painted with shade no. 631 of IS :5 with epoxy
based powder coating paint having thickness 40-60 micron. The sheet steel
shall be treated with 9 tank process.
Horizontal earth bar will be 9.5X50 sq.mm. aluminum. In cable alley a vertical
earth bus of suitable size shall be provided with proper holes, for connecting
the 4th core of the cables.
Control bus bar of size 12X3 mm copper shall run throughout the length of the
switch board. Single strand wires shall not be used.
All indicating lamps shall be of LED type.
Control wiring shall be done with FRLS 2.5 sq. mm. flexible copper wires with
proper ferruling and numbering.

ACBs with inbuilt release shall not be considered. Bidders are requested to
submit their proposal considering microprocessor based Numerical Relay as
per the specification given.
The bidder shall have valid type test certificates from CPRI, conducted within
last 5 years, for short circuit, enclosure degree of protection and any other test
required as per IS: 8623.

The Battery assembly shall have a charger which shall be sized for one of the
following duty conditions whichever is higher
Off line boost charging of the Battery assembly.
On line float charging of the Battery assembly while feeding the complete DC
load.
The charger shall have 3 phases, full wave controlled Rectifier Bridge with
their protective voltage control and current control in float and boost mode
shall be done by Automatic Voltage Regulator.
OPERATION
Normal operation will require that Battery assembly will be float charged while
feeding the DC load.
In case of AC main failure, the Battery shall continue supply to the load.
The selection of boost/float charging mode shall be done manually and will be
selected by push buttons. When the charging mode is selected, the Battery
charger shall initially charge the Battery under constant current mode followed
by constant voltage mod
In the event of failure of charger feeding to the load and when Battery is boost
charged, continuity in DC supply shall be maintained from the Battery to the
load through 80% tap of the Battery.
The charger shall have facility for manual mode of operation.

SPECIFICATION FOR HT CABLE LAYING
Cable has to be laid directly underground and the cable laying practice must
conform to IS 1255 in all respects.
The depth of cable laying in general will be as follows
33 KV grade cable 1.2 meters minimum
1.1 KV grade cable 1.1 meter minimum
Necessary bedding below lowest layer of cable and precast concrete cable
covers for protection of top layer of the cable must be provided along the full
length of the cable. Cable routs are to be indicated with appropriate indicators
as per standard prac
The cable must pass through GI pipe of dia 150 mm for each cable with 40%
space margin, when passing across the roads or under railway line. The
length of pipe would be as per requirement.
The cable entry and exit through GI pipes will be through bell mouth or
padding of lead.
The cables can be laid in multilayer. However the width of trench of trench
must suitable so that in no case the spacing between cables can de-rate the
current rating to less than 0.9.
Cable trench must have a clearance of minimum 0.4 meter from a gas or
water main and also from communication cable. Induction influence on
sensitive control cable on account of nearly power cable should also be
checked.
All necessary tests after and before cable laying and joining gave to be done
by the bidder and the change to be included in the quotation.
Following tests are considered essential
Testing after laying - i) continuity of all the cores should be checked ii)
insulation resistance of core to earth with 500 volts megger for LT cables and
2.5/5 KV megger for HT cables. iii) insulation resistance between conductors
as above iv) checking t
Testing after jointing – insulation resistance of core to earth and between
cores with 500 volts megger for LT cables and HIPOT (high voltage test for
HT cables for 15 minutes.
Earth resistance testing - resistance of the earth pits and earthing system
should be checked. It should be less than 1 ohms.
SAFETY DURING OPERATION AND MAINTENANCE
Operator safety during operation and maintenance must be guaranteed

Safety during operation
The operator must be protected against direct contact with any live parts by
complying with the requirements.
As protection against accidental contact, the requirements of IEC 64 must be
complied with.
Operation of the switch board must be possible with all front doors closed.
This includes
a) Supervision b) Switching c) That mechanical switch position indicators are
visible d) Mechanical operation e) Testing that the power has been
disconnected f) Cable testing
As protection against the effects of internal faults, a test certificate showing
compliance with IEC 298 appendix AA for at least 30KA to 50 KA (1s) must be
submitted with the offer
Each cubicle must have clearly defined mechanical operating mechanisms
which permit and indicate the following operations:
Circuit breaker ON/OFF (closed/tripped)
The front of the cubicle must be separated into two vertical sections –
Top section: Operation and mechanical indicators
bottom section : Low voltage compartment

executed by the bidder on Turn key basis.
Equipment provided must have proven track record of not less than 3 years.
Necessary proof in the form of reference list should be provided along with
the offer.
Equipment design should conform to latest international standards/regulations
in terms of manufacturing.
All jobs not included in the scope of work but considered necessary for
completeness and efficiency shall be executed by the bidder and the charge if
any to be included in the quotation.
