To participate in this race, all entrants must be in full compliance with all US and Mexican regulations as detailed in this Information Document. Also, refer to the NOR (Notice of Race) as posted in the Southwestern Yacht Club website under PHRF RACING, San Diego to Ensenada International Yacht Race. RATINGS PHRF Fleets 1, 2, 3, 4, 5 & 8(Multihull) Class breaks for PHRF will be determined and supplied by PHRF San Diego. PHRF San Diego Off Wind Course (OWC) ratings will be used. Cruising Classes, both spinnaker and non-spinnaker. Boats in the Cruising Class must have a PHRF OWC base rating greater than 60 and a Performance Factor less than 1.8. Ratings will be reviewed, and assigned if necessary, by the Race Committee (RC). Cruising Class worksheet (last page of the NOR) must be completed and forwarded to Michael Roach: roachmj@cox.net SWRF SWRF will use PHRF ratings; if a SWRF class yacht does not have a current PHRF rating, then the SWRF Fleet Captain will assign a rating. Doublehanded Class Boats will race in their assigned classes and will additionally be scored against each other. Boats competing for the Doublehanded Class trophy are required to sail with only two (2) persons aboard. This changes PHRF Class Rule 10.5. Ancient Mariners Sailing Society (AMSS). You will need a Passport for each person on board to re-enter the United States from Mexico. 2. You will need to obtain a “US Customs and Border Protection Entry decal for your boat. 3. You will need to fill-out and submit “Port of San Diego Race Entrant Report” to the Port of San Diego at sandiegoseaport@CBP.DHS.gov. 4. Before departing for the race, you will need to fill out the CBP (Customs Vessel Entrance Form) and send to Customs and Border Protection for vessel entry and clearance for immigration at the Custom’s Dock. You need to fill-out this form and send to the email address that will be posted on the SWYC Website under the San Diego to Ensenada International Race on the PHRF Page, by no later than October 3, 2016. Further Instructions and details for the CBP (Customs Vessel Entrance Form, Instructions on how to obtain decal on line and the Form for the Vessel Entry Clearance for Customs and Border Protection are included in this document. (Entrance Visa) for each crew member approximate cost is 323 pesos or approximately $23, plus $10 per visa handling fee from Agencia de Buques Gil Ojeda, 011-52-646-178-3615, jorgeojeda@agenciaojeda.com. You will receive your FMM (Visas) for each crew member when you check-in at the offices of Cruise Port Marina on Sat, October 8, between 0900-1200 hours. You will also be cleared by immigration at that time. THERE IS NO NEED TO GO ONLINE AND DEAL WITH THE HASSEL, JUST CONTACT THE AGENCY SHOWN ABOVE AND EVERTHING WILL BE HANDLED FOR YOU. All visas are required for all 2 vessels entering Mexican waters, for those racers who will be "tuning and burning", the Agnecia de Buques Gil Ojeda will also handle the obtaining the FMM's (Visas) for your crew members and will email you all of the documentation you will need to have on board. 6. Completed and turned in to SWYC OFFICE with payment on or before October 3, 2016 the “Aviso de Arribo y Despacho de Embarcaciones de Recreo” for the office of the Port Captain of the Ensenada Port. NOTE: This form and payment is necessary only for those boats planning on entering into any Mexican marina or port. The cost is approximately $33 per boat. When you enter the race online, you can pay for the port entry fee along with your race entry fee. The form must be filled out and returned to the SWYC Office by no later than noon, October 3, 2016. After you have entered a marina (Cruiseport, Marina Coral, etc.), all crew and captains must report to the Cruiseport Village Marina office between 0900-1200 hours on Sat, October 8 to pick up their FMM's and have their passports stamped by Mexican Immigration. There are no exceptions. Further details are contained within this document. EQUIPMENT Make sure your boat and your crew are equipped for the race following the US Sailing Coastal equipment requirements. U.S. CUSTOMS & BORDER PROTECTION (CBP) ENTRY DECAL 1.1. Private vessels (30 feet and greater in length) are required to obtain a CBP decal if crossing the international border. 1.2. Applicants can purchase or renew their annual CBP decal for a fee online (https://dtops.cbp.dhs.gov), by fax (317-290-3219), or by email (decals@dhs.gov). 1.3. Provide a copy of your payment receipt to the CBP officer if you haven’t received a decal at the time of your inspection or you will be required to pay a one-time User Fee. U.S. CBP CLEARANCE 2.1. All vessels participating in this event must report their arrival to CBP when coming from foreign waters. Vessels that do not complete the race, turn around without stopping in Ensenada, stay in Ensenada, Mexico, or continue on will be required to report to ensure compliance. 2.2. Passports or passport cards are required for all U.S. citizens returning by land or sea. If the vessel is towed over land, it will be the master’s responsibility to have the form verified by a CBP Officer at the border and mail or deliver it to the CBP at Port of San Diego, 610 W. We request that you email the form as early as you can. Deadline requested by CBP: Friday, September 30, 2016. Drop-Deadline: Noon, Tue. October 3, 2016. Email the form to sandiegoseaport@CBP.DHS.gov Mexico Immigration and Customs: TIP (Temporary Import Permit): #7 on the Checklist Each vessel entering Mexico, even if not entering a Mexican port (e.g., turn-and-burn) must have one onboard. They are good for 10 years, no matter how many times you go in or out. Some of the terminology in the application can be ambiguous. To help insure the process, there is a private local permit agent.
