The regular monthly meeting of the Munford Municipal-Regional Planning Commission met on Tuesday,
August 11, 2015 at 6:30 P.M. in the Munford Municipal building located at 70 College Street with the
following:
PRESENT: Chairman Gary Fodor, Vice-Chairman Jerry Trobaugh, Secretary Sue Arthur, Mayor
Dwayne Cole, David Keeton and Nancy Adkins
ABSENT: Rick Wilson.
ALSO PRESENT: Don Cole, Brittney Whitley, Richard Hutcherson, Christina Hutcherson,
Planner Will Radford, Code Enforcement/Building Inspector Glenn Stringfellow
and Recording Secretary Barbara Younger
The meeting was called to order at 6:30 P.M. There was a quorum present.
APPROVAL OF MINUTES
There was a motion by Jerry Trobaugh, seconded by David Keeton to approve the minutes from
the July 14, 2015 Planning Commission meeting as presented. Motion carried.
OLD BUSINESS:

NEW BUSINESS:
A. O’Reilly Auto Parts Site Plan
Background
A site plan has been submitted to construct an O’Reilly’s Auto Parts Retail Facility on Highway
51 South near its intersection with Tabb Drive. The property can be further identified as Parcel
3.00 on Tipton County Tax Map 111G, Group B. The property is zoned P-B (Planned Business)
and is located within the Munford Municipal Zoning District. The property consists of 1.16 acres
and does not appear to be situated in a federally identified flood hazard area according to Tipton
County FIRM panel #47167C0310F, effective on 12/19/2006.
Analysis
The Site Plan has been approved by the City Engineer in regards to drainage and grading.
Staff has been advised that a permit from TDOT has been obtained for the access point onto
Highway 51.

The site meets the parking requirements for Auto Parts Stores. (1 space per 400 sq. ft.)
The site will access the existing shopping center parking lot to the north which will give the site
access to Tabb Drive limiting the traffic onto Highway 51.
Recommendation
Staff recommends approval of the site plan.
Mayor Cole Recused himself from the discussion due to a conflict of interest. There was a motion
by David Keeton, seconded by Sue Arthur to approve the O’Reilly Auto Parts site plan as
presented. Motion carried with no dissenting vote noted.
B. Quality Tire Site Plan
Background
A site plan has been submitted to construct an addition onto Quality Tire and Service at 545
Watson Road. The property can be further identified as Parcel 2.00 on Tipton County Tax Map
127K, Group B. The property is zoned M-1 (Light Industrial) and is located within the Munford
Municipal Zoning District. The property consists of .87 acres and does not appear to be situated
in a federally identified flood hazard area according to Tipton County FIRM panel
#47167C0315F, effective on 5/4/2009.
Analysis
The existing use is a permitted use in the M-1 district.
The site plan is showing 15 parking spaces with 4 spaces for loading and parking areas. The
proposed building is approximately 7125 sq. ft. which would require 8 spaces if regulated as
“Warehousing and Storage”.
The Site Plan has been approved by the City Engineer in regards to drainage and grading.
The proposed building meets the setback requirements of the M-1 district.
Recommendation
Staff recommends disapproval of the site plan until the Parking issue can be adequately
addressed.
There was a motion by Jerry Trobaugh, seconded by Nancy Adkins to approve the Quality Tire
site plan as presented.. Motion carried with no dissenting vote noted.
C. Forbess Minor Subdivision
Background
A minor subdivision plat has been submitted on behalf of James T. Forbess Revocable Living
Trust. The subdivision is located near 565 West Main Street. The property can be further
identified as Parcel 1.00 on Tipton County Tax Map 112C, Group B. The property is zoned R-1
(Low Density Residential) and is located within the Munford Municipal Zoning District. The

property consists of 1.28 acres and does not appear to be situated in a federally identified flood
hazard area according to Tipton County FIRM panel #47167C0305, effective on 12/19/2006.
Analysis
The plat is creating two lots from a 1.28 acre (approximate) parent tract. Both lots meet the
setback and area requirements of the R-1 district.
The plat is showing additional right-of-way being dedicated on Main Street in compliance with
the Munford Municipal Regional Major Road Plan and the Municipal Subdivision Regulations.
Campbell Lane is designated as a “proposed collector” on the Major Road Plan. Collector Streets
are required to have 60 feet of right of way, however this is a dead end road at this time and staff
questions if the right of way of a collector should be required on the plat.
Recommendation
Staff recommends in favor of the plat provided the right-of-way on Campbell Lane is addressed.
There was a motion by Nancy Adkins, seconded by Sue Arthur to approve the Forbess Minor
Subdivision as presented. Motion carried with no dissenting vote noted.
D. William Kirk Billings Rezoning Request
Background
A rezoning request has been submitted by William Kirk Billings to rezone property located near
1903 S. Tipton Road. The property can be further identified as Parcel 35.00 on Tipton County
Tax Map 127. The property is zoned R-1 (Low Density Residential) and is requesting to be
rezoned to P-B (Planned Business). The property does not appear to be located in a federally
identified flood hazard area according to Tipton County FIRM panel #47167C0315F, effective on
5/4/2009.
Analysis
The property has several parcels that has been cut out of this tract, most significantly Parcel 35.07
and 35.08 on Tipton County Tax Map 127. Parcel 35.08 is a landlocked parcel. These properties
are not involved in the rezoning request but can be considered.
Due to the property being a large area and access along a major arterial, (Highway 51) P-B is
suitable for the area. However, consideration must be given to the other above mentioned
parcels. In this area there is an existing church zoned B-3 and a residence zoned R-1. Staff has
reservations of rezoning the larger tract, Parcel 35.00 and not either including Parcel 35.08 or
leaving the landlocked parcel zoned R-1.
Parcel 31.01 is a 6 acre tract that is also owned by the Billings. Staff would recommend
including that tract in the rezoning request as well.
Recommendation
Staff recommends in favor of the rezoning as the request is consistent with other P-B districts.
Further consideration should be given to the adjacent properties.

Due to questions about land locked property, there was a motion by Sue Arthur, seconded by
Jerry Trobaugh to deny the William Kirk Billings rezoning request. Motion carried with no
dissenting vote noted.
E. Text Amendment – Shooting Range Regulations
Background/Analysis
At last month’s meeting, The Planning Commission reviewed a proposed text amendment on
Indoor Shooting Range Regulations. The Planning Commission asked that this issue be brought
back to this month’s meeting. Staff was asked to draft a proposed text amendment defining
indoor shooting ranges and creating clear language as to the appropriate placement of them in the
Municipal Zoning Ordinance.
Staff is proposing the following definition:
Indoor Sport Shooting Range: The use of a structure for archery and/or the discharging of
firearms for the purposes of target practice or temporary competitions.
Staff is proposing the following standards to be added to the General Provisions of the Zoning
Ordinance:
Section 52. Indoor Sport Shooting Range Regulations
The purpose of these facilities is to safely train individuals in the handling of firearms in an urban
setting with minimal impact to adjacent properties.
52.1
An indoor sport shooting range must be located in a building with a minimum of 5,000
square feet.
52.2
The structure housing an indoor sport shooting range shall be a minimum of 200 feet from
the boundary of any residentially zoned district, and located only within the zoning districts
specified in the Article IX Zoning Table.
Such facilities shall comply with setback regulations of the zoning district in which it is
located.

All firing lanes must be designed with firing lines that restrict down range access from
shooters and targets that can be moved toward the shooter mechanically. Safety Rules
must be posted at all times. Ranges must have clear and adequate accident protocol plans
in place.
52.5 The hours of operation shall be limited to 7:00AM to 9:00PM.

No noise from firearms shall be audible at the property lines during business hours.

An indoor sport shooting range shall comply with all federal and state regulations
pertaining to firearms and shooting ranges.
52.8
The developer/owner shall provide 1 and ½ (1.5) parking spaces per firing lane, required
handicap accessible spaces, plus one (1) additional space for each employee.

A site plan shall be required and include, but not limited to:

Survey of the entire property, drawn to scale by a licensed surveyor
Adjacent property owners
Topographic contours not to exceed 5-ft intervals
All drainage structures, areas, water retention areas
Existing and proposed utilities
All structures and their use
Parking areas
Proposed landscaping

In addition to the site plan, the developer/owner shall submit a safety plan and a sound
abatement plan. The developer/owner shall submit plans detail lead exposure, control, and
disposal. The Board of Zoning Appeals may require additional fencing, buffering, baffles,
or may deny the request if the site plan does not or cannot meet the above mentioned
purposes, standards and requirements, or if other significant health and safety issues are
present.
Staff is proposing the below addition to Article IX, ZONING TABLE FOR COMMERCIAL AND
INDUSTRIAL DISTRICTS. This would make Indoor Shooting Ranges a Use Permitted on Appeal in all
commercial and industrial districts except the B-1 district.

There was a motion by David Keeton, seconded by Nancy Adkins to send a positive
recommendation to the Munford Board of Mayor and Aldermen for adoption as amended,
removing 52.5 (The hours of operation shall be limited to 7:00 am to 9:00 pm) and renumbering.
Motion carried with no dissenting vote noted.
OTHER BUSINESS:
Jerry Trobaugh and Planner Will Radford have been making the cosmetic changes to the
Munford Municipal Zoning Ordinances. They are asking for feedback from the Planning
Commission members on any items the Planning Commission would like to review before
the Municipal Zoning Ordinances are readopted.

dissenting vote noted
