MEAL COORDINATOR (Area Office)
Position: : Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator
Location: Area Office Nepalgunj
Application deadline: 31st July 2016
Starting Date: 15th September 2016
Duration Contract: One year with the possibility of extension
Gross Salary: NRs. 888,400/annum (commensurate upon qualification and experience)
First Reporting: Area Manager, Nepalgunj
Second Reporting: Manager, MEAL Department
Background:
Good Neighbors International (GNI) is an international, non-profit humanitarian organization
established in 1991 and working in 37 countries around the world. It is headquartered in
South Korea. GNI has fundraising offices in the USA, Korea, and Japan, and an International
Cooperation Office in Geneva. GNI currently implements 318 community development
projects (CDPs), covering a variety of areas including rural development, income generation,
health, water, sanitation and hygiene, child education, protection, disaster risk reduction as
well as advocacy and network building to improve the impact of the projects, thereby
benefitting approximately 16.8 million people, including 9.6 million children. Good Neighbors
International is working in Nepal since 2002 in community development sector.
GNI Nepal has been working in Nepal since 2002 with the objective of improving lives of poor
people, especially children through education, income generating activities, health services,
child protection, disaster risk reduction, advocacy and network building. Currently, GNI Nepal
has been operating in 14 districts.

Job Description:
Under the overall guidance of MEAL Manager and direct supervision of Area Manager, the
incumbent will be responsible to implement MEAL related activities of Mid-West Area as well
as providing timely and relevant information to Departments, District/Project Offices.
1.
Planning MEAL System

Support District Offices to develop their logical frame based on country logical
frame.

Participate in preparation of Plan of Action (PoA) and implementing the activities
based on PoA and Project Agreement (PA).


Prepare detailed MEAL budget and calendar of MEAL related activities.
Implement MEAL System

Develop formats for Community Need Assessment (CNA) and support District Offices
to conduct CNA.

Provide technical support to District/Project Offices and Implementing Partners on
implementing MEAL plan and logical framework.

Coordinate with Implementing Partners for collecting data against agreed
indicators.

Engage with Implementing Partners to collect and manage essential data of their
respective projects.

Ensure quality of data collected by partners.

Provide feedback to Implementing Partners and District Offices on projects’
performance based on monitoring data findings

Undertake field visit to monitor project implementation, identify bottlenecks and
provide feedback for improvement.

Support to conduct baseline, mid-term and final evaluation and ensure quality
methodology and analysis as well as timely delivery.

Capacity Building in MEAL

Train District Offices and Implementing Partners on MEAL concepts, skills and tools.

Work closely with staff members and build their capacity for proper data
management.

Quality Assurance

Develop ToR for assessments (Baselines, Midterm Review, End Line Surveys and
other thematic studies).

Develop monitoring and reporting forms and oversee the management of data for
regular reporting on project progress.

Review proposals and reports of Implementing Partners (IP), District Offices and
Area Offices.

Provide technical input on reports to meet donor and GNI requirements.

Work with Program Departments to ensure that lessons learned from project are
documented properly.
5.
Information Management

Share learning from M&E process with the wider team

Support partners in improving learning and sharing mechanisms in their projects

Promote culture of two way learning in the organization.

Assist to produce IEC/BCC materials for the visibility of organization.

Develop and be involved pro-actively in designing and handling communication
materials, pamphlets, flyers, posters and others as required.
6.
General

Conduct field visits as and when required.

Organize various events such as meetings, workshops, conferences, and seminars.

Carry out other duties and responsibilities assigned by the supervisor.
Job Specification:

Master degree in relevant field with three years of experience in humanitarian and/or
development organization in designing, implementing and overseeing MEAL related
task.

Hands on experience of managing software.

Strong statistical skills including knowledge of Microsoft applications.

Experience of developing result framework including experience in developing MEAL
systems.

quantitative
and
qualitative
data
collection/survey
design,
implementation and analysis.


Good interpersonal, communications, training and facilitation skills.
Working knowledge of the English language along with writing and communication
skills.
