BRIEF CV
Dr. Beulah Shekhar is an Associate Professor in the Department of Criminology and
Criminal Justice Sciences, Manonmaniam Sundaranar University and also Co ordinator of
the UGC sponsored programs, Victimology & Victim Assistance and The Human rights &
Duties Education. She significantly focuses on developing partnerships between researchers,
policymakers, program developers, agency personnel, and other community groups. Through
these partnerships, she conducts basic and applied research and evaluation in the many
different facets of Victimology, Crime, Criminology, Law and Justice. She holds degrees in
Womens’ Studies, Psychology, Education Management, and Human rights, Victimology,
Counseling and Law. She serves as research guide and examiner in various Universities and
guides M.Sc., M.A. M.Phil & Ph.D Scholars. In 2008, she received a huge grant under the
University Grants Commission Innovative scheme and introduced a course on Victimology
& Victim assistance, the first of its kind in India. She also served on the first juvenile justice
board in Tamil Nadu after the enactment of the juvenile justice act in 2000. She served as the
nodal director of the first child helpline in India for more than 10 years, and conducted many
training programs for all the allied partners, as part of the National initiative on child
protection.. She is involved in the training of the police & and the Judiciary in the concepts
of Victimology fill the gaps in services to victims of crime in the Criminal Justice System in
India She has published her research work widely in national and international journals and
has been invited to present her research findings in Australia, Hong Kong, Kenya, Japan, U
K, Portugal, Switzerland, Indonesia, Taiwan, Canada, Netherlands, Sweden, to mention a

few. She was on deputation from the University to the YWCA of India as the National
General Secretary, heading 85 local associations all over India. She has served as a member of
National Consultations in various reforms and evaluations of the legislation and the working
of the Criminal Justice Systems. She was invited as an individual expert at the 12th United
Nations Congress on Crime Prevention and Criminal Justice, in Brazil and part of the
Delegation of the World Society of Victimology in the Crime Commission at Vienna in
May 2011 and the UN preparatory meeting at San Jose, Costa Rica in February in February
2014. She was awarded the prestigious Indo-Hungarian fellowship in 2010 and was a visiting
researcher at the University of Montreal in 2011. She was also the recipient of the
Commonwealth Academic Staff Fellowship 2013- 2014. She is the recipient of the Fulbright
Fellowship 2014-2015 and will be travelling to work in the John Jay College of Criminal
Justice, New York from November 2014. She also recently received the Indian Society of
Victimology Fellowship 2014.She was on deputation from the University to the YWCA of
India as the National General Secretary for a year from September 2009 – September 2010.

Extraordinarily good leadership and communication skills. Keen interest in carrying out
research that can be applied to programmes and projects related to preventing victimization
of women and children. Capable of eliciting good co-operation from team members with
excellent adaptability, enthusiasm and friendly nature. Works with vibrant energy
motivating and inspiring colleagues to take up challenges to root out violations in the society.
Particularly good at organizing events and public awareness programs to enlighten the
vulnerable group of their rights. Excellent teaching ability with good command of the
language and good public speaking skills. Rich experience in preparing project proposals.
Presently is the director of the Central Government project and running
a Family
Counselling Center for women in difficult circumstances and the nodal organization of the
Childline India project in Tirunelveli a project of The Ministry Of Women and Child
Welfare and a special school for the rehabilitation of victims of child labour.
RESEARCH EXPERIENCE: Have conducted research in the various areas, both for
governments and NGOs and published the findings in numerous journals in addition to
guiding M.Sc., M.A. Ph.D. & M.Phil., scholars in various Universities in Tamil Nadu
OTHER EXPERIENCE:
As a Project director of the various governmental and non governmental projects have
gathered rich experience in the proposal writing ,managing of finances, submission of
reports, budgets, and financial statements
to the concerned authorities. In the area of
personnel management also the various appointments as per the post sanctioned by the
funding agencies were made under my guidance and supervision. Was instrumental in
establishing the norms and procedures as the first warden of the Women’s hostel in the
University and was in charge of administration and finance for more than five years.

As part of the National Initiative for child Protection (NICP) campaign of the Ministry of
Women and Child development, the gaps in services could be assessed as a result of the
feedback from participants of the workshops on Child Protection organized for the allied
systems like the Police, health, education, judiciary transport and the telecommunication
department.
