1. SCOPE OF SUPPLY
A Ro-Ro Barge has been designed by an External Agency for NPOL as per NPOL
specifications. The design and drawings have been approved/noted by Indian register of Shipping
(IRS). The scope of supply includes construction and delivery of this Ro-Ro Barge, launching at
Underwater Acoustic Research Facility (UARF), a wing/division of NPOL, which is situated at 100km
away from Kochi at Kulamavu, Kerala and testing and obtaining all approvals and certificates from
competent authorities. The scope of supply also includes design, fabrication, installation and
commissioning of additional attachments mentioned at section 6. Project Management will be by
the same External Agency.
Construction and supply of the IRS-class Powered RO-RO barge should comply with the
Technical Specification prepared by NPOL and the Technical Information Documents prepared by
External Agency as described at sections 4,5 and 6 of this document.
Complete responsibility for realization of the Ro-Ro- barge should be taken by the bidder on
turn-key basis.
The main specifications and scantlings are shown in Tables 1 and 2, respectively.

2. PRE-REQUISITES FOR BIDDERS
1. The bidder should have delivered at least two powered vessels, of length greater than 15
meters, after January 2010. These vessels should have been built with the approval of IRS/IACS.
Proof of the same should be submitted along with the techno-commercial offer.
2. The bidder should have a minimum of 3 Engineers or Naval Architects on the payroll as on June
2013 and till delivery of the vessel. The names, qualifications, date of joining, and contact
information for the employees should be submitted along with the techno-commercial offer.
3. The company should have sales turnover of at least Rs. 4 Crores for the last financial year. Only
building and repair of ships, barges, boats, and other watercraft are to be included in the
turnover. Copy of audited financial record should be submitted as proof for turnover claim
along with the techno-commercial offer. Please note that turnover claim from allied partners
will not be considered.
4. The bidder should attach copies of certificates pertaining to previous experience, financial
capability and other requirements along with the tender as documentary proof.
5. External Agency has done the detailed design and will be the project manager during
construction of the barge. Qualified bidder should be bound to accept External Agency’s project
management. External Agency personnel should be allowed to visit construction site as part of
project management. A written consent to this should be submitted. The bidder does not have
to pay the External Agency for project management.
PRE-QUALIFICATION FOR BIDDING
6. The bidder should prepare the techno-commercial offer based on the design drawings and
documents prepared by the External Agency and this document (‘Construction and Supply of
Ro-Ro Barge’) and only those offers will be considered for technical evaluation . The design
drawings and documents will be given only to those bidders who are qualified as per the criteria
mentioned in para 1 to 5 above. Hence documentary evidence for items mentioned in para 1 to
5 above should be received by NPOL within 20 days of publishing of tender at the following
address : Director (Attention: Dr.DD Ebenezer, Sc-G), NPOL , Thrikkakara, Kochi 682 021, Kerala.
Bidders who are qualified to receive the design drawings and documents will be intimated by
fax/post/Email.
7. On receiving this intimation, the bidder should visit NPOL facility at UARF, Kulamavu, Idukki
District, during working days to receive the design drawings and documents. This visit to UARF is
mandatory prior to submission of techno-commercial offer. During this visit the bidder should
study in detail the access (width of road, condition of road, number of hair-pin turns, etc) to
UARF, Kulamavu. This is extremely important if the boat is constructed elsewhere and
transported to UARF in pre-fabricated sections. The bidder may also identify suitable location
for the construction and assembly of the barge at UARF premises. All facilities (power, handling
equipment, accommodation, etc) required at UARF for construction, unloading, launching,
testing etc should be arranged by the bidder.
8. Director, NPOL reserves the right to amend or waive the above pre-requisites.

3. INFORMATION FOR BIDDERS
1. Specifications prepared by NPOL, based on which External Agency designed the barge,
are given in section 4.
2. A list of drawings and documents prepared by External Agency and approved/noted by
IRS are given in section 5.
3. The General Arrangement Plan [IRS Approved] of the Ro-Ro barge is in Annexure-A.
4. The design and drawings of the Ro-Ro Barge are the property of NPOL, Ministry of
Defence, Government of India and should not be used for any purpose other than for
the construction of Ro-Ro barge for NPOL. All drawings in hard/soft format should be
destroyed after its relevance to construction of Ro-Ro barge.

Speed
a. 9 knots. Barge should be able to operate in both forward and
reverse directions.
Engines
a. 2 Nos. Minimum 270BHP @ 1800 RPM (IRS approved)
b. 1 year warranty from date of acceptance of boat by NPOL
should be provided. If OEM warranty is not available, supplier
should bear cost of servicing and repairs during warranty
period. The OEM should have a service center in Kerala.
c. OEM supplied toolkit, operating manual and service manuals
should be provided.
Ro-Ro Ramp
a. Ramp should be capable of both manual and electrical
operation. Remote electrical operation of the ramp should be
possible from wheel house.
b. Dimensions of the ramp are 5 m x 4 m (Length x Breadth).
Ro-Ro ramp should be designed to take the load of 10 ton
typical transport vehicle. See section 6, Sl No. 4.
c. Angle of operation of the ramp should be minimum 30 deg in
both up and down directions.
d. Rubber fenders suitable for docking should be provided at the
end of the ramp.

All the above three cranes should be provided with the
following safety features.
I. Limit switches for highest and lowest hook positions
II. Safety valves to prevent over loading
III. Brakes applied automatically in the event of power failure
or pressure loss in the hydraulic system.
IV. The brake control should be arranged such that the brake
is always applied unless the operator holds the brake off.
V. Emergency stop and general failure indication in the operators
platform or operators cabin
VI. Crane shut down in the event of high oil temperature and low
oil level.

Safety
a. All around handrail should be provided with 2 m openings with
facility to close; three numbers of openings each on port and
starboard sides and one in the rear should be provided. Hand
rails should be provided on the top of rooms on deck.
b. Safety equipment as per class and statutory requirements.
c. Lifebuoys and jackets of approved quality as per statutory
rules (refer section 5, list of drawings, sl no. 25 (LSA)).
d. Firefighting equipment as per statutory rules ((refer section 5,
list of drawings, sl no. 15 (FFA)).
e. Bilge system as per IRS/IACS.
f. A Foldable walkway of 0.5m width should be provided on the
port side of the barge between frame nos 7 and 32. The walk
way should have guard rail on one side and hand rail on the
other side.
Deck
Deck should be of anti skid surface of class approved anti-skid
meterial.
Sanitary Fittings with a. Sanitary fittings should be of chrome plated brass inside rooms

Wheel House
a. Wheel house should be suitably located to give a clear view of
the ramp edge and surroundings for easy mooring. It should
have all-around clear- view screens with a provision for easy
opening and closing.

wheel house.
c. The wheel should have hydraulically assisted manual steering
capabilities.
d. Wheel house should be well equipped including engine
temperature meter, gear control, emergency shut off of the
engine, rpm indicator, speed indicator, magnetic compass,
wind-shield wiper and fuel level indicator. Wheel should be on
centre-line of barge
e. Public address system to cover the entire area of the barge

Warranty
The following equipments are included in the scope of supply.
a. 6 kVA UPS in measurement room (refer section 5, list of
drawings, sl no. 35 (Single line diagram-main power systems),
Siemens/Equivalent make. E series. Sine wave. 12 minutes
battery backup for 4.2 kW. Exide/Equivalent batteries.
b. 2 Nos. GPS Garmin . (i) Model 440s (fixed type) with external
antenna (GA29) for use inside wheel house. Should be
integrated with depth sounder. (ii) Model GPSMAP 60Cx
(portable) with external antenna (GA29). Later models with
additional features are acceptable.
c. Range finder. To determine distance to another vessel about 4
km away. Nikkon /Zeiss/Equivalent make.
The following lights are included in the scope of supply.
a. All lights should be as per IRS regulations (refer section 5, list
of drawings, sl no. 36 (Single line diagram-Navigational
Lighting Systems).
b. Minimum 400 Lx lighting should be provided in measurement
room, accommodation spaces, engine room, wheel house,
toilet and open deck spaces.
Additional search lights. 2 nos. Steerable (360˚) and tiltable
electrically from wheelhouse. All brass. 9” dia. Adjustable focal
length, parabolic reflector. 250 W each.
c. 2 Nos solar panels approved by Min. of Non-conventional
energy to power lighting system. 50 Watts each. Power backup for 10 hours. Exide/Equivalent invatubular batteries. Total 6
CFLs, wiring, and switches.
d. 2 Nos rechargeable and portable emergency lamps. At least 15
W each. With ISI mark.
e. 2 Nos. All weather 250 Watts flood lights. Forward and aft
positions.
2 twins in the forward, one twin in mid, and Two twins in aft
(refer section 5, list of drawings, sl no. 20 (General Arrangement
Drawing). To be used for mooring in the presence of heavy winds.
2 Nos. Minimum 1.5T. Forward and Aft. Electrically operated. To
be operated with 200 m, 1 inch diameter Garware polypropylene
rope for mooring in the middle of reservoir.
6 sets of 220m long, 1 inch diameter Garware polypropylene rope
should be supplied by the bidder.

acceptance, for all items supplied. If OEM warranty is not

available, bidder should give warranty on behalf of OEM.
The firm at its own cost shall conduct training at UARF,
Kulamavu for NPOL personnel for the operation and regular
maintenance of entire systems and subsystems of the Barge
mentioned in Section 4 (Technical Specifications).

5. LIST OF DESIGN DRAWINGS AND DOCUMENTS
The following drawings/documents generated by the External Agency will be supplied by NPOL to
the bidder. The bidder should carefully study the various drawings, IRS approval status, and
specifications given by NPOL. Any corrections or further approval required in the drawings from
IRS/competent authority should be carried out by the bidder in concurrence with NPOL. Overall
responsibility for getting any further approval and delivery of the boat meeting all NPOL
specifications will be the responsibility of the bidder. All costs in this regard should be borne by the
bidder.

Details of the equipment to be fitted in the barge, such as make and model, are provided in
the Technical Information (TI) book prepared by the External Agency and/or in the
Technical Specifications (section 4). Specifications of all items, equipments, and accessories
should be forwarded to NPOL for written approval prior to placement of any purchase order
by bidder. (a) Only equipment listed in the TI book are to be used. If the equipment is not
available and an equivalent or better model is available, or the equipment is not compatible
with other equipment, the bidder is to seek written approval from NPOL for amendments.
Change may be permitted but without any cost implication to NPOL. (b) The firm is to
recommend commercially available equipment not explicitly mentioned in the TI book and
seek written approval from NPOL. All such requests are to be made within six months of
placement of NPOL Supply Order and before placement of order by the bidder for
procurement of the equipment. (c) The firm is to design and manufacture some equipment,
or parts of some equipment, such as cranes, ramp, etc. The design drawings for these are to
be submitted to NPOL, within six months of placement of order, for approval by NPOL. (d)
All equipments and accessories mentioned in the technical specifications (section 4) should
be delivered by the bidder. Only the make and model mentioned in the specifications are
acceptable. When make and model are not indicated, or the particular make and model is
not available, the bidder should propose a make and model and obtain written approval
from NPOL. (e) Any equipment not mentioned in the technical information booklet, but
essential for smooth operation of the barge is to be developed, procured, installed, and
commissioned by the bidder
All certificates of warranty from OEM (Original Equipment Manufacturer) are to be handed
over to NPOL. All warranties are to be valid for at least one year after the bidder obtains
completion certificate from NPOL. If the OEM warranty expires before this period, the
bidder shall provide warranty and the cost to be borne by the bidder.
The bidder should design, supply, install, and commission, suitable mechanism for (a)
operation of the ro-ro ramp mentioned at section 4, sl no. 6 and (b) aft extension arm
mentioned at section 4, sl no. 12 (c) turn table for “measurement well” mentioned at
section 4, sl no. 15. The bidder should prepare the drawings for these items and forward to
NPOL for concurrence.
Schematic arrangement for closing the measurement well will be provided by NPOL. The
bidder should study the scheme and assess the feasibility of manufacture of the structure,
and closing of the well using the structure. Any changes in the scheme required for
satisfactory implementation of the closing arrangement should be carried out by the
bidder. Any statutory approval, if required, for implementation of the closing arrangement
should also be arranged by the bidder.
The bidder should carry out fabrication of the barge in strict compliance with the drawings,
documents and specifications supplied by NPOL. However, the bidder can propose changes

in the drawings and specifications for the smooth execution of the project. Proposals, if any,
to change drawings or choose equipment should be submitted to NPOL for concurrence
prior to implementation. If required, the changes in drawings should be accepted by IRS.
The responsibility and costs for such approval from IRS should be borne by the supplier. Any
additional drawings or details required for meeting the NPOL specifications should be
prepared by the bidder and necessary IRS approval should be obtained by the supplier.

7. EXECUTION OF SUPPLY ORDER
1. The supplier should keep NPOL informed of the progress in design and development.
Progress reports should be submitted every 4 weeks regarding work completed and
work planned for the next 4 weeks.
2. Copy of all drawings/documents should be forwarded to NPOL for concurrence prior to
submission to IRS/Director of Port/competent authority for approval.
3. All drawings/documents approved by competent authorities are to be submitted to
NPOL in original during delivery of the vessel.
4. All original material test certificates and other certificates should be submitted along
with the progress reports.
5. Details of all orders placed for outsourced equipment and date of delivery of the
equipment should be included in the progress report.
6. Director/Representatives of Director, NPOL and External Agency who have done the
design should be permitted to visit the construction site to inspect the progress.
7. Supplier should arrange/attend bi-monthly review meetings to be held alternately at
NPOL or the supplier’s site.
8. The boat is to be delivered at UARF, Kulamavu and deployed within 14 months of
placement of order. All acceptance tests are to be completed within 16 months of
placement of order.
