JOB DESCRIPTION
JOB TITLE:
SYSTEMS ENGINEER (SCADA Systems)*
REPORTS TO:
SCADA Engineering Services Manager
* This job description is for a fully competent Systems Engineer. Training will be provided
to enable the Trainee Systems Engineer to reach fully competent level.
1.
JOB PURPOSE
Evaluate, design and implement Works Automation and SCADA systems ensuring the
highest level of reliability to ensure delivery of continuing business benefits.
2.
JOB DIMENSIONS
Budgets:
Assist in developing and managing an annual operating budget of c.
£0.5M and work as part of a team managing a number of capital
projects of c.£50k each.
Subordinates:
Support and direct the activities of one or more configuration
technicians, supervise site contractors and site Resident Engineers.
Other:
Works automation and SCADA systems are critical to the performance
of treatment works needing to be reliable and accurate. Projects are
carried out throughout the Company’s operational area and the
performance of the systems directly impacts on the Company’s
compliance with quality regulations. The post holder requires
expertise and experience in complex control and process techniques.

PRINCIPAL ACCOUNTABILITIES
3.1
Carry out engineering designs for water and sewage treatment works
SCADA/automation systems and support/direct configuration staff in building the
databases and displays.
3.2
Conduct factory acceptance tests of works SCADA/automation systems to ensure
compliance with system specification before delivery.
3.3
Supervise the installation of treatment works SCADA/automation systems
ensuring full compliance with standards and best practice.
3.4
Commission treatment works SCADA/automation systems ensuring full
compliance with the system specification and engineering best practice.
3.5
Liaise with resident engineers and site contractors to ensure system
commissioning integrates with main scheme commissioning programmes and
causes no impact on those programmes.
3.6
Train site operators in the use of works SCADA systems and ensure site specific
manuals and documentation is available before handover.
3.7
Compile site engineering documentation which enables Operational engineering
maintenance staff to carry out first line support of the works SCADA/automation
systems and train those engineers and technicians who are to perform this
function.
3.8
Organise handover of systems to Operations and Engineering Maintenance.
3.9
Assist Operational staff with the resolution of complex problems.
3.10
Maintain regular contact with colleagues throughout the Company.
3.11
Act as duty engineer on a call-out rota basis in support of works SCADA
systems.
3.12
Ensure that adequate spares are available for support of systems prior to
handover.
3.13
Carry out other project engineering work as required.
3.14
Assist in the development of new software solutions and applications as
appropriate.
MEASURES OF PERFORMANCE
4.1
Works SCADA/automation systems shall achieve availability levels in accordance
with the agreed service levels.
5.
4.2
SCADA/automation projects are implemented in accordance with the agreed
programme and meet the specified requirements of time and cost.
4.3
Systems shall be correctly documented, spares provided, training completed and
handover carried out in an ordered fashion immediately following commissioning.
QUALIFICATIONS AND EXPERIENCE
5.1
Education
Relevant HNC / D or degree which should lead to incorporated membership of an
engineering institution through progression.
6.
MAIN JOB CHALLENGES
6.1 Ensuring treatment works SCADA/automation provision and commissioning
programmes match highly volatile site commissioning activities.
6.2 Ensuring a logical progression through commissioning sequences and maintenance
of records to produce a time and cost effective result.
6.3 Achieving smooth and expeditious handover of works systems to Operations.
6.4 Ensuring maintenance of personal competency in support aspects of all systems.
7.
IMPORTANT RELATIONSHIPS
7.1
Internal
In daily contact with Operational Engineering project engineers, maintenance
engineers and technicians, together with Capital Implementation Department’s
project engineers, resident engineers and contractors to assist with technical
problems and site commissioning.
Close liaison with all Operational first line managers for the development of
solutions which provide them with beneficial management information from the
regional SCADA system.
Regular contact with Operational Functional Managers. Able to discuss and
present ideas at this level.
7.2
External
Expediting system supply and design information from main site contractors.
Negotiating purchase and maintenance contracts and expediting performance
with suppliers and maintainers.
